Mass physical culture and fitness activity and development of sport in the student environment satisfies the requirements of harmonization of physical and spiritual education, health promotion of young people learning in higher and secondary specialized educational institutions and training of students-athletes for participation in sports competitions of different levels. The purpose of the present study was to make a sociological analysis of managerial solutions, facilitating promotion of the nominee of Krasnoyarsk as a host of the World winter Student games. The application campaign for the right to host the World winter Student games 2019 and the actions related to its organization already changes the students'' attitude to physical culture and sport. New capacities of development of sport among youth of the region are being revealed. Students are those who will most actively work in the established headquarters of Student games. They will be the members of the creative and innovation process intended to create the new economy. Student grants, contests, conferences and established mixed teams made of scientists, students, entrepreneurs and public figures to work at single projects of the forthcoming Student games will contribute to active integration of students in the creative process.

FROM REGIONAL STUDENT SPORT EVENTS TO WORLD UNIVERSIADE IN KRASNOYARSK

Mass physical culture and fitness activity and development of sport in the student environment satisfies the requirements of harmonization of physical and spiritual education, health promotion of young people learning in higher and secondary specialized educational institutions and training of students-athletes for participation in sports competitions of different levels. The development of university sports in the Russian Federation is being regulated by the federal laws "On Education", "On Higher and Postgraduate Professional Education", "On Physical Culture and Sports in the Russian Federation". The changes made to the Federal Law "On Physical Culture and Sports in the Russian Federation" and the Art. 16 of the Federal Law "On Higher and Postgraduate Professional Education", passed by the State Duma on November 17, 2011 and approved by the Federation Council on November 29, 2011, all specify the concept of university sport. Thus, university sport is a part of the sport movement aimed at physical education and physical training of those attending educational institutions of secondary vocational and higher vocational education, their preparation for participating and the participation in physical activities and sports, including the official physical education and sports events. Hence, the regulatory body of physical education and sport at federal and regional levels together with the relevant authority in the field of education and educational institutions should not only maintain but also strengthen students' sports movement.

The purpose of the study was to make a sociological analysis of managerial solutions, facilitating promotion of the nominee of Krasnoyarsk as a host of the World winter Universiade. Results and discussion. In the Krasnoyarsk region there has always been given enough attention given to the students sports life. After the collapse of the voluntary sports community "Burevestnik" there has been raised a question of the organization's successional function in the region. Inter-university sports and physical training activities have been developed primarily by departments of physical education, either independently or through sports clubs. And the organization and holding of the intercollegiate sports events have been taken over by Kraysportkomitet. Due to such vertical management of the student sports movement it has been managed to save and keep the majority of developing sports in regional

universities. The main complex university sports event is the regional inter-university competition "Universiade of the Krasnoyarsk region". In order to determine the dynamics of the development of sports among students of the region we have analyzed the sports statistics of the number of universities and participants in the regional Universiade throughout the 2001 - 2010. Thus, every year from 2200 to 2700 students in the region have been participating in the regional Universiade. It depended not only on the number of kinds of sport represented and the number of participating university teams, but also on the provisions and regulations for the admission of athletes to participate in these competitions. In order to strengthen sports traditions, improve sports skills and quality of teaching and training in educational institutions of higher education, as well as to determine the best of them on the basis of organization of sports and sports activities at the end of 2008 at the federal level there has been discussed a matter of staging the All-Russian Summer and Winter Universiade. As a result, there has been issued an order № 63/89 from the Ministry of Sports and Tourism of Russia and the Russian Ministry of Education from February 02, 2010 on the First All-Russian Winter and the Second All-Russian Summer Universiades 2010.

In order to ensure successful performance of athletes of the leading university of Krasnoyarsk - Siberian Federal University (SFU) - in these multi-sport activities at the federal level it was necessary not only to further improve athletic performance of the student-athletes but also to raise the level of organization of all areas of sports and sports activities among students. Here the effective management of this important area of work plays a determining role which in its turn has led to the need of creating an appropriate to the new challenges structure of a major university sports club. In particular, a new management solution for improving the work of the university sports club (SC) has been reasoned and adopted in SFU in 2009. It was lately removed from the direct subordination of the department of physical education and turned into an independent administrative and methodical body responsible for the development of the university sport in this higher school. The importance of this area of work of universities is associated not only with physical improvement and the healing effect of those involved [4, 7]. This is also a powerful method for the intellectual and spiritual development of an individual [1, 2, 11]. Besides, it is difficult to overestimate the role of physical culture and sport in the formation of a competitive resource of the students as future professionals [3]. This has helped to intensify the health and fitness activities of the students, teachers and staff of the university on the one hand and increase the effectiveness of university teams in those particular kinds of sport that would allow participating in sports activities of regional, national and international levels - on the other hand. Having multiple subdivisions is explained by a large number of students and university teachers, as SFU is formed by combining together State University, Polytechnic University, Civil Engineering University, Institute of Nonferrous Metals and Krasnoyarsk Trade Institute. After the unification the number of students has grown over 36 500 people, teachers - 3300 people,

employees - 4700 people. Besides not only academic buildings, but also the sports facilities were geographically dispersed within the city of Krasnoyarsk.

In the activity of SFU SC two key areas of development of university sports movement have been allocated: organization of sports and recreational activities of students, teachers and staff of the university, preparation of the combined teams on the university sports to participate in sports activities at regional, national and international levels. The overall organization of sports and recreational activities was attributed to two Methodist-instructors reporting directly to the Chairman of the SC. 108 teachers in the Department of Physical Culture were involved to ensure the implementation of all the planned competitions, sports contests, sports events and festivals besides 17 full-time employees of the SFU SC for the purpose of organization of the extracurricular sports and recreation activities. The university sport of SFU has been directly supervised by two deputy chairmans of the SFU SC, distributing a list of administrative tasks on the development of university sports. The first deputy has been coordinating the organization of more than 30 internal championships during the school year including the training provisions and regulations, the timing and usage time of sports facilities of the University, refereeing issues, transportation, release of student-athletes from the study for participating and debriefing. The result of these sports events was the formation of a combined team of the University to represent the University at the regional and the All-Russian Universiades, Sports Championships of Russia among students.

The second deputy has been working on the presentation of the University combined teams at the regional Universiade, which has also been conducted during the school year on 26 out of 28 sports. In addition, it was also necessary to address the issues of sending these teams to competitions of national and international levels. Both deputies have been closely working with trainers of the sports club. The timely submission of information about the ongoing sports activities and the achievements of the students and university staff on television, in printing and to the information service of the University website has been provided by a Methodist-instructor allocated by the staff of the SFU SC. Thus, the main leadership and coordination of the sports club has been carried out by six employees of the structural model of the body: the chairman and his five deputies. Changing the structure of SFU SC resulted in a sharp increase in the number of participants of health and fitness activities conducted during the school year. Overall there were 1058 nominees of all the competitions awarded with cash prizes. The revitalization of the work of the SFU SC certainly had a positive impact on the development of elite university sport which accumulates almost all the components of physical development and has a large educational and developmental potential in the education system [6, 10]. In particular there were 72 sports clubs in 32 sports providing their services for the qualified student-athletes of SFU. More efficient management of the activity of the courses on sports perfection, thanks to the new structure of the SFU sports club and participation of the university students in the regional Universiade, has contributed to the

successful preparation of the University combined teams for the majority of sports included in the program of the Universiade. This had a particularly noticeable effect on the development of Winter Universiade Sports. Thus, out of four types of sports of the 2nd stage of the First Russian Winter Universiade the Siberian Federal University has formed full teams for three of those and has managed to reach the final of the event. The SFU team participated in almost all types of sports of the programs, with the exception of hockey, and became the winner of the First All-Russian Winter Universiade. The victory has also been contributed by a timely decision on the inclusion of skiing and snowboarding to the 2009 program of the regional Universiade (Table 1). The main objective of the initiated inclusion was the enhancement of the development of these sports in the regional universities, as they were included in the draft Regulation on the First All-Russian Winter Universiade in 2010

Two years later, in 2012, SFU again became the winner of the 2nd stage and the final of the Second All-Russia Winter Universiade.

Considering the established tradition in the region and the development of university sports achievements at the national level, the leadership of the Krasnoyarsk region, with the support of the sports community and specialists [5, 8, 9] deemed it possible to take an initiative to apply for the right to host the World Winter Universiade in 2019 in Krasnoyarsk. This initiative was supported by the Russian President, the Minister of Sport, Tourism and Youth Policy of the Russian Federation.

The first necessary step in the management scheme at the national level is to reach an agreement with the Russian Student Sports Union (RSSU) to work together on the development of university sports in the Krasnoyarsk region. Such an agreement with the Ministry of Sport, Tourism and Youth Policy of the Krasnoyarsk region to work together on the development of physical culture and sports (Framework Agreement) was signed on December 6, 2011

On September 1, 2012, Russian Student Sports Union sent a formal letter № Ref 01-5.2-190 to the FISU (International University Sports Federation) on participation in a struggle for the right to host the World Winter Universiade in 2019 in Krasnoyarsk. In addition, in autumn 2012 the Krasnoyarsk regional department of the Russian Student Sports Union was established which consisted of representatives of regional universities, representatives of the sports federations, members of the Ministry of Education and Science, Ministry of Sport, Tourism and Youth Policy of the Krasnoyarsk Territory, supervising the development of university sports.

As a part of the 2013 Summer Universiade torch relay in Kazan, April 20, 2013 there was signed a new tripartite agreement between the RSSU, the Ministry of Sport, Tourism and Youth Policy of the Krasnoyarsk region and the Council of Rectors of the Krasnoyarsk region, expanding the scope of the previous agreement.

In a bid book of Krasnoyarsk (as a candidate to host the World Winter Universiade in 2019) to the International University Sports Federation are presented the major and additional sports. Major sports -

are those included in the program of not less than 3 previous Universiades. The list of those types, according to the All-Russian sports registry includes biathlon, skiing, curling, skiing, snowboarding, figure skating, hockey, speed skating (short track). Orienteering (ski disciplines) and freestyle are represented as additional sports. Sports that are quite common in the world can be considered, providing that there are championships for students being held in these types of sports.

Conclusion. The application campaign for the right to host the World Winter Universiade 2019 and the actions related to its organization already changes the students' attitude to physical culture and sport. New capacities of development of sport among youth of the region are being revealed. Students are those who will most actively work in the established headquarters of the Universiade.
