Abstract: The article presents the resource base of research of record keeping facilities in Ukraine. Analyzed are materials that formed the basis for the implementation of documents (by the example of Cherkassy region of Ukraine in the 1970s - 80).

The article deals with the implementation of the state policy in the system of record keeping and archives, management in the region, activities of public authorities coordination, enterprises, institutions and others since the introduction of USSD of paper documents in 1970 to a document in the Cherkasy region of Ukraine.

The problems of document workflow shifting have become objects of many research works, as evidenced by the large number of publications. Automatisation of document processing and classification of automatic document management systems is considered by prof. Svitlana Selchenkova [10, 12-15]. General outline of the history of recordkeeping management in Ukraine during the specified period of time, is drawn by prof. Olena Zakhoretska [3, 16] in particular, lacking the analysis of Cherkasy region development of the above mentioned period.

Being an important source for the research, archived materials made it possible to expand the information support of this study. These are in particular funds of the Central State Archives of supreme bodies of power of Ukraine (CSASB of Ukraine) containing various information on the establishment and functioning of a new records management system associated with the development and practical application of the Uniform state records management system (hereinafter — US-RMS), which contributed later to the rationalization of the introduction of electronic document processing in organizations, institutions and enterprises in Ukraine (fund No. 2325). The USRMS was implemented simultaneously with the preparation of a Uniform system of organizational and administrative documentation (here-

inafter — USOAD), a plan ofwhich envisaged the development of: methods of unification of organizational and administrative documentation (hereinafter — OAD) and technical requirements to documents; principles of building and structure of a uniform management system; set of national standards that define the basic provisions of the USOAD of different levels of management, structure of the system and order of processing of standardized documents by means of computer equipment. The responsibilities for «Improving of the organization and acceleration of work on the creation of standardized documentation systems and a uniform system of classification and coding of technical and economic information used in automated control systems in the national economy» were allocated to the Main Archives of the USSR by the decision of the Council of Ministers of the USSR dated July 2, 1971 р. No. 458 [6, 2-3]. The All-Union Scientific-Research Institute of Documentation and Archival Affairs was appointed the main organization for the development of a uniform system of organizational-administrative documentation (OAD) suited for the development of automated management systems [6, 2-3].

The CSASB of Ukraine (fund No. 2880) contains information on the practical implementation of the main provisions of the Uniform State Management System, which was approved by the State Committee on Science and Technology under the UkrSSR Council of Ministers of September 4, 1973, No. 435 [7, 31]. The Council of Ministers of the UkrSSR in the resolution of 21 January 1975, No. 28 «On the introduction of OAD state standards» decreed: to obligate ministries and departments of the UkrSSR and regional Executive Committees to

provide byJuly 1, 1975, the implementation ofthe OAD state standards (GOST 6.38-72 and GOST 6.39-72) in administrations, subordinate enterprises, institutions and organizations; to ban ministries, agencies of the UkrSSR, regional Executive Committees, organizations and institutions to issue and use from July 1, 1975, forms, which did not meet the state standard 6.39-72. (fund No. 2609) [8, 89-90].

The Archives Department of the Cherkasy Regional Soviet, according to the resolution of the Cherkasy Regional Executive Committee of 02/07/75 p. No. 430 “On the introduction of OAD national standards” and of 10/31/75 No. 575 «On the adoption of the records management instruction» inspected institutions and enterprises. H. P. Roman, the head of the Archives Department of the Cherkasy Regional Executive Committee, in his «Review of the implementation of the main USRMS provisions in institutions, organizations, enterprises of Cherkasy Region» of 15.02.79 covered the results of the implementation of the set tasks. He noted that the adoption of state standards for organizational-administrative documentation and main provisions of the Uniform state management system was the beginning of their more in-depth study in order to prepare their practical implementation. Archivists were the initiators of this work. The main regulatory documents which defined the practical implementation of GOST 6-38.72 and GOST 6.39-72 for the OAD, and basic provisions of the USRMS were the decisions of the UkrSSR Council of Ministers No. 28 of 01/21/75 “On implementation of state standards of organizational-administrative documentation” No. 362 of 31/07/75, “On approval of the Model instruction on documentation in ministries and departments of the Ukrainian SSR and executive committees of local Soviets of People’s Deputies”, as well as relevant decisions of regional executive committees No. 73 of07/02/75 “On introduction of the OAD state standards” and No. 575 of 31.10.75 “On approval of the instruction for records management.” These decisions envisaged specific measures for preparation and implementation of national standards and USRMS and terms of their implementation.

Decisions of the regional Executive Committee were sent to departments and divisions of the Executive Committee, regional institutions, executive committees of district and town councils. Later many regional institutions began to receive relevant regulatory documents of republican and Union agencies on the implementation of the USRMS (orders, sample forms, etc.) and others. During 1975 the OAD state standards and USRMS ba-

sic provisions were studied (workshops with staff offices were held and expertise provided), forms for registration of official documents and forms of registration cards produced typographically. A large amount of work was performed by archivists for drafting instructions on records management in the regional Executive Committee office, district executive committees and village executive committees. This approach was an appropriate beginning in the USRMS implementation, the example and experience of the executive committees of local Soviets could be used by departments and boards of the regional executive committee and other institutions. Employees of the archival department of the regional executive committee studied for a long time records keeping in organizations, since 1966 gave lectures and held practical training on permanent refresher courses for administrative offices of various agencies. Already at that time were studied the USRMS basic provisions published in archivistic literature. Therefore, by the start of the preparation of the USRMS practical implementation archivists were among the more prepared for this work. Thus the role of archivists of the archives department of Cherkasy region in implementing the USRMS key provisions is understandable. It influenced different sections of records keeping service. Its implementation envisaged the necessity of the adoption of regulations (orders, decisions, etc.), which regulated the procedure and timing of the USRMS implementation, approved prepared measures, instructions on documentation, job descriptions that defined the task of records management services [9, 2-3].

An important contribution to the implementation of document in the territory of Cherkasy region was made by employees of the State Archives of Cherkasy region, which was elucidated in the journal “Archives of Ukrainef” Halyna Lenivtseva, the Head of the Cherkasy Archives, in her report on additional training of records keeping staff noted that the Cherkasy State city archives devoted considerable attention to the work with agencies, as providing of proper document storage of the USSR OAD and their subsequent use in the public interest was largely dependent on the level of records management and archival work in institutions, organizations and enterprises. However, measures to organize in the 1970s — 1980s the records management and documentation was insufficient for the functioning of information in modern terms — the automation of the majority of processes in the work with documents [4, 45-47].

In the archival documents of the State Archives of Cherkasy region (fund No. P-4580), there are sources on the introduction of an electronic document in Cher-

kasy region, which occupied an important place because within its territory was a significant industrial complex that required effective management. This contributed to creation here a Centre of Scientific and Technical Cin-einformation and Popularization. It helped to improve skills of workers in different areas in management. Particular attention was paid to training of specialists in records management and office affairs [1, 22]. Thus, in 1970 the regional seminar on the theme “Improvement of the structure and economy of the cost of the management" took place in Cherkasy.

They raised the issue of improving methods and automated tools to create, store and use information that would carry information in the form of an electronic document. These were initial attempts to understand what “an electronic document is” [2, 4]. The theme that is relevant today as well in almost all areas working with documents throughout the entire cycle. The development of the USSR national economy in 1976-1980 stimulated the need to create and improve the efficiency of ACS

and computing centers, consistently bringing them into a single all-Union system of collecting and processing of information for accounting, planning and management, expansion of production and application of office equipment to streamline records flow and improve the organization of administrative work. The opening of the Republican organizational and methodics office of records management and the decision of Council of Ministers of the USSR and the UkrSSR Councils ofMinisters “On the Approval of Regulations on the Main Archival Administration under the UkrSSR Council of Ministers and the network of central state archives of the Ukrainian SSR” (1980) [5, 11-17] became important events for Ukraine.

Summing up the above, it can be concluded that the 1970s — 80 were noted for active elaboration of regulatory documents and introduction of technical means into the development of the scientific organization of administrative work in Ukraine and in Cherkassy region in particular.

Radionewspaper in Yakutia

Abstract: The article is devoted to the little-studied problem in regional historiography — organization to broadcast the first radio newspaper in the territory of the Yakut ASSR. The author considers the characteristic features of practical use „sounding newspaper” as a mass organizer of cultural activities, where at first the presentation of the radio piece was achieved by the collective creativity of employees and print, and radio.
