Аннотация. В статье содержится обзор юбилейной международной научной конференции «Российская полиция: три века служения Отечеству», посвященной 300-летию полиции России, состоявшейся в Санкт-Петербургском университете МВД России 23-25 апреля 2018 г. Автором изложены основные положения докладов и выступлений участников конференции, посвященных проблемам развития органов полиции в регионах имперской России.

Abstract. The article provides an overview of the jubilee international scientific conference The Russian Police: Three Centuries of Serving the Native Land dedicated to the 300t anniversary of the Russian police and held at St Petersburg University of the Ministry of Internal Affairs of Russia on 23-25th April 2018. The author describes the main points of the conference participants' reports and speeches devoted to the problems of development of the police bodies in the regions of imperial Russia.

Введение
Проблемы становления и развития органов полиции в регионах российского государства на различных этапах исторического развития России стали центральными на научных собраниях ученых1 и молодых исследователей2, посвященных 300-летию образования полиции России. Юбилейная международная научная конференция «Российская полиция: три века служения Отечеству», посвященная 300-летию полиции России, состоялась в Санкт-Петербургском университете МВД России. Более 1 000 исследователей направили заявки для участия в конференции. 23-24 апреля 2018 г. состоялись пленарные и секционные заседания ученых и практикующих юристов. 25 апреля 2018 г. работала секция молодых исследователей, в которой приняли участие курсанты, слушатели, студенты, магистранты.

В программу научного собрания 23-24 апреля были включены выступления 431 исследователя - ученых и практиков из России, Беларуси, Казахстана, Таджикистана. Среди участников конференции - представители 49 российских городов (в числе которых 109 докторов наук, 262 кандидата наук), 125 организаций и учреждений. Очное участие в конференции приняли 249 человек. На пленарных заседаниях с докладами выступили 20 участников конференции, на заседаниях 9 секций - выступили 62 исследователя.
В программу научного собрания 25 апреля были включены выступления 307 молодых исследователей из России и Беларуси, в числе которых представители 22 российских городов, 43 образовательных организаций. Очное участие в конференции приняли 216 человек, которые выступили с докладами на 11 секциях.
Доклады и выступления участников научного форума получили отражение в двух сборниках материалов конференции3.
Основная часть
В число основных дискуссионных вопросов конференции были поставлены вопросы, касающиеся становления, развития и функционирования органов полиции в регионах Российской империи.
Специфике обеспечения правопорядка в селениях Урала в конце XVII в. посвятили свое выступление заместитель председателя Собрания депутатов Верх-не-Уфалейского городского округа Челябинской области, кандидат юридических наук И. В. Евсеев и специалист по взаимодействию со средствами массовой информации и общественностью отдела МВД России по Верхне-Уфалейскому городскому округу Челябинской области А.Р. Алексеева4, которые обратили внимание на механизмы избрания представителей поселковых обществ для земской службы в качестве старост, целовальников, сторожей, десятских. Выборные осуществляли обеспечение правопорядка в регионе. Особый статус общины на Урале, выработанные ею механизмы самоуправления,

самобытность местных сообществ способствовали формированию своеобразной горной цивилизации, подчеркнули докладчики.
Проблемы обеспечения правопорядка на предприятиях горнозаводской промышленности Урала в первой четверти XVIII в. стали предметом исследования доцента кафедры государственного и муниципального права Сургутского государственного университета, кандидата юридических наук, доцента
B.А. Манина5, который подчеркнул, что механизм обеспечения правопорядка в горно-металлургической промышленности Урала начал формироваться в конце XVII - начале XVIII вв. вместе со строительством крупных металлургических мануфактур. Особый интерес, полагает В. А. Манин, представляет должность полицейского характера - профос, введенная для надзора за чистотой и порядком среди обывателей, за соблюдением запрета содержать скот в жилищах. В начале XVIII в. обязанностью профоса было взыскание штрафов и исполнение мер телесных наказаний.
Об особенностях формирования полицейского аппарата Черноморского казачьего войска в 1793-1802 гг. рассказали начальник кафедры конституционного права Краснодарского университета МВД России, кандидат исторических наук, доцент И.В. Яблонский и доцент кафедры теории и истории права и государства Краснодарского университета МВД России, кандидат юридических наук А.А. Швец6, которые сообщили, что на 2018 г. приходится 225-летие с момента основания войскового града Екатеринодара и учреждения полицейских органов на Кубани. История кубанской полиции неразрывно связана с историей казачества и Черноморского войска: в течение весьма продолжительного времени исключительно казаки выступали в качестве служителей полицейских учреждений в новом регионе Российской империи.
Становлению и специфике деятельности органов полиции в Казани посвятил свое выступление заместитель начальника Казанского юридического института МВД России (по научной работе), кандидат исторических наук, доцент
C.Н. Миронов , который сообщил, что Казанская губерния была учреждена в 1708 г., а создание полиции в Казани началось в 1733 г., когда был издан указ Анны Иоанновны о формировании полиции в 23 городах, в том числе и в Казани. Была утверждена должность полицмейстера с подчиненной ему полицейской канцелярией; он назначался из офицеров местного гарнизона в чине капи-

тана. Полицмейстеру подчинялась команда из унтер-офицеров, капрала и 8 рядовых солдат. Функции полиции не были четко определены, а обязанности были широкими, констатировал С.Н. Миронов.
Вопросы взаимодействия Министерства полиции и властей Псковской губернии в начале XIX в. стали предметом исследования декана исторического факультета Псковского государственного университета, кандидата исторических наук, доцента Н.П. Никитиной , которая обратила внимание на то, что Министерство полиции было выделено из МВД 25 июля 1810 г., во время, когда страна находилась в состоянии подготовки к войне с Наполеоном, и организация внутренней безопасности страны стала требованием времени. На основе материалов Государственного архива Псковской области Н. П. Никитина воссоздала картину взаимодействия Министерства полиции с местной администрацией на примере дела о состоянии почтовых станций в Псковской губернии (1811).
Региональной специфике организации и деятельности полиции в Оренбургской губернии в последней четверти XVIII - первой половине XIX вв. посвятил свое выступление заведующий кафедрой теории и истории государства и права Института права Челябинского государственного университета, кандидат юридических наук, доцент Р.И. Байгутлин9, который обратил внимание на то, что Оренбургская губерния располагалась между губерниями и областями, управляемыми по особым положениям, и губерниями Центральной России, администрация которых строилась с минимальными отклонениями от положений «Учреждения для управления губерний Всероссийской империи» 1775 г. Местная специфика обусловила ряд существенных особенностей в организации и деятельности полиции губернии. Расположение губернии на юго-востоке европейской части Российской империи, по соседству с киргиз-кайсацкими (казахскими) степями, определяло принадлежность Оренбургской укрепленной линии многих городов региона, их управление военной администрацией. Отдаленность губернии сказалась на ее использовании в качестве места для ссылки (до 1780 г. сюда ссылали за тяжкие преступления, позже - преимущественно за политические). Переселение в губернию значительного числа неустроенных в хозяйственном отношении людей, часть из которых имела криминальный опыт, безусловно, являлось значимым криминогенным фактором и важной детерми-нантой, определявшей специфику деятельности местных органов полиции.

Высшие органы власти и управления губернского уровня в Восточной Сибири в первой половине XIX в. выполняли функции, определенные МВД Российской империи, подчеркнул профессор кафедры конституционного права и теории права Юридического института Иркутского государственного университета, доктор культурологии, кандидат философских наук, доцент И.А. Арзуманов10, который констатировал, что одной из важнейших функций губернского уровня власти и управления в Восточной Сибири была надзорно-контрольная, в том числе и в сфере этноконфессиональных общественных отношений. В первую очередь, это касалось борьбы с сектантством и старообрядчеством, которая осуществлялась при активном взаимодействии с институтами Русской Православной Церкви и административными органами областного, уездного и городского уровней, также выполняющими полицейские функции по охране общественного порядка.
Особенностям организации и деятельности органов полиции в Нахичевани-на-Дону в середине XIX в. посвятили свои исследования заведующий лабораторией правовых исследований Федерального исследовательского центра Южного научного центра Российской академии наук (Ростов-на-Дону), кандидат юридических наук, доцент Л.В. Батиев и профессор кафедры археологии и истории Древнего мира Южного федерального университета (Ростов-на-Дону), доктор исторических наук, доцент С. С. Казаров , которые обратили внимание на то, что в Российской империи долгие годы сохранялись своеобразные правила организации и деятельности управления, суда и полиции у различных социальных групп. Среди таких групп выделялись переселенные на Дон в конце XVIII в. крымские армяне. С 1780 г. в армянском городе Нахичевани и пяти армянских селах, составивших его сельский округ, действовала своя система управления, суда и полиции. Город находился в ведении одного полицейского-судьи, сельский округ - второго. В подчинении у них был свой штат - полицейские на лошадях (атлы-караул) и полицейские без лошадей (бешлы). Автономия Нахичевани в вопросах организации полицейской деятельности обусловливала невысокую эффективность работы полиции.

С. В. Ханин , который считает, что проверка жизнеспособности и мобильности всей системы органов государственной власти, кадрового состава полицейских органов Нижегородской губернии осуществлялась в ходе организации и проведения таких государственно-общественных мероприятий, как: XVI Всероссийская промышленная и художественная выставка в Нижнем Новгороде (1896), празднование 300-летия Дома Романовых (1913). Эти мероприятия требовали всесторонней подготовки и особых мер предосторожности в связи с их посещением императором Николаем II. Целесообразным и закономерным явлением при проведении крупных государственно-общественных мероприятий явилось участие населения в обеспечении общественной безопасности, полагает С. В. Ханин.
Создание службы урядников в Амурском уезде Амурской области в конце XIX - начале XX вв. стало предметом изучения заведующего отделом исследований Приморского государственного объединенного музея им. В.К. Арсеньева (Владивосток) В.В. Кавецкой , которая сообщила, что сохранившаяся в фонде 823 Российского государственного исторического архива Дальнего Востока переписка о формировании в Амурской области службы урядников (1899-1910) наглядно иллюстрирует специфику организации и деятельности уездной полиции Амурской области. Фонд хранит материалы Амурской экспедиции под руководством Н.Л. Гондатти (1910-1912), среди которых сохранились копии восьми докладов Амурского уездного начальника Военному губернатору Амурской области, продиктованные чинами, занимавшими эту должность в разное время: окружным начальником Тузлуковым (1899-1902 гг.), Амурским уездным начальником статским советником Мурашевым (1906-1909), уездным начальником Артамоновым (1910). Датировка докладов, их содержание показывают сложный и затяжной процесс формирования низового уездного уровня полиции в дальневосточных регионах России, сложное положение местной уездной полиции и причины ее беспомощного состояния накануне революционных событий 1917 г., полагает В.В. Кавецкая.
Традиционное правосознание северного крестьянства как детерминанту полицейской деятельности на рубеже XIX-XX вв. охарактеризовала доцент кафедры истории и философии Череповецкого государственного университета, кандидат исторических наук, доцент Н.В. Алексеева14, которая подчеркнула,

что коллизии, возникавшие в ходе правоприменительной практики, потребовали активного изучения народных правовых обычаев. В середине XIX в. правовой обычай был официально признан источником права: правительство сохраняло правовую обособленность сельского населения, понимая, что насильственная ломка традиционного правосознания крестьянства могла привести только к негативным результатам. Важной особенностью крестьянского правосознания было четкое разделение всех правонарушений на две категории - «грех» и «преступление», различие между которыми, по мнению крестьян, носило не юридический, а религиозно-психологический характер15. В крестьянской среде во второй половине XIX в. сложился дуализм правовой регламентации общественных отношений, выражавшийся в сочетании законодательных и обычно-правовых норм, который в области брачно-семейных отношений превращался в тройственность правового регулирования, так как в этой сфере действовали еще и нормы церковного права, подчеркнула в своем докладе Н.В. Алексеева.
Вопросам создания и функционирования органов российской полиции в Квантунской области в 1898-1905 гг. посвятила свое выступление доцент кафедры государственно-правовых дисциплин Санкт-Петербургской академии Следственного комитета Российской Федерации, кандидат исторических наук Я.Л. Салогуб16, которая обратила внимание на то, что в соответствии с «Конвенцией между Россией и Китаем о Ляодунском (Квантунском) полуострове» от 15 марта 1898 г. российские полицейские органы Квантунской области формировались как часть гражданского управления колонии. Полицейские функции в Порт-Артуре и Дальнем, как в 60-70-е годы XIX в. в дальневосточных областях, несли военные. Должности их были внештатные: полицейские функции они выполняли помимо своих основных обязанностей. Несмотря на то, что определяющими факторами «благоустройства и благочиния» городов Квантуна были внешнеполитические, разработчики проектов административного развития Квантунской области в основу системы местного управления и полиции заложили опыт формирования и функционирования подобных учреждений в дальневосточных городах Российской империи, сделала вывод Я.Л. Салогуб.
Рассматривая вопросы взаимоотношений Пермского жандармского управления и учащейся молодежи в годы Революции 1905-1907 гг., доцент кафедры теории и практики управления Пермского филиала Российской академии народного хозяйства и государственной службы при Президенте Российской Фе-

дерации, кандидат исторических наук, доцент А.А. Кальсина подчеркнула , что Пермское губернское жандармское управление, созданное в 1867 г., наблюдало за широкими слоями либеральной интеллигенции, студенчества и учащейся молодежи, которые, накапливая опыт революционной борьбы, пришли к мысли о необходимости разрушения старых порядков и создания новой школы, основанной на принципах демократии, гуманизма и дающей полноценное образование.
Особенности организации и функционирования полицейской стражи на Южном Урале в начале XX в. привлекли внимание начальника кафедры истории и теории государства и права Уфимского юридического института МВД России, кандидата исторических наук, доцента А.Х. Султанова и доцента кафедры истории и теории государства и права Уфимского юридического инсти-

тута МВД России, кандидата исторических наук, доцента С.Х. Хакимова , которые отметили, что в ходе социальных потрясений 1905 г., формы подобного противоправного поведения населения имели региональные отличия. Крестьяне в Уфимской губернии часто прибегали к самовольным порубкам лесных угодий значительных размеров, осуществляли фактический саботаж при сборе налогов и податей. В таких случаях помощь волостному начальству и становым приставам осуществляли полицейские стражники, которые к 1906 г. в регионе сформировали 37 отрядов пеших и 10 отрядов конных стражников. Конная стража в Уфе располагалась непосредственно при заводе наследников Видинеевых. Формирование подразделений сельской полиции на базе мобильных отрядов уездной полицейской стражи было шагом вперед в деле предупреждения и пресечения административных и уголовных преступлений, полагают А^. Султанов и С^. Xакимов.
Созданию полицейской стражи в Енисейской губернии в 1916-1917 гг. посвятила свое исследование профессор кафедры гуманитарных и социально-экономических дисциплин Сибирского юридического института МВД России (Красноярск), доктор исторических наук, доцент О.В. Коновалова19, которая констатировала, что полицейская стража в Енисейской губернии создавалась в условиях преодоления различных трудностей (прежде всего, отсутствия обеспеченности материальными ресурсами и кадрами), не позволявшими органам полиции оперативно реагировать на факты социального напряжения и роста криминогенной ситуации в регионе.

Полицию как субъект обеспечения личной и имущественной безопасности сельского населения Иркутской губернии в начале XX в. охарактеризовал доцент кафедры тактико-специальной и огневой подготовки ВосточноСибирского института МВД России (Иркутск), кандидат исторических наук

А.А. Сысоев , который сообщил, что в начале XX в. в Иркутской губернии было создано сыскное отделение только третьего разряда, оперативная практика иркутских сыщиков не выходила за пределы административного центра края, в уездах борьба с уголовной преступностью осуществлялась силами уездных полицейских управлений, волостной и сельской администрации. Уровень правоохранительной деятельности в провинции был существенно ниже, чем в столице Восточной Сибири, резюмирует А.А. Сысоев.
Особенностям организации и деятельности Кронштадской полиции посвятил свое выступление главный инспектор инспекции штаба ГУ МВД России по

г. Санкт-Петербургу и Ленинградской области Н.П. Сучков , который, начав свою службу в милиции Кронштадта в июне 1991 г., связал с ней свою жизнь. В 2007 г. Н.П. Сучков был назначен заместителем начальника ОМВД России по Кронштадтскому району г. Санкт-Петербурга, а в 2015 г. - начальником отдела МВД России по Кронштадтскому району. В марте 2012 г. по его инициативе был создан Музей Кронштадтской полиции, расположившийся в здании самого ОМВД в Кронштадте, который Н.П. Сучков возглавлял до 2017 г. Кронштадт -район Санкт-Петербурга, но в силу ряда особенностей, в том числе и его географического положения, Кронштадт сформировался как отдельный, самобытный город. История Кронштадтской полиции и милиции имеет множество особенностей, обусловленных тем, что город-морская крепость вплоть до 1997 г. был закрыт для свободного посещения, подчеркнул Н.П. Сучков, рассказавший на конференции о судьбе полицейских чинов Кронштадта и Музея истории Кронштадтской полиции.
На истории Санкт-Петербургской полиции сосредоточил свой исследовательский интерес доцент кафедры теории государства и права Санкт-Петербургского университета МВД России, кандидат юридических наук А.П. Introduction
The problems of formation and development of the police bodies in the regions of
the Russian state at various stages of the historical development of Russia became
1 2 central to the scientific meetings of scientists and young researchers dedicated to the
300th anniversary of the formation of the Russian police. The jubilee international scientific conference The Russian Police: Three Centuries of Serving the Native Land dedicated to the 300th anniversary of the Russian police was held at St Petersburg University of the Ministry of Internal Affairs of Russia. More than 1000 researchers applied for participation in the conference. On 23-24t April 2018, the plenary and section meetings of scientists and practicing lawyers took place; on 25th April 2018, the section of young researchers was opened, which was attended by the cadets, audience members, students and undergraduates.
The conference program of 23-24th April included presentations of 431 researchers: scientists and practical workers from Russia, Belarus, Kazakhstan and Tajikistan. Among the conference participants there were representatives of 49 Russian cities (including 109 Doctors of Science and 262 Candidates of science), 125 organizations and institutions. The conference was attended in person by 249 people. 20 conference participants presented their report at the plenary sessions, 62 researchers - at the sessions of nine sections.
The conference program of 25th April included presentations provided by 307 young researchers from Russia and Belarus, including representatives from 22 Russian cities and 43 educational organizations. The conference was attended in person by 216 people who made presentations in 11 sections.

Reports and speeches of the participants of the scientific forum were collated in two collections of conference materials.
Main body
Among the main debating points of the conference there were questions related to the formation, development and functioning of the police bodies in the regions of the Russian Empire.
The Deputy Chairman of the Assembly of Deputies of the Verkhny Ufaley urban district of Chelyabinsk Region, Candidate of Juridical Sciences I.V. Evseev and the specialist in media relations and public affairs of the Department of the Ministry of Internal Affairs of Russia in the Verkhny Ufaley urban district of the Chelyabinsk region A.R. Alekseeva dedicated their presentations to the specifics of law enforcement in the villages of the Urals at the end of the 17th century.4 They drew attention to the mechanisms for electing representatives of settlement societies for the zemstvo service as elders, sworn-men, guards and village policemen. Those elected carried out the law enforcement in the region. As the speakers emphasized, the special status of the community in the Urals, the mechanisms of self-government developed by it and the identity of the local communities contributed to the formation of a peculiar mountain civilization.
The problems of law enforcement at the enterprises of the mining industry of the Urals in the first quarter of the 18th century became the subject of research carried out by the docent of state and municipal law of Surgut State University, Candidate of Juridical Sciences, Docent V.A. Manin5 He noted that the law enforcement mechanism in the mining and metallurgical industry of the Urals started to be formed at the end of the 17th - early 18th
century together with the construction of large metallurgical factories. V.A. Manin believes that of special interest is the post of the orderly officer introduced to supervise the cleanliness and order among the inhabitants and observance of the ban to keep livestock in dwellings. Head of the Department of Constitutional Law of Krasnodar University of Ministry of Internal Affairs of Russia, Candidate of Historical Sciences, Docent I.V. Yablonskii and Docent of the Department of Theory and History of Law and State of Krasnodar University of the Ministry of Internal Affairs of Russia, Candidate of Juridical Sciences A.A. Shvets told about the peculiarities of the formation of the police apparatus of the Black Sea Cossack army in 1793-1802.6 According to them, 2018 is the year of the 225th anniversary of Ekaterinodar founding and the establishment of police bodies in the Kuban Region. The history of the Kuban police is inextricably linked with the history of the Cossacks and the Black Sea army. For a long time, only Cossacks acted as police institution servants in the new region of the Russian Empire.
The Scientific Work Deputy Director of Kazan Law Institute of the Ministry of Internal Affairs of Russia, Candidate of Historical Sciences, Docent S.N. Mironov reported on the formation and specifics of the police in Kazan. He said that the Kazan province was established in 1708, and the formation of the police in Kazan began in 1733, after issuing the decree by Anna Ioannovna on the formation of police in 23 cities, including Kazan. The post of Chief of Police with a subordinate police office was approved; he was appointed from the officers of the local garrison with the rank of a captain. The team of non-commissioned officers, the corporal and eight rank-and-file soldiers were subordinate to the Chief of Police. As S.N. Mironov stated, the functions of the police were not clearly defined, and the duties were broad.
The matters of interaction between the Ministry of Police and the authorities of the Pskov province in the beginning of the 19th century became the subject of study of the Dean of the History Department of Pskov State University, Candidate of Historical Sciences, Docent N.P. Nikitina, who drew attention to the fact that the Ministry of Police was separated from the Ministry of Internal Affairs on
25th July 1810, during the period when the country was in preparation for the war with Napoleon, and organization of the country's internal security had become an imperative of the time.

R.I. Baigutlin9 dedicated his report to the regional specifics of the police organization and activities in the Orenburg province in the last quarter of the 18th - the first half of the 19th century. He noted that the local specifics caused a few significant features in the organization and activities of the provincial police. The remoteness of the province determined its use as a place for exile (until 1780, people were sent here for serious crimes, later - mostly for political crimes). The fact that a significant number of economically incapacitated people - some of whom had criminal experience - were resettled to the province was certainly a significant criminogenic factor and an important determinant of the specifics for the local police activity.
The Professor of the Department of Constitutional Law and Theory of Law of the Law Institute of Irkutsk State University, Doctor of Culturology, Candidate of Philosophy, Docent I.A. Arzumanov10 stated that one of the most important functions at the provincial level of power and administration in Eastern Siberia was the regulatory and supervisory function including in the sphere of ethno-confessional social relations. First of all, it concerned the fight against sectarianism and Old Belief, which was carried out in active cooperation with the institutions of the Russian Orthodox Church and the administrative bodies at the regional, district and city levels, also carrying out police functions for the protection of public order.
The head of the legal research laboratory of the Federal Research Center of the Southern Scientific Center of the Russian Academy of Sciences (Rostov-on-Don), Candidate of Juridical Sciences, Docent L.V. Batiev and Professor of the Department of Archeology and Ancient History of the Southern Federal University (Rostov-on-Don), Doctor of Historical Sciences, Docent S.S. Kazarov reported on the specific features of organization and activities of the police in Nakhichevan-on-Don in the middle of the 19th century.11 The mentioned researchers drew attention to the fact that the original rules on how to organize the administration, court and police among various social groups remained in the Russian Empire for many years. Among these groups there were Crimean Armenians resettled to the Don region at the end of the 18th century. Since 1780, the Armenian city of Nakhichevan and the five Armenian villages that made up its rural district had its own system of administration, court and police. The city was under the jurisdiction of one policeman-judge, whereas the rural district was governed by another. They had their own staff in subordination: mounted

police (atly-karaul) and police without horses (beshly). The autonomy of Nakhichevan caused the low efficiency of the police work in the matters of arranging the police activities.
Docent of the Department of Theory and History of State and Law of Nizhny Novgorod Academy of the Ministry of Internal Affairs of Russia, Candidate of Historical Sciences S.V. Khanin analyzed the experience of interaction between the police and the population during the period of the state-public reforms in the Nizhny Novgorod province in the late 19th - early 20th century.12 In his opinion, the viability and mobility of the entire system of state authorities and the personnel of the police bodies in Nizhny Novgorod province was tested in the course of organizing and conducting such state-public events as the 16th All-Russian Industrial and Art Exhibition in Nizhny Novgorod (1896) and the celebration of the 300th anniversary of Romanovs' House (1913). Those events required comprehensive preparation and special precautions in connection with the visit by Emperor Nicholas II. S. Khanin believes that the participation of the population in ensuring the public safety was reasonable and natural during holding large state-public events.
The establishment of service of non-commissioned officers in the Amur district of Amur Region in the late 19th - early 20th century became the subject of the study by V.V. Kavetskaya, head of the research department of the Primorsky State Joint

Museum named after V.K. Arsen'ev (Vladivostok), who informed that the correspondence that is retained in fund 823 of the Russian State Historical Archive of the Far East regarding the formation of the service of village constables in the Amur Region. The Fund contains materials from the Amur Expedition led by N.L. Gondatti (1910-1912) including copies of eight reports of the Amur county chief to the Military Governor of the Amur Region. The dating of the reports and their content show the difficult and protracted process of forming the lower county level of the police in the Far Eastern regions of Russia, a difficult situation of the local county police and the reasons for its helpless state on the eve of the revolutionary events of 1917.
The traditional sense of justice among the northern peasantry as a determinant for the police activities at the turn of the 19th - 20th centuries is characterized by Docent of the Department of History and Philosophy of Cherepovets State University, Candidate of Historical Sciences, Docent N.V. Alekseeva.14 In her opinion, in the middle

of the 19th century, the legal custom was officially recognized as a source of law: the government maintained the legal isolation of the rural population, realizing that a violent break-up of the traditional sense of justice for the peasantry could only lead to negative results. An important feature of the peasant legal consciousness was a clear division of all offenses into two categories: sin and crime, and according to the peasants, the distinction between them was not legal but religious-psychological in na-ture.15 N.V. Alekseeva emphasizes in her report that in the peasant environment, in the second half of the 19th century, there was dualism of legal regulation of social relations expressed in a combination of legislative and customary rules, which in the matrimonial relations became a triple legal regulation, as the norms of church law also remained in effect in that area.
Docent of the Department of State and Legal Disciplines of St Petersburg Academy of the Investigative Committee of the Russian Federation, Candidate of Historical Sciences Ya.L. Salogub dedicated her report to the establishment and functioning of the Russian police in the Kwantung Leased Territory in 1898-1905.16 She drew attention to the fact that, in accordance with the 'Convention for the Lease of the Liao-dong Peninsula' dated 15th March 1898, the Russian police bodies of the Kwantung Leased Territory were formed as part of the civil administration of the colony. The police functions in Port Arthur and Dalniy were carried out by the military men, as it was in the 1860-70s in the Far Eastern regions. Their posts were not on permanent staff: they carried out police functions in addition to their main duties. Ya.L. Salogub concluded that, even though the foreign policy factors were the deciding ones with regards to 'improvement and decency' in Kwantung cities, the implementors of the administrative development projects in the Kwantung Leased Territory based the local government and police systems on the experience of such institutions' formation and functioning in the Far Eastern cities of the Russian Empire.

The specific features of organization and functioning of the police guard in the southern Urals at the beginning of the 20th century drew attention of Head of the Department of History and Theory of State and Law of Ufa Law Institute of the Ministry of Internal Affairs of Russia, Candidate of Historical Sciences, Docent A.Kh. Sultanov and Docent of the Department of History and Theory of State and

Historical Sciences, Docent S.Kh. Khakimov, who noted that during the social upheavals of 1905, the forms of such illegal behavior of the population had regional differences. The peasants in the Ufa province often resorted to unauthorized cuttings of forest land of considerable size and carried out proper sabotage in collecting fees and taxes. In such cases, the police guards aided the volost authorities and district police officers. The formation of rural police units based on the mobile detachments of the county police guard was a step forward in preventing and suppressing administrative and criminal offenses, as A.Kh. Sultanov and S.Kh. Khakimov believe.
Professor of the Department of Humanitarian Social and Economic Disciplines of the Siberian Law Institute of the Ministry of Internal Affairs of Russia (Krasnoyarsk), Doctor of Historical Sciences, Docent O.V. Konovalova dedicated her report to the creation of police guard in the Yenisei province in 1916-17.19 She stated that the police guard in the Yenisei province was being created in the face of overcoming various difficulties (first of all, lack of material resources and personnel) that did not allow the police to respond promptly to the facts of social tension and curb the growing crime situation in the region.
Docent of the Special Tactical and Fire Training Department of the East-Siberian Institute of the Ministry of Internal Affairs of Russia (Irkutsk), Candidate of Historical Sciences A.A. Sysoev characterized the police as a subject of ensuring personal and property security among the rural population of the Irkutsk province at the beginning of the 20th century.20 He said that at the beginning of the 20th century, in the Irkutsk province, the operative practice of detectives did not extend beyond the administrative center of the region; in uyezds, the combat against criminality was carried out by the forces of uyezd police departments, the volost and village administra-

N.P. Suchkov dedicated his report to the specific features of organization and activi-

ties of the Kronstadt police. In March 2012, on his initiative, the Museum of the Kronstadt Police was established, located in the building of the Department of the Russian Ministry of Internal Affairs in Kronstadt. The history of the Kronstadt police and militia has many specific features, because the city - the sea fortress - until 1997 was closed for free admission.

A.P. Stotskii focused his research interest on the history of the St Petersburg police. He reported that in St Petersburg today, there are more than 50 architectural artifacts that provide evidence of the activities of the law enforcement authorities until 1917, including congress houses and police departments, prison houses and prisons, muse-

ums and monuments, as well as shelters and country colonies for the police officers. A.P. Stotskii emphasizes that assisting the police officers, as well as their families under difficult material conditions as a result of the loss of the breadwinner was part of the daily activities of the police in the Russian Empire at the beginning of the 20th

Summing up the results of the conference, the participants noted that the questions brought up for discussion had received their diverse coverage. In the Russian Empire, despite the desire to centralize and unify the state apparatus, the original rules of organization and activity of the administration, court and police were applied for years, due to the 'mixed' population, different speed of 'administrative expansion' of the annexed territories, as well as preservation of privileges granted to the reset-
