Аннотация
Статья посвящена основным направлениям развития системы современного образования в Казахстане. Предложено выделить глобальное образование как одно из направлений развития современной науки, которое основывается на необходимости ориентации казахстанского общества на развитие личности, активизации познавательной деятельности, поиск эффективных технологий, формирование толерантности к окружающим и национального самосознания.

Strategy of education development of the Republic of Kazakhstan
Abstract
The article deals with the main directions of the modern education system development in Kazakhstan. It is necessary to consider global education as one of the directions of modern science development, which is based on the necessity for Kazakhstan society to focus on personal development, activation of cognitive activity, search for effective technologies, tolerance, and national identity.

Sustainable development of civilization can not be reached without support of education which becomes to be global in the 21 of century. Education occupies the main position among the main national priorities of the Republic of Kazakhstan. The global project «Intellectual nation - 2020» puts the strategic aim of formation of the national heart before people in society, which has the high intellectual level, informational mobility, creativeness and ability to led the nation after yourself. It is necessary for our country to increase the quality of human resource development to the level of developed countries to succeed, integrate in the world educational system. In other words we stand before the task of creation of intellectual society, preparation of intellectual elite of Kazakhstan [6].
It is naturally that in the transition process of Kazakhstan society to market we can not ignore the marketing model of education fully. To the opinion of most scientists of many countries this way of development can not pull out the
civilization from the global crisis condition. It is necessary to check that it is possible to turn to the model of sustainable development with the help of effective state regulation.
Strategy of Education Development of a new type demands production of new scientific and ideological approaches, which complies not only with modern actual but with expected perspectives of development in the third millennium. Particularly the social-cultural, natural, anthropological, informational- communicative, axiological, cultural, humanitarian and space approaches are referred to it.
The aim of strategy development of higher education in the republic is orientation on the synthesis of science, culture and educational process in the contest of world strategy, history, history of Turk people, nomadic civilization, Central Asia countries. It based on the position of law of the Republic of Kazakhstan, Strategy «Kazakhstan- 2030», on the appeal of President of RK to the nationals, Conception of development of education system of RK of 2015y, on the materials of OUN.

The primary goals of the development strategy of higher education in our country are to reform the content of the educational system in the context of its humanization. In other words, this is the humanization and liberalization, which occurs the communion of learning to treasury of accumulated reason and human culture based on a thorough analysis of changes occurring in the society of the education system [2; 4; 7].
System of Higher Education of the Republic of Kazakhstan in the future should solve the important problems related with the humanization of education, priority of human values in education, internationalization and globalization of education.
An educational system based on the principles of humanism, allows to generate personality which posses a creative thinking (creative personality); oriented on the charity, tolerance and empathy (humanistic personality); owns a fundamental knowledge, skills, as well as native and world languages (multicultural lichnogst).
Thus, the basic principles of modern humanism in the psychological aspect are environmentalism, constructivism, tolerance, dialogism, rationalism, a focus on culture, personal orientation, and the principle of spirituality [1].
Humanization of the educational process involves the creation of a single and continuous structure of education by means of national culture. Today, in Kazakhstan the original formation of culture environment conducive to the development of each nation and nationality culture. This implies the search of ways to organize and implement the interests of ethno-cultural education, psychological and pedagogical principles of teaching and education of youth. Nationally-oriented education will contribute to further conservation and development of ethnoculture.
Humanitarian paradigm of education plays an important role in the consolidation of the Kazakh society, in maintaining of unified national cultural space. And it should be regarded as a state-wide national goal.
In the development of the educational system it is very important to use its capacity for effective organization of education, consolidation of Kazakh society, preservation and revival of an unified national cultural space.
University education is now regarded as a part of person-oriented concept, which is more in line with demands of modern society. This focus in the education system expands the understanding of the importance of education for personality development of culture and civilization. This approach provides not only the development of intelligence, personality traits, but also creates the possibility of forming a moral potential of man.
Strategic goalpost of development of higher education is the idea of formation of skilled specialties with the response relation to the world, innovational type of intellection, developed ideological culture. The aim of education is not only the preparation of constructive workers but the people who are capable to reproduce the knowledge. The concurrent specialist includes not only the professional, but the individual-personal characteristics.
During the last years the education system of the Republic underwent the changes. Professional development of educator obtains special meaning. This refers not only to the factor of development of its system of education, but to those public changes which occurs in the state as a whole. In the last ten-years manly grew the requirements to quality of university education. HEIs adapt system of credit technology. It includes international accreditation and ratings of HEIs. All these let us approach to the European three-tier standard system of education.
One of the activities of HEIs is a work of teaching staff on the specialist training development, that possess not only theoretical and technological preparation of specialists, but a higher level of professional duty and moral (perceived choice of profession, high level of communicative competence).
Psychological aspects to the current problem include: role of motivation of achievement, social and emotional intellect as one of the factors of competitive ability, influence of psychological feature of a person.
Thus, competitiveness - an integral quality of personality, represents whole key competences and values of orientation, allows successfully function in society and solve the problems of professional development of the person.
The important point is that psychology is able to pretend as one of the leading roles in strategic relation of science, adequate development of which is need for competitive assurance of personality and as a country in whole.
In the system of higher education institutions should be solved are related tasks, such as socialization, professionalization, and self-actualization of college students. Teacher should strive to produce not only a qualified specialist, but also cultural, highly educated man.
In conditions of the fundamental objectives globalization of national education are the implementations of the state national idea in education, to provide historical continuity of generations, the preservation of spiritual values of Kazakhstan people, creating culture of interpersonal relations.
The position of renovation of education system contributes to the decision of general-national interests of Kazakhstan: strengthening and development of democracy, social stability; development of national self-consciousness, harmonization of interethnic relations, spiritual renovation.
Development of education - is a national problem, from the successful solution of which depends largely on the results of conducted reforms around the world now. Society needs in the national idea - a kind of ideological basis for daily life and development. It consists of four components: national unity, a competitive economy, intellectual, creative society, building a respected worldwide States (Nursultan Nazarbayev).
The decision of strategic objectives lies in the development of conceptual frameworks related with promoting patriotism and citizenship, and respect for his

homeland, with the development of spiritual, creative and physical abilities of the individual, with the formation of morality and a healthy lifestyle with the study of history, culture, national traditions and customs of the Kazakh people and people living in multiethnic Kazakhstan.
The key issues in the educational content of our country are relying on national and universal values, the formation of systemic worldview and mindset. Through this means of education we are helping to address national goals and interests of Kazakhstan: strengthening social stability and political tolerance, the development of national consciousness, harmonization of interethnic relations, the formation of Kazakhstani patriotism, spiritual rebirth [6].
Methodological basis for a national model of education should be the priority of national and cultural values: development of national language, national mentality, national history, spiritual and moral values, national culture, national traditions and customs [4].
The key position of universities strategies, along with other components, is integration: integration into the global educational environment, the integration of university education and research, integration of education and production, integration of training and education [5].
Optimal cross-cultural communication channels with other world cultures is relationship of Kazakh culture, Western and Eastern civilizations for Kazakhstan education.
Multicultural education model is realized in Kazakhstan, when conditions are created for ethnic groups living on its territory. Ethnic diasporas in these conditions are fulfilled the mission of bridging between Kazakhstan and with their historical homeland, thus creating the basis for the development of their culture and language.
Multicultural education has a powerful potential for development and preservation, ensures the unity of Kazakh society, establishing the connection between different ethnic cultures.
In light of this trend the Concept of Etnopedagogical and ethno-psychological education of high school students has developed in Kazakhstan. Thus, the concept of Etnopedagogical Education [8] refers to the purpose of Etnopedagogical education should be the formation of national consciousness and responsible attitude to history, language, culture and traditions of its people.
The Concept of ethnopsychological education of students of higher education institutions [3] noted that the ethno-psychological education is the foundation of humanization of future specialists. This process and the result of mastering the students of knowledge about the theoretical and methodological foundations of ethnopsychology, the creative use of ethnopsychological heritage of Kazakh people in the modern world.
The main ideas of the national multicultural policy in Kazakhstan are to develop theoretical and methodological concepts of forming multi-ethnic schools of the country, the realization of the methodical system of multicultural education.
Understanding of place in our country and the world of global processes affect the global learning process. A characteristic feature of the information society is to establish a single global education space, an increase in the effective use of information flow and create a competitive national education system, as well as integration into the global community. It reflects the entire modern era.
As an example is the Bologna process, forming a single regional-global educational space. It is a basic tool of globalization in education. Its goal - building the European Higher Education Area (EHEA), which includes: the introduction of a three-level system of education, the introduction of the European Diploma Supplement, the development of academic mobility of students and teachers; internationalization of higher education.
Thus, global education is one of the directions of development of modern educational theory and practice, which is based on the need to prepare young people for life in a rapidly changing world.
The basic principles of global Kazakhstan education are focus on personal development, revitalization of cognitive activity, the search for effective technologies. Among the psychological principles in adult education should be noted model of industrial society, changing economic targets and the transition to new standards of professional education, the need for psychological training.
Global education is being realized at the expense of addressing specific main tasks: the formation of world youth, environmental awareness, the development of cross-cultural literacy, the formation of tolerance towards others. In the process of educational activities is disclosed factual global content by intersubject, creates a single picture of the world, an atmosphere of cooperation, strengthening the learning process.
Priority technologies are global learning technologies that contribute to the development of critical conception, technology cooperation, integrity, communicative approach to learning, modular technology, technology, problem-cognitive issues.
All this leads to a global transformation of the world of education, when the modern system of training gradually transformed into sustainable development, and then evolves into a noosphere education. To achieve this goal it is necessary, first of all, to change the content and forms of education, to form a new consciousness of the subjects of the educational process, to adapt their system of values to the future of education.
Topical issue in the strategy of civilization development is the formation of the noosphere person able to realize the idea of human survival. This requires fundamental changes in the spiritual realm and the mechanisms of civilized development. Efficient formation of noosphere consciousness is based on advanced education.
This implies that one of the new models of global education is to focus on the dominance of intellectual interests and abilities. With the development of global education will become a noosphere of education that aimed at becoming the sphere of reason.

Our President Nursultan Nazarbayev highlighted the role of a humane society as a block in the formation of a new ideology. Ideology is formed by society, which became the leading motivation factor. Today we can talk about the cult of higher education. There was a change in public consciousness. The main focus we do on education and develop their own intellectual properties. Through the prism of this paradigm is changing the role of the universities themselves, which actually form an intelligent nation.
Education is essentially a problem of national security. Performing an integrative, culture formation mission, it
performs its highest purpose - to promote spiritual unity and understanding people in a multiethnic, multicultural country of Kazakhstan.
Promising ideas in the field of educational policy can create a conceptual framework of Kazakhstan's long-term strategy of training and education of youth. Implementation of the basic principles of national education in the country will significantly increase the level of training will enhance the unity of the people of Kazakhstan, the Kazakh state.
