In this article, the decisions of the decree adopted by our honorable president Sh.M. Mirziyoyev on the development of e-commerce in Uzbekistan and the laws of the Oliy Majlis of the Republic of Uzbekistan, including "Priority directions for the development of New Uzbekistan" information is provided. Also, the measures taken to ensure the implementation of these laws and orders are widely covered.

MEASURES IMPLEMENTED IN THE DEVELOPMENT OF ELECTRONIC

COMMERCE IN UZBEKISTAN

Abstract. In this article, the decisions of the decree adopted by our honorable president Sh.M. Mirziyoyev on the development of e-commerce in Uzbekistan and the laws of the Oliy Majlis of the Republic of Uzbekistan, including "Priority directions for the development of New Uzbekistan" information is provided. Also, the measures taken to ensure the implementation of these laws and orders are widely covered.

INTRODUCTION. The process of digitization is taking place in the world. This term has also entered the economy. All industries are moving towards modern digitalization. Some industries are already strongly influenced by information technology, while others are at the beginning of this path. The development of the digital economy in Uzbekistan has significantly accelerated in recent years. In particular, e-commerce, which is the main part of it, is actively developing.

Nowadays, online commerce is the most convenient and easy way for representatives of any network to find customers. Concepts such as Internet store and online shopping have become quite popular in our life. Such sales, which were once a sign of "extreme modernity", today have become convenient purchases for residents, and one of the sources of business development for entrepreneurs.

The measures implemented in our country for the introduction of modern information and communication technologies make it possible to achieve certain results in the digitalization of economic sectors, including the development of electronic commerce.

In the past period, a number of reforms have been implemented in our country regarding the development of e-commerce. In particular, on September 29, 2022, the Law of the Republic of Uzbekistan "On Electronic Commerce" was adopted.

At the conference held by the Committee on Innovative Development, Information Policy and Information Technologies of the Legislative Chamber of the Oliy Majlis, the state of implementation of this Law, its essence and importance were discussed

As noted, with this document, the state policy in the field of e-commerce, the rights and obligations of the subjects of the industry, the procedure for concluding contracts in e-commerce, settlements in the field, and the norms for protecting the rights and interests of consumers were determined.

Those who participated in the event pointed out the positive indicators achieved as a result of the adoption of this law. In particular, a significant increase in the volume of retail sales of e-commerce in Uzbekistan was recorded for one year. In 2022, the volume of e-commerce sales increased almost 2 times compared to 2021 and accounted for more than 4 percent (10,886.8 billion soums) of the retail sales volume.

The measures implemented for the introduction of modern information and communication technologies made it possible to achieve certain results in the digitalization of economic sectors, including the development of electronic commerce.

Nevertheless, there are still a number of problems and shortcomings that prevent the creation of a full-fledged market of e-commerce in the country, and the entry of local enterprises producing goods (services) into foreign markets. In particular:

First, the current system of legal regulation of relations in the field of e-commerce does not correspond to the rapid changes in the development of the sector and, in turn, does not provide the opportunity to use e-commerce for a wide segment of the population and business entities;

Secondly, outdated bureaucratic barriers to exporting goods (services) through ecommerce, which do not allow local business entities to fully compete in foreign markets, as well as to optimize costs, remain;

Thirdly, the process of introducing modern information and communication technologies aimed at the development of e-commerce has not been properly established, which leads to the stagnation of the digitalization of the economy and the development of business activities;

Fourthly, the lack of integration of local payment systems with popular foreign analogues affects the full international cooperation of the country's business entities with leading foreign organizations in the field of e-commerce, as well as the export potential and competitiveness of the local market;

Fifth, the level of popularization of e-commerce opportunities and advantages, including cashless payments for goods (services), especially in places, remains low, which leads to an increase in the size of the informal economy and a decrease in tax revenues to the state budget;

Sixth, the current taxation system does not encourage the expansion of business entities in the field of e-commerce, including information intermediaries, which leads to an increase in the volume of confidential exchange of products through the Internet, and also limits the attraction of investments and modern technologies in this field.

Although e-commerce has many conveniences, it requires a number of developments in the age of modern technology. The development of electronic commerce is directly related to the expansion of Internet networks and their fast and high-quality, as well as affordability for users. Internet speed works very effectively in many European countries, but in some regions of Eastern and African countries, it

cannot be said that this is the case. To do this, it is necessary to develop the field of communication and telecommunications, install high-quality communication systems and antennas even in remote areas, create new Internet networks and present them to the public (today, the newest version is 5G, but it is not yet widespread on the earth, most of the population is using 4G, even 3G and H+), in addition, it is necessary to create modern models of gadgets such as telephones and tablets that support these networks.

Another effective way to promote e-commerce is undoubtedly good advertising. Increasing or decreasing the volume of products, making changes and additions to them, after studying the demands and offers of the customers, will provide the customer with the most necessary things and cause the circulation of products to accelerate. A good advertisement attracts the attention of the buyer, fully explains the useful and general aspects of the product. Unfortunately, I don't think that the old forms of advertising - pictures on various posters, several minutes of videos that are often circulated on the Internet - are working as well as they should. The rapid development of information technologies is also reflected in the economy. Today, the basis of the achievements in the economy, especially in the field of entrepreneurship, lies in the highly developed and effective use of various segments of information technologies. Taking into account the above, the need for modern technology of advertising is evident. Creating android devices with the ability to provide a 3D view of a product provides prospects for e-commerce.

In the current developing period, e-commerce can be seen as one of the most promising areas of business activity in the Republic of Uzbekistan. According to experts in the field, the republic has all the necessary conditions and resources for the development of e-commerce: the increase in computer literacy of the population, the spread of high-quality Internet with low traffic prices throughout the country, etc. The global development of information technologies has become a lever for changes in the economy and society. One of the main components of these processes is the penetration of the Internet into all sectors of the economy. Recently, the range of commercial communications through the Internet has expanded significantly, it includes the following components: - sale and purchase of goods through the Internet; - transfer of funds using electronic networks; - information trade in electronic form, etc. Ecommerce is one of the fastest growing sectors in the modern economy.

Conclusion and suggestion. The reforms carried out by the head of the state and the higher organizational bodies, realizing the importance of this field, are the reason for the development of electronic commerce in Uzbekistan. E-commerce plays an important role in the development of our country. Taking this into account, it is necessary to eliminate the obstacles that this sector presents. E-commerce is not highly developed in all areas. As we know, there are many skilled workers in the world who are unemployed. The reason for this is that they could not find work as they wanted. And the country needs qualified workers. For this purpose, it would be appropriate to create a program that would find suitable and convenient jobs for employees in the field of e-commerce. Online job search program so people don't waste

their days looking for work. In this program, employees enter their information and are presented with a list of tasks. And they go through the interview by choosing a suitable profession for themselves.
