The analysis of the political foundations, national institutions, political institutions that form the unique relationship between science and the government of the country, pays special attention to the results of policy from the point of view of the government. The article was published using the grant of the President of the Russian Federation for the development of civil society provided by the Presidential Grants Foundation.

In terms of theory and method, based on the theory of innovation economics, this paper analyzes the operation process of innovation economy by using system analysis method, and analyzes relevant problems by absorbing the concepts of Sociology of science, economics and policy science, so as to transcend the "discipline priority" and study the construction of high-tech park policy system from a comprehensive perspective [1,2].

Firstly, in the knowledge-based economy, technology, knowledge and innovation are the core elements of economic growth. The discussion of the meaning of technology and knowledge is generally based on the premise of serving the economic model of economists. Therefore, the meaning of technology is not exact in economics. If technology is regarded as an exogenous variable of economic growth, it generally represents the level of industrial technology in a specific era; if technology is regarded as an endogenous variable of economic growth, it is more of a form of knowledge. In economics, the meaning of knowledge is generally classified according to its coding degree rather than content. Basically, it can be determined that knowledge in the new growth theory often refers to natural science knowledge and organized social science knowledge. Many

classifications of knowledge are to explain how the performance of economic system is driven by knowledge. The experience and skills contained in human capital are also a form of knowledge, which serves the process of knowledge innovation. Technological innovation and knowledge spillover are the engine of long-term economic growth and the source of increasing returns. The relationship among technology, knowledge and innovation is subject and doing. They are committed to economic growth. The "Stickiness" of knowledge makes it impossible for innovative economy to take root everywhere. Therefore, in theory, there is an optimal organization to realize innovation. The purpose of policy is to promote the formation of this kind of organization in practice [3,4].

Secondly, innovative economy is an effective carrier to undertake and realize innovation. From the perspective of system, innovation economy is composed of knowledge creation system, industrial innovation system, innovation service system and public affairs department. Its operation is in a certain internal soft environment and hard environment. Meanwhile, it is affected by the continuous advancement of new scientific and technological revolution from the outside and the further development of economic and social globalization. The biggest difference between the economic operation of innovative economy and traditional economic organizations is that it is composed of multiple innovative economic components. Among them, the more typical performance is that the knowledge creation system can realize the closed-circuit cycle of economic returns, the industrial cluster development, and the rise of creative economy which embodies the connotation of innovation and human culture. From the micro perspective, the innovation mechanism of innovation economy originates from the development process of science and technology enterprises under different innovation power modes. However, the expansion of enterprise innovation system will break the boundaries of enterprises and bring in more innovation participants, thus forming the process of knowledge creation, circulation and application among organizations with knowledge as the main axis. The knowledge connection of innovation system will be realized through innovation network, innovation community and cluster. In the operation of the whole innovation economy, the government will intervene properly for the sake of market failure and system failure, so as to play an important role in providing a good innovation environment [5,6].

Thirdly, the innovation community composed of policy stakeholders in innovative economies can bring many inspirations for policy-making. Innovation community is born out of the changes of the normative structure in the scientific community in the era of knowledge economy and in the specific space of the park. Its normative structure is a combination of contradictory and compatible norms, such as public and private, universality and particularity, disinterested and personal interests, orderly doubt and obedience to authority. These norms are part of the spirit and culture of innovation, and the focus of policy support should be the small and medium-sized scientific and technological enterprises and personnel who uphold these spirits and cultures. Government policies, especially education policies, need to make a good positioning among the three functions of Universities: teaching, scientific research and serving the society. According to the operation mechanism of innovation economy and the normative structure of policy stakeholders, we can identify the policy problems in innovation, which are knowledge creation and innovation ability, industrial cluster and economic leadership ability, globalization and participation in international competition ability, innovation service and government participation in innovation ability. Innovative economies are embedded and entangled in various economic and non economic systems. Different countries' political models and policy agenda shape different innovation situations.

Finally, through the governance of innovative economies, we can build a certain policy system. Governance can solve the complicated relationships around innovation in innovation economy from a technical perspective. The governance of these relationships includes government governance, network governance and joint governance. The governance ideas of innovation economy are mainly to grasp the connotation of park development in the new era, to carry out systematic innovation

with the construction of industrialization and innovation support system; to formulate the division mode of industry under the new situation, so as to cover the new industrial form; to rely on industrial demand to drive innovation and development, to form a two-way driven innovation pattern; to promote the innovation and development of innovation economy; According to the development situation of the park, the construction of the park should be managed timely and appropriately. For the research of science and Technology (innovation) policy, neoclassical economics, evolutionary economics, STS research and policy science have different policy contents. Innovative economies need to go beyond the "discipline priority" to construct the policy space of innovation from the three-dimensional perspectives of science and technology, economy and policy. Innovation policy is divided into three levels: strategic level, comprehensive level and basic level. The content of innovation policy is mainly classified according to the enterprise life cycle and elements and environment. The policy analysis of small and medium-sized science and technology enterprises is the most important. According to the policy support system of innovation economy, the specific policy strategies of innovation economy development can be given from three aspects of knowledge creation, industrial innovation and innovation service [7].

Generally speaking, the research of innovation economy and its policy support system is to explain how to position the development of national high-tech zones in the new era and how to upgrade the development level of national high-tech zones. Although the ultimate goal of this paper is policy support, the policy is only a kind of policy in essence- -Science and technology economic activity is a kind of "self generating system" as Hayek said, in which there is a kind of "self generating spontaneous order". Therefore, a successful high-tech park originates from the spontaneous interaction among various elements in the system, which reflects the self generating spontaneous order that can be expanded.
