The article examines the mechanisms of collecting information by the state police in the Habsburg Empire. During the affected period, the duties of this law enforcement agency were conducted through five different institutions: the Federal Safety Guard Corps as the state police authorities, the Gendarmerie, the army, secret post lodges and administrative authorities. The article explores the activities of the state police authorities, entrusted to Minister of the Interior Alexander Bach, until the summer of 1852. In the summer of 1849, a network of confidential informers was reorganized in Western Europe, primarily in the major cities of the German states, in the centers of Hungarian and Polish emigration, and, additionally, in Turkey. Inside the empire establishing and operating an informative system was vested into the police agents working in large cities and for provincial governors /state lieutenants in the country, so that the ministry was only able to form an image of the density and size of the agents’ network via the reports on the expenditures. The situation in the different provinces varied a lot. Such a decentralized system made it difficult to verify the quality of the information and gave rise to abuses; thus in the summer of 1852, when the police functions were transferred from the Ministry of the Interior to the newly established Supreme Police Office (Oberste Polizeibehörde), the mechanism for collecting the police data was reorganized towards strict centralization.

Аннотация. Статья посвящена механизмам сбора информации государственной полицией в Австрийской империи в середине XIX в. Эта деятельность в рассматриваемый период осуществлялась пятью разными ведомствами: государственно-полицейским ведомством, жандармерией, армией, секретными почтовыми станциями, а также административными органами. В статье исследуется работа государственно-полицейского ведомства, которое до лета 1852 г. подчинялось министру внутренних дел Александру Баху. Летом 1849 г. была восстановлена государственно-полицейская сеть тайных агентов в Западной Европе, прежде всего в важных городах германских государств, а также в центрах венгерской и польской эмиграции (к ним добавилось турецкое направление). могло составить представление о протяженности и густоте агентурной сети в лучшем случае через отчеты о расходовании средств, выделяемых на оплату работы агентов. Положение значительно различалось от провинции к провинции. Такой децентрализованный порядок затруднял верификацию получаемой информации, открывал путь для злоупотреблений, поэтому летом 1852 г., когда полицейские функции были переданы от министерства внутренних дел вновь созданному Верховному полицейскому управлению, механизм сбора государственно-полицейской информации был пересмотрен в сторону жесткой централизации.

Abstract. The article examines the mechanisms of collecting information by the state police in the Habsburg Empire. During the affected period, the duties of this law enforcement agency were conducted through five different institutions: the Federal Safety Guard Corps as the state police authorities, the Gendarmerie, the army, secret post lodges and administrative authorities. Введение

Период, о котором пойдет речь в статье, получил в исторической науке название «неоабсолютизм». Его начало связывают с подавлением венским двором с помощью военной силы революций 1848-1849 гг., а окончание - с конституционными экспериментами начала 1860-х гг. В данном случае речь идет не о «традиционном» абсолютизме, но о модели, которую, например, Йозеф Редлих называл «персональным абсолютизмом», при которой монарх не только контролирует государственную машину, но и единолично приводит в ее движение, будучи при этом не только «государем», но и «фактическим правителем и высшей волей», который правит не только посредством выбранных и сменяемых им доверенных политиков, но и сам постоянно участвует в процессе. В этом

смысле система, созданная Францем Иосифом, отличалась от правительственных практик абсолютизма до 1848 г. еще и тем, что традиционный набор абсолютистских инструментов был пополнен весьма смелыми консервативными реформами в области экономики, общественного и государственного устройст-

В эти годы современникам казалось, что аргусово око властей следит за своими гражданами, а публичное пространство/ во всех провинциях Австрийской империи наводнено полицейскими и «людьми в штатском». Национальные историографии государств-наследников, возникших в ХХ в. на развалинах Австро-Венгрии, развили этот тезис. В последние два десятилетия, однако, в Австрии и отчасти в Германии появилась тенденция к переосмыслению неоабсолютизма. В целом ряде исследований предлагается анализ административной и судебной системы, смелых и современных реформ в сфере образования и властных механизмов, объясняются особые черты этой формы правления. Есть новые интересные публикации о функционировании государственной полиции, прежде всего работы Вольфрама Зимана, который, в основном, занимается сравнением положения в крупных германских государствах, стремясь как можно детальнее восстановить их сотрудничество в этой области. Об австрийских реалиях указанный автор пишет в самых общих чертах, рассматривая только самые важные моменты . Уже Кристоф Штёцль обратил внимание на то, что нужно с осторожностью распространять опыт ХХ в. на изучаемый период и не использовать понятия «полицейский террор» и «угнетение», ведь государство ХХ в. создало и приводило в действие такие властные механизмы для контроля над своими гражданами, о которых и не мечтали правители и их правительства веком ранее3. Тем не менее, насколько нам известно, новые сравнительные монографические исследования в этой области появились пока только в Венгрии .

На территории Австрийской империи государственно-полицейские функции в период неоабсолютизма были возложены на пять ведомств: самую важную роль играли органы государственной полиции; далее необходимо упомянуть жандармерию, которая помимо больших городов отвечала за порядок в провинции, в том числе занималась там сбором государственно-полицейской информации; нельзя забывать и о военных, ведь в отдельных провинциях, например в Венгрии или Трансильвании, в условиях сохранявшегося до 1853 г. военного положения, армия играла решающую роль в гражданской сфере; обязательно следует сказать о важности секретных почтовых станций; наконец, свою роль играли административные органы, которым для донесений об общественных настроениях требовалась постоянно обновляемая информация. Сводки из этих пяти информационных сетей стекались в соперничавшие друг с другом центральные имперские органы - Министерство внутренних дел, Главное полицейское управление и Министерство иностранных дел. Затем информационные нити сходились в императорской военной канцелярии, а оттуда ложились на стол императору. Далее в статье речь пойдет о деятельности государственно-полицейских властей в первые годы существования неоабсолютистского режима.

Основная часть

С весны 1849 г. главными задачами усиливавшего свои позиции венского правительства были создание жандармерии и реорганизация полиции - двух органов, отвечавших за поддержание внутреннего порядка. Речь о создании жандармерии велась в Австрийской империи уже давно, но до 1848 г. элитные воинские формирования, отвечавшие за поддержание внутреннего порядка, существовали только в Ломбардии и Тироле. Для Венгрии, оккупированной в начале лета 1849 г. имперскими войсками, в качестве подготовительной меры 8 июня 1849 г. был издан соответствующий императорский рескрипт; детальный же план создания жандармерии одобрен только 18 января 1860 г. Первые шаги по реорганизации полицейской службы в середине декабря 1848 г. предпринял министр внутренних дел граф Франц Штадион (1806-1853). В дальнейшем, по результатам переговоров и, прежде всего, мер по сосредоточению полноты исполнительной власти на территории имперского центра, император Франц Иосиф (1848-1916 гг.), после получения летом 1850 г. пропозиции министра внутренних дел Александра Баха (1813-1893), 10 июля 1850 г. постановил реорганизовать полицейское ведомство. Так появился датированный 10 декабря 1850 г. декрет Баха о принципах организации полиции. Бах исходил из того, что поддержание внутреннего порядка является задачей административных / политических органов как одной из ветвей политической администрации, и задачей министерства внутренних дел должна стать координация действий полиции. В числе трех сфер ответственности полицейских властей, наряду с охраной неприкосновенности жизни и имущества и поддержанием общественного порядка, фигурировало «поддержание общественной безопасности и внутреннего мира»: наблюдение за общественными настроениями, передача по инстанциям «обоснованных пожеланий и жалоб», надзор за прессой, надзор за политическими объединениями и собраниями, раскрытие тайных организаций, предотвращение и пресечение общественных беспорядков, иными словами, исполнение функций государственной полиции6. Организационные мероприятия продолжались во всех провинциях империи вплоть до мая 1851 г.

Возобновить работу государственной полиции было довольно сложной задачей: в конце марта 1848 г., под давлением революционного движения, был упразднен независимый имперский орган «Верховное полицейское и цензурное придворное ведомство», информаторам выплатили выходное пособие и уволили их. Затем наступила полная дезорганизация, только командиры некоторых военных подразделений использовали в Венгрии и Ломбардии-Венеции шпионов для сбора информации о вооруженных силах революционеров. Весной 1849 г. пришлось заново организовывать государственно-полицейскую агентуру в стране и за ее пределами. В сентябре 1849 г. А. Бах в пропозиции императору об организации работы министерства внутренних дел и распределении обязанностей между его департаментами вел речь о подчинении государственной полиции аппарату министра, т.е. о постановке под его личный надзор «частной переписки, государственно-полицейских вопросов повышенной важности и политических объединений, прессы и театра»8. Правой рукой Баха в министерстве стал советник Йозеф Р. Кланнерн фон Энгельсхофен, который прежде служил в созданном в 1833 г. с целью сбора государственно-полицейской информации Майнцском информбюро, а с 1840 г. им руководил.

Сбор государственно-полицейской информации за пределами Габсбургской империи

Генерал-губернатор Вены генерал-фельдцейхмейстер Людвиг Вельден (1782-1853), с ведома министра-президента князя Феликса Шварценберга, уже в начале 1849 г. приказал Энгельсхофену начать воссоздание государственно-полицейской информационной сети за пределами империи9. Шварценберг в своем ведомстве располагал собственной политико-полицейской секцией, обладавшей решающим весом в отношении деятельности за границей, и в первые годы он строго за этой деятельностью следил10. Внутри же министерства Баха

сбор государственно-полицейской информации за пределами империи координировал Энгельсхофен. Как в 1851 г. заявил Бах, большая часть старых агентов пропали «бесследно», задействовать их не представлялось возможным, предстояло заново создать систему сбора информации. В августе 1849 г., после эмиграции ряда вождей венгерской революции в Турцию, стало ясно, что агентурную сеть придется расширять территориально11. На заседании Совета министров 27 августа 1849 г. Бах заявил о необходимости держать турецко-австрийскую границу под жестким контролем, а для усиления действий несовершенной турецкой полиции следовало создать агентурные органы внутри

Австрийской империи .

Главной задачей государственно-полицейской деятельности за границей в рассматриваемый период была слежка за венгерской, итальянской и польской демократической эмиграцией, к чему добавлялось наблюдение за международным рабочим движением. В начале 1851 г. министр внутренних дел назвал в качестве главных объектов наблюдения следующие города: Париж, Лондон, Белград, Стамбул, Алеппо, Кютахью (место интернирования символа венгерского революционного правительства Лайоша Кошута (1802-1894) с несколь-

кими ближайшими сторонниками) и Нью-Йорк . Для Баха, подвергавшегося с 1850 г. все более резким политическим нападкам, особенно важна была секретная служба, чтобы продолжать играть роль хорошо информированного «специалиста». На заседаниях Совета министров он часто отчитывался о новостях, поступавших о Кошуте и других эмигрантах - участниках национально-освободительной войны, еженедельно подавал императору обобщающие аналитические записки14. В 1850 г. в ведомство Баха поступило более 4 тыс. донесений из-за границы15.

Особое место в структуре ведомства занимали «головные агентуры» (Hauptagentur) или «ложи» с опытным агентом во главе, который уже сам координировал деятельность информаторов, работавших на других, сопредельных территориях. В начале 1851 г. Бах обозначил восемь головных агентур: в Цюрихе (Северо-Швейцарская), Женеве (Западно-Швейцарская), Страсбурге (Швейцария и Эльзас), Франкфурте, Лейпциге и Берлине (с филиалом в Гамбурге), Белграде и Корфу. На востоке ситуация была несколько иной: там из Стамбула (при посредничестве белградского консула) контролировали все прочие центры (агентуры), расположенные в Афинах, Алеппо, Измире, Кютахье, Шумене (Шумле), Бухаресте и Тулче16. Сбором информации на Востоке управляли не напрямую из Вены. Ключевую роль в этом процессе играл консул в Стамбуле Антон фон Миханович (вторым следует упомянуть белградского консула подполковника Теодора Тея Радосавлевича), который по запросу Баха снабжал его секретной информацией и до известной степени координировал деятельность агентов. В качестве переводчика Радославлевич нанял Габриэля Ясмаги, который стал непосредственным координатором восточной агентурной

сети .

Помимо агентов, подчинявшихся руководителям лож, действовало немало корреспондентов, с которыми поддерживали связь из Вены. В донесениях императору А. Бах в ряду городов, из которых приходили письма, называл Аугс-бург, Брюссель, Базель, Берг, Брауншвейг, Бреслау (ныне Вроцлав, Польша), Кёльн и Дрезден, однако из других источников известно, что в таких больших европейских центрах эмиграции, как Париж и Лондон, тоже действовали оплачиваемые доносчики. Слабым местом в сети покрытия с географической точки зрения Бах называл Италию, где на тот период у него были доверенные лица только в Турине и Генуе. полицейской информации за границей не ограничивался, конечно же, странами, где проживали эмигранты, и германскими государствами. В первую очередь, интерес представляли пограничные территории, румынские Дунайские княжества и Босния, однако их важность в рассматриваемый период была не столь высока. В одной из пропозиций Баха, датированной февралем 1851 г., расходы на западноевропейскую сеть оценивались в 4,5 тыс. гульденов в месяц, на восточную - 3,3 тыс., что составляло более 90 тыс. серебряных гульденов в год19.

А. Бах был не прочь сосредоточить в собственных руках и в своем министерстве сбор всей государственно-полицейской информации за границей. Но на этом поле у него были влиятельные конкуренты. С одной стороны, это министр-президент Шварценберг, также контролировавший внешнеполитическое ведомство, чью роль в руководстве внутри- и внешнеполитической государственно-полицейской деятельностью нельзя недооценивать, даже если это не всегда удается подтвердить документально. С другой стороны, наместники и губернаторы отдельных провинций время от времени посылали за границу, преимущественно на сопредельные территории, то одного, то другого агента с

конкретным поручением. Бах пытался заставить их не направлять своих людей

г 20 за границу без его предварительного разрешения , но неизвестно, в какой мере

ему удалось этого добиться. О чем Бах даже не мог помышлять, так это о том, чтобы контролировать разного рода военные ведомства, направлявшие за границу шпионов, прежде всего, с разведывательными целями, но нередко и с поручениями политического характера. В первую очередь, нужно упомянуть военачальников разных званий и должностей в двух североитальянских провинциях (Ломбардия, Венеция), которые поддерживали весьма активные связи подобного рода, да и в работе местных полицейских управлений такие задания не

были редкостью. Наконец, что немаловажно, жандармский суперинтендант

Но и в европейской (а позднее и заморской) погоне за вождями революционных движений венский министр внутренних дел не был предоставлен сам себе. Весной 1851 г. был основан так называемый «Полицейский союз», в состав которого вошли Австрия, Пруссия, Саксония и Ганновер, для взаимодействия в

в рамках Германского союза общего центрального полицейского органа, но, по-

видимому, от этой идеи вскоре отказались, поскольку летом 1852 г. Кемпен пи- 23

сал о ней как о снятой с повестки дня .

Историки имеют в своем распоряжении сводные таблицы и донесения от завербованных агентов за пять временных отрезков, что позволяет составить общую картину о протяженности государственно-полицейской информационной сети и ее действующих лицах. Первое из дошедших до наших дней донесений датировано апрелем 1850 г., в нем идет речь о семи агентах, действовавших

на территории Османской империи . В начале июня 1850 г. была создана первая сводная таблица, содержавшая информацию обо всех работавших за границей агентах и их агентурных псевдонимах: 18 - в Западной Европе, 16 - в Тур-

ции . Сохранилась записка Баха об иностранных агентах, датированная началом января 1851 г., в которой приведены данные о 20 человеках с краткими характеристиками, изредка - с указанием настоящих имен26. Единственная таблица, где фигурируют как агентурные, так и подлинные имена (правда, не во всех случаях), относится к лету 1851 г. В ней упоминаются 14 прямых и 4 опосредованно используемых агента на Востоке, 17 прямых и 2 опосредованных агента на Западе (в двух ложах). Достоинством этого документа, ценность которого трудно переоценить, является то, что в приложении дана детальная характери-

но, какой агент с какого времени завербован (о чем в других материалах ничего не говорится). В этой таблице приведены данные 19 человек, включая действовавших в Вене «мобильных» агентов. К таблице прилагалась текстовая поясни -

Обобщив данные имеющихся в нашем распоряжении таблиц , можно сделать несколько выводов. Прежде всего, обращает на себя внимание следующий факт: среди агентов есть 8 таких, чья вербовка (главным образом, в германских государствах) приходится на период до весны 1848 г. Похоже, что с несколькими особо ценными кадрами удалось возобновить сотрудничество. В списке агентов чаще всего встречаются фамилии венгерских эмигрантов, но установить их точное число не представляется возможным, потому что некоторые, возможно, упоминаются в таблице дважды: сначала под агентурным именем в числе лиц, действовавших в Турции, затем под другим именем уже в качестве западноевропейского агента. Это предположение подтверждается и тем, что в списке нет имен нескольких эмигрантов, факт шпионской деятельности которых уже установлен в историографии. Далее, одно и то же агентурное имя в разное время могли использовать разные люди, что еще больше затрудняет работу историка. К тому же, есть еще, по крайней мере, две причины, по которым наверняка не все агенты включены в эти таблицы. Во-первых, эти документы составлялись главным образом для финансовой отчетности, поэтому в них упомянуты только те, кто получал вознаграждение на более или менее регулярной основе; во-вторых, в таблицах не обязательно называются все «подчиненные» и доверенные корреспонденты того или иного агента. И все-таки, несмотря на все условности, можно утверждать, что к весне 1852 г. число агентов сократилось: прежде всего на Востоке, но и на территории германских государств венская полиция сокращала расходы за счет набиравшего силу сотрудничества с полицейскими органами крупных германских государств.

Формирование государственно-полицейской информационной сети в границах империи

Для А. Баха сбор государственно-полицейской информации в пределах Австрийской империи некоторое время оставался второстепенным по важности. Принципы сбора данного вида информации, естественно, соотносились в голове у министра с более общими принципами осуществления полицейских функ-

ций. Прежде всего, он полагал, что сбор и анализ информации в этой области является задачей исполнительных органов власти и подчиняющихся им полицейских структур. Создание сети полицейских органов началось не ранее мая 1851 г., и только после этого были созданы институциональные условия для того, чтобы по всей территории империи раскинулась столь угодная Баху государственно-полицейская агентурная сеть.

Согласно сформулированной Бахом в июне 1849 г. пропозиции о «внутренней политической полиции», руководству создаваемых в столице каждой провинции полицейских управлений / городских комендатур надлежало реагировать на «добровольные заявления» и донесения, при возможности - вербовать агентов. Кроме того, подчеркивалось, что необходима тесная координация « внутренней политической позиции» с государственно-полицейской деятельностью, проводимой за границей30. Таким образом, эта концепция, с одной стороны, в значительной мере строилась на «добровольном» сообщении информации самими гражданами, с другой - давала местным административным органам право самостоятельно решать: как, по каким каналам собирать информацию государственно-полицейского характера. Концепция, построенная на непосредственном участии граждан, с созданием полицейских органов отошла на второй план, но используемая Бахом система сбора информации до конца сохранила децентрализованный характер. Полицейские комитеты / дирекции, как и провинциальные наместничества / губернаторства могли создавать агентурные сети независимо от министерства внутренних дел и друг от друга. Провинциальные органы в своих донесениях передавали полученные от агентов сведения в вышестоящие инстанции, т. е. в министерство внутренних дел, не указывая при этом точный источник информации. Информатора всегда обозначали только словами «мой корреспондент» или «мой конфидент». Начальники полицейских управлений считали узы, соединявшие их с информаторами, чем-то вроде личных доверительных отношений и неохотно делились контактами даже со своими преемниками. Это в особенности касалось агентов, которые не получали денежных вознаграждений, но действовали «по призванию» или снабжали конкретного чиновника информацией в силу особых между ними отношений.

Администрация Баха даже не пыталась составить единый, более или менее полный список всех агентов. Только в ноябре 1850 г. министр попытался собрать от руководителей провинциальных администраций сведения о выплатах из полицейского секретного фонда и таким образом, через отчетность о «деньгах для конфидентов», составить представление о сети информаторов. Мы не разделяем мнения, согласно которому Бах «боролся с любой системой шпиков

и отторгал ее, а доносы и обвинения не вызывали у него сочувствия» 31, но он, вне всяких сомнений, считал, что важнейшей гарантией государственной безопасности не может служить всеобъемлющая агентурная сеть. В то же время, мы могли бы вести речь и о своеобразной «демократизации» государственно-полицейской деятельности, если бы это понятие не было диаметрально противоположно политическим целям и задачам всего правительства. Политические движения 1848-1849 гг. заставили государственных мужей и самого императора обратить внимание на роль «масс», вследствие чего в поле зрения государственной полиции наряду с интеллигенцией и политической элитой, а также местными элитами попали ранее игнорируемые низшие социальные слои, возник интерес к «политическим общественным настроениям».

С начала 1851 г. А. Бах искал способы регулирования путей продвижения полученной информации. В середине мая он распорядился, чтобы полицейские управления раз в неделю присылали ему отчеты. Помимо этого, ежемесячно следовало подавать отдельный отчет об общественных настроениях, одну копию которого надлежало направлять наместникам / губернаторам провинциальных администраций. Параллельно с этим главы провинций ежемесячно присылали Баху свои отчеты об общественных настроениях. В отсутствие свободной прессы и органов политического представительства правительство узнавало о состоянии умов из подобных отчетов. Для этого рода документов Бах сформулировал две задачи: обобщить желания и мнения населения и обрисо-

вать реальное положение дел . Но все-таки, в первую очередь министр мог проникнуть в ткань государственно-полицейской агентурной сети, сотканной его подчиненными, путем контроля за использованием денежных средств, выделенных на сбор государственно-полицейской информации. Кроме того, он продолжал считать, что определение путей и способов сбора информации необходимо передать чиновникам местной администрации и полиции. Спонтанно сформировавшуюся децентрализованную систему он теоретически обосновывал тем, что децентрализация быстрее и действеннее, к тому же эффективнее защищает агента от разоблачения, и продолжал выступать против возрождения искусственно раздутой, обслуживающей только свои интересы, паразитической полицейско-информаторской системы.

К тому же, сама система не позволяла создать общее представление о характере и численности агентуры, и, что еще важнее, было трудно быстро и надежно проверить поступившую информацию (ведь ее источник оставался неизвестен ответственным чиновникам министерства). В первую очередь, в провинциях Ломбардия и Венеция, где была создана довольно сложная система граждан-

ской и военной администрации. В самой Венгрии ситуация не очень отличалась: нередко один и тот же человек действовал как агент разных государственных органов и поставлял одну и ту же информацию в несколько ведомств. Совпадение сведений, поступавших по разным каналам, еще не гарантировало их надежность. Кроме того, чиновники считали информаторов своими доверенными лицами. И если в том или ином ведомстве происходили кадровые изменения, преемник при передаче дел не наследовал конфидентов своего предшественника автоматически.

В соответствии с принципом децентрализации, сбор государственно-полицейской информации существенно разнился от провинции к провинции. На практике применялись две модели. Главы провинциальных администраций, и гражданские и военные, в первую очередь стремились собирать информацию из отчетов подведомственных организаций, путем личных контактов с лицами разного социального статуса, через личные связи, оплачивая информацию небольшими подарками из собственного кармана, хлебосольством, маленькими любезностями. Они меньше доверяли платным агентам, прибегали к их услугам только для расследования или предотвращения публично-правовых преступлений. Если речь шла о «лояльных» провинциях, то их главы часто ссылались на то, что у них нет необходимости в платных агентах; в считавшихся же политически неблагонадежными провинциях - признавались, что в атмосфере вражды и недоверия к императорским властям не так-то просто среди образованных людей с более или менее высоким общественным положением найти подходящего человека, и, как правило, это требует немалых расходов. Поступавшие время от времени добровольные доносы - под собственным именем или без подписи - в этой модели могли служить лишь дополнительным источником информации. Здесь заслуживает внимания замечание, сделанное трансильванским губернатором князем Карлом Шварценбергом, что на территориях, где смешанно проживают разные национальности, атмосфера враждебности, царившая между этническими группами, способствовала тому, чтобы писать доносы на представителей другой национальности, что несколько компенсировало трудности поиска пригодного и надежного «официального» агента33.

Второй модели придерживались скорее начальники и комиссары полицейских управлений, они чаще делали ставку на платных агентов. Препятствием к преимущественному использованию второй модели было то, что события 18481849 гг. разрушили прежнюю агентурную сеть, и даже начальник венского полицейского управления в 1853 г. жаловался, что после масштабных политических потрясений удалось вернуть на службу лишь малую часть агентов. (Личные данные, сохранившиеся об агентах, в нескольких случаях свидетельствуют,

что тот или иной человек уже в 1848-1849 гг. тайно занимался сбором информации при каком-нибудь военачальнике!) Большая часть агентов рекрутировалась из низших слоев городского населения, и в большинстве своем они были мало или совсем не пригодны к сбору государственно-полицейской информации, за исключением наблюдения за местами массового скопления народа. Те же, кто, судя по всем признакам, происходил из более зажиточных слоев, предъявляли непомерно высокие материальные запросы. Нехватка кадров - если опираться на мнение все того же полицейского чина из Вены - в первые годы компенсировалась военным положением и поступавшими в большом коли-

честве спонтанными доносами .

Затем, летом 1852 г., когда после структурных и кадровых изменений в руководстве полицейского ведомства Кемпен - уже в качестве руководителя -при первой возможности потребовал от полицейских начальников и глав наме-стничеств / губернаторств, чтобы те составили точный список задействованных ими агентов, выяснилось, что наместники Далмации, Штирии, Тироля, Силе-зии, Верхней Австрии, Буковины, Краины, Зальцбурга и начальники полиции Клагенфурта, Инсбрука и Триеста не прибегают к услугам платных агентов. Но и в остальных наместничествах, губернаторствах и полицейских ведомствах было малое число агентов, максимально - 20 человек. Исключениями являлись только военные комендатуры в Вене (117 агентов, но из них только 3 получали

регулярные вознаграждения), Милане (31 чел.) и Венеции (47 чел.) Подобная картина прослеживается и в таблице, которую Кемпен в 1853 г. поручил составить по данным за предыдущий год (с разбивкой по провинциям) об использовании средств из тайного полицейского фонда36. Наместники австро-немецких наследственных провинций вообще не использовали эти средства, а если что-то и тратили, то на нужды начальника полиции. Исключением являлась Нижняя Австрия, но и здесь всю означенную сумму потратили генерал-губернатор Вены и начальник столичной полиции. Наместники Галиции и Буковины тоже воздерживались от подобных методов: поступившая в Галицию сумма размером в 35 серебряных гульденов пошла на «личное потребление» наместника, в Буковине же аналогичная сумма вообще осталась невостребованной. и Моравии положение было иным: хотя большую часть суммы забрали себе начальники полиции Праги и Брюнна (ныне Брно, Чешская республика), доля наместника в использовании средств по назначению была также значительной. Складывается впечатление, что военачальники больше преуспели в использовании «денег для конфидентов», военные и гражданские губернаторы (которые, как правило, были высокопоставленными офицерами во главе Далмации, Приморья, Венгрии, Великого княжества Трансильвании, Сербской Воеводины и Темешского Баната, Ломбардии-Венеции) требовали весьма солидные суммы, что, наверняка, можно объяснить объединением, как того требовало военное положение, введенное по политическим соображениям в отдельных частях империи, гражданского и военного руководства. В Ломбардии-Венеции потратили более половины суммы (в обеих провинциях деньги из фонда были выплачены 36 организациям). В условиях поголовного неприятия австрийских властей местным населением, лица, облеченные государственно-полицейскими функциями, - а в первые годы это были преимущественно военные, - не считали достаточно благонадежными даже полицейских чинов и, в отсутствие взаимодейст-

вия с населением, в работе опирались на платных агентов . Доля Венгрии составила 13,2%, в то время как доля имперской столицы Вены - всего 11%. В то же время, очевиден решающий вес именно в этих провинциях военного руководства.

Нельзя не обратить внимание на противоречие между относительно невысоким числом полицейских информаторов и широко распространенной точкой зрения, что за каждым шагом и словом граждан постоянно следили. Представляется, что его можно устранить, если оценить масштабы добровольного доносительства. На это же обстоятельство рассчитывало, по крайней мере, как на дополнительный источник информации, и само полицейское начальство. Например, Р. Фельзенталь в книге, вышедшей в свет в 1853 г., писал, что всемирно известная работа английских детективов только тогда стала эффективной, «когда каждый гражданин во имя закона превратился в добровольного полицейского агента, и даже в высших кругах общества гордо почитают за свой долг помогать работе полиции секретной информацией»38.

Помимо агентуры, нанятой территориальными полицейскими и исполнительными властями, министерство внутренних дел и лично министр располагали своими источниками информации. Было две категории агентов, нанятых не-

Introduction

The period, which will be discussed in the article, received the name of 'neo-absolutism' in the historical literature. Its beginning is associated with the suppression of the revolutions of 1848-49 by the Viennese court with the help of the military force and its end marked with the constitutional experiments of the early 1860s. In this case, the point is not about the 'traditional' absolutism, however about a model that, for example, Joseph Redlich called "personal absolutism", in which the monarch not only controls the state machine, but also single-handedly drives it, being not only 'Sovereign', but also "the de facto ruler and the highest will," and who rules not only by means of trusted politicians chosen and replaced by him, but also constantly participates in the process. Moreover, the system created by Franz Joseph differed from the government practice of absolutism until 1848 by the fact that the traditional set of absolutist instruments was replenished with very bold conservative reforms in the field of economics, social and state structure.1

During these years, it seemed to the contemporaries that the watchful guardian of the authorities was observing their citizens, and the public space in all the provinces of the Austrian Empire was flooded with secret police agents. The national historiographies of the 'heir' states that emerged in the twentieth century on the ruins of Austria-Hungary, developed this statement further. In the past two decades, however, in Austria and partly in Germany, there has been a tendency to rethink the neo-absolutism. Several studies offer an analysis of the administrative and judicial system, bold and modern reforms in the field of education and power mechanisms and explain the special features of this form of government. There are new interesting publications on the functioning of the state police, above all the work of Wolfram

Siemann, who mainly deals with the comparison of the situation in the large German states and seeks to restore their cooperation in this area as closely as possible. Nonetheless, on the Austrian reality, the above-mentioned author writes in the most general terms, considering only the most important points. Already Christoph Stölzl drew attention to the fact that it was necessary to carefully disseminate the experience of the twentieth century for the study period and not to use the concept of "police terror" and "oppression", because the state of the twentieth century created and put into effect such power mechanisms to control their citizens, which the rulers and their governments had not dreamed of a century earlier. Nevertheless, as far as we know, new comparative monographic study in this field has so far appeared only concerning Hungary.4

On the territory of the Austrian Empire, the state-policing functions during the neo-absolutism period were assigned to five different state institutions: the most important role was played by the state police; further, it is necessary to mention the gendarmerie, which besides the big cities was responsible for the order in the province, including collecting state police information there; we must not forget about the military, because in some provinces, for example, in Hungary or Transylvania, under the martial law that remained until 1853, the army played a decisive role in the civilian sphere; be sure to say about the importance of secret post lodges. Finally, administrative authorities played their part, requiring constantly updated information to report on public spirit. Reports from these five information networks flowed into rival central imperial bodies - the Ministry of the Interior, the Supreme Police Office (Oberste Polizeibehörde) and the Ministry of Foreign Affairs. Then the information threads converged in the imperial military office, and from there they lay down on the table for the emperor. The rest of this article focuses its attention on the activities of the state-police authorities in the first years of the neo-absolutist regime.

Since the spring of 1849, one of the first tasks of the Viennese government, which strengthened its position, were the creation of gendarmerie and the reorganization of

the police, two bodies responsible for maintaining internal order. The creation of gendarmerie was suggested in the Austrian Empire for a long time, but until 1848 the elite military formations responsible for maintaining internal order existed only in Lombardy and Tyrol. For Hungary, occupied at the beginning of the summer of 1849 by the imperial troops, a corresponding imperial rescript was issued as a preparatory measure on 8th June 1849; the detailed plan for the creation of the gendarmerie was approved only on 18th January 1850. Lieutenant General Johann Kempen von Fichtenstamm was appointed the Head of the Gendarmerie.5

The first steps to reorganize the police service in mid-December 1848 were taken by the Minister of the Interior, Count Franz Stadion (1806-1853). Later, as a result of negotiations and, above all, measures concentrated on the imperial center, Emperor Franz Joseph (1848-1916), due to the proposal of the Minister of the Interior Alexander Bach (1813-1893) decided to reorganize the state police institution on 10th July 1850. Thus, the Bach Decree was proclaimed dedicated to the principles of police organization, dated 10th December 1850. Bach proceeded from the fact that the maintenance of internal order is the task of administrative / political bodies as one of the branches of political administration, and the task of the Ministry of the Interior should be to coordinate the actions of the police. and the maintenance of public order, included "maintaining public security and the inner peace": monitoring public spirit, referring to instances "well-founded wishes and complaints", supervision of the press, supervision for political associations and assemblies, the disclosure of secret organizations, the prevention and suppression of social unrest, in other words, the performance of state police functions.6 The organizational activities continued in all provinces of the empire until May 1851.

Resuming the work of the state police was a rather difficult task: at the end of March 1848, under the pressure of the revolutionary movement, the imperial authority "The Supreme Police and Censorship Court Department" was abolished, and informers were paid a severance pay and fired. Then came the complete disorganization, only commanders of some military units used spies in Hungary and Lombardy-Venice in order to gather information about the armed forces of the revolutionaries. In the spring of 1849, it was necessary totally to re-organize the state-police agents network in the country and abroad as well. In September 1849, A. Bach, in a proposition to the emperor about the organization of the work of the Ministry of the Interior and the distribution of responsibilities between its departments, spoke about the subordination of the state police to his his personal supervision, including the "secret correspondence, the issues of 'haute police', political associations, the press and the theaters " Counselor Josef R. Clannern von Engelshofen, who had served in the Mainz Informationsbureau founded in 1833 to collect state and police information and led it between 1840-1848, became the right hand of Bach in the Ministry.

Collection of state-police information outside the Habsburg Empire The Governor-General of Vienna, Lieutenant-general Ludwig Welden (17821853), with the knowledge of the Minister-President Prince Felix Schwarzenberg, as early as in January of 1849 ordered Engelshofen to begin rebuilding the state-police information network outside the empire.9 Schwarzenberg, in his department, had his own police section, which had decisive role in relation to the activities abroad, and in the early years he strictly followed this activity.10 Within Bach's ministry, Engelshofen coordinated the state-police information network outside the empire. As Bach stated in 1851, most of the old agents had passed into nothingness, it was not possible to use them, and the system for collecting information had to be re-created. In August 1849, after the emigration of several leaders of the Hungarian revolution to Turkey, it became clear that the agent network inevitably had to be expanded geo-graphically.11 At the meeting of the Council of Ministers on 27th August 1849, Bach declared the need to keep the Turkish-Austrian border under tight control, and to

strengthen the actions of the imperfect Turkish police though founding secret agen-

cies in the territory of the Turkish Empire as well.

The main task of statepolice activity abroad during the period under review was the surveillance of Hungarian, Italian and Polish democratic emigration, to which was added the observation of the international labor movement. At the beginning of 1851, Bach named the following cities as the main objects of observation: Paris, London, Belgrade, Istanbul, Aleppo, Kutahya (the place of internment of the symbol of the Hungarian revolutionary government Lajos Kossuth (1802-1894) with several fellow

supporters) and New York. For Bach, who had been subjected to increasingly sharp political attacks since 1850, the secret service was especially important in order to continue to play the role of a well-informed "specialist". At the meetings of the Council of Ministers, he often reported on the news coming from Kossuth and other immigrants who participated in the war of national liberation, weekly submitting his

analytical notes to the emperor.14 In 1850, the Office of Bach received more than four thousand reports from abroad.15

The 'head agencies' (Hauptagentur) or 'lodges' headed by experienced agents, who already coordinated the activities of informants working in other, adjacent territories, occupied a special place in the structure of the network. At the beginning of 1851, Bach identified eight head agents: in Zurich (North Swiss), Geneva (West Swiss), Strasbourg (Switzerland and Alsace), Frankfurt, Leipzig and Berlin (with a branch in Hamburg), Belgrade and Corfu. In the east, the situation was somewhat different: all agencies located in Athens, Aleppo, Izmir, Kutahya, Shumen (Shumle), Bucharest and Tulcea were controlled from Istanbul (mediated by the Belgrade consul)16 Information gathering in the east was not managed directly from Vienna. The key role in this process was played by the consul in Istanbul, Anton von Mihanovich (another one should be mentioned as Belgrade consul Lieutenant Colonel Theodore Teja Radosavljevic), who, at the request of Bach, supplied him with secret information and coordinated the activities of agents to a certain degree. As a translator, Mihanovich employed Gabriel Jasmagy, who became the direct coordinator of the

Eastern Agent Network.

In addition to agents subordinate to the managers of the lodges, there were quite a few correspondents who sent their reports indirectly to Vienna. In reports to the emperor A. Bach mentioned several cities from which letters came from, Augsburg, Brussels, Basel, Berg, Braunschweig, Breslau (now Wroclaw, Poland), Cologne and Dresden, however, from other sources it is known that in such large European centers of emigration, like Paris and London, informers paid by Austrian police were also active. From a geographical point of view, Bach called Italy as a weak spot on the coverage network, where at that time he had proxies only in Turin and Genoa. When the leaders of the Hungarian political emigration left the Ottoman Empire, the opportunity opened to "thin out" the eastern network and at the same time strengthen the Euro-

pean direction, but soon a new, overseas point appeared - New York. The statepolice activity abroad was of course not limited to the countries where immigrants lived and the German states. First of all, the border areas, the Romanian Danube principalities and Bosnia were of interest, however their importance in the period under review was not so high. In one of the proposals of Bach, dated February 1851, the expenditures on the Western European network were estimated at 4.5 thousand guilders per month, on the eastern network - 3.3 thousand, which amounted to more than 90 thousand silver guilders per year.19

A. Bach was not averse to concentrate in his own hands and in his ministry the collection of all state-police information abroad. However, in this field, he had powerful competitors. On the one hand, this was Minister-President Schwarzenberg, who also controlled the foreign affairs agency, whose role in leading domestic and foreign policing activities should not be underestimated, even if it not possible to document this in details. On the other hand, the governors of the provinces from time to time

sent abroad agents with specific assignments, mainly to the adjacent territories. Bach

tried to force them not to do this without his prior permission, but it is not known to what extent he managed to achieve this. What Bach could not even think about was to control the various kinds of military departments that sent spies abroad, primarily for intelligence purposes, but often with political instructions. First of all, it is necessary to mention commanders of various ranks and positions in two northern Italian provinces (Lombardy, Venice), who maintained very active ties of this kind, and even in the work of local police departments such missions were not uncommon. Last but

not least, the gendarme superintendent Kempen also occasionally resorted to collect-

ing information abroad.

Nonetheless in the European (and later overseas) pursuit of the leaders of the revolutionary movements, the Vienna Minister of the Interior was not left to himself. In

the spring of 1851, the so-called "Police Union" was founded, which included Aus-

of creating a common central police body within the framework of the German Union (Deutsches Bund) was discussed, however apparently this idea was soon abandoned,

since in the summer of 1852 Kempen described it as removed from the agenda.

Historians have at their disposal summary tables and reports from recruited agents for five time periods, which allows to size up the depth of the state police information network and its actors. The first of the reports is dated April 1850. It deals

with seven agents operating in the territory of the Ottoman Empire. At the beginning of June 1850, the first summary table was created containing information about all agents working abroad, however, identifying them only withtheir undercover

nicknames: 18 in Western Europe and 16 in Turkey. There is another Bach note on foreign agents, dated by the beginning of January 1851, in which data on 20 people with brief characteristics are given, occasionally with real names.26 The only table where both cover and real names appear (though not in all cases) refers to the summer of 1851. It mentions 14 direct and four indirectly used agents in the east, 17 direct and two mediated agents in the west (in two lodges). Summarizing the data available at our disposal, it is possible to draw several conclusions. First of all, itI is noteworthy that among the agents there were eight whose recruitment (mainly in the German states) falls on the period up to the spring of 1848. The cooperation with a few particularly valuable personnel seems to be succesfully resumed. The names of Hungarian émigrés are most often found on the list of agents, but it is not possible to establish their exact number, because some may be mentioned in the tables twice: first, under the agent's name among those acting in Turkey, then possibly under a different name as a Western European agent. This assumption is confirmed by the fact that the list does not contain several emigrants' names whose espionage activity had already been established in historiography. Further, the same cover name at different times could be used by different people, which further complicates the work of the historian. In addition, there are still at least two reasons why we can be quite sure that not all agents were included in these tables. First, these documents were drafted primarily for financial reporting, therefore, only those who received remuneration on a more or less regular basis were mentioned; secondly, the tables did not necessarily refer to all the "subagents" and confidants of one or another agent. And yet, despite all the conventions, it can be determined that by the spring of 1852 the number of agents had decreased: primarily in the east, but also in the German states, the Vienna police reduced their costs due to the gathering strength of cooperation with the police authorities of large German states.

Formation of state-police information network within the borders of the Empire

For A. Bach, the collection of state-police information within the Austrian Empire for some time remained of secondary importance. The principles of collecting this type of information, naturally, inseparably related to the more general principles of policing. First of all, he believed that the collection and analysis of information in this area was the task of the executive authorities and the police structures subordinate to them. The creation of a network of police authorities began no earlier than May 1851, and only after that the institutional conditions were created so that the state-police spy ring network would spread across the whole territory of the empire.

According to the proposal formulated by Bach in June 1849 regarding the "internal political police", the leadership of the police authorities (Polizei Direktion) / city commandant's offices established in the capital of each province should have responded to "voluntary reports" and delations, and if possible, recruited agents. In addition, it was emphasized that close coordination of the "internal information service"

with state-policing activities carried out abroad was required. Thus, this concept, on the one hand, was largely based on the "voluntary" communication of information by the citizens themselves, on the other hand, gave the local administrative authorities the right to decide themselves how to collect information and through which channels. The concept, built on the direct participation of citizens, has faded into the background with the creation of police authorities, however the system of information collection adopted by Bach had maintained its decentralized character. Police directorates, even provincial governorates could create agent networks regardless of the Ministry of the Interior and regardless of each other. In their reports, the provincial authorities transferred the information received from agents to higher authorities, i.e. to the Ministry of the Interior without specifying the exact source of information. The informant has always been designated only by the words "my correspondent" or "my confident". The heads of the police authorities considered the bonds that connected them to informants to be something of a personal trust relationship and were reluctant to share the contacts even with their successors. This was especially true for the agents who did not receive any monetary rewards, however acted "by vocation" or occasionally suppliedinformation due to personal contact between them and the police officer.

The Bach administration did not even attempt to compile a single, more or less complete list of all agents employed in the whole empire. It was only in November 1850 that the Minister tried to collect from the heads of the provincial administrations, information about payments from the secret police fund and thus, through reporting on "money for the confidants", to form an idea of the network of informants. We do not share the opinion that Bach "fought with any system of spies and rejected

it, and denunciations and accusations did not cause him any sympathy" , but he, without any doubt, believed that a comprehensive intelligence network could not be the most important guarantee of state security. At the same time, we could talk about a kind of "democratization" of state-policing activity if this concept were not diametrically opposed to the political goals and objectives of the entire government. The political movements in 1848-49 forced the statesmen and the emperor to pay attention to the role of the "masses" in special periods, as a result of which the formerly neglected lower social strata fell under the spotlight of the state police, along with the intelligentsia and the political elite, as well as the local elites, and the government became interested in "political public spirit".

From the beginning of 1851, A. Bach was looking for methods to regulate ways to promote the information. In mid-May, he ordered the police authorities to send him reports on state police affairs once a week. In addition, a separate report on public

spirit was to be submitted monthly, one copy of which was to be sent to the provincial governors/state lieutenants. In parallel with this, the heads of the provinces sent their reports on public spirit to Bach monthly either. In the absence of a free press and political representation institutions, the government learned about the public opinion exclusively from such reports. For this kind of documents, Bach formulated two tasks: to summarize the wishes and opinions of the population and to describe the sit-

uation. Nevertheless, first of all, the minister could penetrate the 'fabric' of the state-police agent network, woven by his subordinates, by controlling the use of funds allocated for the collection of state-police information. Still, he continued to believe that the definition of ways and means of collecting information should have been handed over to officials of the local administration and police. He theoretically justified the spontaneously formed decentralized system by the fact decentralization made the whole system faster and more effective, moreover protected the agents from exposure, and prevented the revival of a parasitic police informatics system serving only his own interests.

However, the system itself did not allow creating a general idea of the network of the agents, and, more importantly, it was difficult to quickly and reliably verify the information received (because its source remained unknown to the responsible officials of the ministry). First of all, in the provinces of Lombardy and Venice, where a rather complicated system of civil and military administration was created, but in Hungary as well often the same person acted as an agent of different government agencies and supplied the same information to several authorities. The coincidence of different pieces of information received through different channels had not yet guaranteed their reliability. In addition, officials considered informers to be their proxies. And if changes regarding personnel took place in this or that department, the successor did not automatically inherit the informers of the predecessors during the transfer of cases.

In accordance with the principle of decentralization, the methods of collection of state-police information varied substantially from province to province. In practice, two models were used. Heads of provincial administrations, both civil and military, primarily sought to collect information from reports of subordinate authorities, through personal contacts with persons of different social status and also through recompencing information with small gifts from their own pockets, hospitality, and small courtesies. They trusted less paid agents, resorted to their services mostly only to investigate or prevent public law crimes. In "loyal" provinces, their heads often referred to the fact that they did not need any agents on the payroll; in provinces considered as politically unreliable however, it was acknowledged that in the atmosphere of hostility and distrust of the imperial authorities, it was extremely difficult among educated people with a more or less high social position to find suitable persons for

state police service, and, as a rule, this would have required considerable expenses. Voluntary denunciations happened from time to time - with or without any signature - in this model, but it could only serve as an additional source of information. The note made by the Transylvanian governor, Prince Karl Schwarzenberg, that in areas where different nationalities lived together, the atmosphere of hostility that reigned among ethnic groups could urged the citizens to to write denunciations of representatives of other nationalities , that somewhat compensated for the difficulties of finding

suitable and reliable "official" agents. deserves our attention.

The second model was followed by the chiefs and commissioners of police authorities, as they often relied on paid agents. An obstacle to the predominant use of the second model was that the events of 1848-49 eliminated the former network of agents, and even the head of the Vienna Police Directorate in 1853 complained that after large-scale political upheavals, only a small number of agents were returned to the service. (Personal data which are retained about the agents, in several cases indicate that certain informers had served as military spies already in 1848-49!) Most of the agents were recruited from the lower strata of the urban population, and they were less suitable or totally incapable for collecting state-police information, apart from observing public places. Those from the more prosperous layers who seemed to be inclined to such service on the other hand, presented exorbitantly high financial demands. The lack of personnel - if you rely on the opinion of the same police officer from Vienna - in the early years was compensated for by severe of martial law and spontaneous denunciations coming in large numbers.34

In the summer of 1852, after structural and personnel changes in the leadership of the police affairs, Kempen, already as a leader of the Supreme Police Office, demanded the police officers and heads of province governorates to make up an accurate list of the agents involved by them as soon as possible. It became clear that state lieutenants of Dalmatia, Styria, Tyrol, Silesia, Upper Austria, Bucovina, Kraina, Salzburg and the police chiefs of Klagenfurt, Innsbruck and Trieste did not use the services of paid agents. However, even in the other provinces and in the circuit of other police authorities, there were only a small number of agents, up to 20 people. The exceptions were only military commandant's offices in Vienna (117 agents, where only three of them received regular remuneration), Milan (31 people) and Ven-

previous year ( listing all the provinces). 36 The governors of the Austro-German 'hereditary' provinces did not use these funds at all, and if they were spending something, then it would be for the needs of the police chief. The only exception was Lower Austria, but even here the whole sum was spent by the military Governor-General of Vienna and the Chief of the Vienna Police. The governors of Galicia and Bukovina also refrained from such methods: the governor in Lemberg (now Lviv / Lwow, Ukraine) spent only 35 silver guilders, in Bukovina his counterpart spent nothing. In Bohemia and Moravia, the situation was different: although most of the amount was taken by the police commanders of Prague and Brunn (now Brno, Czech Republic), the share of the governor in the use of funds for secret state police activity was also significant. It seems that first of all the warlords were keen on using "money for confidential", as the military and civil governors (who, as a rule, were highranking officers at the head of Dalmatia, Coastline, Hungary, the Grand Duchy of Transylvania, the Serbian Vojvodina and Banat of Temesh, Lombardy-Venice) required very substantial sums, which can certainly be explained by the fact, that these provinces were considered as politically most unreliable and dangerous, More than half of the whole annual amount was spent in Lombardy-Venice (36 civil and military authorities had access to the fund!). In the face of the general hostile attitude of the population the state authorities vested with state-police functions, in the early years mostly military, did not consider even trustworthy police officials sufficiently

reliable and, in the absence of interaction with the population, relied on paid agents. The share of Hungary was 13,2 %, whilst the share of the imperial capital of Vienna was up to 11 %. At the same time, the decisive weight of the military leadership in these provinces was obvious.

It is impossible not to draw attention to the contradiction between the relatively low number of police informants and the widespread view that every step and word of the citizens was constantly monitored. It seems that it can be eliminated if we estimate the scale of voluntary denunciation. The same circumstance was calculated, at least, as an additional source of information, by the police authorities themselves. As an example, R. Felsenthal in a book published in 1853 wrote that the world-famous work of English detectives became effective only "when every citizen in the name of

the law turned into a voluntary police agent", and even in the highest circles of socie-

ty proudly honor for their duty to help in the police work with secret information.

In addition to the agents applied by the territorial police and administrative authorities, the Ministry of the Interior and the minister personally had their own sources of information. There were two categories of agents hired directly by the center: some carried out specific assignments for the police department of the Ministry or by personal order or were sent to some point of the empire; others became correspondants and acted more or less on their own: they regularly stated their observations in letters sent to the Ministry to "post restante" addresses, although, of course, they were also given specific tasks from time to time.

When in the summer of 1851, a summary table was compiled with the information about all agents operating abroad, only four agents (under agent pseudonyms) working in the empire were included into it, however, one of them recruited six more subagents. All four served in Vienna, all came from German states outside the Austrian Empire; therefore, in addition to the tasks indicated in the report, they were probably used to monitor the foreigners living in the capital. The picture was complemented by seven indirectly recruited agents who sent reports by mail: one from Zagreb, two from Vienna (they were also sent as traveling agents to different parts of the Empire), one from Prague, one from Lemberg and one from Pest and one of Presburg (now Bratislava, Slovakia). Obviously, in order to prevent the danger of a possible detection, this part of the table was filled in much less detail than the infor-

mation about the agents abroad; therefore, only two names were indicated. In addition to those indicated in the table, Bach used own informants, partly full-time employees, partly those whom he occasionally sent as private persons on trips to collect impressions; besides this, in order to get an idea of public spirit, he personally did not refuse the services of permanent correspondents. Amont his papers there are several such trip reports.

The state-police work running parallel with the military authorities, the gendarmerie and the police required interaction, however at the same time led to competition between the different authorities. Officially, Bach did not have any access to the reports of military and gendarme bodies, because the exchange of information was rather an exception.

Conclusion

Thus, the redistribution of power in the highest circles of the empire in 1851 and the abolition of the constitution proclaimed in the spring of 1849 led to the fundamental institutional changes in the management of the police: based on pre-revolution model, an independent body, the Supreme Police Office was created subordinate directly to the Emperor headed by baron Kempen who set himself the goal of achieving the strictest centralization in the work of the police authorities, which could not but lead to significant changes in the principles and practice of the state police service.
