Tourism - one of our most important manifestations. Economy began to affect the development of science and culture. As a result of the measures taken in the last nine years, the economy maintained its rapid development. Our country's economic growth rate is now the leading country among the world's top 10. Azerbaijan has already completed the transition from middle-income countries, further strengthened its position in the list. In our country, the poverty rate decreased to 5.1 percent from 49 percent. The head of our socioeconomic development of the regions in the first and second state programs for sustainable development and social reconstruction of infrastructure, the development of non-oil sector of the national economy's dependence on oil revenues, new opportunities have opened up for the elimination of the expense. Since the start of the implementation of those programs, ie since February 2004, more than a million jobs have been created so far in the country. New job creation, deployment of modern enterprises increased the number of goods produced, reduced reliance on exports. "The Republic of Azerbaijan in 2002-2005 State Program on development of tourism" as a result of the favorable conditions for development of tourism, the country's integration into the international tourism market was founded. The rapid socio-economic progress in recent years the industry has opened up new opportunities for the comprehensive development. In 2002, 432 million tourists coming to our country's economy, while in 2009 the figure rose to 1 billion 122 million manats. Each year 25-50 new hotels, motels and other tourist accommodation facilities will be build. At present, the construction of 50 hotels is underway. Compared with 2002, increased by 3 times the number of placement. In particular, in 2002-2003, there was great interest in the tourism sector businessmen. At that time, there were a total of 32 travel agencies, and today there are 123 of them. We began licensing in the hotel was only 40-50. Today, the hotel has a license to 300, 20 more hotels are reviewed documents. One of the main problems facing the country's tourism industry to improve the quality of tourism services. This issue is reflected in the state program.created under the auspices of the Ministry of Tourism. In total, rose 41 percent in the last 2 years, the number of tourists coming to the country. This is the highest figure was recorded by the World Tourism Organization. Despite the crisis and the difficulties in the field of tourism in the world, the number of tourists has achieved high growth. activities, taking into account the effective use of tourism resources in the country, which has rich geographical landscape of natural monuments and ancient cultural and historical heritage as well as the wider international recognition in 2011 with the aim of "Tourism Year" Azerbaijani President Ilham Aliyev signed an order on declaration. Thus, successfully implemented projects, state programs and reforms stipulate the continuity of achievements in the last decade as a state with dynamic economy in the world allows.
He brought a certain level of investment in the tourism sector in the country, the minister stressed that yatiralan, but in spite of that country's human rights and freedoms, the level that citizens of countries in the world want to come to rest. On the contrary, as the venue for the rest of the citizens of Georgia are choosing tourist centers: "The poor state of infrastructure in the regions. Looking at the level of the country's non-oil exports are considered to be in poor condition. Nine months, according to information from the State Statistical Committee of the Customs Committee. It was found that the level of non-oil export of the goods has fallen. The volume is measured in millions of dollars of exports are falling down. If so, then why is a reference to the government. "
The development of tourism infrastructure in the country and the expansion of tourism services in the regions and in Baku, new modern hotels, Shahdagh commissioning and restoration of historical monuments and tourist complex as a result of the continuation of activities in the tourism sector on average during 2013-2016, is expected to increase by 21.9 percent. Social and other services by 8.6 percent in 2013, the next 3 years, the average annual 5.3 percent growth in trade in 2013 to 13 percent in the next three years is expected to average annual growth of 9.3 percent. Non-oil sector growth will positively affect the growth in non-oil exports. So, in 2013, 19.9 percent of non-oil exports, will grow by 19.1 percent on average in the next 3 years [1, 4].
In 2004-2005, 6.8 times the size of GDP, including the non-oil sector increased by 5.8 times. In 2004, the share of non-oil sector in GDP was 65.9%, as the figure dropped to 41.2% in 2007, 20092012, almost the same level prior to in 2013 alone, the value added in the non-oil sector increased by 10% compared with 43 the previous year's corresponding period. The added value of non-oil sector in GDP made up 56.6% at the end of 2013. Present situation of the non-oil sector of the industry is characterized by intensification of diversifikasiyalasdirilmasinin but, unfortunately, only a small part of these processes is the potential of the sector. The non-oil sector in the country to intensify the dynamics of growth of GDP and other macroeconomic indicators, first and foremost, the export potential of this sector should be increased. In this case, the non-oil sector to attract foreign investment into sectors could be accelerated, increases the arrival of investors from different countries, imported modern technology and management methods to fair competition in the non-oil sector increases production standards raises a real product growth creates significant ground. This is taking into account such factors as the modern world and its assessment of the export potential of Azerbaijan's non-oil sector could be examined. One of the priorities of Azerbaijan's non-oil sector is tourism. The above-mentioned area very attractive to bring in revenue. That is why, in recent years, large-scale measures aimed at bringing the country's tourism potential is fully realized in action in Baku, as well as modern tourist facilities have been built in this area is gradually improving service levels. Full use of the country's tourism sector, the share of non-oil gross domestic product will increase. Thus, the rich tourism potential of Azerbaijan in recent years, the rapid development of the tourism infrastructure in the country's non-oil sector of the country in this direction is promising huge returns. In the first half of this year, as well as transport, information and communication sectors grew significantly, and it should be considered a valuable contribution to the development of non-oil sector [2, 4]. According to the bank the full potential of the country's tourism will lead to an increase in non-oil GDP. Thus, the rich tourism potential of Azerbaijan in recent years, the rapid development of the tourism infrastructure in the country's non-oil sector of the country in this direction is promising huge returns.
While focused on the development of tourism in such a question is emerging. Tourism can cause damage to the environment? In fact, on a scientific basis, tourism has never carried out specific programs can not bring harm to the environment. This is the condition that the needs of the people who took part in trips coordinated with local resources and tourism. They create flow
problems for local people. In other words, all problems related to the organizing of tourism can be solved in time. To do this, each country has done enough. The following factors for the development of tourism is to be done, in accordance with modern requirements Gormali venues, recreation and leisure forms of organization; Turistlarin the creation of places for feeding them a high service infrastructure; Transportation requirements of the service. Compliance with safety when using these tools; Adjusting the basic infrastructure needs of local tourists. Water, electricity, gas supply, sewage, telecommunications system to the required level; During trips to the bosom -Nature waste pollution prevention; Providing information about the organization of visits to places of interest; Tourist organization of the security service [3, 6].
