THE ROLE OF SOCIAL SERVICE SYSTEM INSTEAD OF THE COMPETITIVENESS RELATED TO STATE AGENCIES IN THE STATE

SERVICE

Annotation: In our country a special attention is being paid to the enlightenment, culture and spirituality of the younger generation, and the complex of themes is one of the priorities of our youth national policy.

The prospect of development and prosperity of the people depends on their personal and professional development. "Therefore, it is appropriate to state the conditions created for them in our country as a basis for a national perspective. From a pedagogical perspective, it is important to take into account that they are primarily related to the content, quality and competitiveness of vocational education"[1].

It is no secret that today there is a growing demand for young perspective specialists with high professional training. This, in turn, requires the elaboration of a number of organizational, legal, economic, scientific and methodological measures in higher education institutions. It is important to introduce a social service system in order to ensure that these measures are effectively implemented and taken into account. Today, many countries in the world, including Germany, the United Kingdom, the United States, Japan, South Korea, and Russia, have introduced a system of social services in the education system, with social workers, who have special training with the following categories of young people, including students who are not motivated to attend classes, with severe minority focus groups, deviant behavioral youth, parents who are left without parental care, orphans and incomplete families with teenagers and adolescents, young people who are unsatisfied or absorbed, and who face similar problems. Social services are institutionalized, that is, the social worker staff in the staff of the state educational institution. This, in turn, reflects the broader scope of the social services system and the significant aspects of the effective solution of the current difficulties. It is these qualities that require the study, analysis and implementation of the social service system as a professional activity.

As you know, the term "occupation" is a type of person's labor activity, regular occupation[2]; it requires knowledge, skills and expertise that will enable a qualified worker to perform a certain type of job, however, he is characterized by his historic, institutionalization and socialization stages. Their social and economic factors are at stake. Because, as a result of economic development, there are types

of consumer services to the population, and then they are separated into sectors and divided into separate spheres. As a result, social work has gone through several developmental stages. However, these stages have different dynamics within each region. In retrospective analysis of the formation of social services, we consider it necessary to consider the following two factors. These are:

1. Comparative analysis of the socioeconomic and political factors, namely, the comprehensive and well-balanced democratic state of self-determination, the development of a mechanism for identifying and implementing positive aspects;

2. Establishing a model of social services, based on historical factors and national values

Functions within the framework of these factors are complex, and their historical, theoretical and empirical aspects are different. It is this theoretical model will be solved through a professional model of social worker, criteria for fulfilling social work tasks, collaboration in social work, culture of social service, formation and development of service industries. In the social services system, countries such as France, Germany, and Italy have made great strides in the west, and the following are examples of the following:

Firstly, social work occupied the image of a specialized profession. For example, in France and Germany, social work is focused on such things as children and women, minors, young people, disabled people, elderly, losers, birth defects, unemployed, temporary lost jobs, working with non-conflict families. Furthermore, article 6, paragraph 3, of the German Constitution states that "Children may be deprived of their families against the will of persons who are entitled to their upbringing only if they are legally incapable of exercising their responsibilities or under the threat of child negligence"[3].

Secondly, social workers are distinguished by their age, sex, vocational training and specialization in order to ensure the quality of practical assistance. For example, the French Ministry of Statistics states that over 800,000 social workers are employed in the country, with 37 different specialties. More than 97 per cent of employed women are women[4].

It is also desirable to focus on the professional development of young prospective staff and focus on the following areas of social service delivery:

1. development and implementation of programs aimed at raising the professional skills of young people;

2. taking into account the increasing need for staff with high professional training in the community, pay attention to the human resources competitiveness;

3. paying special attention to the effective use of the newest technologies in the direction of additional vocation, taking into account the high level of requirements for the trained profession;

4. planning of professional growth;

5. special attention should be paid to the replacement of modern information technologies in successful professional activity;

6. increasing the quality of vocational education based on new technologies;

7. improving management skills through enhancing professional

competence among young people and creating healthy competition in managing them;

8. focusing on the psychological and sociologist services in the psychological and sociometrists methods of the youth community.

Indeed, the introduction of the social service system in education, not only to protect the interests and rights of young people, but also to provide them with additional occupations, also helps to achieve the following main objectives of the professional activity process. These include:

1. What is the purpose of career guidance? To form an expert's personality;

2. What is the meaning of professional information? Where the knowledge gained, the information received, where and when and how to use it;

3. vocational training methods, i.e. use of professional communication tools. What kind of tools should be trained, how to visualize professional information?

4. How should a staff member be specialist? This is the image of a social worker;

5. that the professional learners should know which profession they should have, what they need to do in the field of specialization, what field of expertise will be, which will increase the significance of social services.

In general, the introduction of social services within the framework of professional orientation of students in higher education institutions, in one way, ensures the effective access of young people to additional vocational training, and secondly, to gain professional skills and qualifications, to form professional skills and to empower young people to practice professionally to help.
