The Development of society and the state at the present stage is largely determined by the state of science and education, and the latter will be effective only when the profession of scientific and pedagogical worker will be respected. In order to increase the authority of the Russian Professor, to continue the glorious Russian educational and scientific traditions, to preserve and increase the scientific potential, the all-Russian public organization "Russian professorial Assembly" was established in 2016. The objectives of the Russian professorial meeting are the development of Russian science, Russian education and the formation of professional and public opinion, including constructive proposals on the main issues of science and higher education development, political, economic and social reforms in the region and the country, value orientations of students and scientific youth. During its existence, the Russian professorial Assembly has successfully implemented a number of projects. The most significant of the projects was the First professorial forum held in February 2018 in Moscow in the building of people’s friendship Russian University, gathered more than 1,000 professors from 65 regions of Russia and professors from foreign countries. February 6-7, 2019 Moscow hosted the II forum of the Russian professorial meeting on «Science. Education. Regions». The all-Russian forum was attended by teachers and heads of domestic universities, experts in the field of educational policy, officials of relevant ministries and departments. The main task of the public organization is to create conditions for direct dialogue between representatives of universities and government agencies.

The all-Russian public organization "Russian professorial Assembly" (RPA) was established at the founding Congress on November 21, 2016.

The Chairman of the Russian professors' meeting Supervisory Council elected the Chairman of the higher attestation Commission of the Russian Federation, rector of RUFUR, academician Vladimir Mikhailovich Filippov.

Chairman of the Russian Assembly elected Professor Head of Department "Legal basis of management" of the MGIMO (University) of the MFA, a member of the Russian Federation Public chamber, doctor of legal Sciences, Professor Vladislav Grib.

Central apparatus appointed the Director of the center "Digital technologies in the economy," people's friendship University, doctor of economic Sciences Andrey Panarin.

The Russian professorial Assembly is the all-Russian public organization uniting doctors of sciences and professors of various directions. Currently, 73 regional branches are established in the regions of the Russian Federation. The RPA was created to promote the development of higher and postgraduate education, the transformation of this sphere of social activity into a real productive force, contributing to the formation of a sustainable, innovative - oriented, social state, the formation of a knowledge-based economy, as well as to protect

the interests of the scientific and pedagogical community.

The founding conference of the Russian professorial Assembly was held on November 21, 2016 in Moscow, in the Central house of scientists. More than 500 representatives of Moscow, Siberian, Northern, St. Petersburg and a number of other regional professors of the meeting took part in the conference. There were professors and doctors of science of most scientific specialties, including representatives from the rector's corps of Russian universities, academicians and corresponding members of RAS, RAO, as well as representatives of a number of foreign universities and scientific associations.

The objectives of the CPF under the Charter

are:

1. Support and development of academic freedoms.

2. Formation of fundamental academic values, standards of scientific and academic activities.

3. Identification of the incorrect borrowing facts in the scientific works of Russian scientists; development of Russian science, Russian higher education in accordance with the needs of the state and society.

4. Development and promotion of the fundamental and applied Sciences use, modern research and advanced high technologies.

5. Consolidation of the most authoritative part of scientific and pedagogical workers of Russia.

6. Formation of professional public opinion and constructive proposals on the main issues of science and higher education development, political, economic and social reforms in the region and the country, value orientations of students and scientific youth, as well as assistance in providing social protection to teachers and researchers.

7. Maintaining a high professional and moral level.

8. Representation and protection of the rights and legitimate interests of the Organization members.

9. Participation in the development and implementation of public control in the

Russian Federation within the framework of the Organization.

10. Development of comprehensive cooperation between representatives of various scientific communities, promotion of relations strengthening between representatives of the business community and representatives of science.

11. Implementation of professional and public accreditation and public certification of educational institutions and research organizations, basic professional educational programs, basic professional training programs, additional professional programs, public accreditation of scientific periodicals.

Implementation of draft laws public examination in the prescribed manner in order to improve the regulatory framework governing relations in the field of science and education.

More than 500 representatives of scientific and pedagogical communities specialties-professors of leading Russian universities, representatives of the rector's corps, academicians and corresponding members of the Russian Academy of Sciences, the Russian Academy of education, representatives of a number of foreign universities and scientific associations took part in the Founding Congress of the Russian professorial Assembly, held on November 21, 2016 in Moscow in the Central house of scientists. During the two years of its existence, the Russian professorial Assembly created regional branches in almost all subjects of the Russian Federation.

The objectives of the Russian professorial meeting are the development of Russian science, Russian education and the formation of professional and public opinion, including constructive proposals on the main issues of science and higher education development, political, economic and social reforms in the region and the country, value orientations of students and scientific youth. During its existence, the Russian professorial Assembly has successfully implemented a number of projects. The First professorial forum was the most significant held in February 2018. In Moscow in the building of the people's friendship Russian University, gathered more than 1,000 professors from 65 regions of Russia and professors from foreign countries. The

program of the Professorial forum was based on the discussion of Russian education and science topical problems between representatives of the authorities and the professorial community of Russia. The forum became a platform for constructive dialogue between the scientific and pedagogical communities of Russia and public authorities.

Agreements on cooperation between the Russian academic Assembly and the Federal service for supervision of education and science, the international Association of University Teaching staff (IAUPL), the Association "National coordination center for processing transactions with intellectual property rights and objects", the Interregional public organization "League of high school teachers" and many others were concluded.

Nomination of candidates is carried out by scientific councils of scientific institutions and higher educational institutions located in the territory of the Russian Federation or members of the RPA.

Scientific councils on behalf of the Commission for the award of the national award "Professor of the year" consider submissions and documents of applicants and submit opinions to this Commission. The Commission decides on the award of prizes to laureates, taking into account the conclusions of scientific councils.

Also, a number of industry forums and round tables were held - the Medical professorial forum "Intersectoral integration and advanced technologies in health care" (Yaroslavl, 5-6 December 2018), the Round table "Current legislation for scientific and educational activities" (Krasnoyarsk, 20 September 2018), etc.

On February 1, 2018, the First professorial forum "Problems of modern science and higher education: new views" was held.

The ideological inspirer of the first professorial forum - the all - Russian public organization "Russian professorial meeting"-the main task of the Forum saw the organization of communication on a professional basis of professors, heads of leading universities, research teams, leading representatives of scientific and pedagogical communities. The Forum was attended by representatives of leading universities of Russia and the Commonwealth, the Ministry of education and science, other public authorities of Russia, education authorities of the Commonwealth, the Russian Academy of Sciences, the Russian Academy of education. Their presence in the framework of the Forum events ensured the relevance of the issues discussed and the issues raised.

The mission of the Forum was to unite under its auspice's representatives of various scientific and pedagogical communities, academies of Sciences, the Ministry of education and science, and other state bodies whose activities have an impact on the development of education and science, to make recommendations to the legislative and Executive authorities, as well as to determine the vector of the professorial meeting development.

The forum addressed the following issues:

- problems of modern education and science, solutions;

- certification of scientific and pedagogical personnel, etc.

During the year, the meeting managed to solve many of the tasks and to carry out a lot of work on the formation of its structure.

The forum discussed three main problems of determining quotas for admission of applicants

faced by Russian universities at the moment: needs to be finalized.

According to statistics, only 70 % of First Deputy Chairman of the state Duma

University graduates in Russia are officially Committee on education and science O. N. Smolin

education and science is still not enough to create the necessary conditions to overcome the economic and technological backwardness of Russia from developed countries. Part of the solution to the lack of funding could be massive open online courses created by leading teachers and scientists. However, so far Rosobrnadzor has not provided all the necessary documents for universities to be able to fully work on the creation of Moocs.

3. Regular inspections of the university's regulatory authorities

At the forum, many representatives of the University community noted the excessive number of inspections by government agencies, as well as a large number of reports that universities are forced to prepare annually. This situation leads to the fact that most teachers and staff of the University simply do not have the time and effort to fully work with students and improve their own skills.

According to the Deputy Head of the Federal service for supervision in education and science N. A. Naumova, it is planned that the number of inspections will be reduced. Mechanisms of independent examination of the education quality in higher education are also being developed.

The second professorial forum became a platform for summarizing and defining new goals. To date, the RPA has created regional branches in almost all regions of the Russian Federation, bringing together more than five thousand professors from 170 universities and research institutes. And if last year the forum gathered about a thousand participants, this year - more than a thousand. Among them-about a hundred rectors of universities, representatives of various ministries and departments, the Public chamber, the Russian Union of Industrialists and entrepreneurs, heads of the Russian Federation educational bodies, academicians of RAS and RAO, etc.

The format of the event also changed: the expanded agenda required not a one-day, but a two-day program. Its good half was devoted to the key issues of scientific and pedagogical personnel training, including new approaches to their certification, as well as the tasks of the RPA regional departments and current problems in different branches of science (16 meetings), priority and most

promising areas of research.

The subject of discussion was not only the ways to implement the national projects "Science" and "Education", but also widely discussed in the community "pain points". Among them is the need to expand the concept of "leading universities," reforming the system of state certification of the universities status, the teaching load of professors, the difficulties with publication of Russian scientists' articles in the Humanities in the Western journals, the involvement of regional authorities and business in cooperation with the graduate school. As promised to journalists on the eve of the science holiday Chairman of the Russian professorial meeting, head of the Moscow state Institute of international relations (University) Department of civil society of the Russian foreign Ministry Vladislav Grib at a press conference in MIA "Russia today". The final resolution of the Professorial forum and recommendations of the participants will be sent to the Executive authorities of the subjects, the Ministry of education, the state Duma, the Public chamber. He stressed that the faculty pays special attention to the scientific component of the universities:

- Without the development of University science, we will not realize the strategic goals set for the country. Therefore, the support of economic measures, regional budgets of scientific and educational centers in the regions is one of the priorities for our meeting.

"An important communication mechanism" between the Federal center and the University community of regions called the CPF co-Chairman of the Russian professors meeting Supervisory Board, the Chairman of the Russian Federation of the higher attestation Commission, rector of the Russian peoples' friendship University Vladimir Filippov.

- It is necessary that the voice of someone who goes to the audience every day or conducts research, was heard at the highest level. No one but you know more about the problems faced by Russian science and education today, and without you no one will be able to find the best ways to solve them, - he said in his address to the forum participants. Among the members of the RPA

there are ordinary teachers, deans of faculties, who thanks to this "mechanism" can tell a lot to the leadership of the Ministry of education, working closely with the young professorial organization. At the same time, the representatives of the Ministry had the opportunity to inform the professors of their initiatives and talk to her about the problems directly, not only through the rectors.

Another useful function of the RPA is to establish a dialogue with the regional authorities and strengthen the influence of a large expert community on the ground, which, in fact, is represented by the participants of the meeting.

- The task of the RPA is not only to

protect the interests of its members, as someone might think, but above all to determine the progressive direction of our development, taking into account the needs of the Federal center and regions, using the experience and potential of ordinary professors, - said V. Filippov.

The co - Chairman of the meeting drew attention to the fact that in the field - in the Tomsk region, Krasnoyarsk region and other regions-over the past twenty years, accumulated their experience of Professor Associations. With the creation of the

RPA, it became possible to draw attention to their work at the Federal level.

- At the Russian professorial meeting about 20 special commissions and councils which collect offers from regional offices are created, discuss and find compromise solutions of concrete problems, -V. Filippov reported.

Oleg Kurbatov, Vice - President of the University professors International Association and associate professors at UNESCO, is among the high foreign guests of this forum. V. Grib said that last year the RPA was included in this structure. It includes about 10 professorial communities of France, Belgium, Germany, Italy, the Netherlands and other countries. Our meeting also cooperates with partners from the near abroad - Kazakhstan, Baltic States, Transcaucasus, Central Asia. Close contacts established with the Belarusian and Bulgarian professionals. There was a proposal to open a representative office of the RPA in Serbia.

As a result of the professorial forum, a resolution was adopted. It should contribute to the creation of the necessary legislative framework to improve the quality of higher education in the country.
