COOPERATION OF RUSSIA AND ITALY IS IN CLUSTER POLITICS
Annotation
To this article the mechanism of creation of shoe cluster is driven in Russia and jointly with the Italian enterprises. Aims and tasks of cluster are certain. On the basis of the obtained data corresponding conclusions are done.

With initiative of creation of the Russian-Italian shoe cluster the Italian companies came forward at support of authorities of the Italian region Lombardy. Presently between a business concern and Agency of investment development of the Novosibirsk area a corresponding agreement is celled.
This project is on the stage of forming. An initiator from the Italian side is an engineering company Macsenior. A company Macsenior has quinqu agenarian experience of creation and development of complex industrial projects. An AIR-LIFT and Macsenior will conduct work on forming of potential participants of shoe cluster, on development of financial model of project. It is also necessary to study the questions of organization in Novosibirsk of center on preparation of specialists in the field of to the shoe production, to define potential investors in parts of property complex, work comes true on bringing in of investments and measures state support.
To date the model of future cluster is already formed: activity of the enterprises included in him will have to include the complete cycle of production from treatment of skin and stuff wares to producing modern, made taking into account the world tendencies of masculine, woman and child's shoe, articles of clothing and wares from a skin. In a cluster must be educational and designer centers.
The prognosis parameters of future cluster are preliminary formed: his composition about 15 factories presenting all links of productive chainlet must enter. It is assumed that on leaving of cluster on a complete production capacity the volume of output can exceed the 2,5 million pairs of shoe in a year, about 2,5 -3 thousand new workplaces will be created. A requirement in investments is preliminary estimated in a volume €80 millions Term of realization of project will make 5 from 3 to.
Presently an import occupies about 70 volume of suggestion at the Russian market. The average annual level of consumption of shoe products per capita makes 3 pairs in a year market and competition environment.
Analysis talks about the wide prospects of project : from a rise in prices of the imported commodities for the last 2 the import of the Italian shoe to Russia grew short on 3,5 million pairs (almost in 2 times), and localization of production in Novosibirsk will allow to produce the shoe of European quality and design on more subzero prices and glut market competitive and accessible products.
The Novosibirsk area has a row of advantages for placing of cluster, as at a region near going into the markets of Kazakhstan and Mongolia. It does the Novosibirsk area one of the basic Russian centers of trade after Ural.
The row of perspective directions of collaboration is also certain an agreement. A to the shoe production, producing of food stuffs, instrument-making, transport-logistic sphere, enter here. In addition, Ренато Лоренцо Нифози added, large attention is spared to development of cultural connections. So, in Novosibirsk the Siberian-Italian house that on intention of authors of project will include a trade complex on the sale of the best commodities of the Italian enterprises, sector for business-contacts with a display ground and in a civilized manner-entertaining sector, will be open for realization of concerts, festivals, exhibitions.
In an apartment AIR-LIFT will earn the office of permanent representative office of the Italian consortium in the near time. In his tasks collection, analysis and having a special purpose distribution of information, will be included about the Novosibirsk area in the environment of the Italian businessmen, organization of business-

missions, assistance to establishment of direct contacts between the Novosibirsk and Italian enterprises interested in a collaboration. In addition, in composition an office a specialist is envisaged from a number the habitants of Novosibirsk with plenary powers to conduct collection and analysis of information, and also to conduct business negotiations directly on behalf of JC1. A candidature is already certain.
Role of key functional elements, in fact, AIR-LIFT and Novosibirsk commercial and industrial chamber will play - they will be information generators about industries, enterprises and projects, where participation of partners from Italy is seen perspective.
The idea of creation of center of shoe production in Novosibirsk is perspective. Cluster approach is characteristic and for development of shoe industry in China, Italy, India. The concentration of shoe production on territory of our region will promote and to the height of small and midsize businesses that can be involved in contiguous industries, such as a packing and other.

ИНОСТРАННЫЕ ИНВЕСТИЦИИ В ЭКОНОМИКУ РОССИИ
Аннотация
Иностранный капитал является важным элементом в экономике РФ. В статье дана характеристика и рассмотрена структура иностранных инвестиций. Также проведен анализ поступления иностранных инвестиций в экономику страны.

В связи с продолжающейся экономической нестабильностью РФ большая часть ведущих экономистов связывают будущее нашей страны с привлечением в широких масштабах в российскую экономику иностранных инвестиций, которые позволят создать в России цивилизованное общество с высоким уровнем жизни населения. Однако, сложно представить, что лишь с помощью одних иностранных инвестиций можно осуществить подъем российской экономики. Но, с другой стороны, иностранные инвестиции могут послужить стимулом развития и роста отечественных инвестиций.
