Abstract
Accreditation is one of the conditions for the quality and safety of the patient. Patients are now focused on choosing a medical organization with the best reputation. Therefore, medical organizations are focused on the passage of national accreditation, together with the passage of preparatory activities for the accreditation procedure. In our country, in recent years there has been growth, except that it works with medical services, as well as the globalization of medical technologies and on the basis of medical services. Accredited medical organizations create a competitive environment in the market of medical organizations.
This article presents an analysis among medical organizations that have completed the preparatory activities for the accreditation procedure.
Key words: medical organization, accreditation, Kazakhstan.

Резюме
Аккредитация является одно из условий качества и безопасности пациента. Пациенты сейчас ориентированы на выбор медицинской организации с лучшей репутацией. Поэтому медицинские организации направлены на прохождение национальной аккредитации вместе с прохождением подготовительных мероприятий к процедуре аккредитации. В нашей стане, в последние годы имеет место рост интереса учреждений здравоохранения к международной аккредитации обусловленный высокими требованиями населения к качеству медицинских услуг, а так же глобализацией медицинских технологий и спроса на медицинские услуги. Аккредитованные медицинские организации создают конкурентную среду на рынке медицинских организаций.
В данной статье представлен анализ среди медицинских организаций, завершивших подготовительные мероприятия для процедуры аккредитации.

Introduction
Accreditation of medical institutions is a process for improving the quality of medical care for the population. Based on the National Strategy «Kazakhstan 2050» [1] and the Program «Densaulyk» [2]. Necessary to develop and improve the protocols and recommendations. Integrally with the introduction of national accreditation standards for hospitals and outpatient organizations, standards have been developed and implemented for emergency medical centers, medical rehabilitation organizations, palliative care and nursing care, blood centers. standards, both international and national. Data for the Republic of Kazakhstan show that more than 50% of medical organizations that have not undergone initial training (pre-accreditation training) are more difficult to undergo the accreditation process, as they are not ready for what they can ask, look, learn .
According to the results of 2017, more than 150 organizations applied for the accreditation of medical organizations in Kazakhstan. But only a fourth of the preparations were chosen. This is due to the lack of money in financing medical organizations for preparatory activities. Since the beginning of 2018, the function of accreditation of medical organizations has been transferred from the "Committee for the Protection of Public Health" to the Republican Center for Health Development, namely to the Accreditation Center for a period of 5 years. Thus, facilitating medical organizations accreditation procedure in general.
Objective: analysis of medical organizations that
have passed the accreditation process through preparatory activities for the accreditation process.
Materials and methods
Accreditation of medical organizations was carried out on the basis of the order of the Ministry of Health of the Republic of Kazakhstan No. 127, then the composition of the expert group and the schedule of departures. The preparatory measures for accreditation are carried out on the basis of the concluded contracts arriving at the public procurement portal. The process of agreeing a treaty has its own built-in system that requires time-consuming. After the agreement has been agreed upon, a timetable of departures and the composition of experts is drawn up to provide a paid service.
Results
«Preparatory activities for the accreditation process» (pre-accreditation training) is a term that can be heard since 2015. Preparation for any project begins with a theory - it is important to equip with clear standards knowledge in order to implement updated accreditation standards in all regions. In 2013, 58 inspectors and 230 quality coordinators were trained. In 2014, 223 inspectors and 249 quality coordinators were trained. Training requires the involvement of all the staff of the organization, regardless of the specialty and position.

Discussion
The beginning of the state of accreditation of medical institutions was born in the United States of America in the distant 1913. The reason for the appearance of the term «accreditation» was the emergence of standards of medical services - a practitioner. In 30 years more than half of US medical organizations participated in the accreditation [3].
Getting international recognition in such organizations The International Society for Quality in
Health (ISQua) is a huge advance for any accrediting organization.
The main goal of accreditation is to encourage medical institutions to improve quality indicators. The central importance is attached to the assessment of the work of institutions, their support, and further improvement of their strengths.
Motivation for medical organizations in the passage, both in the preparatory activities and in the accreditation in general, is considerable. This is guaranteed

Reducing the trend of accreditation. Despite this, those wishing to undergo the process of accreditation and pre-accreditation are growing every year. One of the few reasons is the reorganization of the organization, or privatization of medical organizations. Similarly, the decrease in the passage of both preparatory measures and accreditation as a whole occurred due to the fact that medical organizations were held in 2015 for a period of 4 years. Therefore, we will confidently say that with the expiration of the validity of the accreditation certificate from medical organizations, the number of those wishing to undergo the procedure for preparatory measures and the accreditation procedure will increase.
Conclusions
Under the conditions that each patient can choose for himself the medical organization in which he would like to be served, the competitiveness of the organization is characterized by multiple factors. The conditions for a medical organization that significantly enhances the status and level of patient care are primarily the accreditation of medical institutions, the improvement of the quality of strategic management decisions, the freedom of health institutions for self-financing and independent activity, as well as a system of continuous training of personnel.
