Informational resources of regional economic system development
For the last few decades the modern economy has changed radically. In modern conditions of economic development economic activity takes place when all resources (equipment, labor force, technology, raw materials, energy, information resources) are combined in a production process [2, p. 17].
As American sociologist E. Toffler states the main production is the production of knowledge [9]. Information resources penetrating all the spheres of economic activity provide a pathway to knowledge The key economic factors, conditions and drivers of economic development are under the influence of information resources determining economic growth, new tools and institutions focused on the effective management of information flows [5, p. 138].
At the turn of the 20th and 21st centuries, the dependence of the economic progress on the efficiency of the information resources of the society was manifested with great intensity. Mass computerization and introduction of the information technologies into the economic life made the results in various spheres more impressive [7]. Information resources as an economic category expresses the relations concerning the use of knowledge, information technologies and human intellectual capital in production, distribution, exchange and consumption.
The pith of information processes in various economic objects is the collection, storage and processing of information for the purpose of management of these objects. Markets of goods and services cannot be developed without the reliable data on prices, conditions of sales, producers,

economic resources, conjuncture. The quality of the accepted management decisions, and therefore the effectiveness of management of any organizational system depend on the rational use of the information. The transition to information economy changes the nature functioning of traditional industries, their technological parameters depend on the economic and information processes. The information process becomes a dominant factor not only in the development of the industrial sphere, but in the development of the economic system as well [7].
The introduction of the term "information resource" caused quite a lot of discussions. Today, information resources are understood as a set of data organized to obtain reliable information in various fields of knowledge and practical activities. The legislation of the Russian Federation under information resources means separate documents and separate arrays of documents in information systems [8, p. 94].
In Russia, information resources include:
- federal information resources;
- information resources under the joint jurisdiction of the Russian Federation and the subjects of the Russian Federation (information resources of joint jurisdiction);
- information resources of the subjects of the Russian Federation, or regional information resources [8, p. 95].
We shall dwell on the last kind of information resources.
The process of regional economic development is a set of both coordinated and uncoordinated decisions aimed at ensuring the growth of socioeconomic well-being of the region's population. This process includes: regional development planning and budgeting, economic development, investment attraction, entrepreneurship development, land management, granting construction permits, development of local infrastructure (maintenance and construction of roads, water supply, heat supply, gas supply, wastewater disposal and landscaping, provision of housing and communal services, maintenance of streets, organization of passenger transportation, public safety and fire protection [3, p. 24].
In such conditions the information support of the regional economy deserves special attention. It is due to the fact that any management decisions can be effective only if there is reliable data on the management object. The development of each decision should be informationally supported, which implies a set of realized decisions on the qualitative and quantitative information and the forms of its presentation and placement in the management system as well.
Thus the realization of the complex of operational and management measures aimed at the development of the region's production potential,
using its natural-resource, demographic and socio-economic potential, will be successful if the information support is brought to the forefront. The informational resources will affect the conditions of the regional market functioning and the region's economic growth invariably [3, p. 24-25].
The information base for the development of socio-economic system of the region, built on the account of environmental requirements and improved on the principles of self-sufficiency, will stimulate the development of not only interregional economic ties, but will also contribute to the competitiveness within the region itself.
The emerging information and management infrastructure for managing the development of the regional economy should ensure the realization of a number of important tasks for regional development, among which we should mention the following:
• urban planning associated with a large amount of spatial information, which requires all kinds of topographic and geodesic materials for design;
• monitoring of environmental changes;
• formation of real estate and natural resources cadastre;
• increasing the level of information support of navigation infrastructure of transportation corridors;
• control over execution of management decisions;
• identification of problembi that can become starting points for forming directions for improving territorial development programs;
• integration into interregional and international structures, as well as into the global information space [3, p. 26].
One of the indispensable conditions for socio-economic development of the region is the functioning of information technologies. In the management of regional development, information technologies are used as an effective tool for solving of following analytical tasks:
• processing, analysis and visualization of large amounts of information regarding the socio-economic state of the region, which allows for an integral assessment of the level of its development and the peculiarities of the territorial distribution of individual indicators of socio-economic development as well;
• identification and analysis of interrelationships of socio-economic phenomena, determination of directions, dynamics and forecasting of socio-economic processes;
• optimization of territorial distribution of resources and their use [3, p. 26].
Besides, the formation of a modern information environment, the development of information society on the basis of information technologies will make it possible to ensure an increase in the quality of life of citizens,

the development of various spheres of society: economic, social, cultural, political and modernization of the system of public and municipal services based on the use of information products.
The main guideline for the progress of the region's information infrastructure should be to ensure independent access of individuals and legal entities, public authorities and local self-government bodies to information at every stage of its creation, dissemination and development.
In turn, the main, priority tasks of the application of information communications for the interaction of residents, business and government, the emergence of a modern technological basis in the national economy are, first of all, the provision of quality and affordable communication services. It is necessary to develop electronic cooperation, interconnection between citizens, organizations, state and municipal authorities. Creation of management and monitoring systems in all spheres of social life on the basis of management information systems.
The information infrastructure of regional economic development should be formed taking into account the following provisions:
• unity of socio-economic and territorial planning of regional development;
• unity of technical requirements to the information resources and regulations of information exchange, including compliance with all the requirements of information security of business processes;
• availability of information foundation in the form of basic spatial data at all levels of management (federal, regional, municipal ones) for making all managerial decisions regarding the optimal use of the region's resources [3, p. 28].
Information resources are an integrating and guiding factor in the realization of all forms of life activity of modern society. Information resources as an economic category today is commonly understood based on the fact that information, having become the main factor of development, has turned the technology of processing its own resources into the main direction of economic development [4, p. 169].
What are the main features of information resources?
1. Information resources are multiplied in the course of realization and continuously grow in volume and content as society develops and knowledge consumption increases.
2. The tendencies of information resources' complication reflect their qualitative growth.
3. The potential of information resources turns into a driving force only in interaction with other resources - experience, labor, qualification, technology, energy, raw materials.
4. Information resources on the "reproduction effect" allow the cognitive subject to acquire new knowledge.
5. Information resource, being the basis of telematic production systems, is included directly in the composition of productive forces, which increases labor productivity many times.
6. Multiplication of information resources is possible primarily due to the creative part of mental labor.
7. The transformation of knowledge into an information resource depends on the communication systems of society, designed for the formation, accumulation and use on the basis of coding, technology of distribution and transmission of information [Мукин, с. 162-163].
The existing practice unambiguously interprets the importance and necessity of information resources as elements of intensive socio-economic development of society and the state as a whole. The necessity of transition to the knowledge economy requires cardinal changes in the system of organization and search for new mechanisms and methods of management within the framework of innovation policy through the prism of information resources [6, p. 163].
Summing up, we came to the conclusion that information resources are a necessary basis for managing regional economic development. The information and management infrastructure represents the information base for all managerial decisions aimed at socio-economic and territorial development of the region. This aspect is extremely important, as one of the problems of poor management of regional economic development is the lack of unity in socio-economic and territorial planning.
