Uzbekistan, Namangan city INTERRELATION OF PROBLEMS WATER, PEACE AND SECURITY

Annotation: In this article highlights of important issues of state security and problems of water and peace and its effect to the development of society.

The President of the Republic of Uzbekistan Islam Karimov, rightfully pointed out in the book "High Spirituality - Invincible Power", of strategic importance, emphasizes that the increasingly globalization process "is the formation of an entirely new, socially-political, natural-biological global environment, and that national and regional problems are becoming a global problem". Based on the views expressed by our country's President Shavkat Mirziyayev at the 72nd session of the UN General Assembly on 19 September 2017, Uzbekistan's position on the ecological situation can be explained as follows:

Uzbekistan fully supports the position of the UN Secretary-General, Antonius Guterrish, on the "Water, Peace and Security Issues are closely interconnected."

Uzbekistan fully agrees with the Convention on the Use of Water Resources in the Amudarya and Syrdarya Basin, developed by the UN Regional Center for Preventive Diplomacy.

Uzbekistan strongly supports the efforts made by the UN under the auspices of the United Nations on the establishment of the Special Fund for the Aral Sea and the Aral Sea Region. Uzbekistan fully supports the UN program on February 10, 2017, "Implementing the Joint Capacity Building Program for the Aral Sea Disaster Resilient Population through Creating a Multilateral Partnership for Human Security for the Aral Sea Region". This program once again reaffirms that the basic principles of the Action Strategy, developed by the President of Uzbekistan Shavkat Mirziyayev, are fully consistent with the objectives of Sustainable Development.

One of such problems is the water problem that has become a matter of life for over 2 billion people worldwide. Insufficient water resources are clearly seen to meet the increasing demand of mankind. As a result, the role of water intake facilities in irrigated farming and food safety has attracted considerable attention in recent years. Are irrigated crops and arable land - along with the growth of crop production - is it sufficient to provide food to the countries and improve the

national and global food security? The questionnaire is waiting for its response. This is the most difficult and irrevocable issue in the world. According to predictions, the need for water intensifies rapidly, especially in developing countries. The demand for water grows in the urban and industrial sectors, compared to agriculture. Experts' calculations show that rapidly increasing demand for water in irrigation and water use, particularly in the domestic and industrial context, can seriously undermine the growth of food production. Food production is directly related to the level of water supply, and the price of wheat, in particular rice, wheat, corn and other products on the world market is extremely sensitive to the level of water availability in irrigation. While there is no positive change in irrigation and irrigation water management, the reduction in the amount of water used for irrigation naturally reduces the production growth and dramatically increases the grain price, which has a negative impact on third world countries.

As a result of climate change, the global economy is damaged every year by $ 125 billion. Experts predict that this figure will reach 340 billion by 2030. Crisisists say that in the 21st century, warfare is being fought for water rather than oil or land degradation (XXI Century, July 2, 2009).

In today's world, three major interconnections - ecology, energy, and economics - are waiting for their clever solution.

World economists and analysts have recently said that oil is the most important resource. However, the development of events proves that there is a more important resource. Oil can be replaced by gas, coal, or other alternative sources of energy. However, water can not replace anything. Water is life, health, agriculture, industry.

According to the sources, the world's population consumes 7 billion cubic meters of water a day and night. At the same time, due to the lack of clean drinking water or pollution, 0.5 billion people suffer from various diseases. The CIA's (USA) "Global Development: The Changing World" by 2025 describes the danger: "Wartime wars will be for drinking water!" ("Huquq", February 18, 2010)

At present, more than 97% of the Earth's surface is composed of oceans and seas. This water is very salty and is unusable for use and water supply. Only 2.5% of fresh water forms, two thirds of which are contained in glaciers and ice caps. Only 0.77% of fresh water is present in aqueous soils, swamps, rivers, lakes, land and atmospheres, which can be used for economic needs and water ecosystems. No matter how bitter it may be, we must acknowledge the truth - it is a source of water. Particularly, the amount of fresh water recycling increases rapidly. Currently, 54% of fresh water can be used. According to experts in the United Nations, in the next 50 years, nearly 5 billion people will be exposed to less water than the average global population (by more than 6.8 billion in July 2009) and fresh water consumption per person (50 liters a day) will be forced. According to statistics, by 2025, freshwater consumption will increase by 75 percent compared to the present day. About 70 percent of freshwater reserves are used for irrigation, 20 percent in industry, and 10 percent in municipal services. According to

economists, one million tons of fresh water will be needed to produce a ton of wheat worth $ 200. In contrast, industry's production costs around $ 14,000. Experts estimate that in 2100 world's freshwater reserves will be used.

Water is distributed unevenly throughout the world. This incompatibility is a serious concern for the world community, despite the development of science and technology. A clear example of this is the absence or deficit of freshwater in 60% of land countries. The most important issue for Central Asian countries is the rational use of water resources. The joint use of water supply and water resources is one of the obstacles to the development of the region.

Thus, the issue of water is one of the issues that affect the process of state building in Central Asian countries, which affects the interests of national security. Because, water has become and remains the most important geo-economic and strategic factor not only for the successful modernization of the economic and social spheres of a particular country, but also for controlling the Central Asian region. Therefore, the implementation of the agreed "water diplomacy", which takes into account the interests of all countries by the countries of this region, is an important factor in the sustainable ecological situation, comprehensive development, peace-keeping in the region.

Annotation: This article examines the professionalization and socialization of the dentist in the modern world.

Professionalization is the aspiration and ascent of a person to professionalism. It is a long and continuous process of becoming a dentist, which lasts from the choice of a future profession to its termination. The result of this process is the formation of a specialist, the acquisition and improvement of skills, the transition to a higher level of professionalism, the development of new qualities. Professionalization includes several stages, such as professional orientation, selection, education, introduction of a person directly into professional activities, obtaining specialization, professional development, retraining for another type of specialty, the peak of medical activity, completion and gradual removal from active professional activity.

The effectiveness of this process is characterized by two types of indicators: objective and subjective. The first correlate the identity of the dentist with the
