Plenary lectures at the SED 2011 [2]:

1. Radivoje Mitrović, Strategy of higher education development, State Secretary in the Ministry of Education and Science of the Republic of Serbia Strategy of higher education development in Serbia was presented. The most important problems regarding the relation between higher education and industrial development were critically considered. A proposed strategy of higher education development in Serbia was compared with those from other countries.

This in the denotes a factor of 10-9. Nanostructured materials have shown an explosion of scientific and industrial interest over the last few decades worldwide. These unique materials are distinguished from conventional polycrystalline materials by their fine crystallite sizes. The nomenclature for the synthesis of nanoparticles by spray pyrolysis is very different in literature: solution aerosol thermolysis, evaporative decomposition of solutions,

ultrasonic spray decomposition, mist decomposition, spray roasting, chemical reactions with aerosols, plasma vaporizations of solutions, aerosol decomposition, spray hydrolysis. As a relatively inexpensive and quite versatile technique, spray pyrolysis is a promising aerosol process to produce fine metallic, oxidic, composite nanoparticles of a precisely controlled morphology and defined chemical compositions from water solution using different metal salts and their mixtures. Nanoparticles occur as dust in the air, as suspended particles that make river water slightly murky, in soil, in volcanic ash, in our bodies, and in different technological applications such as medicine, microelectronics, automobile industry, and catalysis.

3. Dragić Banković, Boolean equations and boolean inequations, Faculty of Science, Kragujevac, Serbia

In this paper the main results from the fields of Boolean equations f(X) = 0 and Boolean inequations g(X) Ф 0were presented. Some new results from the generalized systems of equations were described in detail. Boolean equations have been studied from the end of the nineteenth century till today. A great contribution to the field of Boolean equation was given by Lowenheim in particular. There are various forms of the solutions of Boolean equations. The basic facts of Boolean equations and their solutions can be found in Rudeanu's book. Many problems of optimization in databases are reduced to the solution of systems consisting of Boolean equations and Boolean inequations. When we refer to a system of equations of any kind, we understand that these equations are linked by conjunction. The idea of a generalized system of equations is to link these equations by any logical operation, not merely a conjunction.

Faculty of Science, University of Kragujevac, Kragujevac, Sumadja District, Kragujevac, Serbia

Abstract: The development, theoretical and practical, of the ideas of social responsibility and management of leaders, especially after the Second World War, of great consequence. The consequences of war, destruction and irresponsibility that have influenced the politics ii confidence to overcome the economic environment in which business organizations cannot tolerate the abuse of power and their dishonesty and the public asked for a change of this situation. The economy in the world was in a prosperous stage and it was thought that the social responsibility of leaders and management in the companies would bring significant benefits. Social responsibility is not waste of resources or investments for the sake of some political correctness. In the countries with developed market economies, social responsibility is increasingly becoming a factor and the decision of consumers opting for a particular product. Thus, a socially responsible company acquires a comparative advantage over the competition. Consumers are genuinely interested in how leaders and company management treat them, the environment and society in general.

Roundtable discussion of the Mechanical Engineering Section on the subject of Mechanical Engineering and Higher Education - challenges of 21st century

The following companies: Inmold and Termorad (Pozega); Corun, Namenska, Woksal, Sinter, Feropromet & Biznis Inkubator (Uzice); Bugi enterijeri (Sevojno), Proleter (Arije) participated at this panel discussion regarding mechanical engineering. Prof. Radivoje Mitrovic, State Secretary in the Ministry of Education and Science of the Republic of Serbia opened this disussion. The products of the previously mentioned companies were exhibited during the conference.

The most important conclusions from this session are:

• Creation of an association of small companies linked with mechanical engineering

• Formation of a database for services in mechanical engineering

• Common investment in higher education development,

• Research fellowships for most perspective students

• Fast employment for the best students

• Better connection between small companies and higher education organizations leading to future cooperation

• Better training courses in small companies

General topics will be considered similarly to the previous conference:

Bearing in mind that sustainable social and economic development requires contemporary knowledge, the SED Conference will include scientific papers in eight program areas:

• Mechanical Engineering

• Information Technology and Mathematics

• Civil Engineering

• Environmental Protection

• Management

• Tourism and Economy

• Safety and Health at Work

• Student Papers

Special sessions are planned. A special roundtable discussion will be organized within the Session for information and communication technologies in education.

The aim of the Conference is to highlight the role of science and higher education in a function of sustainable development, to promote and popularize science, to improve international scientific exchange and cooperation, as well as to strengthen the bonds between our educational institutions and other institutions of the society.

Conclusions

The fourth scientific conference "Higher Education and effective business management - Challenges of sustainable regional development", 7-8 October, 2011, SED 2011, Uzice, promoted science and improved international scientific exchange and cooperation. It also strengthened the bonds between our educational institutions and other institutions of the society. The roundtable discussion of the Mechanical Engineering Section regarding mechanical engineering and higher education -challenges of 21st century was considered as the most important one, concentrating on fast employment for the best students, a better connection between small companies and higher education organisations leading to future cooperation and better training courses in small companies. The next conference will be held on 4-5 October, 2012, in Uzice.
