The analysis of the structure of license records and data obtained in the course of interagency electronic interaction by the provision of public services of licensing in the sphere of healthcare of Altai Krai was held. It is revealed that in 2017, the largest number of demands was the information from the Unified state register of real estate about the basic characteristics and registered rights for the object of real estate (27,8%), information from the Unified register of legal entities (23,9%), information from еру sanitary epidemiologic conclusion (22,9%), information confirming payment of stamp duty (17,9%), information from the Unified state register of private entrepreneurs (4,3%), information about the state registration of medical articles (equipment, devices, gears, instruments), (2,7%). For a four-year period (2014-2017), the general amount of information obtained in the course of interagency electronic interaction has increased by more than three times, which reflects the general tendencies of reduction of administrative barriers and optimization of document turnover.

PROVISION OF STATE SERVICES FOR LICENSING IN THE SPHERE OF HEALTHCARE WITH THE APPLICATION OF THE PRINCIPLES OF INTERDEPARTMENTAL ELECTRONIC INTERACTION

In accordance with Article 15 of the Federal Law of 21.11.2011 No. 323-FZ "On the fundamentals of protecting the health of citizens in the Russian Federation" the Ministry of Health of the Altai Krai implements the powers transferred by the Russian Federation in the field of health protection to the state authorities of the constituent entities of the Russian Federation in terms of licensing:

- medical activities of medical and other organizations (with the exception of subordinate federal executive bodies, as well as organizations of federal executive bodies, in which the federal law provides for a military and equivalent service, and medical and other organizations engaged in the provision of high-tech medical care) , individual entrepreneurs;

- pharmaceutical activities in the sphere of medicinal products circulation for the medical application of organizations (with the exception of organizations of wholesale trade in medicinal products for medical use and pharmacy organizations subordinate to federal executive bodies), individual entrepreneurs;

- activities related to the turnover of narcotic drugs, psychotropic substances and their precursors, cultivation of narcotic plants in terms of carrying out activities related to the circulation of narcotic drugs and psychotropic substances listed in lists I to III of the list, organizations (with the exception of organizations of wholesale trade in medicinal products for medical use and pharmacy organizations subordinate to federal executive bodies), which is carried out by the licensing department of the Ministry of Health of Altai Krai.

In accordance with the main definitions used in Federal Law No. 210-FZ of 27.07.2010 "On the organization of the provision of state and municipal services" (hereinafter - the Federal Law "On the Organization of Provision of State and Municipal Services"), a public service provided by the executive body of the state authority of a constituent entity of the Russian Federation is the activity to exercise the functions of the executive body of state authority of a constituent entity of the Russian Federation in the exercise of certain states powers delegated by federal laws and laws of the Russian Federation, which is carried out at the request of the applicants within the established regulations of the Russian Federation and normative legal acts of the Russian Federation bodies of authority, public service providers.

Thus, licensing in the health sector refers to the provision of public services.

In 2017, the Department of Licensing of the Ministry of Health of Altai Krai accepted 590 licensing cases (in 2016 - 637), issued 555 licenses for all types of activities (in 2016 - 613), conducted 1,035 inspections of the license applicants and licensors to fulfill licensing requirements (in 2016 - 1193 ), issued 3 duplicate licenses (in 2016 - 1), Table 1. In the structure of licensed cases accepted for consideration in 2017 - 66.3% is medical activity, 30.3% -pharmaceutical activity, 3.4% - narcotic, psychotropic substances and precursors trafficking activity, cultivation of narcotic plants.

According to the section on licensing of medical activities in 2017, 80.6% of licensing cases for the reissuing of licenses were accepted and only 19.4% of licensing cases for granting licenses (Table

2). The average period for considering an application for renewal of a license in 2017 was 10 working days, on granting a license - 17 working days,

which meets the requirements of the current legislation.

The introduction of interdepartmental information interaction carried out to provide state and municipal services, under the exchange of documents and information, including in electronic form, between the bodies providing state and municipal services is an urgent topic and reflects the general tendencies to reduce administrative barriers and optimize workflow [1-5].

The Ministry of Health of Altai Krai, in providing public licensing services, carries out the interdepartmental cooperation electronically through the information system "Unified Information System of Altai Krai" (https://eis.oepak22.ru/adapt-er-web/pages/app). Authorized officials form an electronic request for information in the system. The average response time for an interdepartmental request is 24 hours.

The list of information requested by the Ministry of Health of Altai Krai for interdepartmental cooperation:

1. By the licensing of medical activities (with the exception of the stated activity carried out by medical organizations and other organizations that are part of the private health care system, on the territory of the Skolkovo Innovation Center):

- information from the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs (the body that provides information - the Federal Tax Service);

- information from the Unified State Real Estate Register on the main characteristics and registered rights to the real estate object (the body that provides information - the Federal Service for State Registration, Cadastre and Cartography);

- information from the sanitary-epidemiologi-cal conclusion (the body that provides information

- the Federal Service for Supervision of Consumer Rights Protection and Human Welfare);

- information confirming the payment of the state fee (the authority that provides information - the Federal Treasury);

- information on the state registration of medical devices (equipment, apparatus, instruments) (the body that provides information - the Federal Service for Supervision in the Healthcare Sector).

2. By the licensing of pharmaceutical activities:

- information from the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs (the body that provides information - the Federal Tax Service);

- information from the Unified State Real Estate Register on the main characteristics and registered rights to the real estate object (the body that provides information - the Federal Service for State Registration, Cadastre and Cartography);

- information from the sanitary-epidemiologi-cal conclusion (the body that provides information

- the Federal Service for Supervision of Consumer Rights Protection and Human Welfare);

- information confirming the payment of the state fee (the body that provides information

- the Federal Treasury).

3. By the licensing of activities on the circulation of narcotic drugs, psychotropic substances and their precursors, cultivation of narcotic plants:

- information from the Unified State Register of Legal Entities (the body that provides information - the Federal Tax Service);

- Information from the Unified State Real Estate Register on the main characteristics and registered rights to the real estate object (the body that provides information - the Federal Service for State Registration, Cadastre and Cartography);

- information on the presence of the conclusions of the internal affairs agencies about the lack of workers who, in accordance with their official duties, should have access to narcotic drugs, psy-chotropic substances listed in lists I to III of the list and precursors, outstanding or unexcorted convictions for a crime of medium gravity, an especially serious crime or a crime connected with the illegal traffic in narcotic drugs, psychotropic substances, their precursors, including for a crime committed outside the Russian Federation (the body that provides information - the Ministry of Internal Affairs of the Russian Federation);

- information on the availability of the conclusions of the internal affairs agencies on the compliance of facilities and premises in which activities related to the traffic of narcotic drugs, psychotropic substances listed in lists I to III of the list and their precursors, the established requirements for equipping these facilities and premises with engineering and technical means of protection (the body that provides information - the Ministry of Internal Affairs of the Russian Federation);

- information confirming the payment of the state fee (the body that provides information

- the Federal Treasury).

During the four-year period (2014-2017), the licensing authority of the RF subject, with the help of the interdepartmental interaction system, received 9,350 records on license applicants for all types of licensed activities (Table 3).

In 2017, the largest share of inquiries consisted of information from the Unified State Real Estate Register on the main characteristics and registered rights to the real estate object (27.8%), information from the Unified State Register of Legal Entities (23.9%), information from the Sanitary and Epide-miological Opinion (22.9%), information confirming the payment of the state fee (17.9%), information from the Unified State Register of Individual Entrepreneurs (4.3%), information on the state registration of medical devices (equipment Niya, devices, instruments), (2.7%). Over the four-year period (2014-2017), the total amount of information received within the framework of interdepartmental electronic interaction has increased more than by three times.

Conclusion: In the structure of licensed cases accepted for consideration in 2017, 66.3% constituted medical activity, 30.3% - pharmaceutical activity, 3.4% - activity on the turnover of narcotic drugs, psychotropic substances and their precursors, cultivation of narcotic plants. According to the section on licensing of medical activities in 2017, 80.6% of licensing cases for license reissue and only 19.4% of licensing cases for granting licenses were accepted.

The analysis of the structure of the information received within the framework of interdepartmental electronic interaction showed that in 2017 the greatest proportion of inquiries consisted of information from the Unified State Real Estate Register on the main characteristics and registered rights to the real estate object (27.8%), information from the Unified State Register legal entities (23.9%), information from the sanitary and epidemiolog-ical conclusion (22.9%), information confirming payment of the state fee (17.9%), information from the Unified State register of individual entrepreneurs (4.3%), information on the state registration of medical devices (equipment, apparatus, instruments), (2.7%). Over the four-year period (2014-

2017), the total amount of information received within the framework of interdepartmental electronic interaction has more than tripled, reflecting general trends in reducing administrative barriers and streamlining workflow.
