Among natural resources, land and land resources are of special importance. Whatever the state, its economic power is tied to agriculture. An important aspect of the life, activity, way of life and well-being of the people of independent Uzbekistan is the land resources effective usance. That is why it is important to protect it.

Среди природных ресурсов особое значение имеют земля и земельные ресурсы. Каким бы ни было государство, его экономическая мощь связана с сельским хозяйством. Важным аспектом жизни, деятельности, быта и благосостояния народа независимого Узбекистана является эффективное использование земельных ресурсов. Именно поэтому важно защитить его.

LEGAL FUNDAMENTALS OF LAND RESOURCES OF USANCE TO ACHIEVE ECONOMIC EFFICIENCY.

Among natural resources, land and land resources are of special importance. Whatever the state, its economic power is tied to agriculture. An important aspect of the life, activity, way of life and well-being of the people of independent Uzbekistan is the land resources effective usance. That is why it is important to protect it.

In order to increase economic growth and provide a source of livelihood, billions of people around the world need to take a deeper look at the situation and make better use of available land resources and improve land management models. [5]

The study of land relations has always been characterized by a variety of scientific views and approaches. These types of social relations embody the most important economic, political, social and environmental aspects, reflecting various problems and trends in society. In many ways, this is due to the specificity of its object - its multifaceted nature and the diversity of tasks performed in society.[1] The main tasks of land legislation are restoration and increase of soil fertility, preservation and improvement of the natural environment, creation of conditions for equal development of all forms of management, legal and physical regulation of land relations in order to ensure the protection of the rights of individuals to land, as well as strengthening the rule of law in this area, including the prevention of corruption offenses. All that scientifically based rational use and protection of land is in the interests of present and future generations.

Land resources of Uzbekistan as of January 1, 2020 amounted to 44,896.9 thousand hectares, of which only 9.6% or 4312 thousand hectares are irrigated agriculture. [3]

At present, the agricultural land not only provides the base of food and basic industrial raw materials for the needs of the country, but also exports in large volumes on world markets. For this reason, irrigated lands in the country are specially protected.

Historically, the issue of land, the efficient and targeted use of land has always been one of the most important issues in public policy, and the simple fact is that we all have a source of livelihood and living space. [6] The

Constitution of the Republic of Uzbekistan is the main source of land law. The Constitution of the Republic of Uzbekistan establishes special rules and requirements governing land relations, which form the basis of land law. Articles 50, 54, 55 and 100 of the Basic Law strengthen the legal rules and requirements for land related to the protection of nature and the rational use of the natural resources.[2]

In most countries of the world with developed agriculture, various mechanisms of organization and regulation of land relations are used, i.e. there are institutions for redistribution of land resources. They are based not only on the need to control and regulate land resources, but also on the recognition of the whole spectrum of relations in order to prevent environmental pollution of lands and their proper use.[4]

The use of modern management mechanisms and methods is of great importance to increase the efficiency of land and property relations management. Among them, the most promising are: the use of state property as highly reliable objects in the creation of communication systems, concession mechanisms, economic long-term investment and credit systems, providing foreign property and real estate base, for previously monopolized areas of activity, encouraging competition in governance of land. It is important to develop an information-analytical base for the land resource management.

Conclusions and suggestions. From the above, it is clear that no developed country in its legislation prohibits the sale of agricultural land, however, there are restrictions on transactions with land plots in these countries. State interference in the right to dispose of land is mainly related to the establishment of procedures for the sale and lease of land, as well as their inheritance. Thus, the analysis of land relations in international experience allows us to confirm that land relations in every country have own characteristics and are very diverse.

In a year, land reforms and dynamics are the processes of change of these forms of ownership, state regulatory measures, external environmental factors, including those inherent in a modern market economy, as well as internal priorities of a social, political and economic nature. In our opinion, the land problem in our country should be studied in depth, the changes are not so much: the methods and results of ownership, the correct and efficient use of land resources and economic efficiency through the restoration of degraded soils. One of the main ways to increase production efficiency in agriculture is, first of all, the proper use of land.
