The article is prepared on a topical issue related to improving the efficiency of the logistics system functioning of the combined arms force. Thus far, the logistics support of the combined arms force is at the initial stage of formation and represents an unbalanced system that operates in certain areas and types of support in the absence of a unified effective management system. The implementation of the suggested recommendations will allow to develop an approach to the formation of an effective structure of the logistics system of the combined arms force, to increase the efficiency of the system functioning. Reducing the average time (term) to replenish or restore the relevant stocks to a level commensurate with the average period of sustainable operation of the system due to the suggested technique and recommendations will allow to reduce the likelihood of detection of these objects and thus increase the survivability of the system as a whole in the logistics units.

Abstract

The article is prepared on a topical issue related to improving the efficiency of the logistics system functioning of the combined arms force.

Thus far, the logistics support of the combined arms force is at the initial stage of formation and represents an unbalanced system that operates in certain areas and types of support in the absence of a unified effective management system.

The implementation of the suggested recommendations will allow to develop an approach to the formation of an effective structure of the logistics system of the combined arms force, to increase the efficiency of the system functioning. 1. INTRODUCTION.

In order to achieve the strategic goals and fulfill the main tasks set by the Strategic Defense Bulletin of Ukraine and the State Development Program of the Armed Forces of Ukraine, planned phased work continues in order to implement reforms aimed at developing a unified efficient logistics system according to NATO standards, able to provide effective support to all components of the defense forces involved in the implementation of the task to defend the state as part of the defense forces in the prescribed manner and under the conditions specified by the legislation of Ukraine [1], [2].

Formulation of the problem. Currently, there are a number of reasons that hinder the development of logistics, namely: insufficient compatibility of the logistics system of the combined arms force with the corresponding system of NATO member countries units; the regulatory framework for the functioning of the logistics system of the combined arms force needs to be improved; the existing system in the combined arms force,

its composition and structure needs to be improved; training of military logistics specialists has not been fully implemented.

Analysis of recent research and publications. Scientific publications of well-known scientists in this subject area, such as: O. Vorobiov, V. Dachkovsky, A. Denisov, etc., consider quite effective approaches to the logistics support of the combined arms force [3]-[5].

The purpose of the article. Development of recommendations for improving the logistics of the combined arms force.

2. RESEARCH RESULTS

2.1. Recommendations for optimizing the management of the combined arms force provision with certain material assets and services.

The system of the combined arms force logistics support, as any other system possesses the following features [4]: integrity and ability to separate, as for instance logistic support and supply system; presence of links between the constituent subsystems; presence of an organizational element that systematizes all

internal components; integration qualities - which are formed as a result of combining the qualities of individual elements of the system.

Thus, the system of logistics support of the combined arms force is a complex organizationally structured military-economic system, which consists of interconnected elements, united by the internal goals of organization of the respective types of support, as well as certain external goals.

Therefore, in our opinion, the creation of a unified logistics support system aims to optimize the management of the combined arms force provision with certain material assets and services.

Therefore, to achieve the maximum effect, the construction of such a system has to comply with the following basic principles: coordination of all processes and material assets, from procurement to supplying them to military units; implementation of innovative systems of integration management according to NATO standards and control over the movement and exploitation of all material assets and resources; orientation of management on the integrated end-to-end flow (without dividing into supply, procurement, distribution, etc.); high ability to adapt and reorient to support in various types of combat actions and employment of troops (forces); detailed coordination within all functional elements of the unified logistics system in the combined arms force; development of an effective and continuous information system of information exchange based on the latest information technologies, as well as with extensive use of feedback elements.

Analyzing the latter principle, it should also be added that the effective functioning of an advanced logistics system requires high intensity of information links, both between subsystems and elements within the system, and with external systems, as well as high speed information exchange between the above mentioned elements, appropriate response and making effective decisions adequate to the situations that arise.

Therefore, the main criteria for the effectiveness of the logistics support system today are flexibility, controllability, speed of response, and possession of information.

To implement the concept of speed and ensure the sufficient level of information in the logistics system, it is necessary to create a set of information networks as a basis for providing vertical and horizontal hidden channels of real-time information exchange between managing bodies,, command posts and units, bodies and units of logistics.

This will provide a real opportunity to make appropriate decisions that are adequate to those situations that arise in the process of providing troops (forces) in a constantly changing situation.

Thus, the management of the process of providing troops (forces) is aimed at maintaining a dynamic balance in the logistics system, without paying attention to internal disturbances, constant changes in the environment and possibility of existence in two modes: stable operation; operation in the presence of deviations and

failures (emergency operation) [5].

The next logical conceptual approach, in our opinion, will be making appropriate decisions that are adequate to real-time situations.

In case of failures due to malfunction within logistics bodies, officials perform the following measures: clarification of the condition of damaged bodies; increasing the activity of the remaining forces and means and their total capabilities; determination of expediency of logistics bodies restoration, necessary forces, means and time; choice of troubleshooting option; coordination of issues on elimination of failures with officials of the relevant services; development and approval of a decision to restore the efficiency of the logistics system operation; bringing the decision to the executors; organization of measures to restore the stability of the logistics system operation on supply of all types of resources; exercising control, assistance, adjustment of plans.

Measures to restore the required level of the logistics system efficiency are subject to coordination with staff officials. After all types of coordination the decision on elimination of failures, restoration of efficiency and the further functioning of structural elements is developed. The sequence of its development and its content depends on the specific operational situation, the state of repair and restoration bodies, etc. Implementation of the planned measures will return the system to a stable mode of operation.

3. CONCLUSIONS AND PROSPECTS OF FURTHER RESEARCH

Thus, practical recommendations were developed to optimize the management of logistics support of the combined arms force with certain material assets and services.

The implementation of the proposed recommendations will allow to develop an approach to creating an effective structure of the logistics system of the combined arms force, increase the efficiency of the system operation as a whole.
