Аннотация. В рецензии анализируется сборник материалов XII международной научной конференции «Актуальные проблемы парламентаризма: история и современность» («Таврические чтения 2018»), состоявшейся в Санкт-Петербурге в декабре 2018 г. Большинство статей сборника посвящено различным аспектам деятельности Государственной думы Российской империи. Рассматриваются ключевые статьи сборника, отмечается роль опубликованных материалов дискуссионных площадок конференции. Автор делает вывод о серьезном значении рецензируемого сборника для изучения истории, теории и практики российского парламентаризма.

Abstract. The review analyzes the collected materials from the 12th International Scientific Conference "Current Problems of Parliamentarism: History and Modernity (Tauride Readings 2018)." Most of the collected scientific papers cover various aspects of the activities of the State Duma of the Russian Empire. The review considers the key articles of the collection and notes the significance of the published materials of the conference discussion platforms. It is concluded that the collection of articles under review is of great relevance for studying history, theory and practice of the Russian parliamentary system.

В декабре 2018 г. в Таврическом дворце Санкт-Петербурга состоялась XII международная научная конференция «Актуальные проблемы парламентаризма: история и современность» («Таврические чтения 2018»). Многолетним организатором «Таврических чтений» выступает Центр истории парламентаризма Секретариата Совета Межпарламентской ассамблеи государств - участников СНГ. Уже двенадцатый год «Таврические чтения» собирают как признанных специалистов, так и начинающих исследователей из различных городов Российской Федерации и из-за рубежа. Рецензируемое издание является сборником материалов конференции, подготовленным профессором РГПУ им. А.И. Герцена А.Б. Николаевым - ведущим исследователем роли Государственной думы в революционных событиях 1917 года1. Отметим, что все предшествующие сборники ежегодных «Таврических чтений» неоднократно получали положительные рецензии в научных изданиях2.
Сборник открывается программной статьей В.А. Демина, посвященной пробелам и противоречиям «Учреждения Государственной думы 20 февраля 1906 г.». Анализ данного документа показал, что заложенные в нем законодательные неясности стали одним из ведущих факторов напряженности в отно-

шениях правительства и Думы. Важным представляется вывод автора о том, что в России начала ХХ в. «в соответствии с мировой практикой имело место медленное расширение полномочий представительного органа в рамках зако-

нодательства» .
Структура сборника соответствует секционным докладам на конференции. Первый раздел посвящен выборам в Государственную думу Российской империи. В пяти статьях раздела затрагиваются вопросы проведения выборов в различных регионах страны, предвыборная деятельность отдельных политических партий. Так, О.А. Патрикеева показала, как обстоятельства предвыборной борьбы заставляли участвовавшие в выборах партии существенно корректировать свои партийные программы. В частности, Партия правового порядка прошла путь от умеренно-конституционной организации до крайне правой . А.Н. Егоров рассмотрел важную проблему административного воздействия местных властей на ход выборов депутатов во II Государственную думу на материалах Новгородской губернии. Он пришел к выводу, что административное вмешательство, зачастую шедшее в разрез с действующим законодательством, имело решающее влияние на итоги выборов, дав «не соответствующее настроениям избирателей представительство»5.
Второй, самый большой раздел сборника, посвящен деятельности Государственной думы и Государственного совета в 1906-1917 гг. В семнадцати статьях анализируются различные проблемы истории дореволюционного парламентаризма: законодательная деятельность, борьба фракций, дискуссии депутатов по ключевым проблемам развития страны и т.п. Польский исследователь Р.Я. Юрковский показал борьбу польских членов Государственного совета против введения национального ценза в избирательное законодательство, уточнил ряд аспектов взаимодействия П.А. Столыпина с националистами в верхней па-

лате российского парламента6. Ф.А. Гайда остановился на вопросе формирования большинства в IV Государственной думе. По его мнению, отсутствие продуманной стратегии правительства в отношении Думы вело к формированию в ней большинства только в условиях нарастания политического кризиса. Однако такое большинство изначально носило оппозиционный характер («Прогрессив-

ный блок») и могло существовать лишь за счет радикализации своих лозунгов . Расширение проблемного поля исследований требует от историков все больше внимания уделять работе отдельных парламентских комитетов и комиссий, рассматривавших, казалось бы, узкие вопросы, через освещение деятельности которых, однако, можно выйти на серьезные обобщения. Так, Д.И. Раскин, анализируя ситуацию с рассмотрением вопроса о положении германских и австро-венгерских военнопленных в Комиссии по военным и морским делам Государственной думы в 1916 г., показал, как на основе решения конкретных практических дел шло сближение леволиберальных и умеренно правых членов комиссии, способствовавшее консолидации депутатов накануне революционных по-

трясений . К целому ряду материалов сборника, основанных на неопубликованных архивных документах, вполне применима формулировка - «впервые в историографии». Так, в работе А.Б. Николаева документально доказана существенная роль Временного комитета Государственной думы в функционировании новой власти в апреле 1917 г., что опровергает устоявшееся мнение об уходе парламента с политической арены после Февральской революции9.

рассматривая роль деятелей местного самоуправления в Союзе 17 октября, полагает, что именно они определяли прагматизм партии, ориентированный на защиту корпоративных интересов. Политическая программа партии носила для них вторичный характер, а прагматический подход позволял перевести взаимодействие народных избранников и правительственных чиновников в деловое русло, столь важное для законотворческой деятельности10. И.В. Омельянчук, остановившись на роли правых в роспуске II Государственной думы и последующем изменении избирательного закона, показал, что именно монархические организации обеспечили информационное прикрытие атаки на представительный орган, позволившее в некоторой степени легитимизировать «третьеиюнь-ский государственный переворот»11.
Подавляющее большинство материалов рецензируемого сборника посвящено конкретно-историческим проблемам, но есть в нем и статьи теоретико-методологического характера, широко представлены междисциплинарные исследования. Так, Д.В. Аронов рассматривает методологические аспекты изуче-

ния либеральной модели реформирования России начала ХХ в. , К.В. Карпенко с правовой точки зрения показывает юридическую преемственность полно-

мочий Учредительного собрания от императора и Временного правительства .
Особенностью конференции «Таврические чтения» является обязательное наличие дискуссионных площадок, на которых рассматриваются ключевые проблемы российского парламентаризма. Во второй части рецензируемого сборника помещены материалы двух дискуссий. Первая посвящена проблеме соотношения либеральных теорий переустройства России с практической деятельностью думских фракций либеральных партий. Участники дискуссии (Д.В. Аронов, Ф.А. Гайда, И.В. Омельянчук, Ф.А. Селезнев, К.А. Соловьев и др.), высказав самые разные точки зрения, так и не пришли к общим взглядам и выводам, что представляется вполне естественным. В данном случае научная

дискуссия гораздо важнее консенсуса. Вторая дискуссия была посвящена роли А.И. Гучкова в Февральской революции. Организатор конференции А.Б. Николаев собрал в Таврическом дворце авторов основных работ, посвященных А.И. Гучкову (А.С. Сенин, Я.А. Седова, В.И. Козодой, С.В. Куликов, С.В. Хо-ляев), и дал им возможность высказаться. Обмен мнениями показал, что, как и в первом случае, участники дискуссии далеки от консенсуса, но определенные выводы сделать можно. На сегодняшний день нет документально подтвержденных сведений о «заговоре Гучкова», и все размышления историков на эту тему носят лишь предположительный характер. Вне всякого сомнения, специалисты в соответствующих областях найдут в опубликованных материалах дискуссий немало интересного.
Традиционный раздел «Таврических чтений» посвящен биографиям российских парламентариев - в этом сборнике помещены статьи о А.М. Колюба-кине, М.Н. Бардыгине, Г.Г. Замысловском и др. Интересный материал о послеоктябрьской борьбе В.М. Пуришкевича и созданной им организации «Общество русской государственной карты» с большевиками приводит И.С. Ратьков-ский14. К безусловно новой тематике следует отнести материалы о современной коммеморативной практике, связанной с биографикой парламентариев дореволюционной России15.
На «Таврических чтениях» традиционно рассматривается и недолгая судьба Всероссийского Учредительного собрания. Не стала исключением и данная конференция - шесть статей сборника посвящены избирательным практикам 1917 года и различным вопросам истории этого представительного органа. Отметим обстоятельную статью В.В. Калашникова, посвященную рассмотрению основных историографических концепций (эмигрантской, советской и современной) истории Учредительного собрания. Автор приходит к принципиальному выводу о том, что «оценка истории Конституанты, как и истории Русской революции в целом, зависит от исторической ретроспективы: настоящее диктует (и меняет) оценку прошлого»16.

Организаторы конференции не могли обойти стороной и современность: проблемам становления и развития парламентаризма в Российской Федерации и странах СНГ посвящено пять статей. В них, в основном, рассматриваются непростые вопросы государственных перемен в период 1991-1993 гг. Заключительный раздел второй части посвящен истории зарубежного, в основном европейского, парламентаризма. Временной разброс восьми статей довольно большой - от парламентского кризиса 1830 г. в Великобритании до парламентской системы современной Боснии и Герцеговины.
Рецензируемый сборник дает хорошее представление о текущем состоянии, проблематике и качестве исследований в области истории, теории и практики российского парламентаризма. Вместе с предшествующими выпусками «Таврических чтений» он станет надеждной опорой для исследователей, подскажет новые направления работ, поможет пересмотреть некоторые устоявшиеся в историографии положения.

In December 2018, the 12th International Scientific Conference 'The Current Problems of Parliamentarism: History and Modernity' (Tauride Readings 2018) was held in the Tauride Palace in St Petersburg. The Research Centre of Parliamentary History of the Secretariat of the IPA CIS is a long-standing organizer of Tauride Readings. It is the twelfth time Tauride Readings have gathered both acknowledged experts and novice researchers from various cities of the Russian Federation and from abroad. The publication under review is the collection of conference materials prepared by A. Nikolaev, a professor at the Herzen State Pedagogical University of Russia, a leading researcher of the role of the State Duma in the revolutionary events of 1917.1 It should be pointed out that all previous proceedings of the annual Tauride Readings have repeatedly received positive reviews in scientific publications.

The first article in the collection is a policy article by V. Demin, which covers the gaps and contradictions of the "Establishment of the State Duma on February 20, 1906." Analysis of this document showed that the legislative ambiguities behind it became one of the leading factors of tension in relations between the government and the Duma. We see it important that the author concludes that at the beginning of the 20th century "in accordance with the world's practice, there was a slow broadening of

powers of the representative body within legislative framework" in Russia.
The structure of the collection corresponds to the subject sections of the conference. The first section covers the elections to the State Duma of the Russian Empire. Five articles of this section address the issues of holding elections in various regions of the country and election campaigns of specific political parties. So, O. Patrikeeva showed how the circumstances of the electoral race forced the parties which were taking part in the election to make considerable changes to their party programs. In particular, the Party of Rightists had gone all the way from a moderately constitutional organization to the radical right wing.4 A. Egorov considered an important problem of the administrative influence of local authorities on the course of election of deputies to the Second State Duma based on the materials of Novgorod Governorate. He came to the conclusion that administrative interference, which often contradicted the legislation of the period, had a voting control and resulted in the "representation that was inconsistent with the sentiments of the voters."5
The second section of the collection, which is the longest, covers the activities of the State Duma and the State Council in 1906-17. Seventeen articles analyze various problems of the history of pre-revolutionary parliamentarism: legislation, contest of factions, debates of the deputies on the key problems of national development, etc. Polish researcher R. Jurkowski showed the struggle of Polish members of the State Council against the introduction of national voting qualification in the electoral legislation and clarified a number of aspects of P. Stolypin's interaction with nationalists

in the upper house of the Russian parliament.6 F. Gaida focused on the issue of forming a majority in the Fourth State Duma. In his opinion, the absence of a well-thought-out government strategy regarding the Duma resulted in the fact that it was possible to form a majority only because political crisis was becoming deeper and deeper. However, that majority was initially of an oppositional nature (the 'Progres-

sive Bloc') and could exist only due to the radicalization of its slogans. The extension of the field of research problems requires that historians should pay more and more attention to the work of specific parliamentary committees and commissions which considered seemingly narrow issues, but studying the latter, however, it could be possible to make serious generalizations. For instance, D. Raskin examined the situation of German and Austro-Hungarian prisoners of war in the Commission on Military and Naval Affairs of the State Duma in 1916 and showed that owing to the work on specific practical matters, the process of rapprochement between the left-wing liberal and moderately right-wing members of the commission was gaining momentum and facilitated consolidation of the deputies on the eve of revolutionary

upheavals. The formula "for the first time in historiography" can be applied to a number of materials in the collection under review which are based on unpublished archival documents. For example, the work by A. Nikolaev documented and proved the essential role of the Provisional Committee of the State Duma in the functioning of the new government in April 1917, which refutes a popular misconception that the parliament left the political arena after the February Revolution.9
Articles of the next section of the collection cover difficult problems of relations between the society, the government and parliament in 1906-17. Considering the role of local government leaders in the Union of October 17, K. Solov'ev believes that they were those who determined the pragmatism of the party which was untended for

protecting corporate interests. For them, the party's political program was of secon d-ary importance but the pragmatic approach made it possible to turn the interaction between the elected people's representatives and the government officials into a business channel that was very important for legislation.10 I. Omel'yanchuk dwelled on the role of the right wing in the dissolution of the Second State Duma and the subsequent change in the electoral law. He showed that it was the monarchist organizations that provided informational support for the attack on the representative body, which made it possible to legitimize "the Coup of June 1907" to some extent.11
The vast majority of materials in the collection under review deal with concrete historical problems, but the collection also contains articles of theoretical and methodological nature and interdisciplinary studies. D. Aronov considers methodological aspects of studying the liberal model of reforming Russia at the beginning of the 20th

A feature of the Tauride Readings conference is the obligatory presence of discussion platforms that address the key issues of the Russian parliamentary system. The second part of the collected papers under review contains materials of two discussions. The first discussion addresses the issue of the correlation of liberal theories of Russia's reorganization with the practical activities of the Duma factions of liberal parties. The discussion participants (D. Aronov, F. Gaida, I. Omel'yanchuk, F. Seleznev, K. Solov'ev, et al.) expressed different points but did not reach common views and conclusions, which seems quite natural. In this case, scholarly discussion is much more important than consensus. The second discussion was devoted to the role of A. Guchkov's in the February Revolution. The organizer of the conference A. Nikolaev invited the authors of the main works dedicated to A. Guchkov

(A. Senin, Ya. Sedova, V. Kozodoi, S. Kulikov, and S. Kholyaev) to the Tauride Palace and gave them floor to voice their views. The exchange of ideas showed that in the same way as in the first case, the discussion participants were far from reaching consensus, but certain conclusions can be made. So far, there is no documented evidence of the Guchkov's conspiracy, and all the thoughts of historians on this subject are only hypothetic. Beyond all doubt, specialists in the relevant fields of study will find a lot of interesting information in the published materials of the discussions.
Traditionally, a section of Tauride Readings is dedicated to the biographies of Russian parliamentarians: the collection under review contains articles about A. Kolyubakin, M. Bardygin, G. Zamyslovskii, and others. I. Rat'kovskii presented an interesting material about the post-October struggle against the Bolsheviks, conducted by V. Purishkevich and the Russian State organization established by him.14 Materials on modern commemorative practice related to writing the biography of pre-revolutionary Russia's parliamentarians15 should be attributed to the subject matter that is undoubtedly new.
The Tauride Readings conference traditionally considers a short life of the All-Russian Constituent Assembly. This time is not an exception: 6 articles of the collection deal with the election practices of 1917 and various issues of the history of this representative body. Let us note a detailed article by V. Kalashnikov which considers the main historiographical concepts (emigrant, Soviet and modern ones) of the history of the Constituent Assembly. The author comes to the fundamental conclusion that "the assessment of the history of the Constituent Assembly, as well as the history of the Russian Revolution as a whole, depends on historical retrospective: the present dictates (and changes) the assessment of the past."16
The conference organizers could not sidestep the modernity: 5 articles deal with the issues of formation and development of parliamentary system in the Russian Federation and the CIS countries. They mainly cover the in-depth issues of state changes in the period of 1991-93. The final section of the second part is dedicated to

the history of foreign, mainly European, parliamentarism. The time spread within 8 articles is quite large: from the parliamentary crisis of 1830 in the UK to the parliamentary system of modern Bosnia and Herzegovina.
The collection of the papers under review gives a good idea of the current state, range of problems and quality of research in the fields of history, theory, and practice of Russian parliamentarism. Together with the previous issues of the Tauride Readings, it will become a good support for researchers, will prompt new focus areas, and will help to revise some long-standing historiographical points.
