The article examines the unity between the presence of an adequate infrastructure and the promotion of cultural-historical and natural resources as a condition and factor for unleashing the potential of tourism in the Ivanovo Municipality. The aim of the study is to highlight the relationship between the activity of accommodation facilities and tourism development in the territory. Based on this, conclusions are drawn about the possibilities of establishing a competitive tourist destination.

- The level of threats is relatively high which means that there is a particular risk in the implementation of the strategic goals.

- Based on the carried out SWOT-analysis two basic approaches which can be used for the future development of the territory could be drawn:

- Resource approach built mainly on the use of existing natural resources and development of productions with a higher degree of processing of raw materials in industry and agriculture.

- Investment approach in which stakeholders (representatives of the public, business and non-profit sector) play an essential role in the supply, development and realization of implementation of strategically important local investment projects in the territory of the NGO „MIG Zavet - Kubrat".

The performed SWOT-analysis allows the conclusion that the territory of the NGO „MIG Zavet - Kubrat" has a significant potential for future development in the direction of strengthening the territory by transforming the „covenant of Kubrat" - „Together we are stronger" and its transformation into socio-economically developed center providing the community with safety, better living environment and welfare.

Tourism is one of the priority sectors for the development of the Ivanovo municipality, however, the area is still hardly acknowledged as such a destination. The potential for developing different forms of tourism remains uncovered despite the diverse cultural-historical and natural resources.

The purpose of this paper is to outline the relationship between the activity of accommodation facilities in the Ivanovo Municipality and tourism development in the area, the promotion, preservation and development of its cultural heritage and natural wealth. In this regard, the following tasks have been outlined.

1. To provide an overview of the accommodation facilities in the Ivanovo Municipality and to identify specific characteristics of their activity.

2. To study the opinion and satisfaction of local residents towards the state and condition of tourism in the area.

3. To identify the issues affecting tourism development in the area.

The tourism product seen as a set of specific economic activities and natural and anthropogenic conditions and resources within a defined territory, offered and consumed by tourists during their travel [1] is closely related to the presence and / or the creation of appropriate infrastructure. It includes several important aspects: accommodation facilities, engineering infrastructure, industrial and social infrastructure, each of which influence the attractiveness of a tourist destination. The attractiveness should be understood as a regulated set of economic, social, cultural and environmental activities carried out in tourist sites with real borders with the aim of creation, realization and consumption of goods and services which form the attractiveness of the tourism product (package) with sustainable competitiveness and efficiency [1].

The accommodation facilities are part of the tourist establishments (restaurants and entertainment centers, tourist cottages, tourist information centers, visitor centers for presentation and exhibition of local natural and cultural heritage, museums as well as public and private collections of cultural valuables and art galleries, arts and crafts centers and centers for temporary exhibitions for tourists, tourist roads / paths and bicycle routes; the attraction and theme parks, places for observation of wild animals and birds, wineries and more) [1].

The types of accommodation facilities are defined by class "A" and "B". The first class includes hotels, motels, tourist apartment complexes, holiday villages, tourist villages and villas. The second class includes family hotels, hostels, boarding houses, holiday stations, guest houses, guest rooms, guest suites, bungalows and campsites [2].

The accommodation establishments must meet minimum mandatory requirements related to their construction, furniture and equipment, maintenance,

offered tourist services, educational or professional qualification, experience in the tourism sector and language skills of the manager and the professional and language skills of the staff in the tourist site.

The accommodation establishments in the Ivanovo Municipality are numbering twelve and at the moment they are:

The house offers accommodation in five double rooms and features a spacious shared living room with dining area and a fully equipped kitchen with all appliances and utensils for self cooking and serving food. Each room has two single beds, a private bathroom with shower, a digital TV, internet connection, refrigerator and a telephone. In two of the rooms there is one extra extendible bed for two. Visitors of the Guest House "Four Pines" can benefit from the swimming pool, jacuzzi, gym and steam room in exchange of an additional fee. They can spend their free time in the pleasant garden of the complex or having excursions to the many attractions of the „Rusenski Lom" Park.:

Located on the border of the Natural Park „Rusenski Lom", just a few meters from Ivanovo Railway Station, the house has 13 fully furnished rooms with a capacity of 31 people. Recently expanded and renovated, the base provides a high standard of accommodation. Each room is equipped with air conditioning, Internet access, TV and a private bathroom. Upon request, guests can enjoy traditional Bulgarian cuisine. Guest House „The Well" is close to the most important attractions in the region of Ivanovo (5 km) and The Basarbovo (6 km) Monasteries, the medieval town of Cherven (12 km) and the cave „Orlova Chuka" (24 km).

The family hotel "Black Stork" has a capacity of 10 rooms. It includes detached houses, that offer comfort and intimacy for families with children, groups of friends or company team-building seminars. Each house has five bedrooms with a bathroom, telephone, cable TV and free Internet. The restaurant of the hotel has two rooms with a total capacity of fifty seats separated by a cozy fireplace. It offers a rich individual menu with typical regional dishes and beverages and various seasonal dishes. The sports center at the complex offers guests a small fitness room, steam room, jacuzzi, outdoor swimming pool for adults and a children's outdoor heated pool for complete relaxation and good physical shape. For lovers of cycling, there is an opportunity for renting bicycles, while in the vicinity of the village there are numerous scenic spots for picnics, walks and rest. For those interested in wine, visits and tastings at the local winery „Raynov and Sons" near the hotel can be arranged.

The capacity of the house is 10 beds (two stars). It has a great view of the „Ruse Lom" canyon. Ideal for stay both for families and young couples. Anyone who wants to seclude from everyday life can do so on the banks of the river located 500m from the house. „Private Club Valdes" offers: outdoor pool, restaurant, barbecue, bike rental, cafe, TV set, cable television, satellite television, air conditioning, heating, refrigerator, bathroom/toilet, microwave oven, balcony, view, bath tub, radio, DVD, hair dryer, kitchen set, garage, pets, summer garden, tavern.

^ Bozhichen Village, guest house „Orehite", address: 14 „Madara" street, http: //orehite.ucoz.net/

Guest house „Orehite" has a capacity of 8 hotel rooms, each of them equipped with two beds and a private bathroom. Also offers: swimming pool, bar, shop, large lawn for games and activities among the beautiful nature and the coolness of caves.

^ Bozhicen Village, guest house „Pri Skalite", address: №78 „Balkan" street. Guest house „Pri Skalite" has a capacity of 12 beds (1 star).

^ Cherven Village, guest house „Neda's house", address: № 22 „Han Isperih" street; https://guesthouseneda.com/

Number of tenants: 12. Features: refrigerator, stove, Internet, cable TV, barbeque, garden, parking lot. "Neda's house" is built in 2010 and is located in a picturesque area, it courtyard is bounded by the "Rousse Lom" river (for fishermen), and from the house there is a view to the wonderfully beautiful rocks where the medieval fortress Cherven is situated. There is a stone shelter with barbecue and a swimming pool, with measures of 8 by 4.2 meters. The house has four folk-style bedrooms for a total of 10-12 people, a large folk-style living room with a fireplace, two bathrooms and a fully equipped kitchen.

^ Cherven Village; guest house ,,Bim house", address: №65 „Baba Tonka" street.

The capacity is 9 beds (one star). The house has three floors and each of them has a bathroom. The first floor has a shared room with a fireplace and a dining table for 10-12 people. Located on the same floor and connected with the shared room, there is the kitchen which is equipped with a refrigerator, a stove with oven and the necessary utensils for self catering. The second floor has three bedrooms, two of which with twin beds. The third floor consists of two large attic rooms with sloped wooden ceilings. They are furnished with double beds, and one of the rooms also has two single beds. The house has a large garden, which makes it a suitable place for holidays with children and a covered barbecue.

^ Koshov Village, family hotel „Rusenski Lom", address: №6 „Han Asparuh" street http://hotelrusenskilom.com/

The hotel has 20 individually decorated rooms, including rooms with a balcony with panoramic views of the cliffs as well as a luxury suite with a jacuzzi. The restaurant combines a warm and cozy atmosphere with excellent cuisine and good service. The hall has 40 seats in the main part, an outdoor garden with a capacity of 40 people, a barbecue.. there is an available conference hall with a capacity of 40-50 people; SPA - a capsule for hydrotherapy (vichy shower, water massage, mist) hydrofusion (infrared heat and steam), vibromassages, aromatherapy and chromotherapy (color therapies); infrared cabin, heated pool, sauna and steam bath.

The capacity is 8 double rooms (16 beds) - one star. Additional services: catering upon request. The villa has a spacious yard with a pool, table tennis, billiards and barbecue. There is a fully equipped kitchen and cozy decorated with wood and stone dining with fireplace and veranda with panoramic view of the cliffs.

Situated in a picturesque location along the river, the house is the ideal starting point for anyone who wants to experience the beauty of the Natural Park "Rusenski Lom", to visit some of the most valuable historical monuments such as The Ivanovo Rock Churches and the medieval town of Cherven or just to relax listening to the gentle murmur of the river. "Milko's house"offers accommodation in three double rooms, furnished in traditional style, with comfortable wooden furniture and equipped with TV, Internet connection and a private bathroom with a showe.

The holiday village is situated in a low hilly area with panoramic view of the sunset amid the vineyards and the Danube. It offers a seasonal outdoor swimming pool and a restaurant. Free access to Wi-Fi. Free parking lot. Each air-conditioned room has a balcony or a terrace overlooking the vineyards, cable TV and a minibar. Some of the rooms are equipped with a kitchen box and a dining area. Available kettle and coffee maker. There are private bathrooms with bath-tub or shower and a hair dryer. A special dietary menu available upon request. The hotel and winery "Seven Generations" has a garden with barbecue facilities and a bar. On site and in the surrounding area there are opportunities for various activities, including cycling. The hotel offers: special room of 300 sq.m, with a capacity of 150 seats inside and 200 seats outside, located on the large terrace surrounding the hall. An authentic restaurant with a seating capacity of 60 seats inside and 24 on the terrace is also available.

The conducted review shows that 11 of the accommodation sites in the Ivanovo Municipality are class "B" and 1 is class "A". Three of them are family hotels. Their buildings have an architectural style consistent with the appearance of the villages Nisovo, Koshov and Bozhichen and they are bound with their history. Guest houses are 8 in number and have a maximum of 10 rooms for accommodation in conditions close to home. A luxury three-star hotel operates in the area, as well. The conducted review reveals sufficient accommodation capacity and offering of good and comfortable, even luxurious conditions for guests -outdoor pools, thermo showers, Wi-Fi, etc., which can all contribute to the attractiveness of the Ivanovo Municipality as a tourist destination.

According to us, it can be said that the satisfaction of the population is an indication of the socio-economic impact of tourism on the local community. In this context, a survey has been conducted regarding the satisfaction of local residents towards the state of tourism in the Ivanovo Municipality, as a result of which the following major findings are formed:

^ The accommodation sites are not enough popular despite the fact that they offer additional services which is hardly expected from guesthouses and family hotels.

^ The owners of family hotels and guest houses rely on increase in the tourist flow without which they can not regain their inestments and report revenue and profit.

^ Tour operators do not show much interest and willingness to work with local accommodation establishments.

^ Reservations and sales rely primarily on own internet websites and word of mouth advertising which also results in new tourists.

^ The tourist sites in the Ivanovo Municipality have inappropriate working time and often no tourist guides. Part of the historical monuments are neglected and not maintained in an attractive form for tourism.

^ There is no available information about sightseeing opportunities in the region and there is lack of adequate road signs required for the development of the tourist business.

The accommodation facilities provide not only basic tourist services -accommodation, meals and transportation, but additional services related to entertainment, events with cultural and cognitive aspect, organization of meetings, conferences, seminars, trainings, presentations and corporate events, usage of vessels for sport and entertainment, and other services consumed by tourists during their stay.

The data shows that for the period 2012-2014 the number of accommodation sites in the Ivanovo Municipality (see Table 1.) is constant.

The number of nights spent and their analysis reveal that it is inconsistent and that it changes annually. In 2012 the number of nights spent decreased with 56.54% compared to 2011 and in 2013 the increase is 304.46% compared to 2012. In 2014 again there is a decrease compared to 2013, however, with a relatively smaller percentage - 9.75. In this regard, it can be said that the anthropogenic and natural resources of the Ivanovo Municipality, which are the foundation of any tourism product, are used insufficiently. The establishment of the necessary conditions for their use and consumption is important for the motivation of visitors and their decision regarding the duration of their stay in the territory, which would lead to an increase in the number of nights spent in the accommodation sites in the Ivanovo Municipality.

This should show that the territory does not use its resource potential for tourism and that it is necessary measures to be taken for interventions in the field of engineering infrastructure, industrial and social infrastructure, each of which together with the accommodation facilities impact the attractiveness of the territory as a tourist destination.

Currently, tourist day trips and weekend vacations are typical for the tourism in the Municipality. Ways for boosting the interest towards the sights of the area and the visitors' stay for at least 24 hours should be looked for so that tourists spend at least one night in the accommodation facilities in the tourist destination Ivanovo. This way, the tourist flow will grow.

The availability of cultural-historical and natural phenomena in the Ivanovo Municipality provide significant socio-economic and environmental opportunities for development of tourism. The construction of a multifunctional center which to promote the objects of cultural and natural heritage of the territory as well as its development as a center which to assist tourism in the region of Ivanovo by organizing tourist attractions, promotional events, training in modern methods in the field of tourism, etc., are a prerequisite for increasing the tourists stay in the Ivanovo Municipality.

The modernization of roads leading to points of interest in the cultural and natural heritage of the Ivanovo Municipality also has its place in the process of attracting and retaining visitors.

In conclusion, the following points can be outlined:

1. Undoubtedly, the accommodation facilities possess potential and capacity, the improvement of the engineering infrastructure, of the industrial and social infrastructure is necessary, but given the transformation of the Ivanovo Municipality in a recognizable and competitive tourist destination, the most important aspect remains the optimal use and promotion of natural and cultural-historical heritage of the area.

2. The monitoring of the changes in the level of satisfaction and its collation to the level of tourist flow can assist in the preliminary identification of problems in the area so that they can be resolved directly and be reflected in the decision-making process of local authorities in cooperation with the business for planning, formulation and implementation of policies for tourism development.

3. The presence of cultural - historical and natural phenomena, the existing infrastructure and environment influence tourism in the Ivanovo Municipality, however, the legal and political framework as well as the state of the tourist resources of the territory are among the most important factors for development.

Interest rate policy of the Bank

Abstract: In this article is directly the concept of interest rate risk, which is one of the basic concepts of the topic. Policy on interest rate risk management is to stabilize, and then systematically increase Bank net interest margins.

Процентную политику можно рассматривать как на микро, так и на макроэкономическом уровне. На макро уровне процентная политика представляет собой совокупность мер в области процента, направленных на обеспечение рентабельности банковской системы и обеспечения оптимальных темпов развития экономики.
