INTRODUCTION
On September 13, 2017, the President of the Republic of Uzbekistan Sh. Mirziyoev issued a decree "On the program of comprehensive measures to develop the system of publication and distribution of book products, increase and promote the culture of book reading and reading". - 3271 signed the decision, on June 7, 2019 "On further improvement of information-library services to the residents of the Republic of Uzbekistan" decision No. opened double doors to great opportunities for the population of the Uzbek people, especially the young generation.

According to the decision, "comprehensive solution of such important tasks, which are of great importance in improving our spiritual life, improving the system of publishing and distributing book products, placing the best examples of Uzbek and world literature on the Internet and promoting them in order to effectively organize the work of publication and delivery to a wide readership:
A comprehensive program of measures to develop the system of publication and distribution of book products, increase and promote book reading and reading culture was approved, and it was decided to pay special attention to the implementation of the following main tasks provided for in the program.
This includes: improvement of the legal framework for publishing and distribution of book products, further development of the publishing and printing industries, state support for publishing books of social importance, especially children's literature;
formation of the main directions of the state order for book products, improvement of the system of printing and distribution of literary-artistic, educational-methodical, scientific-theoretical, scientific-popular and visual literature, development of specialized bookstores;
issuing state orders for the translation of the best examples of world literature into Uzbek, publishing them in high quality in large numbers and establishing a financing system, further developing the book distribution system, and pricing and selling book products determining measures for the development of specific mechanisms; to strengthen information-library activities, to enrich the library funds of information-resource centers of educational institutions, "Spiritual rooms" of libraries, organizations and institutions with educational-methodological literature, literary-artistic, educational and scientific-popular books , strengthening their material and technical base; improvement of the system of training, improvement of qualifications and incentives of publishers and printing experts, artistic and technical editors, graphic artists, information-library workers;
development of specific measures to further increase scientific-technical, literary-artistic and encyclopedic literature in the new Uzbek alphabet based on the Latin script;
Formation of a single database of all types of information-library resources in the National Library of Uzbekistan and information-library centers and ensuring its use in other information-library institutions;
preparation of a project plan of activities on measures to organize a library service system for rural residents;

organization of the production of eReader electronic educational devices that allow finding and purchasing necessary literature via the Internet in our country, including textbooks for general education schools, academic lyceums and vocational colleges, higher education institutions, training courses in their information base preparation of proposals for placement of manuals, teaching-methodical, scientific-theoretical resources, mechanisms for purchasing such products at low prices;
to take measures to prevent the preparation, printing and distribution of literature that is shallow in content, inconsistent with our national spirituality and values, moral standards, and may have a negative impact on the education of young people;
Systematic and effective organization of promotional work to increase book reading and reading culture, among readers, librarians and promoters in this regard "The most bookish school", "The most bookish neighborhood", "The most bookish family", "The most active "librarian" and to organize the selection and republican stages of the exams at a high level. It is also very important that such tasks are defined.
With this, as the great poet and thinker Alisher Navoi, the great poet and thinker of our President, wrote, "the book is a great teacher, the most important source of knowledge and spiritual growth." In the language of our people, there are many proverbs about the importance of reading books and getting proper education, studying science, and learning a profession. For example, "A mind without a book is a bird without wings", "A sign of happiness is knowledge", "Knowledge is a lamp of the mind", "Beauty is knowledge in enlightenment", "Knowledge brings happiness, knowledge brings a throne", "Craft - flowing spring, knowledge is a burning lamp", "Get gold, get knowledge, if you get knowledge, learn". It is possible to continue such wise sayings for a long time, and most importantly, the real truth behind these folk wisdoms, which have been polished for thousands of years and have been showing the right path to many generations like a guiding star, is that a person who is knowledgeable, An important factor to be educated, professional and certainly happy and stateful is to be a friend of books, to read books all the time and not to forget reading books for the rest of your life. Books have a special place in the happy, perfect, peaceful and prosperous life of young people. He emphasized once again that a good book raises feelings of love for the Motherland, respect for national and universal values, and encourages goodness and goodness.
When talking about this, it was also mentioned that independence not only gave us back our ancient high status as a book-reading nation, but also was the main factor in radically increasing our intellectual potential and opportunities in this regard.

Therefore, in the years of independence, special attention has been paid to raising the morale of the population, especially the young generation, to further develop our national literature and art, to educate young people in the spirit of respect for our national values, and to encourage the work of artists.
In the past period, a solid legal basis of the press, publishing and information sector was created. In particular, more than 10 laws and more than 30 by-laws were adopted in this regard. The signing of this decision is extremely important as it is aimed at raising these noble works to a new, higher level. As noted in the order, today the National Library of Uzbekistan named after Alisher Navoi, equipped with modern technologies, is working in our country. The National Library fund, located in the magnificent "Marifat Center" in our capital, a unique structure of the architecture of the independence period, has about 8 million books and other resources, including electronic versions of more than 450 thousand books, electronic textbooks and manuals. The database of the electronic library is created in Uzbek, Russian and English languages. In addition, 14 regional information-library centers, district centers, and about 200 information-resource centers in educational institutions in cities have started providing information-library services to the population.
DISCUSSION AND RESULTS
In the analysis of this weighty evidence, it is necessary to note that the tax incentives for the services provided by information and library centers in our country have been extended until January 1, 2020. After all, these privileges allow the information-resource and information-library centers to provide the population with wide use of socially important information, to increase the interest in reading books among young people, and to further enhance the role of distributing important and reliable information in the society.
At the same time, as a result of the special attention paid to the development of publishing and printing, modernization of printing enterprises, technical and technological updating, the volume and quality of book printing has increased radically. As a result of this, it can be said that the books reaching the readers' hands today fully meet the requirements of the time, that is, the modern aesthetic taste of our compatriots, both in terms of form and content.
In addition to the publication of books, impressive practical steps are being taken in our country aimed at their sale and promotion. In particular, at the moment, book sales services are provided by "Kitob Olami", "Sharq zyokori" and "Uzdavkitsavdotaminoto" complexes. In particular, modern bookstores belonging to

the "Kitob Olami" complex, the only one in Central Asia, operate not only in the city of Tashkent, but also in the centers of the Republic of Karakalpakstan and all regions. In our country, it has become a good tradition to hold the republican "Book Festival" every year under the slogan "Attention to literature - attention to spirituality, the future". It should be said that this spiritual-educational event aims to convey to the general public the attention paid to the development of literature by our state and the achieved results, to raise the reading culture of our people, including the youth, to improve communication between creators and readers, and is giving its results in fully covering the need.
As mentioned above, the first decision is aimed at fundamentally improving the work of publishing houses and publishers, publishing meaningful books in the country, accustoming the reading generation to more books and reading, while the second decision is "Information-library service for the residents of the Republic of Uzbekistan Decision No. PQ 4354 "On further improvement of display" is the return of readers to the libraries that were previously closed and could not maintain the status of "Public Library", to immerse themselves in enjoyable reading, and to the librarians who love their work and have not forgotten their book-loving readers. z enabled to provide book and information service to readers. At the time of signing this noble decision, according to the words of our honorable President Sohibqiron Amir Temur, "The book (bitig) is the basis of all creativity, creativity and intelligence, knowledge, a teacher who creates life." In this sense, regardless of the form, all books serve to promote our national identity and universal human values.
In one of his interviews, the President said, "It is good to deliver books to the regions. But it is not enough to read and teach them. It is necessary to teach our children to small books from the kindergarten age, from the elementary grades, thereby raising them to be book lovers. Only then will the atmosphere of reading be formed in our society, and others will return to reading." The reforms implemented under the leadership of our president to increase the reading culture of the children of the book-loving nation are not in vain, therefore, the maturity of the future generation is determined by learning and being educated. In this regard, it can be said that these two decisions have opened double doors and double opportunities for our people and children, and in turn, they are an important factor in increasing the level of reading in our country, and publishing new and interesting books. Using such opportunities wisely, reading rich works from new editions allows young people to develop their consciousness, deepen their thinking, and have their own independent opinion. In our religion, we are called to be knowledgeable. We can see this from the fact that the

word "science" appears in 811 places in the Holy Qur'an with different meanings. In the Qur'an and hadiths, it is mentioned that knowledge turns mankind away from various immoralities, bad ways and deeds. Also, science is one of the most covered issues in rare sources. We all know that the most important condition for gaining enlightenment is reading books. In this regard, in the 11th verse of Surah Mujadala, it is said: "... God will raise those of you who believe and are given knowledge to (high) ranks (positions)."
One of our elders said: "You take a book by its cover, you judge it by its inside." In fact, the true meaning of the book becomes clear when you read it.
Our people have cherished books since time immemorial, reading circles were organized at night, family members gathered and read books. Comments are made about the works. Children from such families grew up loving books. We are the descendants of such ancestors, we are a nation that loves to read books from our hearts and minds. We should always remember this.
CONCLUSION
As the sages say, every person receives the initial upbringing, that is, spiritual nourishment in the family from parents. Then he goes to school. He learns how to behave in a team. The only way to get spiritual food and become a real person is to read this book. The source of human maturity and knowledge is related to the book. He leads man to perfection. In fact, this spiritual awakening enriches the outlook of our children, develops their speech, and strengthens their memory.
Even today, no matter which house you enter, you will see the books that decorate the shelves of the house, the words of family elders urging young people to read books will be engraved in the minds of growing children, and their love for books will increase. Let's not lose our love of books, an invaluable quality left by our ancestors, and let's pass it on to future generations. Our life is filled with books, a good book shows us the right path. Reading not only makes us knowledgeable, but also gives us a pleasure that we have never felt and certainly achieves great rewards. I think it is appropriate to comment in a separate article on major contests, reading days, weeks, and book holidays that are planned to be held nationwide.
