INTRODUCTION
Restoration of national values, improvement of the spiritual life of society, social, economic, political, cultural development were established as the main task after the independence of our country. These tasks played an important role in solving the issues facing society. Of particular importance are the changes taking place in the world's migration, the intensification of globalization processes and their impact on the minds of young people. Therefore, the president of the Republic of Uzbekistan in Sh.M. Mirziyoev's speech at the 72nd session of the United Nations General Assembly in Tashkent on September 19, 2017, he said that "Today's World Youth is the largest generation in the history of all mankind in terms of numbers, since they Number 2 billion people. The next day of the planet, the well-being is associated with how our children grow up as human beings. Our main task is to create the necessary conditions for youth to show their potential, to prevent the spread of the "virus" of the idea of violence. To do this, it was necessary to promote the social support of the younger generation, the development of multilateral cooperation in the protection of its rights and interests."
According to the decree of the president of the Republic of Uzbekistan PD-60 of January 28, 2022, measures to implement in the "New Uzbekistan development strategy" for 2022-2026 and "Glorifying human value and active neighborhood year" have also become relevant for the development of our country.

In these processes, there is a need to directly develop national and universal values, pay special attention to the upbringing of young people, formalize a highly spiritual person. The following national values play an important role in shaping and nurturing a highly spiritual individual.
The main part.
In the new national idea of Uzbekistan, national and universal ideas and values are harmoniously expressed. Because every nation and country in the world knows the ideals of humanity, goodness and creativity in the primary. The new national idea of our country is united on the basis of the following main idea: "From national revival - towards scientific elevation." The content of this general idea is to elevate people's lives, human activities and public policy on the basis of national interests. Thus, the present is characterized by the fact that the content and essence of national education in the educational system of Uzbekistan is based on a new national idea. National education relies on the following factors based on the laws of Universal Medicine. President of the Republic of Uzbekistan Shavkat Mirziyoyev announced in January 2020 a new national idea of our country based on the following ideas: 1) humanity; 2) goodness; 3) creativity [1]. This is a national idea on a completely new basis, the meaning of which is: humanity - the appreciation of a person, the realization of his honor, pride and rights, the creation of living conditions worthy of a person and the construction of the activities of the state and society on the basis of a human factor; goodness-the formation of the best and ideal ideas in;-Goodness is the content of the best and ideal ideas in Man and society, the realization of human interests, the content of good intentions, good thoughts and good deeds in Man and society, as noted in Avesto;
The current stage of development of the educational system, the strong place of market relations in the life of society makes it necessary to change the mechanism of management of the educational system, which is characterized by the transition to democratic, economic forms of Management in the administrative-command system. This not only pushes the management problem into the foreground, but also advances problems such as improving the methods of its implementation by management entities, predicting and forming productive operational characteristics in the management activities of leaders in different branches.
Researcher O.T.Abduganiyev studied the possibility of determining the pedagogical conditions that ensure the implementation of this process on the basis of an analysis of scientific and practical approaches through factors affecting the development of socially active civil competence in students.

- the development of all areas of the individual approach as a pedagogical task of training and extracurricular activities;
- increase the possibilities of educational content in the development of pedagogical and psychological characteristics and personal qualities of students;
- relying on the principle of providing pedagogical support in the process of developing socially active civil competence in the student;
- creating a system of self-developing opportunities of the student through the method of social design in the educational process;
- development of a system of democratic methods of life, which ensures compliance between the educational and educational process of the educational institution and the activities of civil society building.
In general, we expressed these pedagogical conditions as levels of individual characteristics and defined it in the form of development: (diagnostic, purposeful, meaningful, processual and analytical) three levels of criteria for the development of socially active citizenship competence through statistics: necessary (level of social orientation), optimal (confidence level) and maximum (level of social behavior) characteristics were determined.
Educating the young generation in the spirit of spiritual values, appreciating the teachings, wise words, and thoughts of scholars, learning, and applying them in life expands the thoughts and outlook of young people. Today's youth is the foundation of the future. Therefore, it is necessary to raise them as mature, perfect, patriotic children who will sacrifice themselves for the peace and development of the country. President Shavkat Mirziyoyev said, "Another important issue that always worries us is related to the manners, behavior, and, in a word, outlook of our youth. Today, times are changing rapidly. Young people will feel these changes the most. Let the youth be in harmony with the demands of their time. But at the same time, he insists that he should not forget his identity. After all, a person should not forget his past and present, and it is necessary to be grateful for every moment of today while protecting the homeland.
Admonitions and wise thoughts, instructive words, which are the product of the invaluable spirituality of world thinkers and great ancestors, are important in the education of young people, the president of our country Sh.M.Mirziyoev's lectures also feature. In particular, it is noted that" it is one of the most important issues for us to educate young people with high spirituality, modern knowledge and professions, with their own independent opinion, in the spirit of national and universal values."

From the path of historical development of any state, it is known that the rapid development of the land, the achievement of certain achievements, the prosperity of the people are closely related to the level of attention paid to the education and future of young people in that state. In this sense, the issue of youth in Uzbekistan is one of the most priority areas of state policy.
A solid legal framework has been created in the country to protect the rights and interests of young people, to provide them with the necessary conditions and opportunities, and this system is being improved in accordance with the requirements of the Times. In particular, more than 40 pieces of youth legislation have been adopted by Parliament today, and more than 30 international legal documents have been ratified.
Taking into account that we live with the largest group of young people in the history of mankind, President Sh.M. Mirziyoev's proposal to adopt the UN Convention on Youth Rights was warmly welcomed by the international community. The symbolic content is embodied in the Law of the Republic of Uzbekistan No. ORQ-406 of September 14, 2016 "On State Policy Regarding Youth". Therefore, in a country where more than half of the population consists of young people, it is necessary to consistently implement the state policy on youth, to make the young generation mature and mature in all respects, with intellectual potential, who has a firm position, and is indifferent to the reforms implemented in the country. The head of the country and the government are well aware that educating people who are ready to contribute to the country's decent future, goal-oriented, energetic, patriotic, loyal, and perfect individuals is an important factor in making Uzbekistan one of the most developed countries in the world.
Today, educational standards are mainly focused on the deep and solid acquisition of knowledge given in academic disciplines in increasing the knowledge, thinking, scientific worldview of undergraduate students and the fact that they have systematic knowledge at the level of the formation of their worldview, are able to independently analyze current issues of Public Policy, social problems and processes.
Of particular importance in the process of understanding the national identity is the role of young people with the future of the nation. Because the realization of the national identity of our youth, along with the assimilation of material and spiritual heritage, traditions, nobles, values left by our ancestors, also ensures national meanings from them, the strengthening of feelings of independence for the fate of the motherland and the development of the nation. That is why, as our president defines the mission in the spiritual sphere today, the perfect person demonstrates the need to

educate and be our main activity in this direction. He writes that " the ultimate goal of our work in this field is to shape the spirituality of a free citizen, whose faith is whole, whose Will is energetic. That is, it consists in the upbringing of a perfect person - a harmonious person who has an independent worldview, lives on the priceless norm of our ancestors and modern thinking."
It will be worth noting that the excellent training of our national students and young people gives a great emphasis on the emergence of our nation, the history of development, the assimilation of our traditions and values.
