INTRODUCTION

At the same time, new approaches to education, organizational, economic, pedagogical, methodological and technological re-equipment are required. Therefore, in order to build the activities of the education system in radically new forms, there is a need to design a strategy for the development of education based on the socioeconomic characteristics of educational institutions in the country, the dynamics of the market of educational services.

One of the effective ways to solve this problem is traditional and global trends based on scientific and innovative approach and best practices.

As the President of the Republic Sh.M.Mirziyoev rightly noted, "A state based on new ideas, new ideas and innovations will win. If we start building our great future today, we must start it on the basis of innovative ideas, innovative approaches," the President said, "enrichment, production of modern textbooks and special literature."

METHODOLOGY

A comprehensive study of current issues of concern to the population and entrepreneurs, as well as a broad public discussion in order to further increase the effectiveness of reforms, create conditions for the comprehensive and rapid development of the state and society, the implementation of priorities for modernization and liberalization of all spheres of life As a result of the adoption of the Action Strategy for the five priority areas of development of the Republic of Uzbekistan for 2017-2021, and as an integral part of the reforms, great work is being done in the field of education.

A clear example of this is the Presidential Decree "On measures to develop higher education", "On additional measures to improve the quality of education in higher education institutions and ensure their active participation in comprehensive reforms in the country," "Republican Higher Education and Science - Resolution "On measures to improve the system of remuneration of employees of research institutions", "On measures to further increase the salaries of employees of science and higher education, the state support for the introduction of scientific and technical results" The decision of the Cabinet of Ministers was made to ensure the implementation of the decisions of the Cabinet of Ministers. It sets the basic salaries and amounts of salaries for the teaching staff of higher education institutions. All of this is a shining example of the greater appreciation of the work of teachers, the care and attention paid to staff. Today, the President demands to raise science to a new level, along with all other areas. Indeed, it is difficult to solve current issues facing society without science. They stressed that the full support of the industry and scientists is one of the priorities of our state. Work in this direction continues today in a consistent and systematic manner.

It is difficult to imagine the development of our country and society at the level of modern requirements without science. Fundamental research plays an important role in the development of science. It is through them that new knowledge is acquired and theories are formed, creating a solid foundation for future applied research and innovation. It is self-evident that this is a factor in the future development of young professionals as educated, qualified personnel. The "didactic essence of the educational process" can not be interpreted in the same way as the "integrity", "systematization" and "complexity" of the educational process, but the integrity of the educational process is inextricably linked with its structure. At the same time, modern teaching methods are being developed and improved.

In particular, innovative pedagogical technologies in education and upbringing are the optimal organization of teaching processes. The choice of teaching materials, processing and changing the shape and size in accordance with the worldview of the trainee or trainee, the characteristics of mastering are also related to educational technology. Pedagogical technology, in turn, is a system of development and improvement of educational processes, content, methods and tools of education on the basis of objective laws and diagnostic goals of education, ie a learning process that incorporates innovations in science and technology.

The use of information and communication technologies in higher and secondary special educational institutions in combination with modern pedagogical technologies will serve to improve the quality of professional training of future specialists, increase the efficiency of training and the efficiency of teachers. In other words, an important condition for increasing the effectiveness of teaching in the system of continuing education today is a systematic approach to the educational process and the provision of services consisting of colorful pedagogical activities.

At the same time, innovative pedagogical technologies in education and upbringing demonstrate the interaction of human potential and technical means necessary for the facilitation of forms of teaching based on systematic approaches, guaranteeing its results and objective assessment. Clarification of educational goals, diversification of methods, techniques and tools used in the process of teaching and learning, deepening the content of educational processes, all this means improving the activities of educational institutions. However, it is said that there is no limit to perfection. As such, both pedagogical technology and pedagogical skill are borderless concepts. The more research is done on this, and the more initiative there is, the less likely it seems. This is the simplest and most basic truth of teaching. It is only in this way that the activity of teachers ultimately leads to the fulfillment of a high social order.

RESULTS AND DISCUSSION

It is known that innovative technologies, the pedagogical process, as well as innovations and changes in the activities of teachers and students, require the full use of more interactive methods in its implementation. Interactive methods are called collective thinking, that is, methods of pedagogical interaction, which are an integral part of the content of education. The peculiarity of these methods is that they are carried out only through the interaction of teachers and students, the free interaction of students and students.

In particular, the requirements for the personal qualities of the teacher are: Demanding, honesty, integrity, kindness, courtesy, knowledge of the principles, methods and mechanisms of objective assessment of students' knowledge, effective use of various forms of control over student learning. What course should be taught in higher education? We ask a question that everyone knows the answer to. Put the problem, find the solution, listen carefully to the answers. What is activity? Why do you need it? How should the lesson be shaped? Activity is a positive state, a positive, intellectual-social, motivation to know society, to defend one's opinion, to express one's opinion, to work tirelessly on oneself, to overcome external and internal feelings, to enjoy, and so on. What is creativity? Why is it necessary? Creativity is a special activity of a teacher, a new method, a new idea. What creativity leads to - a good product, that is, efficiency. A creative person is an imaginative person. What is the principle? - curious, always looking for, working on themselves, independent thinking, competent, intelligent, intuitive, bold. What does all this lead to? Leads to innovation. This is innovation. The process of teaching should teach the student to think, to find a solution to the problem in several ways, to choose the most important, to feel the extreme situations.

According to the task in the learning process, educational tools are classified as means of communication and educational work. Learning work is a process of task, problem, problem solving, various exercises. education - communication (communication) is a communicative-activity process, which is the educational activity of teachers and students. Communication is coding (in terms of teacher speech), transmission (writing), and students 'perception of information (comprehension and initial recall). Didactic tools are also classified according to their use for feeling. According to such a connection, didactic means visual (visual) - real (original) objects or various figurative equivalents, diagrams, maps; audial (hearing) - radio, tape recorder; audiovisual (audio-visual) - audio films, television, computers, didactic machines, electronic textbooks.

In order to achieve the purpose of the lesson, the teacher needs to pay attention to the following: the didactic process that occurs in the lesson can fully ensure the achievement of the purpose of education in certain conditions and within a specified time; the possibility of drawing clear conclusions about the level of implementation of the goal at the end of the training process.

Thus, innovative activity is an activity aimed at solving a number of problems that have arisen as a result of the mismatch of traditional norms with the new social requirements or the collision of the newly formed norm of practice with the emerging

norm. It is organized due to the organizational - technological, methodological and creative readiness of the individual, in particular, the teacher to organize the innovation process. The educational system or process is constantly evolving by allowing pedagogical innovations to consistently bring innovations into pedagogical activity. The innovative activity of the teacher is a driving force, motivating, stimulating creativity of the pedagogical team, and it guarantees the quality of the educational process. Therefore, if every teacher is able to consistently apply innovations in their work, fully understanding the essence of innovation, the educational process will develop in terms of both quality and efficiency. This, in turn, will ensure the development of the education system.

CONCLUSION

In short, the educational experience of an enlightened and cultured world shows that the intellectual potential of a person, his worldview, as well as the environment in which he belongs and the social relations in which he is located, play an important role in shaping his spiritual and moral image. Therefore, education is one of the most important aspects of continuing education, and the personnel trained in higher and secondary special military educational institutions have a mature, potential and perfect knowledge in all respects, which plays a worthy role in the safe life and functioning of society and the state.
