Abstract: this article is devoted to the effective use of public-private partnerships in improving the quality of educational services. The experience of developed countries shows that active innovation is determined by the leading role of the state in the field of scientific and technological development. The foreign experience of ensuring public-private partnerships in education has been studied. The analysis performed of the use of public-private partnerships to improve the quality of educational services. Based on the results of the author's analysis, a mechanism ofpublic-private partnership in the field of education is proposed.

ПУТИ ЭФФЕКТИВНОГО ИСПОЛЬЗОВАНИЯ ГОСУДАРСТВЕННО-ЧАСТНОГО ПАРТНЕРСТВА В ПОВЫШЕНИИ КАЧЕСТВА ОБРАЗОВАТЕЛЬНЫХ УСЛУГ

Аннотация: данная статья посвящена эффективному использованию государственно-частного партнерства в повышении качества образовательных услуг. Опыт развитых стран показывает, что активная инновационная деятельность определяется ведущей ролью государства в сфере научно-технического развития. Изучен зарубежный опыт обеспечения государственно-частного партнерства в образовании. Проведен анализ использования государственно-частного партнерства для повышения качества образовательных услуг. По результатам анализа автора предложен механизм государственно-частного партнерства в сфере образования.

In the context of globalization of the world economy, special attention is paid to the economic development of countries around the world. The standard of living and quality indicators are important for the economic development of the country. This, in turn, is associated with the expansion and development of the service sector. High quality and variety of services saves resources, creates a competitive environment, provides employment, increases staff productivity. In this regard, it depends on how quickly and to what extent the workforce can enter the labor market, as well as on the skills acquired as a result of education and training. According to estimates by the International Labor
Organization (ILO), in 2018, 21 percent of youth in the world are unemployed, 37 percent are employed, and 42 percent are employed in education. Such data indicate that in order to improve the quality of educational services in the world, a wider and more effective use of various methods is necessary.
In a market economy, success can be achieved in the implementation of large-scale socio-economic projects of national importance if the overall effect can be achieved by combining the power of the state and business. Creating an effective integration of the triangle "education-science-entrepreneurship" on the path of innovative development of the country is an urgent problem, and public-private partnership (PPP) plays an important role in solving this problem. Today, business should be inclined to actively promote the development of social investment in education. This is due to the fact that, although the state's share in the economy is declining, the share of business is growing equally. Since the state budget cannot allocate sufficient funds to address all social issues, financial support from the business remains necessary.
In the field of education, PPPs include co-financing of costs and risks of education in the public and private sectors. The contract of the model for ensuring the quality of education includes the exact time, fixed price, quantity and mechanism used to purchase a particular service.

Foreign experience shows that in the field of education there are technologies of Government Relations (GR), which are implemented in the following areas:
- educational coupons for financial aid, academic fundraising, enterprises and scholarships;
- management of public educational institutions by the private sector;
- participation of the private sector in the field of logistics of the educational process;
- support for professional services contracts.
Therefore, it will be possible to develop a mechanism for PPP in education, using a systematic analysis of the opportunities for the use of PPP in education (Figure 1).
In conclusion, it is advisable to use the proposed mechanism to improve the quality of educational services. In particular, this mechanism can produce an overall effect and the following results are achieved:
- Strategic projects are developed at the state level;
- Strengthens the legal and regulatory rights of the parties to the public-private partnership;
- Additional sources of funding will be created;
- New innovations are widely applied to the system;
- The scope of business benefits will be expanded;
- Continuity of private sector movement is ensured;
- Long-term, promising investments will be attracted;
- The disproportion of services is relatively reduced;
- Overall quality management is ensured and efficiency is increased as a result of the activity.
As a result of our research in this area, we can say that education is an investment in the human factor. Society and the state are interested in such investments, because increasing the diversity and quality of educational services contributes to economic growth, provides employment for young people, increases labor productivity, helps to alleviate social problems. Therefore, the share of financial resources directed to education is a priority.

Аннотация: в статье рассмотрено регулирование электронных денежных средств в России с позиции правового регулирования. На данный момент правовое регулирование электронных денежных средств нужно улучшать и дополнять, так как некоторые моменты не были учтены в правовых документах. Рассмотрены аспекты правового регулирования электронных денежных средств на данный момент, а также их проблемы и недостатки функционирования. Были предложены наиболее важные и необходимые мероприятия, которые помогут решить возникшие проблемы в регулировании электронных денежных средств.
