INTRODUCTION

Thanks to independence, special attention is paid to the teaching of foreign languages in our country. Thousands of foreign language teachers have been trained, all conditions have been created for the staff to improve their skills in our country and abroad, multimedia textbooks in English, German and French, electronic resources for learning English have been prepared. The organization of language rooms is a clear proof of this.

METHODOLOGY

The main goal is to create conditions for the development of international cooperation and dialogue, based on the education of the younger generation in foreign languages and improving the training of specialists who are fluent in these languages, the achievements of world civilization and the use of information resources around the world. As the scholar Yvonne Goethe put it, "He who does not know a foreign language does not know his own language." For this reason, it is very important not only for foreign language specialists, but also for all future professionals studying in non-language universities to be able to study foreign languages and exchange ideas freely. There is a proverb among our people: "He who knows the language knows". Indeed, a person who knows a foreign language will have many opportunities and advantages. One of the main requirements for staff today is a good command of foreign languages.

At the same time, the analysis of the current system of organizing the study of foreign languages shows that educational standards, curricula and textbooks are fully

in line with modern requirements, in particular, the use of advanced information and media technologies. does not answer. Education is mainly traditional. The organization of continuous learning of foreign languages at all stages of the education system, as well as the training of teachers and the provision of modern teaching materials require further improvement.

In today's fast-paced world, science and technology are growing rapidly. In particular, significant changes are taking place in science. Delivering each subject to students and learners using new innovative pedagogical technologies is one of the key students in today's education. In particular, after the adoption of the Resolution of the First President of the Republic of Uzbekistan Islam Karimov dated December 10, 2012 №1875, the attention to the teaching and learning of foreign languages in our country has increased.

In accordance with this decision:

- In all regions of the country, the study of foreign languages, mainly English, is carried out in the form of games and oral lessons from the first grades of secondary schools, and from the second grade onwards, from learning the alphabet, reading and grammar. stage start;

- teaching of certain special subjects in higher education, in particular, technical and international specialties in foreign languages;

- Providing students and teachers of general secondary and secondary special education institutions with textbooks and teaching aids in foreign languages, adhered to the deadlines for their reprint in the case of the State Budget of the Republic of Uzbekistan and the working capital of the Republican Targeted Book Fund under the Ministry of Public Education of the Republic of Uzbekistan;

- Development and implementation of a national test system for assessing the level of knowledge of foreign languages in accordance with the requirements of internationally recognized standards;

- organization of fee-based testing (including distance via the Internet) to determine the level of knowledge and proficiency of students in a foreign language and the issuance of a relevant state certificate of competency;

- preparation and posting on the Internet of information necessary for students to independently prepare for the test to determine the level of knowledge and proficiency in a foreign language;

- empowering the Center to engage independent experts and examiners on a fee basis to perform the tasks assigned to it at the expense of the Center's extra-budgetary revenues;

- Preparation and broadcasting of programs on teaching children and adolescents in foreign languages on television, including local TV channels, popular science foreign art and animation dedicated to the history and culture of other peoples, world science and technology regular screening of films with Uzbek subtitles;

- Significantly increase the access of educational institutions to international sources of education and knowledge through the network ZiyoNet, enrich its resource center with multimedia resources, applications for personal computers and mobile devices, as well as teaching and art in English. publication of literature, newspapers and magazines decorated with specialized pictures, organization of special sections and applications for them; it was noted that a number of proposals, such as.

Ensuring the quality of teaching foreign languages to the younger generation at all stages of the system of continuing education, radically improving the system of training specialists fluent in foreign languages, ensuring the continuity and continuity of curricula in this area Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 11, 2017 №-610 in order to provide benefits and incentives to pupils, students and teachers with a qualification certificate on the basis of the development of a national test system for assessing the level of foreign languages.

The resolution states: - From the 2017-2018 academic year, the level of foreign language acquisition at all stages of the system of continuing education is defined in the state educational standards "Listening", "Reading", Develop and implement an evaluation mechanism based on the skills of "Writing", "Speaking";

- from January 1, 2018 to organize language learning internships in leading foreign educational institutions for students, pupils and teachers who have a state certificate of competency in the field of foreign language proficiency;

Taking into account that the main stages of foreign language teaching will be provided in general secondary education institutions and academic lyceums by September 1, 2018, training at all stages of the system of continuing education will be based on the principles of continuity and continuity. development and implementation of programs;

-Organization of extracurricular courses for professors and teachers in foreign languages on the basis of foreign language departments of higher education institutions;

-Organization of intensive language courses at the level of communication in higher education institutions for students wishing to learn the language, the creation of dictionaries of terms in specialties, various competitions in foreign languages to

take measures to involve leading foreign specialists in the educational process, to organize lectures in foreign languages on specialty subjects;

- The Ministry of Finance of the Republic of Uzbekistan in conjunction with the Ministry of Higher and Secondary Special Education, the Ministry of Public Education to pay salaries to teachers of educational institutions who teach special subjects in a foreign language, have a qualification certificate of B2 and higher Implement the development of a procedure for assigning premiums up to 100%;

- with the maximum score set for the qualification test in the process of attestation of teachers of general secondary, secondary special, vocational education institutions with a qualification certificate of B2 and above on the state sample on the level of knowledge of a foreign language evaluation and exemption from testing.

This begs the right question. To what extent are the decisions and orders of the President and government agencies aimed at the development of foreign languages in our country reflected in practice? What is the situation with learning English in your country? In the EF Education First ranking of countries, Uzbekistan ranks 95th out of 100 countries. Overall, Singapore is the only Asian country in the top ten, ranking fifth.

RESULTS AND DISCUSSION

We all know that Russian and English are widely developed languages in our country. As you can see, the level of English language proficiency is much lower in the world rankings.

The above research also shows that the level of English language proficiency has a direct impact on the economic development of countries.

So what needs to be done to develop the English language in Uzbekistan?

First, let's look at four main reasons why learning English is important:

1. English is an internationally recognized language of communication, spoken by more than 400 million people in 53 countries.

2. English is the official business language, and research shows that business abroad is often conducted in English, and many international companies require employees to be fluent in English.

3. When you speak English, you enter a world of more possibilities. The best films, books and music in the world are done in English. So, if you learn English, you will have a lot of opportunities.

4. Knowing English allows you to use the Internet effectively, and according to Education First research, English is the language of the Internet. About 565 million

people use the Internet every day, and 52% of the most visited websites in the world are in English, which allows you to use the Internet more.

It is clear from these requirements that the teaching and learning of foreign languages in our country is an urgent issue.

In 2019, Decree №5712 was adopted to approve the concept of development of the public education system of the Republic of Uzbekistan until 2030.

The concept was presented by the Ministry of Public Education to international partners. Our American partners have supported this program. As English is one of the international languages, Uzbekistan is strengthening cooperation with foreign countries. In order to develop cooperation with other countries and increase the competitiveness of our country, school graduates must have a thorough knowledge of foreign languages. This program is one of the first steps in this direction. Knowledge of a foreign language allows graduates to earn extra money online. This was an important factor "in the Year of Science, Enlightenment and the Digital Economy".

As a consistent continuation of the above, the new English Speaking Nation: Secondary Teacher Training project of the Ministry of Public Education of the Republic of Uzbekistan and the American organization will provide an opportunity to improve the knowledge and skills of more than 33,000 English teachers in secondary schools.

The English Speaking Nation: Secondary Teacher Training (ESN: STT) project is a program to improve the English language skills of school teachers in the public education system. The program, implemented in close collaboration with the American Councils for International Education and the Department of Public Education, aims to create opportunities for English language teachers in our country to develop professionally.

ESN: As part of the STT program, more than 15,000 secondary school teachers and more than 1,000 trainers will learn how to improve students' English language skills while providing quality teaching.

The three-year program includes a training of trainers and a cascade model of in-service training for secondary school English teachers (training a large number of specialists in a short period of time), as well as training programs aimed at building peer support among educators.

ESN: STT works with the Ministry of Public Education, regional training centers and other relevant organizations to create a community of confident English teachers with the language, language skills and tools to keep pace with the 21st century global economy.

Under the program, the best 300 RPMs will be trained by ESN's skilled trainers and will have the opportunity to obtain a basic TESOL certificate. On this basis, they will have the opportunity to join the team of the most influential key teachers and coaches in Uzbekistan. Key trainers develop team coaches' work plans and training materials. They are recommended to the Ministry of Public Education for teacher training. CTs and RPMs will have the opportunity to participate in the 2022 Regional TESOL Conference in Uzbekistan.

CONCLUSION

In conclusion, in order to carry out such work, the introduction of international standards and the corresponding system of objective assessment, the introduction of state-guaranteed salaries of coaches working in foreign languages in the education system, public organizations, including the Youth Union and others. monitoring system consisting of associations, media participation is required. To this end, decisions should be made in accordance with the requirements of the state educational standard, the system of internal and external evaluation and certification system, international requirements.
