In the article, on the basis of the reforms carried out today to improve the institute of preventive inspectors and the analysis of their results, their main tasks, new procedures and mechanisms introduced into their activities, as well as the content and essence of activities on the organization of neighborhood law enforcement centers and the measures aimed at their implementation explained on the basis of a systematic approach.

ABSTRACT

In the article, on the basis of the reforms carried out today to improve the institute of preventive inspectors and the analysis of their results, their main tasks, new procedures and mechanisms introduced into their activities, as well as the content and essence of activities on the organization of neighborhood law enforcement centers and the measures aimed at their implementation explained on the basis of a systematic approach.

INTRODUCTION

As a result of the reforms carried out in the systems of the internal affairs agencies, it was possible to work with preventive inspectors who are morally able to sympathize with their pains and sorrows, to share their joys and worries, to work with people in every neighborhood, even the most remote, remote villages and villages. First of all, we can mention that the activities of the base points, which are the lowest level of the internal affairs bodies established in the neighborhood areas, have been started.

Today, even in the remotest regions of our Republic, the base points, which are the lowest steam of the internal affairs bodies, are established, and their activities are launched on the basis of mutual cooperation between the employees of the internal affairs agencies and the general public.

It should be noted that prevention inspectors are authorized employees of the state authorities, in particular, the internal affairs body, who work directly with

citizens in neighborhoods. That is why it is important to properly organize their service activities in neighborhoods and create all conditions for this.

As the President of Uzbekistan Sh.M. Mirziyoev noted, "In this regard, special attention is paid to the prevention of cases of violations." For this, first of all, we need to take measures to widely use the opportunities of the neighborhood, increase the work efficiency and responsibility of prevention inspectors, and create decent service and living conditions for them" (1).

MATERIALS AND METHODS

Completely new mechanisms for organizing the activities of internal affairs bodies, especially preventive (senior) inspectors, are being introduced in order to qualitatively raise public safety in neighborhoods to a new level. In particular, in the process of reforms:

a) solving problems related to the prevention of crimes and the fight against crime by identifying and eliminating the causes of crimes in each neighborhood ("mahallabay"), family ("oilabay") and individual ("fuqarabay");

b) based on the criminogenic situation, divide each district, city and neighborhood into categories ("green", "yellow", "red") and use all the necessary forces and means to eliminate "crime hotbeds" in cooperation with governors, sectors and the public attraction;

c) implementation of integrated management and continuous control mechanisms on the basis of the "republic - region - district - neighborhood" system, effective coordination of the activities of internal affairs and other state bodies to ensure public safety;

g) complex systematic measures are being implemented to create a modern image of preventive (senior) inspectors of internal affairs bodies, to increase their responsibility and professional potential, to form the necessary skills to fight against new forms of crime, and to achieve full digitalization of the field.

In addition, as recognized in scientific studies, fundamental reforms are being implemented in the system step by step in order to eliminate errors and shortcomings in this system, solve problems and improve their operation in accordance with the Action Strategy(2).

Work was organized on the basis of the "Safe House" and "Safe Yard" systems for solving problems in difficult neighborhoods in order to curb crime in the neighborhoods. Outposts of internal affairs bodies were abolished in crime-prone

neighborhoods, and 248 "Neighborhood Law Enforcement Centers" were established as a new mechanism for "restraining" crime. All neighborhoods in the republic (9,314) were divided into three categories depending on the criminogenic situation, i.e., "red" (3,047), "yellow" (2,682) and "green" (2,639). In order to eliminate "crime hotbeds" in "red" and "yellow" neighborhoods, each of them was attached to the district-city mayor, heads of law enforcement agencies and their deputies. "Neighborhood" programs were developed and implemented in 72 neighborhoods of the capital and 830 neighborhoods in the rest of the regions to change the serious crime situation in a positive direction. In 10 such neighborhoods in each region, the first leaders at the regional level were appointed personally responsible for these works. In order to identify and eliminate the causes of crime based on a scientific approach, 42 worst neighborhoods were attached to departmental higher educational institutions (MIA Academy, General Prosecutor's Office Academy, National Guard Public Security University)(3).

In accordance with the requirements of the current regulatory legal documents adopted as a result of the reforms, today the positions of preventive inspectors are:

a) citizens with higher education, professional, moral-spiritual and physical training, who have the skills to apply forms and methods of crime prevention in practice;

b) employees with at least five years of work experience in crime prevention units of internal affairs bodies for the positions of prevention senior inspectors;

v) Appointment by the Minister of Internal Affairs of the Republic of Karakalpakstan, the Chief Internal Affairs Department of Tashkent city, the heads of regional internal affairs departments;

g) Although it is established that the relevant people's deputies are approved for office by the decision of the district (city) Council and take office from the moment they take the oath at its meeting, we can observe that in practice they are not fully implemented.

RESULTS AND DISCUSSION

In addition, persons who are appointed to the position of preventive inspector for the first time, as well as persons who have served in this position for three years, must undergo a professional training course and advanced training in the appropriate manner, as well as a preventive inspector who is appointed for the first time must have experience for a period of one year in the manner determined by the Minister of

Internal Affairs of the Republic of Uzbekistan. It is envisaged that a trainer will be attached from among the prevention inspectors.

Based on today's situation and the needs of the society, in order to implement completely new mechanisms of public safety, neighborhood law enforcement centers are gradually being established as the lowest level of the management system in this area in the neighborhoods based on the base points of the internal affairs bodies.

The neighborhood law enforcement agency directly implements the activities of maintaining public order in neighborhoods and villages, preventing offenses and fighting crime, as well as organizing the cooperation of internal affairs bodies, other law enforcement agencies and public structures in the area of neighborhoods to ensure the safety and peace of citizens. it is the structural structure of the lowest level of business bodies(4).

Neighborhood law-enforcement center: firstly, it is the main sub-link of ensuring public safety in the area, prevention of offenses and fight against crime; secondly, on its basis, relevant sectoral services of local internal affairs bodies and coordinated activities of the National Guard and other state bodies are organized.

It should be noted that the prevention inspector is responsible for the systematic organization and coordination of work to prevent violations and combat crime in the territory of the neighborhood law enforcement center, which provides its services [5]. In order to create mechanisms for the implementation of this responsibility, it was decided that the senior inspector of prevention should be considered the direct leader of Maskan and he was given the authority to effectively organize daily work on maintaining public order and crime prevention in the neighborhood (village)(6).

In accordance with the new procedures and rules put into practice as a result of the reforms, the Maskans established today are the chief inspector of prevention, the inspector of prevention, the assistant of the inspector of prevention for maintaining public order (on a daily basis), the wife of the district (city) internal affairs body assigned to serve in the area. the inspector for girls' issues, the inspector of the probation department, the operative representative, the employees of the patrol post service, as well as the National Guard unit sent to maintain public order and prevent crimes in the area, employees of other competent state bodies, and representatives of public organizations.

The following were defined as the main tasks of Maskan:

maintenance of public order in the neighborhood (village), prevention of

offenses and direct implementation of the fight against crime;

to organize the joint work of internal affairs bodies, other state bodies and public structures in the area of neighborhoods to ensure the safety and peace of citizens;

solving the problems of the population, as well as organizing the social adaptation of persons who have suffered from a crime, have antisocial behavior, and committed a crime;

Early prevention, detection and detection of offenses by means of unified centralized electronic surveillance and monitoring using video surveillance devices installed at the entrances and exits of the neighborhood (village) and other objects in the area7.

On the basis of the base points of the internal affairs bodies, it has been established that neighborhood law enforcement centers will be established step by step.

Neighborhood law enforcement agency:

a) ensuring public safety in the area, preventing offenses and fighting crime is the main sub-link;

b) the relevant sectoral services of internal affairs bodies in the territory and the coordinated activities of the National Guard and other state bodies are organized on the basis;

c) the task of systematic organization and coordination of public safety, prevention of offenses and fighting against crime is assigned to the prevention inspector. In order to solve problems in the activity of prevention inspectors, who are responsible for the organization and coordination of the activities of the neighborhood law enforcement center, which is being established by the initiative of the President, as well as to further improve the organizational and legal basis of service activities, their tasks were approved and a single list was approved [8].

In order to ensure the effective performance of these duties assigned to the prevention inspector:

a) the "Smart neighborhood" information program was put into practice, which allows sending a request to the prevention inspector remotely and monitoring the process of its review, establishing rapid mutual communication with the population, and evaluating the activities of prevention inspectors and sector leaders;

b) district and city probation units are transferred to the direct subordination of district and city internal affairs bodies, respectively, preventive inspection in the daily

control of persons placed on probation.

In addition, the following new procedural rules and mechanisms aimed at increasing the position and professional potential of the prevention inspector in terms of effective organization and coordination of the activities of the forces and means involved in ensuring public safety in the administrative territory and objects assigned to him, as well as ensuring social and legal protection, were put into practice:

firstly, it is prohibited to involve prevention inspectors in activities unrelated to their duties and activities and to interfere in their activities without reason;

secondly, starting from the 2022/2023 academic year, two prevention inspectors from the internal affairs bodies of Tashkent city and Tashkent region, who have achieved high results in their activities, and one preventive inspector from the remaining regional internal affairs bodies, based on the presentation of the head of the department, will be admitted to the correspondence education of the Academy of the Ministry of Internal Affairs without exams and will be trained for free;

thirdly, the "city inspector" and "rural inspector" models are being created, introduced, and training on them is being created, which provides full mechanisms for the prevention inspectors to carry out their work in the administrative area;

fourthly, the appointment and dismissal of the prevention inspector is carried out by the Minister of Internal Affairs of the Republic of Karakalpakstan, the heads of the main internal affairs departments of Tashkent city and Tashkent region and regional internal affairs departments;

fifthly, the promotion and disciplinary action of prevention inspectors is carried out by the Deputy Minister of Internal Affairs of the Republic of Uzbekistan - the head of the Department of Public Security, as well as by the Minister of Internal Affairs of the Republic of Karakalpakstan, the heads of the main internal affairs departments of Tashkent city and Tashkent region, and the heads of regional internal affairs departments.

CONCLUSION

In conclusion, it should be noted that the improvement of the institute of prevention (large) inspectors, which is the lowest level of public safety, ensures the operation of neighborhood law enforcement centers day and night, and is responsible for the effective organization of the activities of the forces and means involved in the area "2022 - 2026 "Turning the principles of justice and the rule of law into the most basic and necessary condition of development in our country" of the development

strategy of New Uzbekistan for the years (12) in the second priority called:

a) "To bring the crime prevention system to a qualitatively new level" according to the 16th goal entitled "Ensuring public safety, creating an effective system for timely identification and elimination of the conditions that led to the commission of crimes";

b) "Formation of a new image of law enforcement bodies and direct their activities to effective protection of people's interests, human dignity, rights and freedoms" according to the 17th goal "Transforming internal affairs bodies into a pro-people professional structure as a reliable defender of the people and purposeful cooperation with the population" orientation to work" serves to ensure peace and tranquility and stability in society through effective implementation of tasks.

In addition, important steps were taken to fully digitize the industry. The "Aqlli Mahalla" information program has been launched, which allows you to contact the prevention inspector remotely and monitor the process of his review, establish quick communication with residents, and evaluate the activities of prevention inspectors and sector managers. The advantage of the Smart Neighborhood e-program is that residents can contact the leaders of the sector at home, day or night, regarding existing problems, and objectively evaluate the activities of the sector leader who solved the problem (13).
