HEALTH CARE ON THE EXAMPLE OF THE REPUBLIC OF
DAGESTAN
Annotation: This article examines the theoretical aspects of public administration in the field of health care. Also, the essence and problems, issues of legal regulation of the health sector. The article investigates the problems of reformation health care, providing the population with quality and affordable medical care, restoration of the direction of medicine in the Republic of Dagestan.
Key words: health care, public administration changes the health care system, the health status of the population, reforming of the healthcare system.
Modern trends in the development of health care give all reasons to believe that in the Russian Federation can be formed such a health care system that can quickly master the latest medical technology, to be self-sufficient as a system, cost-effective and most importantly - able to successfully strengthen and restore the health of Russians. Health care is a set of measures of political, social, economic, legal, cultural, scientific, medical, sanitary-hygienic and anti-epidemic nature aimed at preserving and strengthening the physical and mental health of each person, maintaining his long active life, providing him with medical care in case of loss of health.18
The formation of the framework of what corresponds to the concept of state and municipal management of health care begins with the publication of laws, government regulations, etc., which set standards of conduct, standards for the provision of medical services, approve licensing procedures, accreditation of medical institutions, etc.; along with the process of formation of the legislative framework governing all processes taking place in the field of health, at the state and municipal level, bodies and organizations are created in whose functional duties are charged with the duty to lead institutions and organizations that provide medical services.
Thus, the state and municipal management of the health sector appears, if this activity and the concept itself is viewed through the prism of its constituent elements, as a complex system, the elements of which are interrelated and each in its direction have a managerial impact on the relevant elements of the NAC health

legislation relating to medical activities. Thus, the Constitution of the Russian Federation, denoting the health care system, does not directly indicate the existence of a unified health care system in the Russian Federation, the components of which should be the state, municipal and private health care system.20
The Republic of Dagestan is one of the depressed subjects of the Russian Federation. Today in the Republic there are a lot of problem branches which improvement is engaged in Executive authorities. One of the problematic areas is health of Dagestan. However, health care in Dagestan in recent years has achieved notable success, improving not only quantitative but also qualitative indicators. New large medical institutions have been put into operation, appropriate licenses have been obtained and medical services from the category of VMP (high-tech medical care) are being replicated. From year to year, the number of medical services provided to residents of neighboring regions is increasing. The Park of "heavy" expensive medical equipment (MRI, CT, ultrasound, etc.), sanitary transport is updated. Private medical clinics are successfully developing.21
Thus, it is possible to identify the main problems arising in the management of medical institutions at the present stage:
1. The problem o f underfunding.
2. Low level of trust of Russian citizens to the health care system.
3. Problems of quality and availability of medical services.
4. Shortage of highly qualified medical personnel.
In order to solve the problems of health care and improve the health of the population, the Government of the Russian Federation approved the state program for the development of health care until 2025 (decree of the Government of the Russian Federation of December 26, 2017 №«1640). Over the next eight years, about 35 trillion is allocated for the implementation of the program's activities.22
So, transformations in the medical sphere are accompanied by certain problems in the Republic of Dagestan. The success of the reform process will depend significantly on effective management, improvement of the human resources of the health system, and adequate funding. This requires:
1.Strengthen the capacity of the medical industry by improving medical, social and economic efficiency.
2.Strengthen the preventive component of the health sector by improving the work of medical organizations to conduct medical examination, involving in the implementation of these activities more a wide range of specialists.

Thus, it can be concluded that public administration at the level of the Republic of Dagestan in the field of health has a large number of systems problems. In accordance with this construction, it is necessary to develop a sufficiently effective protection plan to ensure the improvement and elimination of the year of the existing problems.
