Abstract. The role of national culture in social development and issues of its development in the conditions of new Uzbekistan are scientifically analyzed.

After the independence of our country, a period of renewal and changes began in all spheres of society.
A period of ups and downs has begun in the life of our country. At the present time, with the initiatives of President Shavkat Mirziyoev, large-scale works are being carried out to restore and develop our religious values. Along with other fields, scientific and creative, a lot of attention is also paid to the fields of religious education.

As President Shavkat Mirziyoyev noted, "Today, together with modern education, we must properly explain the essence of our holy religion to our people, especially the youth, and think seriously about educating them in the spirit of noble ideals [1-271]".
Indeed, independence opened a wide path for the national revival of our people. From this period, special importance was paid to the coverage of national-cultural and religious processes in the press of Uzbekistan.
Of course, due to independence, Islam religion has re-entered our life, and the feeling of bringing divine feelings to the surface has increased in the thinking of people of knowledge and creativity.
In the 1990s, when the struggle for independence was still going on in our country, articles aimed at restoring our religious values began to be published in the press. For example, on the eve of independence, many articles with new content began to be published in "Guliston" magazine, which covers the social-political, scientific-artistic, cultural-educational spheres of our country. The article entitled "Calling to Faith" under the column "We study our heritage" of this magazine discusses the translation of the holy book of Islam, the Qur'an. In the article, Ziya Bunyadov, a scientist and academician from Azerbaijan, expresses his opinion about the work being done in his country. He emphasizes that "the Qur'an, which had a great influence on the social and spiritual development of the peoples of the East, is the cultural heritage of mankind [2-1991]". The article
contains the author's opinion on the fact that work on the translation of the Qur'an into Uzbek has begun in Uzbekistan.
In fact, at that time, the implementation of such works was considered a great achievement, because the past, which had not yet been influenced by the union, "who spoke carefully about history, "Navroz", "God", "God", "Allah", "prophet", "spirit" There was a time when words such as There are some abstractions [3-8] among the people and even among the artists, which were cases of not being able to get out of the influence of political repressions during the colonial period. In the article entitled "Word of Faith", it is mentioned that representatives of all nationalities in the Republic want this book to be published in today's Uzbek language. It is rightly acknowledged that the Qur'an is the basis of the Islamic religion, a book that embodies moral instructions, legal rules, customs and traditions, and the most important aspects of the life and lifestyle of millions of people.
In addition, the article titled "Hayo comes from faith", published in the pages of "Guliston" magazine, reflects on modesty, which is the "highest quality of our spirituality", and tries to reveal the reasons why it has weakened. The article states that "the reason for this is that religious education has been steamed up and is bearing its bitter fruits. "When our religious beliefs are split, our faith weakens [4-20]" In the period of the first independence, the search for a solution to such problems was considered an urgent issue.
In the article titled "Wise of Hazrat Ali" published in "Gulistan" magazine, there are examples of the wisdom of Khalifa Ali and his wise words. In the article, it is emphasized that Hazrat Ali's works, which contain many wise words of advice such as "A wise enemy is better than an ignorant friend", "A true friend is known in a difficult day [5-30]", have been calling people to righteousness and enlightenment for centuries. The author of the article said that the wisdom of Hazrat Ali "is preserved in the treasury of the Institute of Oriental Studies of the Academy of Sciences of Uzbekistan, and it is said that there is also his poetry book, which contains his works on topics such as ethics, humanitarianism, patriotism, protection of the Motherland, truth, justice and religion. it is said that his works calling for knowledge and enlightenment have not yet been translated into Uzbek language, that their translation is a great spiritual wealth for the growing young generation, and will serve to develop our science, culture and enlightenment.
Nowadays, works reflecting the wisdom of Hazrat Ali, who made a great contribution to the development of Islam, have their place in the development of the new Uzbekistan. The fact that today's young people acquire modern sciences and learn religious sciences leading to moral education will help them to grow up educated in all aspects. Because, in the education of a perfect person, together with the ideology of independence, the reforms carried out in other areas provide a unity of unity.
In one of the articles leading to such education, in the article entitled "Spiritual Perfection in the Hadiths", it says that "even in the current market economy, some new rich people should build the sight of the blind", bragging about their wealth, they despise people, spend millions of soums on the construction of a new mosque, and seek to gain prestige by boasting, but they don't give alms to neighbors, poor relatives, orphans, and the needy [6-44]. This article shows that according to the ideal of Islam, such people are "deprived of the rewards of the present and the hereafter" and that the hadiths, which lead people to spiritual heights and show the ways of goodness, are of great importance in order not to fall into such a situation.
In the first decade of our independence, one can find many such articles in the press. Because it was necessary to change the social thinking of the people, it would not be possible to build a new state under the influence of old ideas and ideology. If we look at our history, for many years the Islamic factor and its importance in human education were not covered in the press.
Only after our country gained independence, great opportunities were created in the press to cover the national-cultural and religious processes.
From today's point of view, you can find as many resources about religion as you want in Uzbek, but the question arises as to what extent we can use it in the education of the young generation. Nowadays, it can be felt that the sphere of influence has expanded in the way our young girls dress, and at the same time, it is necessary to properly guide the changes in the thinking of their minds.
In conclusion, we should use Islamic spirituality more in educating our youth with good manners. It is of great importance today that we correctly interpret the content and essence of hadiths to our children and convey them to the minds of young people.
Therefore, the Development Strategy of the Republic of Uzbekistan for the seven priority directions for 2022-2026, as well as the state program "Year of attention to people and quality education", "Prosperous village", "Prosperous neighborhood", "Every family is an entrepreneur", "Youth is our future" Based on the meaning of reforms carried out within the framework of important programs and plans such as "Five Positive Initiatives", the main ideological principles of this decision put the human factor at a high place.
We are convinced that the policy of Uzbekistan, which is on the path of developing a legal democratic state and a fair civil society based on the free market economy under the leadership of our President, focuses on the development of the society. The activities of public organizations, political institutions and mass media are synchronized with today's processes in the implementation of comprehensive reforms aimed at the liberalization of state administration, improvement of the state and society. The fact that the state and its policies are focused only on the benefit of the people, on ensuring the peace and stable life of the country's citizens is reflected in the adopted laws, presidential decrees and decisions, and is implemented in life. Along with determining the material and cultural image of the society, this has a positive effect on the spiritual and educational, moral thinking and worldview of the citizens of the country. That is why it creates an opportunity to harmonize the relations between the state and the citizens, the authorities and the population based on justice.
Further deepening and expansion of the scope of structural reforms, modernization of the economy, provision of stable and balanced macroeconomic indicators, introduction of investment, development of free economic zones, strengthening of the private ownership sector and further improvement of the favorable environment for business, employment of the population as an important condition for the income and standard of living The wide-scale reforms implemented by the head of our state in terms of ensuring employment and promoting exports in all respects are recognized as an important factor determining the development of our country.
Now, the members of the Senate of the Oliy Majlis and the deputies of the Legislative Chamber meet with their constituents on the last ten days of every month and develop measures to legally solve the problems that are bothering the population, and the fact that the authorities are not indifferent to the appeals of the citizens creates a basis for people to live with a sense of belonging to the changes taking place in the society. Meanwhile, consistent continuation of well-
thought-out tight monetary policy, new jobs Ensuring security, interethnic harmony and religious tolerance in our country was considered a priority of our state policy. Representatives of more than 130 nationalities and peoples living in our country have united in about 150 national-cultural centers and live peacefully as children of a big family under the slogan "Uzbekistan-our common home". At the root of this is a great humanitarian policy. In accordance with the decree of the President of the Republic of Uzbekistan dated May 19, 2017, the Committee on International Relations and Friendly Relations with Foreign Countries was established under the Cabinet of Ministers. The main goal of this is to consistently continue the state policy aimed at ensuring interethnic harmony and tolerance in our society.
We must always be alert and vigilant in the present time, when the process of globalization has intensified in the world, competition and mutual contradictions are increasing on a global scale, threats such as radicalism, terrorism, extremism, proselytism and "mass culture" are expanding. Life itself requires us to further increase our mobilization through the ideas of "Protect your own home", "Protect your own child". Ensuring the integrity of the country's borders, strengthening the combat potential of our Armed Forces, we need to educate our young men and women in the spirit of patriotism.
