Основное изменение ФЗ № 102 обязывает регистрировать каждый измерительный прибор, прошедший процедуру поверки, в Федеральном информационном фонде обеспечения единства измерений ФГУ «Аршин».

On September 24, 2020, changes to Federal Law No. 102 "On Ensuring the Uniformity of Measurements", which were signed by the President of the Russian Federation on December 27, 2019, became valid. Those changes provide that every measuring instrument that passed verification, must be registered in the Federal Information Fund on ensuring the uniformity of measurements, which is a Federal State Information System - FSIS «Arshin». The main function of FSIS "Arshin" is collecting metrological information and reports. It is also used to gather the results of all measuring instruments verifications in a single register. Moreover, their transfer must be done in accordance with the requirements of state agencies and within a certain time limits [1]. Directly FSIS "Arshin" is an online system of Rosstandart (Federal Agency on Technical Regulation and Metrology) and ensures the accordance to state standards on the uniformity of measuring instruments. It means that now the electronic registration of paperwork of metrological work results on the verification and approval of measuring instruments types has become a priority and basic, and legally significant, thus moving away from paper information storages:
Article 1 paragraph 3 a) «4. The results of measuring instruments verification are confirmed by data on the results of measuring instruments verification, included in the Federal Information Fund for Ensuring the Uniformity of Measurements. At the request of the measuring instrument owner or the person who submitted it for verification, a verification mark is applied to the measuring instrument, and (or) a verification certificate of the measuring instrument is issued, and (or) a record

of the verification is performed, certified by a verifier signature in the passport (log) of the measuring instrument and a verification sign, indicating the verification date, or a notice on the unsuitability of the measuring instrument is issued. »
Article 2 «The results of measuring instruments verification, certified in accordance with the regulatory legal acts, valid up to the present Federal Law adoption day are valid until the end of the interval between measuring instruments verification» [2].
The issuance of paper verification certificates will remain, but will be of an informative nature. A verification certificate will be issued only at the customer request.
Registration of information about the results of measuring instruments verification occurs inherently with the identification of each measuring instrument. The identification can be a factory or serial number, an alphanumeric cipher on a measuring instrument, which unambiguously unify each instrument.
All of the above will look as follows: after verification, verifier obligatorily enters its results in the electronic Federal Information Fund on ensuring the uniformity of measurements FSIS "Arshin". The data should display:
- the date of the next measuring instrument verification;
- the organization that implemented the verification;
- factory number of the measuring instrument;
- factory number of references with the help of which the verification was implemented;
- verification method and so on.
Legislation changes apply to all measuring instruments that are included in the scope of state regulation.
Such changes will fix situation, which occurs at the moment. It is not a secret for anyone that the unscrupulous verifiers in order not to lose profit due to verification, in the verification certificates on the state register they specified a number that did not correspond to the number of the measuring instrument itself. Electronic registration will eliminate these inconsistencies and establish an order in this issue. Only legal entities and individual entrepreneurs accredited to verify measuring instruments can provide information about the results of measuring instruments verifications [3]. The service customer can check whether the company has such a license: look on the website or ask the verifier to provide a copy. There is a license - there is a guarantee that the verification will be implemented not for show, but qualitatively and reliably, and all data will be transferred to Arshin on time.
Also, this can soon make life easier for organizations that have a huge a lot of measuring instruments by reducing the amount of paper archives, simplifying the management of verification schedules, and removing the need to provide lists of available measuring instruments for customers, since all information will be stored in a single information space. The introduction of the FSIS system will allow to increase the number of reports in electronic form, while some of them are already completely transferred to this system, for example, from September 24, 2020, all data on the household meters verifications must be recorded in it.
