ISO AND CEN EUROPEAN COMMITTEE FOR STANDARDISATION LAND MANAGEMENT, CADASTRE, TOPOGRAPHY AND GEODESY -GERMAN CONTRIBUTION TO EUROPEAN SDI

Abstract

Geo Data Infrastructures are unsustainable for the information- and communication society and have an approved benefit for administration, economy and all citizens. As an important example of Geospatial Policies in Europe a respective system is currently under development. By entry into force of the INSPIRE Directive (Infrastructure for SPatial InfoRmation in Europe) of the European Union in May 2007, a European Spatial Data Infrastructure will be built up, based on the National Spatial Data Infrastructures of the Member States. Metadata, Geospatial Data and Services have to be provided compliant with international standards.

An important part of a Spatial Data Infrastructure (SDI) is the official Geospatial Base Data, which are provided in general by the Surveying- and Cadastral Administrations. E.g. in Germany the AdV, the Working Committee of the Surveying Authorities of the States of the Federal Republic of Germany, had already decided in the 90's to describe their information systems in a consistent, ISO based data model -the ‘AAA’ - Model.as an integrated system of Control Network (AFIS), Cadastral Data (ALKIS), and Topographical - Cartographical Data (ATKIS).

On the basis of the current and future global demand of geoinformation and their possibilities the presentation will show the establishment of the European Spatial Data Infrastructure, and the AAA-Data Model with its consequent use of ISO standards, which, among others, qualifies the official Geospatial Base Data in Germany for INSPIRE. The Geodata infrastructure of Germany, GDI DE, will be described, also the technical professional positions and activities, concerning GDI-DE as a joint and integrated task on national, state and community levels, including the steps of implementation and the respective schedule.

Besides of information about development in Europe and its member states, the author raises the question, if philosophy and connected experiences of this solution could be example for other regional and national GSDI developments in the world, too.
