NETWORK PLANNING AND MANAGEMENT IN LOGISTICS

Annotation

The article, from the modern point of view deals with the issues of network planning and management in logistics.

Keywords

Logistics, logistical management, network analysis, network planning and management, logistical approach. Methods of the network analysis and network management are applicable for development of new products and technologies as in traditional branches for which only step-by-step innovations are typical, and for new, quickly developing: network cooperation is the important tool and at mobilization of resources, and at more effective utilization of existing resources [1, 2, 3, 4].

In the practical plan application of the network approach in logistics uses graphic methods of planning in a combination to elements of likelihood models of durations' distribution of works' separate stages.

Such system has received the name of system of network planning and management (SNPM). SNPM represents system of planning's methods and an economic board, formation large business-complexes and the analysis of their activity, processes of scientific researches, design, technological and organizational preparation of manufacture, construction, reconstruction and technical updating with application of network schedules. System SPU allows forming the planned schedule of a works' complex realization , to define and mobilize reserves of time, to warn possible failures during works, to carry out operative updating plans [5, 6, 7, 8].

In the program the sequence, dependence and coordination among themselves separate stages of works is defined. Their schedule and the maintenance are frequently specific to each task and do not keep within the typical scheme of separate stages. Originally development SNPM was caused by necessity of the proved forecasting of a termination date large business-projects, however in process of these systems' development and computer technologies they began to be applied to the decision considerably more the broad audience of problems. Being effective means of planning and management, network methods at the same time differ simplicity and availability that to no small degree promoted their fast development in practice. Now application SNPM as in the form of unitary use of network methods and models, and in the form of constantly operating system SPU as component of more complex control systems is possible. In this case methods SNPM are combined with application of some economic-mathematical methods, first of all such in which use of network models is especially indicative and is productive (the theory of mass service) [12, 14, 16].

SNPM represents set of scientifically proved positions of the organization and the production management, based on modeling of process by means of the network schedule on the basis of application of the graph theory, to probability theory and computer technologies. Advantages of the given method are rather great, as system SPU allows:

• To generate the planned schedule of realization complex business-project;

• To define and mobilize reserves of time, material, financial, information, a manpower;

• To realize a logistical principle "it is exact in time" with forecasting and the prevention of possible failures during realization of the project;

• To make operative realization business-project;

• To raise efficiency of management at precise distribution of the responsibility between heads of a different level and executors and necessary delegation of powers [9, 11, 16].

Feature of methods SNPM is not only modeling its complex of works, but also revealing of those sites on which performance of all business-project in target dates to the greatest degree depends. This method considers all variety of communications between separate works, allows estimating influence of a deviation from the plan for the further course of work and promotes optimization of managerial process by all courses of works. THE CONTRACT BETWEEN SOCIETY AND AUTHORITY IN THE CONTEXT OF THE NECESSITY OF EDUCATION IN SOCIAL SECURITY

Abstract

This article attempts to examine the contract between society and authority in the context of the necessity of education in Social Security. We believe that the initiation of such training on international and inter-regional level is necessary and would only contribute for creation of professionals, which working on that issue. That would be the contribution of the academic community to the problems of regions which already include not only economic development but also the interests of citizens belonging to different ethnic groups and communities, negative demographic trends, modernization of education, need to promote scientific researches, as well as problems related to violation of territorial integrity, manifestation of which is the kind of military aggression, growing terrorism, ethnic conflicts, organized crime and others.

Introduction

The main resource for system's survival and its sustainability is maintaining of dynamic equilibrium between system and its surroundings. Stability is that state where characteristics of a system and the characteristics of the surroundings are such that it is possible to be established an equivalent exchange between them, i.e. reflect the interests of both parties.
