Abstract: the article dedicated increasing level of international economic relations between Azerbaijan Republic and People’s Republic of China. In article realized analyze and gave estimation modern condition of economic collaboration between two countries.
Аннотация: статья посвящена вопросам повышения уровня международных экономических отношений между Азербайджанской Республикой и Китайской Народной Республикой. В статье проведен анализ и дана оценка современного состояния экономического сотрудничества между двумя государствами.

Azerbaijan Republic after obtaining political independence was realized sustainable reforms in public life and state reorganization. Therefore, after realizing reforms, Azerbaijan Republic integrate to world and European economy, turn into active subject in international relations, achieve leading position in world scale. Latest years realized economic reforms was give efficiency results and as well as observed economic development forming free market economy in Azerbaijan Republic. Moreover, after effective to carry out economic measures on non-oil sector of Azerbaijan Republic was marked sustainable development dynamics. As other post-soviet space countries, between Azerbaijan Republic and People’s Republic of China international economic relations was created after collapse Soviet Union. People’s Republic of China recognized Azerbaijan Republic as a independent country in 27 December 1991 year. From april 1992 year between two countries formed diplomatic relations. Azerbaijan Republic as other post soviet countries formed part of Soviet Union and wasn’t international economic relation direct with China. First economic relations between two countries was formed from 1992 year. Exactly from 1992 year trade turnover among China and Azerbaijan Republic first time were 1,5 mln. US dollars [1].
First time in March 1994 ex-president of Azerbaijan Republic Heydar Aliyev visited to the China. Between two states leaders was signed “Joint declaration on the base friendship relation between China and Azerbaijan”. Moreover, in the visit frame were signed eight interstate collaboration documents, such as branches in air transport, science and technique, culture, health and etc. Therefore, in these fields created stable legislative base for development bilateral relation. In March 2005 president of Azerbaijan Republic Ilham Aliyev visited to China, met with president of China. In the visit frame signed “Joint communique between China and Azerbaijan states” also 12 agreements on trade and economy, customs, information technology, taxes, culture, youths, radio and television, sport, justice, extradition fields. In this way China and Azerbaijan relations was entered new development stage. In general, last years achieved following serious steps in direction of trade-economic relation between China and Azerbaijan Republic: legislative base of trade-economic relations between China and Azerbaijan Republic was strengthened. Already, bilateral such as branches in trade, investment, economy, taxes, customs signed intergovernmental agreements; bilateral relation mechanisms certainly was improved. In 1999 between two countries created “China-Azerbaijan commission on trade-economic relation and conduct by now 4 meeting. In 2011 on commission frame “Sincan - Azerbaijan” trade-economic collaboration work group was created between two country was increasing trade-economic relations. For example volume of trade turnover between two country organized 640,3 million USA dollars in 2013. China for Azerbaijan Republic fifth bigger importer country [2]. Last years in import structure of commodities from China (including scientific - technical commodities) to Azerbaijan was being perfected. For example, last years was exported to Azerbaijan industrial production equipments, electronics products, automobile and its spare parts, construction materials and etc by China. But from Azerbaijan Republic to China were imported raw petrol, aviation paraffin, chemical industrial raws and etc. Between China and Azerbaijan Republic technical-economic collaboration and mutual investing gradually had been increased. Furthermore, sphere of infrastructure construction, metallurgy, communication, electro energy, construction materials, automobile and its spare parts and etc. branches bilateral relations was strengthened. Latest 20 years between China and Azerbaijan Republic diplomatic relations successful developed and achieved stable results.
Strengthening bilateral relations with China are the main priority in foreign policy of Azerbaijan Republic. Cooperation successfully developing in different branches of national economy and forming importance perspectives for dynamic trade-economic relations. For example, only in 2013 Promotion Fund of Export and Investments of Azerbaijan (AZPROMO) and Association on Technical and Economic Cooperation of China (CEATEC) signed bilateral memorandum. Therefore, between Ministry of Economy and Industry of Azerbaijan Republic and head of Sincan-Uygur Autonomous region signed main protocol. The main essence of this protocol creation worker group for bilateral trade-economic relation. AZPROMO was created by Ministry of Economy and Industry of Azerbaijan in 2003. Initial stage frame AZPROMO gave advice for stimulation investments and investment problems. Fund increased and was occupied with questions of stimulation export. From 2005 function of fund increased and was occupied with question of stimulation export. Fund achieved serious successes in this direction [2]. In 2013 head of delegation group Ministry of Economy and Industry of Azerbaijan Shahin Mustafayev when visited to China signed with minister of Commerce Ministry of China Chen Damping collaboration memorandum. In the visit frame by support of AZPROMO and CEATEC to take place in city of Beijing business forum. In this business forum participate more than 100 businessman. The analysis has shown that during in 20042011s in Azerbaijan Republic had been registered and provided activity 40 companies by Chinese capital. In 19952011 non-oil sector of Azerbaijan investing 102,5 mln. dollars USA but to oil-gas sector investing 598 mln. dollars by Chinese companies. In Azerbaijan Republic providing participation Chinese companies by state order which value of realized projects was 417 mln. euro. Statistical analysis had shown that in China registered 16 companies by Azerbaijani capital which invested to China economy 5 mln. dollars. From 1992-2013 between Azerbaijan and China signed more than 20 document. Analysis statistical indicators of foreign trade relation shows that, last 10 years (2003-2013) was observed serious change. Value of import commodities from China to Azerbaijan Republic in 2003 were 92,4 mln. dollars and in 2010 were increased 587,6 mln. dollars. If 2013 compared to 2012 import volume decreased and was 10,4 %. In 2013 import from China to Azerbaijan organized 566342,9 thsd. dollars US. But in 2013 compared to 2012 export volume to China decreased 51,8 % and were 88629,2 thsd. dollars US in Azerbaijan Republic. Export-import balance between China and Azerbaijan Republic were in 2013 negative indicator - 477,7 mln. dollars US, but in 2003 were - 73,1 mln. dollars. In 2013, to compared with 2003, import volume increased 6,6 many times in Azerbaijan Republic [3]. Moreover, general trade turnover volume between two countries if 2003 were 111,7 mln. dollars, in 2013 this indicator increased 5,8 times and were 654,9 mln. dollars. Per cent and rank of China in share and position of main trade partners in import of Azerbaijan in 2013 were 5,3 % and 6. But per cent and rank of China is share and position of main trade partners in export of Azerbaijan in 2013 were 0,4 % and 27. Analysis proved that lately was being decreased export volume of Azerbaijan and increased import China made commodities. In result observed negative balance on external trade turnover for Azerbaijan Republic. The main reason had been considered decrease export some commodities (oil and oil outputs, aviation paraffin, chemical industrial raw and etc.) from Azerbaijan Republic to China. China already to buy these commodities from Iran and Middle East countries. And these factors influenced to export potential of Azerbaijan Republic [3]. Generally, for increase economic collaboration between Azerbaijan and China Republic must be realized following measures in perspective periods: to conduct stimulation steps by state level on different economic branches of national economy, to attract investment by China investors; increasing between China and Azerbaijan Republic concerted action again organized monopoly and transnational companies for obtain export markets; by support of China companies organizing production import commodities and jointly (with internal entrepreneurships) stimulation export oriented commodities; attractive active participation China companies for working in special economic projects, such as creation industrial parks, alternative energy resources and usage wind and sun energy; improving in import structure of commodities quantitative of commodities by high scientific-technical capacity and high value added; increasing mutual participation in international markets. If to provide China and Azerbaijan, mutual openness of market maybe is being created stable economic development of national economy; coordinating development strategy of China and Azerbaijan Republic; attractive China entrepreneurships for business to financial, energy, construction of infrastructure, agrarian sector processing industry branches of Azerbaijan Republic and etc.
