DIALECTICAL CONTRADICTION COVID-19 PANDEMIC PREVENTION AND SOCIO-ECONOMIC DEVELOPMENT IN VIETNAM TODAY
Abstract. Up to now, Vietnam has controlled well and basically repelled the Covid-19 pandemic, recognized and appreciated by the world. The production, business and daily life activities have returned to a normal state.Viet Nam is considered as a breaking point for pandemic prevention and socio-economic development. This success is due to the determination of the whole political system, officials, all class ofVietnamese people. Viet Nam has been able to make decisions quickly and enact them promptly. From that, on the basis of correct awareness and good resolution of the dialectical contradiction between the Covid-19 pandemic prevention and socio-economic development. The article focuses on analyzing and clarifying the dialectical contradiction between the Covid-19 pandemic prevention and socio-economic development, and how to resolve this contradiction; thereby proposing some basic solutions to well deal with the relationship between the Covid-19 pandemic prevention and current socio-economic development in Vietnam.

1. Dialectical contradiction between the Co-vid-19 pandemic prevention and control - 19 and socio-economic development - the Vietnam's approach and solutions
In the first months of2020, the domestic and international situation experienced great changes that never happened in the past because of the Covid-19 pandemic. The world fell into economic recession; all Vietnam's major partner countries are seriously affected. Almost all officials and fields of the Vietnamese economy were heavily affected; A lot of socio-economic activities were delayed.
Many countries are facing to a complicated multidimensional crisis. In the second quarter, US GDP decreased by 32.9%, the biggest decline has been since 1947; The Eurozone's economy decreased by 12.1%, which Spain decreased 18.5%, France decreased 13.8%, Italy decreased 12.4% and Germany decreased 10.1% [6]. The recovery of the world economy will take much time and depend on pandemic developments and the successfull level of pandemic control in each country and around the world.
From a philosophical point of view, it can be seen that between the prevention of the Covid-19 pandemic and the socio-economic development is a dialectic contradiction. In which, Covid-19 pandemic prevention and socio-economic development are two opposite sides that are always moving and developing in opposite directions. If only focusing on the prevention of Covid - 19 pandemic, socioeconomic development will face many difficulties and fall into a state of serious crisis. On the other hand, if only focusing on socio-economic development, human life will be dangerous.
Despite contradictions, there is a dialectical relationship between the Covid-19 pandemic prevention and socio-economic development. Socioeconomic development - national potentials are constantly being raised, and adequate facilities are the first power for containing pandemic. On the other hand, the prevention and control of pandemic will create a favorable environment for socio-economic
development. Correct awareness of this problem is an important key to harmoniously solving the relationship between Covid-19 disease prevention and socio-economic development, making the country develop; In other words, this is an important aim for the country's development.
On the basis of correct awareness of the dialectical relationship between Covid-19 pandemic prevention and socio-economic development, the political system and all classes of the Vietnamese people have joined together, made great efforts unanimously, focused on implementing "achieve the dual targets of disease outbreak control and economic development" [3] - both drastically prevent pandemic with the spirit of "anti-pandemic like anti-enemy" [6], and decisively maintain, recovery and develop socioeconomic activities and ensure people's lives. With the motto of resolving such contradictions, Vietnam can prevent and repel the Covid-19 pandemic. Furthermore, the economy and all aspects of social life are gradually restarted and continuously developing.
In the process of disease prevention and socioeconomic development, Vietnam has divided into many different stages based on the nature and impact of the Covid 19. In stage 1 (from January 23 to February 25): Viet Nam rapidly issued the first national response plan. The plan outlines clear roles and responsibilities of each sector and levels of authorities. The rapid mobilization of financial and human resources, based on the Prime Minister's Directive No. 05/CT-TTg, toward combating COVID-19, with the principle of "protecting people's health first". In stage 2 (from March 6 to the 17th patient case on March 20): When the pandemic spreads across the globe. On the evening of 6 March, Hanoi Department of Health confirmed the first case in the capital, a 44-year-old woman who travelled to Japan. This is the 17th case in Vietnam and then the number of cases increased rapidly until 87th. On 21 March, Vietnam suspended entry for all foreigners from midnight of 22 March, and concentrated isolation for 14 days in all cases of entry for Vietnamese citizens.
Willing to delay economic benefits to best protect the health and lives of the people
On 22th July, Viet nam has more a patient from Da Nang C Hospital. The Goverment ordered the city authorities to suspend all international flights at Da Nang International Airport. Further, urged all competent forces to remain vigilant and stand ready to deal with new developments of the pandemic. After that, The Goverment ordered the Ministry of Public Security to investigate and deal with a crimethat illegally trafficked foreigners into Da Nang and Quang Nam. Attaching importance to human health and life first and foremost, accepting to develop short term economy to ensure the health and life of the people. The Government of Viet Nam prepared the potential measures like supporting the employees who have to postpone labour contracts, part-time workers who are unemployed but have not received unemployment benefits, enterprises have no revenue or no financial source to pay salaries, employers, individual business households and then promoted production and business. Stage 4 (since the pandemic in Da Nang and Quang Nam were controlled up to now): Not subjective to the pandemic, make great efforts to recover the economy, ensure economic growth and social security.
With the participation of both the political system and all Vietnamese people whole implementing together drastically, the pandemic has been basically controlled, effectively overcome the damage caused by the its impact. Many correct guidelines, policies and measures had been issued in a timely manner and well implemented to maintain at the highest level of production and business activities, income for employees, ensuring social security and welfare. As a result, the economy still had positive growth, reaching over 2 percent in the first 9 months, expected from 2 to 3percent in 2020 (considered as one of the 16 most successful emerging economies in pandemic scene, the world economy and many major countries were able to have negative growth) [10].
2. Some solutions to well solve the relationship between the prevention, control of the CO-
VID-19 pandemic and socio-economic development in Vietnam today
Although Vietnam has basically repelled the Co-vid -19 pandemic. However, in the world, the pandemic situation has still been very complicated and unpredictable. The negative impacts on all aspects of the socio-economic life continue to persist and cannot be fully assessed. Such a situation requires the whole country to both focus on epidemic prevention and control, at the same time, must urgently come together to minimize its impact on public health to limit its potential for further discruption to lives and economy. To harmoniously solve this problem, it is necessary to focus on well implementing the following detail solutions:
- Firstly, to strengthen propaganda and education to raise awareness and compliance of all people on both preventing and repelling the Covid-19 pandemic and developing socio-economic.
Paying attention to grasping and implementing the Party General Secretary and State President Nguyen Phu Trong on March 30 appealed to compatriots, comrades and soldiers nationwide and overseas Vietnamese to stay united in their will and actions in the fight against the COVID-19 pandemic. He called for the drastic and effective implementation of relevant guidelines by the Party and State, and the management by the Government and the Prime Minister in this regard. "Don't panic excessively but absolutely don't be subjective," the leader said. He emphasized the need to keep a close watch on the situation, forecast the worst scenario and promptly work out effective measures to contain and prevent the spread of the disease.
Propagating the Unity between the Government and the people. Focusing on propagating the content of a smooth coordination with the strong determination of the entire political system has become a solid basis for authorities to identify, localize and contain pandemic, make a healthy environment for the population. Nam Central Committee has isused Conclusion No. 77-KL/TW on June 5, 2020 on orientations to handle impacts of the COVID-19 pandemic to support economic recovery and national development [4].
Promote the application of information technology, propaganda on disease prevention and response measures from the authorities, especially the new pandemic developments. In addition, it is necessary to continue promoting information and propaganda to the implementation of socioeconomic tasks.
Focusing on propagating beautiful images, works of good human, high responsible behaviors in the Covid-19 prevention campaign over the past time, thereby calling for a spirit of community, mutual love, lovingly sharing and embracing each other in the community. At the same time, propaganda people to ignore the bad and fake news. Everyone need to indentify between right and wrong information. They are human who condemn, fight with false expression.
Second, implementing synchronously and effectively policies to reduce the consequences of pandemic, promote socio-economic development.
Continue to synchronously and effectively implement the appropriate mechanisms and policies, especially on finance, currency and social security to support people, businesses, workers, especially enterprises to overcome difficulties of the COVID-19 pandemic, quickly recover and develop socio-economic targets. Implement the policy of exemption and reduction of a number of tax obligations for subjects that suffer heavy losses from the COVID-19 pandemic in 2020.
To boost disbursement, to improve the efficiency of the use of public investment capital, to solve problems in administrative procedures, to speed up procedures for approving and to adjust new policies. Start immediately and implement the big and important projects with positive effect on the local socio-economic development.
To focus on strongly developing the domestic market, to implement effectively measures to stimulate domestic consumption. To launch the movement of Thrift in society to put resources into economic recovery and development.
Third, focus on drastic and effective direction in the fight against corruption, waste, and practice of Thrift in order to consolidate and enhance the people's confidence in Vietnam's political system. .
To strengthen discipline, improve the effectiveness and efficiency of State management, uphold the responsibility of the head; attaching the responsibilities of the concerned collectives and individuals in ensuring the progress of implementing and disbursing the plans for public investment capital. To treat strictly collectives and individuals who take advantage of the pandemic situation for self-seeking.
Properly change the inspection and supervision mechanism from pre-checking to post-checking, associated with the transparency of sanctions; avoid overlapping in inspection, and audit. To resolutely and promptly handle with violations. To urgently and seriously review and finish the laws, mechanisms and policies, and to improve the effectiveness and efficiency of implementation so as to soon overcome the inherent limitations and weaknesses, long-standing backlog. To completely handle projects that have had losses or delayed for a long time.
The Covid-19 pandemic has been the great risk in many aspects to society. In the prevention and control of the Covid-19 pandemic, the leadership of the party committee; the response and administration of the government and The attitude and bravery of each people will determine success or failure. With the spirit ""Each person is a solider in the fight against the pandemic", all people share the unity, accompanying to overcome difficulties, spreading human values, fostering the true love, the pandemic will surely be repelled, and the country will continue to "go fast, strong and steady".
