MODEL OF REALIZATION OF ORGANIZATIONAL AND ECONOMIC MECHANISM OF FIXED CAPITAL REPRODUCTION MANAGEMENT IN AGRICULTURE

ABSTRACT
Now an important point in economic life of the country is the accession to the World Trade Organization. This process promotes receipt of access to the new markets, attraction of foreign investments. Russia will be able to take high line items in the international community only in case of release of competitive products on the world scale which considerable share is the share of agricultural industry. Production in this industry is unstable and is accompanied by a large number of risks. Considerable influence on a continuity and quality of release of material benefits in agricultural industry renders rates of reproduction of fixed capital that in turn predetermines need of development of measures for increase of management efficiency by this process. In article the mechanism of actions aimed at providing with fixed capital, return increase from each ruble enclosed in its objects, reducing time of its turnover, and assuming availability of measures of organizational and economic impact is offered, the scheme of its gradual implementation is given in macro, meso and micro level of management.

In general under the organizational and economic mechanism of fixed capital reproduction management from our point of view one should understand the regulated, interdependent set of measures of organizational and economic impact, long term determined and promoting reaching the preset objective. The first group includes such measures as monitoring of the situation, organization, coordination and motivation of actions, regulation and control of development of procedures to supply agriculture with material and technical resources and intensification of their reproduction process [5]. The second ones are directed to the creation of favorable economic conditions for realization of fixed capital reproduction in agriculture and assessment with the corresponding instruments and methods of the efficiency of the actions being done. The mentioned parts realizing the specified functions overlap and complement each other.
Realization of the organizational and economic mechanism of fix capital reproduction management in agriculture is done on three levels: macro-level, where the management subject is a state represented by the Ministry of Agriculture of the Russian Federation; meso-level, where the subject is the regional and municipal authorities; micro-level, which is realized on the base of stand-alone organizations where the management subject is the management structure [4].
Estimating the state management system is necessary to emphasize that its principal disadvantage is the absence of effective focused policy of fixed capital reproduction in agricultural sphere that must include the following prior components:
1. The analysis of the current situation in the sphere of the fixed capital reproduction in agriculture of the country, preliminary definition and formulation of remedial actions and the process efficiency increase.
2. Creation of favorable conditions for fixed capital reproduction in agriculture of Russia, attraction of national and foreign investments (development of necessary normative documents, etc.), and also necessary infrastructure (banks, insurance and leasing companies, documentation centers, etc.).
3. Securing of interrelation of policy of fixed capital reproduction in agriculture with science and technical, amortization, investing and economic state policy, affirmation of normative documents.
4. Assessment of efficiency and definition of influence of policy of the fixed capital reproduction in agriculture on the prior macro-economic indicators of the country development.
5. Well-timed correction and improvement of policy of the fixed capital reproduction in agriculture, assuming the national economy condition and its development perspectives.

Thus, the policy of the fixed capital reproduction in agriculture on the macro-level is directly connected with improvement of the budgetary, tax, amortization, monetary, innovation, and customs policy. We believe that, innovation and investment policies are principle constituents of the reproductive policy. Exactly their objectives and targets, the methods of their realization are leading at developing the corresponding budgetary, tax, monetary, amortization, customs or foreign economic policy, coordinating the definite set of their instruments [1].
On the regional level of state management the coordination of problems of reproduction policy in agriculture is imposed on the executive authorities of the region (for example, The Department of economy, finance, agriculture of the Government of the region, district, etc).
The role of these authorities must be from one side, the realization of the reproduction policy in agriculture, developed on the federal level, and from the other side, the definition of the priorities to increase the efficiency and to used and to reproduce the fixed capital in the region. On this level the formation of the regional policy aimed at the maximum usage of the current potential and also motivation of investments to renew and improve the quality and quality structure of the fixed capital take place [2].
The process of the fixed capital reproduction is directly realized on the micro-level that is on the level of the definite enterprises. To provide the continuous reproduction process on the innovative base we suggest differentiating the active structural unit in the management structure of organizations: the Department of engineering support. The main objective of this department functioning will be development and realization of the policy of the fixed capital reproduction of enterprise [3]. The functional plan of work of the suggested department of engineering support of organization is defined in Table 1.

We believe that concentration of the activity in the frames of the Department of engineering supply allow increasing of efficiency of the fixed capital reproduction. Set in advance objectives of its work will serve as motivational constituents at its employees remuneration of labour.
Thus, the structure of the organizational and economic mechanism of management of the fixed capital reproduction in agriculture shows the interconnection and interaction of all management levels. The efficiency of economic entities activities in the sphere of the fixed capital reproduction is estimated by the regional authorities, advantages and disadvantages are revealed, correction of the developed policy on the federal level takes place on their base. The gradual implementation of the activities in the frames of the organizational and economic mechanism of management of the fixed capital reproduction in agriculture is schematically presented in Figure 2.
At the first stage the analysis of the running of the process of the fixed capital reproduction on the level of agricultural enterprises takes place. At the second stage the formation of complex policy of the fixed capital reproduction in agriculture of the country is realized. The following stage assumes the formation of the policy of the fixed capital reproduction in agriculture in the light of specific feature of the concrete region (one should take into account the specific features of agricultural production in the region, the geographical position, the presence of investment resources, etc.). At the fourth stage the
formation of the policy of the fixed capital reproduction on the economic entity level on the ground of preset parameters and conditions of the macro-and meso-level takes place. According to the results of the research of the state suggested allowances and assessment of the enterprise situation the mechanism of this process intensification is being developed.

At implementation of the developed strategy by economic entities the policy of reproduction of the fixed capital of the enterprise itself and of the region and the country in whole is realized. The sixth stage assumes the activity efficiency estimation from the economic entity part. On the base of information from agricultural enterprises the situation is estimated by the regional authorities (7), and as a result (8) by the Ministry of Agriculture of the Russian Federation. Then the correction of the developed policy should be done on the macro-level, after this cycle returns the second stage.
This complex of activities provides the purposefulness of measures and allows increasing the efficiency of the fixed capital reproduction in agriculture on the level of standalone economic entities, the regions and the country in whole.
