This study aims to determine how the context of the program background, program achievements, and program analysis achieves the objectives of the Indonesian Contingent Development and Delivery in the SEA Games Vietnam 2022. What is the suitability of inputs regarding program planning and management, human resources and program impl ementation guidelines set to support the implementation of the National Training Development Program and the delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022? How is the implementation process of the program, supervision system and system for National Training Development and Delivery of the Indonesian Contingent in Sea Games Vietnam 2022. How is the success rate of the implementation of National Training Coaching and Sending the Indonesian Contingent in the SEA Games Vietnam 2022 in achieving goals with the object evaluated is the achievement of athletes who participated in the National Training Coaching and Delivery of the Indonesian Contingent in the SEA Games Vietnam 2022. The research method used is an evaluative meth od with a qualitative and quantitative approach carried out based on the results of interaction with subjects in the field through observation methods, interviews, questionnaires, and related document research based on evaluation criteria. With the CIPP Mo del, the submitted statement item shows that the National Training Development Program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 are in the very good category. All respondents who gave answers to the submitted statement items showed that the National Training Development Program and the Delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 were good.

Abstract: This study aims to determine how the context of the program background, program achievements, and program analysis achieves the objectives of the Indonesian Contingent Development and Delivery in the SEA Games Vietnam 2022. What is the suitability of inputs regarding program planning and management, human resources and program implementation guidelines set to support the implementation of the National Training Development Program and the delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022? How is the implementation process of the program, supervision system and system for National Training Development and Delivery of the Indonesian Contingent in Sea Games Vietnam 2022. How is the success rate of the implementation of National Training Coaching and Sending the Indonesian Contingent in the SEA Games Vietnam 2022 in achieving goals with the object evaluated is the achievement of athletes who participated in the National Training Coaching and Delivery of the Indonesian Contingent in the SEA Games Vietnam 2022. The research method used is an evaluative method with a qualitative and quantitative approach carried out based on the results of interaction with subjects in the field through observation methods, interviews, questionnaires, and related document research based on evaluation criteria. With the CIPP Model, the submitted statement item shows that the National Training Development Program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 are in the very good category. All respondents who gave answers to the submitted statement items showed that the National Training Development Program and the Delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 were good. 1. INTRODUCTION

National sports aim to: a) maintain and improve health and fitness, achievement, intelligence, and

human qualities; b) instilling moral values and noble morals, sportsmanship, competitiveness, and discipline; c) strengthen and build national unity and unity; d) strengthening national resilience; e) e) elevate the dignity, dignity and honor of the nation; and f) maintaining world peace (Law

Number 11 of 2022 concerning Sports). In order to achieve this goal, the government issued as stated in Law Number 11 of 2022 concerning Sports. In addition, the Indonesian government also

makes an international basis in achieving national sports goals. International sport refers to

paragraph 37 of the resolution of the Political Declaration by the highest leadership of the Member States of the United Nations (UN) in 2015 with the title: "Transforming our world: the 2030 Agenda for Sustainable Development".

The presence of DBON and Law No. 11 of 2022 concerning sports has changed the paradigm. We used to be proud of sending as many contingents as possible, but it's not worth the achievement. But we currently have Presidential Regulation (Perpres) Number 86 of 2021 concerning the Grand Design of National Sports (DBON), so the concentration will be adjusted. That can happen because there are seven sports that contributed gold at the 2019 SEA Games that are no longer competed in Vietnam. In addition, a number of disciplines that won gold in the Philippines also did not return

to play in this year's edition of the multi-event.

This research uses qualitative and quantitative approaches. Data is obtained through observations, interviews, monitoring, document analysis, field notes, calculation calculations to then be analyzed by multiplying inputs, looking for relationships, comparing, finding patterns based on original data compared to previous targets or goals and values / scores from the calculation results. The result is in the form of data or information about the situation under study which is presented in the form of narrative descriptions [1] [2] [3].

In the evaluation of the National Training Development Program and the dispatch of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022, during the implementation of collecting important information or key information that is very useful for research tends not to expand from the initial design because of the optimal point of researcher satisfaction in using an evaluation approach based on CIPP model program evaluation criteria, by using five approaches as follows (1) Contexts, namely analyzing the background of career pattern programs; (2) Program planning (Input), namely analyzing planning on program implementation; (3) Program implementation (Process), namely analyzing all aspects of the assessment of the program implementation process; and (4) Results (Product), to analyze the success rate of the program starting from budget, performance improvement and quality of human resources [4] [5]. MATERIALS AND METHODS

Respondents in this study came from Respondents: SEA Games Athletes, and SEA Games Coaches (Head Coaches, heads of their respective Sports.ini from the SG Vietnam 2022 Contingent, including those involved in the 2022 SEA Games Vietnam National Training Program Evaluation and the informants in this study are each person in charge of the Indonesian National Training Program at the 2022 SEA Games: 1. Ministry of Sport Government Team (Sesmenpora) 2. Head of Sports. (Chairman of Central KONI) 3. Indonesian Contingent CDM This research was carried out starting from May of the 2022 SEA Games activities. This research was conducted at the Evaluation of the Indonesian National Training Program at the Vietnam SEA Games in 2022 as a research place because the Evaluation of the Indonesian National Training Program at the Vietnam SEA Games in 2022 is one of the priority programs of the Ministry of Youth and Sports [6].

This study aims to evaluate the implementation of the National Training Development Program Evaluation and the Delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022. and to find out the success of the program in achieving the goals that have been set. This research model emphasizes that in analyzing the program must be based on the basic foundation of activities and related fields.

The following will explain the areas related to the evaluation of the CIPP model. These fields will provide information and data regarding the implementation of the National Training Development Program Evaluation and the dispatch of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022. Component Context

The context evaluation describes and details the needs of program implementation [7] [8]: namely clarity about the policies of the 2022 SEA Games National Training Program including goals, objectives and objectives. Based on this, the sub-focus of context evaluation includes four things, namely: 1) Law, 2) Aims and Objectives, 3) Program policies and 4) Role of Institutions. The results are presented as follows:

Evaluation of the context which includes three things, namely: 1) legal basis and government policy, 2) aims and objectives, 3) targets, it appears that out of 300 respondents 300 respondents stated 59 respondents (19.81%) stated very good, 140 respondents (46.76%) stated good, 68 respondents (22.52%) stated quite good, 33 respondents (10.90%) stated not good, and no respondents who stated not good. It can be concluded that overall, for program evaluation the sub-context which includes three things, namely: 1) law, 2) aims and objectives, 3) program policies and 4) the role of institutions is categorized as good. so that it can be implemented for the next year's program for the future process after knowing the results of data calculations using a quantitative approach, the next step is to check data based on the results of study documents and interview results. The results of quantitative calculations will be checked for the validity of the data whether it is in accordance with the results of the study documents and interview results. The results of the study documents and interview results will describe in detail according to the indicators to obtain correct data [9] [10]. Input Components

The next evaluation of the implementation of the National Training Development Program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 is the evaluation of inputs. Input evaluation is intended to identify the objective conditions of resource support that support the implementation of [11] [12]: National Training Development Program and Delivery of Indonesian Contingent in SEA Games Hanoi 2021 in Vietnam in 2022 Based on this, the sub-focus of input evaluation includes four things, namely: 1) participants, 2) implementation, 3) financing, 4) committee. The results are presented in the table as follows:

Based on this, the sub-focus of the evaluation process includes four things, namely: 1) the contingent selection process, 2) the implementation and preparation of the National Training SEA Games. 3) review process and National Training conditions and opportunities. While the process component, the sub-focus, includes three things, namely: 1) how the achievement of the program is held. The results are presented in Table 3 as follows:

Process evaluation includes four things, namely: 1) match rules 2) implementation, 3) level of participation and public interest 4) emergence of potential sportsmen from the community [17][18]. The results of the input evaluation from 300 respondents stated that 88 respondents (29.25%) stated very good, 66 respondents (21.93%) said good, 92 respondents (30.77%) stated quite good, 46 respondents (15.33%) stated not good, and 8 respondents (2.71%) stated not good. Thus, it can be concluded that the results of the sub-process program evaluation include five things, namely: 1) Contingent Selection, Process 2) Program Preparation, 3) Review process, conditions and opportunities, and 4) The planned National Training Implementation Process is categorized as Good Enough, there are several things that need to be improved in terms of increasing the budget and duration of the coaching time program and the sports review program.

Product Components

Product evaluation describes and details environmental needs, namely clarity about the level of public participation and interest, the role of the media in the publication and promotion of sports to the community, and the emergence of potential sportsmen from the community [19] [20].

Product evaluation includes three things, namely: 1) clarity about the level of public participation and interest, 2) the role of the media in the publication and promotion of sports to the community, and 3) the emergence of potential sportsmen from the community [21][22][23]. The results of the product evaluation of 300 respondents turned out to be 166 respondents (53.63%) stated very good, 82 respondents (27.49%) stated good, 47 respondents (15.76%) stated quite good, 9 respondents (3.12%) stated not good, and almost no respondents stated not good. Thus, the results of the sub-focus data research of product evaluation include three things, namely: 1) how to achieve 2) The target achievement of Indonesian National Training at the SEA Games in Vietnam is 3) The emergence of worthy National Athletes and Coaches The 2022 SEA Games Vietnam National Training Sustainability Program which is planned to be categorized as Very Good. and This program needs to continue.

3. DISCUSSIONS

Based on the discussion about the National Training Development Program and the Dispatch of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022, it can be concluded. The effectiveness of the context component which includes the legal foundation, aims and objectives, program policies and the role of supporting institutions related to the Vietnam SEA Games National Training Program in 2022 has been good. The effectiveness of the input component which includes the selection of Athletes, Coaches and All Contingents, Requisition Suitability, Funding and Implementation that has been launched for the 2022 SEA Games National Training program has achieved good achievements.

Stages of the Contingent Selection Process Program Preparation Process, Review process, conditions and opportunities as well as the Implementation Process of the National Training Development Program Evaluation and Delivery of the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 are good The achievements, successes and success of the targets of worthy National Athletes and Coaches The 2022 Vietnam SEA Games National Training Sustainability Program runs regularly and sustainably.

The process of the selection mechanism for participants in the National Training Development Program and the Delivery of the Indonesian Contingent in the 2021 Hanoi SEA Games in Vietnam in 2022 refers to the achievements obtained by athletes both at the regional and national levels, from the results of the National Training Coaching Program competition and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 regarding the expectations of efforts to coach elite athletes in sports whose achievements have been good, namely through good selection. professional (there are terms and conditions).

The implementation of the National Training Development Program and the delivery of the

Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022. Running regularly and continuously, from the results of the program evaluation regarding the 2022 Vietnam SEA Games National Training, aspects of the implementation of the achievement program have been good, namely the existence of sustainable competition. The National Training and Delivery Program for the Indonesian Contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 applies a positive and competitive system that leads to maximum achievement. From the results of the evaluation of the sports coaching program through the National Training Coaching Program and the dispatch of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 regarding aspects of competition regulations, the achievement has been good, namely the implementation of a good and accountable competition system.

CONCLUSION

Based on the results of this research regarding the National Training Development Program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022, several recommendations can be submitted with; Provide input to policy makers at the Indonesian Ministry of Youth and Youth to continue to support the sustainability of the National Training Development Program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022 every year.

The 14 DBON sports coaching model, namely National Training and the Delivery of the Indonesian Contingent in the Vietnam 2022 SEA Games, can be used as an example of other sports coaching models. Referring to the success of the coaching program, it is for the continuity of the National Training coaching program and the delivery of the Indonesian contingent in the Hanoi 2021 SEA Games in Vietnam in 2022.

There is a continuation of the national training development program and the delivery of the Indonesian contingent in the Hanoi 2021 sea games in Vietnam in 2022. There needs to be a system to channel the capabilities and potential of those who have been fostered throughout Indonesia. Restoring the enthusiasm of the community by improving their achievements in sports through the addition of coach welfare, so that coaches can carry out their duties and responsibilities properly and so that they can attract the best coaches to be able to join the national training development and delivery of the Indonesian contingent in the sea games Vietnam 2022 so that the achievements obtained can be carried out optimally.

The Ministry of Youth and Sports and sports must collaborate in utilizing the facilities, so that the schedule determined by the coach does not conflict and can be carried out well. A standard assessment needs to be made for each training session so that you can monitor the progress of the training program.

The addition of competition (try out) at least 3 times per year so that athletes get good competition experience. So that it can be a barometer to measure and evaluate the development of these athletes Must be more selective in terms of monitoring and selection of athletes National Training coaching and delivery of the Indonesian contingent in the SEA Games Vietnam 2022 can print products in the form of international level achievements. Pioneering coaching from the bottom in an orderly manner, the hope from the bottom continues to be tiered properly controlled so that it becomes a National Training that has clear targets. There is further assistance even after the activity is completed. Fulfillment of activity components in addition to achievement coaching as well as character building of participants. Formation of a more complete coordination team Activities that have been carried out should be carried out regularly.
