STAGES OF TRANSITION TO E-GOVERNMENT IN THE DIGITAL ECONOMY

The term "digital economy" was first coined in 1995 by the American scientist and mathematician Nicholas Negroponte of the University of Massachusetts. He uses it to explain to his colleagues the advantages of the new economy compared to the old one as a result of the intensive development of information and communication technologies. The digital economy is a system of economic relations based on the use of digital information and communication technologies. It helps to identify new sources of revenue while saving time and costs, as well as increasing the ability of goods and services in the digital environment to reach global markets quickly and be available to consumers anywhere in the world.

E-Government Improvement. For example, a person can get a license through the government website with his individual identification number, without standing in line at the civil authorities, and all other documents and information to get that license can be obtained with the help of automatic requests. Utilities and fines can be paid online using your bank card number. Stages of transition to digital economy: E-government plays an important role in the transition to digital economy. Electronic government is a group of technologies and organizational measures to organize digital communication between state authorities, citizens, organizations and other subjects of the economy. That is, the work of government agencies is an effective way to provide information about government services to citizens, businesses, and other branches of government. This means reducing the personal interaction between the government and the applicant and making the most of the internet.

In the process of transition to a digital economy in the world experience, the creation of E-government consists of four stages: each of them helps citizens to interact with the state.

Phase I is the information phase. During this period, the e-government portal is launched and populated with information. Information about the work and services provided by government agencies to the public is generated. Examples of this include regulatory documents, contract information, and government documents.

Phase II is an interactive, interactive phase. This phase marks the beginning of offering services on the e-services portal. Users can get certificates from different agencies without spending time in queues, thus saving time. It is at this stage that the state database and electronic licensing are introduced into the information system of institutions.

Stage III - transactional stage. At this stage, citizens are given the opportunity to pay state taxes and fees, utility bills. For bidders, the transactional phase is important, so the benefits are clear - the clarity and transparency of competition and tenders increases.

Stage IV is the stage of transformation. At this stage, high speed of services provided to citizens should be created. To achieve these goals, interactive and transactional services are integrated into public services. For example: registering a child's birth and simultaneously applying for a grant and automatically queuing for a kindergarten.

"Concept of development of digital economy in Turkmenistan in 2019-2025" was adopted. The steps to be taken according to this Concept are:

Phase I, 2019: in this phase, first of all, the activities to be carried out include the identification of the authorized agency for the development of the digital economy, the creation of a business team for the implementation of tasks related to the development of the digital economy, the State Program for the development of the digital economy in the country and the plan of its implementation. refers to its development.

"E-Government" is a way to provide information to citizens, businesses, and public servants and to implement existing government services.

"Electronic government" does not replace the traditional government, it is a new method of interaction between the state and citizens, which ensures more effective implementation of state services by using extensive information and communication tools.

The main goal of e-government is to organize public administration systems, taking into account the interests of citizens, institutions and enterprises, and opening wider opportunities for them to participate in the development of the country, as well as to simplify the interaction processes between citizens and the government. The goal of e-government is to provide more efficient government services to citizens. In general, the greater the number of services available on the Internet and the wider the use of these services, the greater the impact of e-government.

E-Government will be successful when there is a strong demand and support for it by the majority of the population. Part of this demand comes from increasing awareness of the opportunities that come from proactively delivering public services. Citizens and businesses should also be encouraged to use e-government services by providing the requested digital information.

To increase demand and support for e-Government, the following should be done:

• development of the infrastructure of providing services (a complex of economic sectors serving production) according to the principle of a single window;

• developing more convenient and secure online and mobile applications;

• To ensure cost-effective use of Internet services;

• promoting and encouraging the use of its services through digital media. References:
