The paper focuses on the problem of using information technologies in contemporary education. In particular, this investigation shows the problem of absence of information systems for teachers’ work on content development of teaching and methodological materials by the example of vocational education.

Abstract

The paper focuses on the problem of using information technologies in contemporary education. In particular, this investigation shows the problem of absence of information systems for teachers' work on content development of teaching and methodological materials by the example of vocational education.

In the modern world, there is an active change in educational technologies, which explains the emergence of new educational needs, the transformation of mechanisms and principles of access to knowledge, as well as the requirements to generalize existing and introduce new approaches to the formalization and sys-tematization of data collection and accumulation taking into account the specific features of a particular field of education and development information technologies. One of the most important issues in the implementation of educational standards and programs at all levels of education is the introduction of modern information technologies into the educational process, both at the level of a particular institution and the education system of the Republic of Kazakhstan as a whole. In such conditions, the practice of introducing information systems for the support of the educational process, through which the needs of organizing a single information space of an educational medium of the country, is becoming relevant.

The process of informatization of the sphere of education is ensured by the optimal use of modern information technologies focused on the implementation of educational or educational purposes. This process initiates the implementation of the mechanisms of education management based on the use of automated data banks of scientific and educational information, information and methodological materials, as well as communication networks [1]. At the same time, the strategy and methodology of selection of content, methods and organizational forms of education and training, which correspond to the tasks of developing the personality of the student in modern society, are being carried out.

With the help of such an approach, methodical learning systems are developed, focusing on the development of the intellectual potential of the student, on the formation of skills to independently acquire knowledge, to carry out experimentally-research or information-learning. Also the process of informatization ensures the creation and use of computer test and diagnostic systems for monitoring and assessing the level of students' knowledge [2].

It is worth noting that information systems should not only be a means of improving the process of learning, but also increase the efficiency of pedagogical activity by learning the load of the teacher in preparing for a learning lesson.

A curriculum that presents information about the course (discipline, elective) in a concentrated form is one of the sources for assessing the quality of pedagogical activities of educational specialists. In the modern world, educational institutions use standardized educational programs for subjects that are established by the Ministry of Education of the Republic of Kazakhstan and have a recommendation. The educational work program is a "calling card" of the discipline, which is a kind of guide, first of all, for the customers of these educational services - students and their parents. The educational work program is a normative document defining the scope, order, content of the study and presentation of any academic discipline, based on the standard educational program.

The main documents regulating the educational process are the main educational programs for the preparation of education, including work plans, work sched-

ules, work programs of disciplines, practices, final certification, learning methods, and other methods. The work program of the discipline is the main document regulating the organization and maintenance of training. This document defines the content of the discipline, a part of the students' skills, learning and methodologies used in teaching, forms and methods of knowledge control and recommended literature. The work programs of the discipline form the maintenance of the student process and allow to build the interrelation of the various disciplines of the school plan and form a set of competencies.

The purpose of the program is to prepare a discipline for it. technology training, and ways to control knowledge.

The main requirements for the development and implementation of the program of the academic discipline to the process include: communication with other basic entities of the learning process (educational standard, curriculum, teacher load, competency map, etc.); ensuring the transparency of the process of coordination and validation of the formal and the relevant parts of the program of academic discipline; availability of the program of discipline to all participants of the training process.

The work program of discipline has a complex structure and consists of 13 sections, including the maintenance of sections of discipline and types of educational work, applied educational technologies, teaching materials, courses, and diploma works, questions for students or pupils, and study skills and courses, and study the skills and courses. The development of educational discipline programs is a complex, iterative and process-dependent process [3].

As a rule, in universities, the automation of the development and updating of work programs of discipline is limited by the following set of functions: creating, editing, building and editing templates, loading various documents into templates, integrating with electronic library catalogs, creating a list of competencies and editing its elements. Thus, the task of formalizing information processes for creating and updating curriculum programs with the subsequent development of a universal component of one of the information systems supporting the educational process, taking into account the needs of various fields of education, is relevant.

The following key elements that are involved in the drafting and approval of the work program can be identified:

1. The teacher determines the content of the curriculum and the curriculum plans based on educational standards.

2. The subject-cycle commission coordinates the content of the work program in accordance with the features and requirements of the industry, state educational standards and material and technical equipment of the educational process. To adapt its work program to state educational standards and standard work

the program the teacher can consult with the participants of the subject-cycle commission. The teacher and the subject-cycle commission interact in the following way: the subject-cycle commission issues an approximate study load for a year. The result of the interaction is the "Load for the academic year" flow.

If the content of the work program complies with the requirements, the chairperson of the subject-cycle

commission approves the program and sends it for further approval. As a result, the stream "Consistent Work Program" is formed.

3. Methodical service monitors the quality of the work program development by the teacher and interacts with it. The methodologist provides forms for registration of an educational and methodical complex. The teacher is given recommendations on the development of a work program. The teacher submits to check the compiled work program (stream "Compiled work program").

4. The department of educational work monitors the implementation of the developed program in the framework of the educational process [4].

Conducting a structural analysis of the process of drawing up a work program, the following subpro-cesses can be distinguished:

1. Create a passport work program.

2. Formulate the results of mastering the work program.

3. Determine the content of the work program.

4. To determine the conditions for the implementation of the work program.

5. To determine the quality of the evaluation of the results of the study of the work program.

In order to create rules for selecting data for the formation of each section of the work program, you need to understand which data flows are involved in the implementation of each of the subprocesses.

Information system to support the activities of the teacher in the preparation of the work program of the discipline can be represented as a set of software modules that automate each of the subprocesses. Since such a system will be a complex mechanism, when modeling it, it is necessary to find the most natural way of specifying, designing, documenting and visualizing and behavior of certain types of objects, paying particular attention to transitions from state to state, and not from activity to activity. The behavior of a work program creation system is best described by modeling its steady states [4].

When creating a work program, the states "Composes the passport of the work program" and "Generates the results of mastering the work program" occur in parallel, since the actions of the processes supporting the system in these states do not affect the final result and use the same fixed resources

The transition to the state "Defines the content of the work program" can occur only after all the components of the passport of the work program and the competence of the work program have been determined. This is due to the fact that the work of the program module of this state is completely based on information obtained in the previous step. In the state "Defines the contents of the work program", a selection node appears. It is defined by two guard conditions: the end of the module's action or the repetition of previously performed actions. This is due to the fact that the content of the work program will be determined until the didactic units of the training topics are divided into hours, as provided by the curriculum. The condition checks for the presence of zero in the number of the remaining hours, and if there is none, then the number of distributed hours is subtracted from the available value, and the program is run anew.

The state "Defines the conditions for the implementation of the work program" is complex and consists of four parallel substates. The first substate determines the bibliographic list of references needed to study the discipline. It is compiled on the basis of didactic units, which were defined in the previous state. To implement the program module it is necessary to have a database of educational publications. Moreover, this database may not be the only one and be divided into literature recommended by the Ministry of Education, additional literature, etc. In this case, after the list is compiled by the program module, it is necessary to determine whether these items are in the library fund of the educational organization. This can be done in two ways.

1. Automatic verification by an additional software application of the compliance of positions from the list of the available electronic database of the library fund.

2. Manual verification by a specialist and the elimination of missing positions.

The choice of method is determined by the technical capabilities and the availability of relevant employees. If the watchdog condition is positive, the substate ends, otherwise the missing positions are replaced by the literary sources that are in the library collection.

Upon completion of the state, it is necessary to formulate requirements for the evaluation of the results of the study of the program by students, that is, to form a list of instructions to be followed by the teacher using the work program.

As a result of the structural analysis, developers receive functional specifications of software for creating an information system. Thus, a general domain model has been built, which makes it possible to specify the main functions of the future system and ensure the effective interaction of software with real-world objects.

Understanding the progress of existing processes makes it possible to judge their effectiveness, quality and the need to develop a supporting IT infrastructure. Successful development of application systems that support business processes from the beginning to the end is possible only when the processes themselves are thoroughly clear.
