Аннотация. Анализируется сборник материалов XIV Международной научной конференции «Актуальные проблемы парламентаризма: История и современность» («Таврические чтения 2020»), состоявшейся в Санкт-Петербурге в декабре 2020 г. В рецензии рассмотрены проблематика и тематика статей, вошедших в сборник, а также вопросы, обсуждаемые в ходе дискуссий и работы круглого стола. Центральное место большинства исследований занимает анализ различных сторон деятельности Государственной думы начала ХХ века. Ключевые слова: парламентаризм, Государственная дума, Государственный совет, избирательная кампания, научная конференция

Abstract. The author analyses the collection of scientific articles of the 14th International Scientific Conference "The Current Problems of Parliamentarism: History and Modernity (2020 Tauride Readings)," held in St Petersburg in December 2020. The review examines the problems and topics of the articles included in the collection as well as the issues tackled during the discussions and the round table. The analysis of various aspects of the activities of the State Duma of the early 20th century plays the lead role in most of the studies presented in the collection. В начале декабря 2020 г. в Таврическом дворце Санкт-Петербурга прошла очередная XIV международная научная конференция «Актуальные проблемы парламентаризма: история и современность» («Таврические чтения 2020»). В отличие от предыдущих лет заседания проходили в формате видеоконференции в Zoom, очно присутствовали только члены оргкомитета конференции и несколько участников. «Таврические чтения» традиционно собрали как признанных специалистов, так и начинающих исследователей из различных городов Российской Федерации, стран ближнего и дальнего зарубежья. Рецензируемое издание является сборником материалов конференции, подготовленным профессором РГПУ им. А.И. Герцена А.Б. Николаевым -ведущим исследователем роли Государственной думы в революционных

событиях 1917 года1. Отметим, что все предшествующие сборники ежегодных «Таврических чтений» неоднократно получали положительные рецензии в научных изданиях2.

Сборник состоит из двух частей, отдельные разделы которых по своим названиям практически полностью повторяют программу конференции (секции, дискуссии и круглые столы), за исключением статьи В.В. Калашникова о роспуске Всероссийского Учредительного собрания, вынесенной в отдельный раздел - в программе конференции отдельной секции по данному вопросу не было заявлено. Тематика работ сфокусирована вокруг вопросов, связанных с теорией и практикой парламентаризма, парламентскими выборами, составом и деятельностью российского парламента, развитием парламентаризма в современном мире. Жанровый диапазон статей весьма широк - от обзоров архивных фондов до теоретических реконструкций и развернутых проблемно-аналитических очерков. Преобладают, однако, конкретно-исторические и историко-юридические исследования.

Первый раздел - «Теория и практика парламентаризма» - представлен пятью публикациями, посвящеными идеям народного представительства в России, оценкам создания Государственной думы различными политическими силами, взглядам крупных политических деятелей на ее место и роль в политической системе России. В статье Д.В. Аронова рассматривается отражение константы мирного социального конструирования в политико-правовой мысли российского либерализма конца XIX - начала ХХ в. Автор делает вывод о тяготении отечественного либерализма к поиску ненасильственных вариантов социальных преобразований, предлагая

дополнить либеральный «символ веры» идеей ненасилия в качестве третьей составляющей наряду с институтами неприкосновенности частной собственности и прав человека .

С.С. Новосельский рассматривает оценки идеи создания законосовещательной Государственной думы в 1905 г., уделяя особое внимание трансформации настроений представителей высшей бюрократии в период обсуждения проекта Булыгинской думы, издания Манифеста 6 августа 1905 г. и последующих месяцев, пока еще сохранялись надежды на его воплощение в жизнь. Автор полагает, что высшая бюрократия воспринимала Думу как

инструмент реального ограничения власти монарха .

Ф.А. Гайда изучил взгляды П.А. Столыпина на законодательную власть и его практику взаимодействия с парламентом. По мнению автора, для премьер-министра создание парламентского строя было естественным шагом, не являвшимся разрывом с историческим прошлым. При этом сам Столыпин предпочитал говорить не о парламентском строе в России, а о представительном, дарованном самодержавным монархом. При таком подходе Дума должна была выступать не самостоятельным органом, а инструментом реализации правительственной политики5.

Несколько отходит от привычного канона исследований народного представительства И.К. Кирьянов, предложив анализ невербальных реакций на парламентские выступления в первом созыве Государственной думы. Тем самым он не только погружает читателя в атмосферу заседаний в Таврическом дворце, но и задает новый вектор в научных исследованиях. На основе стенографических отчетов заседаний I Государственной думы автором было изучено более тысячи эпизодов проявления невербальных реакций

(аплодисменты, шум, смех, шиканье, крик, свист, ропот, говор, волнение), рассмотрены варианты фиксации, проведено сравнение частоты их проявлений. Автор приходит к выводу, что невербальные реакции явились значимыми элементами таких стратегий парламентской коммуникации, как дискредитация и напористость, и выделяет два этапа в эволюции парламентских коммуникативных практик. Он отмечает, что на первом этапе невербальные реакции были связаны с проявлением общности народных представителей, а на втором - чаще отражали фракционную идентичность депутатов6.

Второй раздел сборника из шести статей посвящен парламентским выборам в Российской империи. Многоплановость темы выборов позволяет выделить разные концептуальные подходы к изучению и отразить региональные особенности их проведения. Н.В. Дмитриева демонстрирует специфику предвыборной кампании в I Государственную думу в Прибалтийских губерниях, связывая ее с этническими и социально-политическими отличиями

региона от центральных губерний Европейской России . Д.С. Лавринович показывает влияние межнациональных отношений и многоконфессиональности на избирательную кампанию в Вильно. Борьба за депутатское кресло на выборах в I и II Государственную думу шла здесь, в первую очередь, между польскими и еврейскими национальными группами, ориентировавшимися на кадетскую партию. При этом разногласия между польскими и еврейскими

демократами не позволили им объединиться .

И.В. Омельянчук раскрывает причины победы монархистов в ходе избирательной компании в IV Думу во Владимирской губернии. Сторонники самодержавия сумели завоевать четыре из шести мест в парламенте. Эти успехи автор связывает с тем, что правые впервые сумели выставить в качестве

кандидатов в выборщики достаточное количество представителей цензовых классов, поскольку избирательный закон от 3-го июня 1907 г. давал им значительные электоральные преференции. При этом отмечается слабость информационной кампании монархистов - они не смогли представить привлекательную для масс предвыборную программу, а количество и качество их повременных изданий на несколько порядков уступало показателям оппозиционной печати9. В этой связи интерес представляет статья А.А. Талаевой, которая обращает внимание на недостаточную исследованность региональной периодической печати и ее роли в освещении политических процессов начала ХХ века. Автор приходит к выводу, что успех деятельности кадетской партии на Дону - прямое следствие активной подготовительной работы в прессе10.

Шесть статей представлено в третьем разделе сборника «Парламент Российской империи: состав и деятельность». В него вошли исследования, посвященные проблематике обсуждаемых на заседаниях Думы проектов, роли и значению партий и групп в законодательном процессе, участию депутатов в законотворчестве и их взаимодействию в решении социально-экономических и политических задач.

Открывает раздел статья польского историка Р.Я. Юрковского, в которой анализируется реакция польской прессы на речь депутата I Государственной думы от Пинского уезда Минской губернии Р. Скирмунта. В этой речи депутат подверг резкой критике аграрный проект кадетской партии, что стало одним из первых выступлений, направленных против господствовавших левых настроений Думы, требовавших «земли и воли»11.

Предложениям Польского коло по вопросам национальной образовательной политики посвящена статья А.Ю. Бахтуриной. Автор рассматривает взаимодействие думских депутатов и чинов министерства народного просвещения в период между I и II Государственными думами, принимая во внимание двойственность реакции польских депутатов на инициативы правительства, затрагивавшие народное образование на окраинах Российской империи. По мнению автора, это было связано с двумя обстоятельствами: приоритетом социально-экономических и политических лозунгов, что признавали и сами депутаты, и стремлением обойти Думу в решении школьной проблемы по примеру прибалтийского немецкого дворянства12. Тема обсуждения проблем народного образования на заседаниях Думы нашла свое

отражение и в статье Л.Г. Орчаковой .

Традиционно на «Таврических чтениях» много внимания уделяется социально значимым вопросам в законотворческой деятельности Думы, при этом в рецензируемый сборник вошли статьи, демонстрирующие активность самих депутатов в решении проблем социальной сферы. В статье Д.И. Стогова рассматривается история законопроекта «Об утверждении на вечные времена в Российском государстве трезвости», внесенного крестьянскими депутатами И.Т. Евсеевым и П.М. Макогоном, который, как установил автор, так и не был принят, вопреки мнению некоторых исследователей. Исследователь отмечает, что в Государственную думу неоднократно вносились законопроекты, направленные на борьбу с пьянством, но встречали жесткую критику со стороны представителей левых партий (меньшевики, эсеры)14.

Автор подробно разбирает активность членов Государственной думы и Государственного совета на Особом совещании по устройству беженцев и обсуждение ими проекта «Правил о ссудной помощи пострадавшему от войны населению»15. В статье А.В. Евдокимова анализируется взаимодействие главноуправляющего государственным здравоохранением Г.Е. Рейна с депутатами IV Государственной думы накануне Февральской революции. Автор делает вывод, что в сложившихся на тот момент исторических условиях шансов на успешное создание и деятельность Главного управления государственным здравоохранением практически не было, прежде всего в силу неблагоприятной политической обстановки накануне крушения монархии и нежелания оппозиции наладить диалог с Рейном как сановником, разделявшим правые убеждения и близким к монарху16.

В.А. Демин в обстоятельной статье рассматривает состав и деятельность группы центра в Государственном совете в 1906-1911 гг. Автор анализирует ее численность, состав, руководство, степень влияния. Важным представляется вывод о том, что «именно центристы обеспечивали прохождение через

верхнюю палату основной массы законопроектов» .

А.Б. Николаев, опираясь на неопубликованные архивные документы Российского государственного исторического архива, реконструирует заседания Временного комитета Государственной думы 20/21-30 апреля 1917 г. Вопреки сложившимся в историографии представлениям, автор доказывает, что думский Комитет продолжал участвовать в функционировании механизма временной власти, давая согласие на использование депутатов Государственной думы в качестве комиссаров Временного правительства и избирая своих

Традиционный для «Таврических чтений» раздел «Парламентская биографика» представлен пятью статьями, которые раскрывают различные аспекты законотворческой и общественной деятельности людей, чья судьба была связана с работой Государственной думы. Так, в статье Э.В. Иванкова представлены биографии псковских депутатов III Государственной думы19. М.Н. Маров вводит в научный оборот два письма, написанные бывшим

депутатом III Государственной думы А.М. Колюбакиным, отложившиеся в

фондах архива Российской академии наук (РАН) . О.Г. Малышева анализирует участие А.И. Гучкова в выборах в Государственную думу I-IV созывов в Москве, а также его выдвижение торгово-промышленными кругами кандидатом в члены Государственного совета21. А.Н. Егоров рассматривает деятельность первого «революционного» обер-прокурора Святейшего Синода В.Н. Львова, указывая на взаимосвязь его назначения главой Синода с политической деятельностью в III и IV Государственных думах. Проанализировав личные качества В.Н. Львова и его деятельность, автор делает вывод о том, что Львов не соответстветствовал занимаемой должности, особенно, если принимать во внимание те задачи по выстраиванию новых

послереволюционных церковно-государственных отношений, которые он должен был решать22 .

Особенностью «Таврических чтений» являются дискуссионные площадки, на которых рассматриваются важнейшие проблемы теории и практики парламентаризма. Во второй части сборника представлены материалы двух дискуссий и одного круглого стола. Первая дискуссия была посвящена анализу опыта английского парламентаризма и восприятию этого опыта в России. В сборнике опубликованы четыре статьи по итогам сделанных докладов, вопросы к докладчикам, выступления участников дискуссии. Несмотря на разные подходы к оценке английской парламентской системы, общим среди участников был настрой на продуктивное сотрудничество специалистов по всеобщей и отечественной истории.

Вторая дискуссия была связана с вопросом о роли Прогрессивного блока в развитии революционных событий. Неоднозначность оценок привела к бурной дискуссии о целях создания Прогрессивного блока, его позиции и тактики, влиянии за стенами Таврического дворца, степени ответственности Прогрессивного блока в назревании революции. Дискуссия показала, что в обозримом будущем историки вряд ли придут к единству по этому вопросу.

Отметим, что на «Таврических чтениях» все большую роль играют исследователи из стран СНГ. Опубликованные в сборнике материалы круглого стола посвящены государственному, политическому и общественному деятелю казахского народа, депутату I Государственной думы Алихану Букейханову. Участники круглого стола подчеркивали, что он являлся не только лидером казахского народа, но и политическим деятелем масштаба всей Российской империи. Подобный диалог ученых России и Казахстана, безусловно, расширяет границы сотрудничества двух стран.

Четыре статьи предпоследнего раздела сборника посвящены современным проблемам развития парламентаризма в Российской Федерации и странах-участницах СНГ. В заключительном разделе «Из истории зарубежного парламентаризма» представлены четыре статьи, освещающие отдельные национальные аспекты развития парламентаризма в Северной Америке и Европе в ХХ веке.

Рецензируемый сборник в полной мере отражает текущее состояние, проблематику и качество исследований в области истории, теории и практики российского парламентаризма. Немало полезного материала найдут в нем и

At the beginning of December 2020, the 14th International Scientific Conference "The Current Problems of Parliamentarism: History and Modernity (2020 Tauride Readings)" was held in the Tauride Palace in St Petersburg. Unlike all the previous years, the sessions were held virtually via ZOOM. Only members of the organizing committee and several participants attended the conference in person in the Tauride Palace. 2020 Tauride Readings traditionally gathered both renowned specialists and young researchers from different cities of the Russian Federation and from other countries of near and far abroad. The publication under review is the collection of the proceedings of the conference, prepared by A. Nikolaev, professor of Herzen State Pedagogical University and leading researcher of the role of the State Duma in the revolutionary events of 1917.1 It should be noted that all previous collections of the annual Tauride Readings have repeatedly received positive reviews in scientific publications.

The collection consists of two parts, some sections of which by their titles almost completely repeat the actual program of the conference (the conference's sections, discussions, and round tables) except for the article by V. Kalashnikov on the dissolution of the All-Russian Constituent Assembly that is presented in a separate section, while the program of the conference did not have a separate section on this issue. The topics of the scientific papers are centered upon the issues of the theory and practice of parliamentarism, parliamentary elections, the structure and activity of the Russian parliament, and on the development of parliamentarism in the modern world. The genre range of articles varies greatly, from reviews of archival collections to theoretical reconstructions and extended analytical essays. However, concrete-historical and historical-legal research prevails.

The first section of the collection, "Theory and practice of parliamentarism," includes five publications devoted to the ideas of popular representation in Russia, assessments of the establishment of the State Duma by different political forces, and views of major political figures on its place and role in the political system of Russia. The article by D. Aronov analyses the reflection of the constant of peaceful social construction in the politico-legal thought of Russian liberalism in the late 19th - early 20th century. The author concludes that Russian liberalism is inclined to look for nonviolent variants of social transformation and suggests complementing the "liberal creed" with the idea of non-violence as third component together with the institutions

of inviolability of private property and human rights.

S. Novosel'skii considers various assessments of the idea to create a consultative legislative State Duma in 1905. He pays special attention to the transformation of the sentiments of the higher bureaucracy during the discussion of the Bulygin Duma project, the publication of the Manifesto of August 6, 1905, and during the subsequent months, while there was still hope for its implementation. The author believes that the higher bureaucracy perceived the State Duma as an instrument for real limitation of the ruling monarch's power.4

F. Gaida studies P. Stolypin's views on the legislative power and his practice of interaction with the parliament. According to the author, for the Prime Minister, the creation of the parliamentary system was a natural and logical step, which should not be considered as a breakup with the historical past. At the same time, Stolypin himself preferred to talk about the representative system granted by the autocrat rather than parliamentary system. Under this approach, the State Duma was supposed an instrument for the implementation of the government policy rather than an independent body.5

In his work "Nonverbal Reactions in Communicative Practices of the State Duma of the First Convocation in the Late Imperial Russia," I. Kir'yanov turns from the usual principle of studying popular representation in Russia to offering an analysis of nonverbal reactions to parliamentary speeches delivered during the first convocation of the State Duma. By doing so, not only does he immerse the reader into the atmosphere of the meetings in the Tauride Palace, but he also sets a completely new vector in scientific research. On the basis of the verbatim records of the sessions of the First State Duma, the author studied over a thousand episodes of nonverbal reactions (applause, noise, laughter, hissing, shouting, whistling, murmuring, agitation), examined various variants of recording them, and compared the frequency of their manifestations. The author concludes that nonverbal reactions were significant elements of such parliamentary communication strategies as discredit and assertiveness and distinguishes two stages in the evolution of parliamentary communication practices. He notes that in the first stage nonverbal reactions were associated with the manifestation of the commonality of popular representatives, while in the second stage they more often reflected the factional identity of the deputies.6

The second section of the collection includes six articles and is devoted to the parliamentary elections in the Russian Empire. Multidimensionality of the topic of parliamentary elections allows distinguishing different conceptual approaches to their study and reflecting the regional peculiarities of their conduct. from the central region of European Russia. D. Lavrinovich shows the influence of interethnic relations and multi-confessionalism on the election campaign in Vilna (now Vilnius). There, the struggle for seats in the First and Second State Duma took place primarily between the Polish and Jewish nationalist groups focused on the Kadets (Constitutional Democratic Party). Disagreement between Polish and Jewish

democrats prevented them from getting united for the elections.

I. Omel'yanchuk reveals the reasons for the victory of the monarchists during the election campaign to the Fourth Duma in Vladimir Governorate. Supporters of autocracy managed to win four out of six seats in the parliament. The author attributes this success to the fact that for the first time the rightists were able to nominate a sufficient number of representatives of the census classes as candidates to electors because the electoral law of June 3, 1907 granted them considerable electoral preferences. It is also noted that the monarchists' information campaign was rather weak. They were unable to present an election program appealing to the masses, and the quantity and quality of their periodicals was several times lower and weaker than that of the oppositional press.9 In this connection, of special interest is the article by A. Talaeva, which draws attention to the insufficient research of the regional periodical press and its role in the coverage of the political processes of the early 20th century. The author concludes that the success of the Kadets in the Don region is a direct consequence of the active preparatory work in the press.10

Six more articles are presented in the third section of the collection. The section "The Parliament of the Russian Empire: its composition and activity" includes studies devoted to the problems of the projects discussed at the Duma meetings, the role and significance of parties and groups in the legislative process, the participation of deputies in lawmaking, and their interaction in solving socio-economic and political problems of that time.

The section begins with the article by Polish historian R. Jurkowski. This work analyzes the response of the Polish press to the speech of Raman Skirmunt, a deputy of the First State Duma from the Pinsk Uyezd of Minsk Governorate. In his speech, Skirmunt sharply criticized the agrarian project of the Kadet party, which actually became one of the first speeches directed against the dominant leftist sentiments of the State Duma, which demanded "land and liberty."11

The proposals of the Kolo Polskie on the issues of national educational policy are the subject of the article by A. Bakhturina. The author considers the interaction between the Duma deputies and the officials of the Ministry of Public Education in the period between the First and Second State Dumas, paying special attention to the ambivalence of the Polish deputies' response to the government initiatives concerning the public education in the outskirts of the Russian Empire. According to the author, it was due to two circumstances: the priority of socio-economic and political slogans, which was admitted by the deputies themselves, and the desire to bypass the Duma in solving the school problem following the example of the Baltic

solving the problems in the social sphere. For example, the article by D. Stogov discusses the history of the draft law "On the Approval of Sobriety in Russia for Eternity," submitted by peasant deputies I. Evseev and P. Makogon. As the author found out, the draft was never adopted, contrary to the opinion of some researchers. D. Stogov notes that a series of bills aimed at combating drunkenness were repeatedly submitted to the State Duma but were harshly criticized by representatives of the leftist parties (the Mensheviks and the Socialist-Revolutionaries).14

M. Zlatina's article is devoted to the problems of refugees and the legislative activity aimed at helping them (i.e. replacing non-repayable loans with repayable ones). The author examines in detail the activity of the members of the State Duma and the State Council at the Special Meeting on Settling Refugees and the discussion of the project of the "Rules on Loan Assistance to the Population Affected by War."15 The article by A. Evdokimova analyses the interaction of G. Rein, chief executive of the state health care system, with the deputies of the Fourth State Duma on the eve of the February Revolution. The author concludes that in the historical conditions prevailing at that time there was practically no chance of successful establishment and operation of the Main Administration of Public Health. This was primarily because of the unfavorable political situation on the eve of the collapse of the monarchy and the reluctance of the opposition to establish a dialogue with Rein as a dignitary who shared right-wing convictions and was close to the monarch.16

In his comprehensive article, V. Demin considers the composition and activities of the center group of the State Council in 1906-11. The author analyses the group's size, composition, leadership, and degree of influence. His conclusion that "it was the

centrists who ensured the passage of most of the bills through the upper house"17 seems to be especially important.

Based on unpublished archival documents of the Russian State Historical Archive, A. Nikolaev reconstructs the sessions of the Provisional Committee of the State Duma on April 20/21-30, 1917. Contrary to the assumptions prevailing in historiography, the author proves that the Duma Committee continued to participate in the functioning of provisional authority, agreeing to use the deputies of the State Duma as commissars of the Provisional Government and electing its representatives to various institutions established by the Provisional Government. In addition, the Provisional Committee of the State Duma established its own structural subdivisions, such as the Moscow Educational Commission and the Moscow Branch of the

Department of Relations with the Troops and Population.

"The parliamentary biography," another traditional section of the conference "Tauride Readings," is presented by five articles. These publications reveal different aspects of law-making and public activity of the people whose fate was connected with the work of the State Duma. The article by E. Ivankov presents biographies of the Pskov deputies of the Third State Duma.19 M. Marov introduces into scientific circulation two letters written by A.M. Kolyubakin, former deputy of the Third State Duma, which are preserved in the archives of the Russian Academy of Sciences

Council. A. Egorov considers the activities of the first "revolutionary" Chief Prosecutor of the Holy Synod, V. Lvov, pointing out the connection between his appointment as the head of the Synod and his political activities in the Third and Fourth State Dumas. Having analyzed personal qualities of V. Lvov and his activities, the author concluded that Lvov was not qualifies for his new position, especially taking into consideration the tasks of building the new post-revolutionary church-

state relations that he had to solve.

Discussion platforms to consider the most important problems of theory and practice of parliamentarism constitute a specific feature of the Tauride Readings. The second part of the collection presents the materials of two discussions and one round table. The first discussion was devoted to the analysis of the English experience in parliamentarism and the perception of this experience in Russia. Four articles on the results of the presented reports, questions to the speakers, and speeches delivered by the participants in the discussion are published in the collection. Despite the different approaches to the assessment of the English parliamentary system, the desire for productive cooperation between specialists in world and Russian history was the common ground uniting the participants.

The second discussion was devoted to the role of the Progressive Bloc in the development of the revolutionary events. The ambiguity of the evaluations led to a passionate discussion, which touched on the goals of the Progressive Bloc, its positions and tactics, and its influence beyond the walls of the Tauride Palace. The key question of the Progressive Bloc's responsibility for the outbreak of revolution aroused controversy. The discussion showed that historians are unlikely to reach unanimity on this issue in the foreseeable future.

It should be noted that researchers from the CIS countries play an increasing role in the Tauride Readings. The materials of the round table published in the collection are devoted to Alikhan Bukeikhanov, a state, political, and public figure of the Kazakh people and a deputy to the First State Duma. The participants of the round table emphasized that he was not only the leader of the Kazakh people but also a political figure significant for the whole Russian Empire. Such a dialogue between
