RANGE OF FOREIGN LANGUAGE LEARNING REFORMS

ABSTRACT
This article provides a comparative analysis of foreign language learning methods. The development of modern science today is inconceivable without technology, modern computers and information technology.

INTRODUCTION
There is a growing demand for competitive personnel, especially those with intellectual potential, competitive and intelligent, fluent in foreign languages, meeting modern requirements.
In particular, the study of foreign languages, patriotic and humane feelings of our youth, as well as pride in their homeland, foreign peers, in social networks to freely exchange views on their homeland and its homeland, its history, scholars and great commanders, tourism opportunities of the motherland. it is important to know the language and master its secrets. Abu Nasr al-Farabi, a great scholar with the status of "Muallimi as-Sani" or "second teacher", mastered several fields and spoke about 70 languages.
From the first days of our country's choice of its own path of independent development, the issue of creating conditions for our youth and them, along with the science and education system in all areas, has been among the key issues.
This can be seen in the example of the 1991 resolution "On state youth policy" and in 2016 in the new edition "On state youth policy" and a number of other resolutions and decrees.
In recent years, large-scale changes and updates have been made in the education system. We can see these changes at all stages of continuing education.

Reforms in all spheres of the education system, from pre-school education, are bearing fruit today. Thorough study of foreign languages and mastering the secrets of modern science is one of the most pressing requirements of today.
DISCUSSION AND RESULTS
In particular, the adoption of the Resolution of the President of the Republic of Uzbekistan dated May 19, 2021 "On measures to bring the promotion of foreign language learning in the Republic of Uzbekistan to a qualitatively new level" will serve to change the approach to foreign language learning.
It is no secret that teaching foreign languages in our country has become one of the priorities of education policy. Radically improving the quality of education in this area, attracting qualified teachers to the field and increasing the population's interest in learning foreign languages will serve to train qualified specialists. In accordance with the Resolution of the President of the Republic of Uzbekistan dated May 19, 2021 "On measures to bring the promotion of foreign language learning in the Republic of Uzbekistan to a qualitatively new level", the Order of the Director of the Intellectual Property Agency In order to increase the level of foreign language proficiency of civil servants and fill the system with highly qualified and competitive personnel, from July 1, 2021, teachers of educational institutions will be involved on a contractual basis. The agency conducts the practice of training employees in a foreign language at least once a week. Such measures are aimed at increasing the efficiency, skills and knowledge of employees, the introduction of innovations in the system using foreign literature, the acquisition of foreign experience in the field.
According to the resolution, starting from the 2021-2022 academic year, 207 schools specializing in the systematic teaching of foreign languages will be established in districts and cities on the basis of general secondary education institutions.
In addition, from September 1, 2021, the Presidential Award will be established to encourage schools that have achieved the best results in teaching foreign languages. Entrepreneurs will receive $ 50 million to organize foreign language teaching in rural areas. The practice of allocating a one-time subsidy of up to UZS 1 billion has been introduced, and it is planned to establish language centers in remote areas. This, in turn, provides a basis for school-age children in rural areas to receive quality education in learning a foreign language.

need to know a foreign language in recruitment and appointment to new positions, as well as the introduction of additional bonuses for employees who know a foreign language. The establishment of the Agency for the Promotion of Foreign Language Learning envisages the promotion of foreign language learning, the introduction of effective teaching methods, programs and textbooks in kindergartens, schools, lyceums, universities and training centers. "The agency will organize the teaching of at least 10 foreign languages, depending on the needs of educational institutions, industries and regions," the head of state said in his speech. Thus, the 10 foreign languages to be taught include English, Russian, German, French, Chinese, Korean, Japanese, Turkish, Arabic and Persian.
It is also planned to develop popular content - animation and videos, mobile games, entertainment, which will form the skills of thorough study of foreign languages from childhood.
Among the important tasks of the Agency are to conduct a ranking of foreign language proficiency in schools, universities, districts, cities and regions, sectors and government agencies, to develop qualification requirements and assessment criteria for foreign language teachers and to assign qualification categories.
It was noted that the University of World Languages and Oriental Studies, along with the Samarkand Institute of Foreign Languages, will have one university in each region as a base university for foreign languages.
The head of state said that an in-depth analysis of the state of foreign language teaching in schools in each district and city was needed to find concrete solutions. He noted that 57 out of 76 schools in Nurabad district teach English, 14 German and 5 French.
In 28 (38%) schools in the district, the quality of foreign language teaching is the lowest, with only 3 out of 175 teachers having a certificate and 26 teachers working in vacant positions.
The main tasks of the agency are as follows.1) popularization of foreign language learning among the population and creating the necessary conditions for their perfect mastering, coordinating the introduction of internationally recognized programs and textbooks for teaching foreign languages at all stages of education and the development of modern teaching skills in teachers; 2) organization of teaching foreign languages ain high demand based on the results of the analysis of the needs of regions, industries and educational institutions for specialists who have mastered foreign languages; 3) coordination of the development of methodologies and recommendations for language learning, suitable for all segments of the population,

in order to introduce a chain of continuous education on the principle of "kindergarten-school-higher education institution-enterprise" in the field of foreign language teaching; 4) organization of the creation of videos, games, entertainment, films and other educational content for the thorough mastery of foreign languages, the formation of basic language skills; 5) development of methods of professional translation from the state language into foreign languages and from foreign languages into the state language, as well as assistance in improving the skills of specialists in this area; 6) Important tasks are identified, such as conducting a rating of knowledge of foreign languages by regions, sectors, government agencies and educational institutions, the development of proposals for further popularization of foreign language learning.
CONCLUSION
In conclusion, it is impossible to imagine today's modern medicine, modern tourism, economics, marketing and other areas without foreign languages and information technology. In particular, the formation of our youth as competitive personnel in accordance with modern requirements is a requirement of the times. From the above data, it can be concluded that in recent years, effective work is being done in this direction. In particular, the increase in the salaries of certified foreign language teachers, the payment of bonuses, the provision of a number of benefits will certainly raise the level of development of the industry.
