Introduction

Analysis of the current state of scientific research on the issue of innovations implementation in the training process showed that the varieties of best teaching practices are innovative research and teaching experience as a kind of steps ascend from the empirical to the theoretical analysis and synthesis. Samples of unique and innovative research and teaching experience represented in the works of pedagogues and scientists of Russia, I. P. Volkov, T. I. Goncharova, I. P. Ivanov, E. N. Ilyin, V. A. Karakovskiy, S. N. Lysenkova, R. G. Khazankin, M. P. Shchetinin, P. M. Erdniev, E. A. Yamburg, etc.

Models of innovation developed in the pedagogical literature on the basis of social interaction model that is created in foreign pedagogical innovation (Y. Vooglaid, B. Moore, I. Perlaki, E. Rogers). In addition, the studies often considered reflective-activity approach S. L. Rubinstein and A. L. Leontiev [4].

Scientific and educational works of V. E. Gmurman, V. V. Kraevsky, I. P. Kartashov, M. N. Skadina have more practical value and offer teachers mechanisms for the implementation of pedagogical innovations in practice [1]. Based on the experience of pedagogical studies, we can identify the following set of criteria inherent to pedagogical innovation:

novelty, optimality, high efficiency, the possibility of innovations creative application in a mass experience. The main criterion of innovation stands the novelty of having an equal attitude to assessment as a scientific pedagogical research and best teaching practices.

Methods and organization of research

In addition, the analysis of domestic and foreign literature researches on innovative education, the development of innovative forms and methods of training and education revealed that today there are the following approaches in innovative pedagogy: student-centered approach; the intrinsic approach; operationally-activity approach; professionally oriented (competency-based) approach; acmeological approach; creative-developing approach; the contextual approach.

Thus, without innovative component it is impossible to imagine a modern educational organization, including the organization of physical training and sports sphere.

Currently teaching science established that the implementation of pedagogical innovations should include mandatory elements, as the construction algorithm introduction in practice of innovations and research and development samples of pedagogical solutions advanced nature, which can be used to simulate the innovations. Also, the mechanism of pedagogical innovations, scientists, teachers include building a Bank of advanced pedagogical technologies, contributing to the finding of material for the creation of new pedagogical structures and mechanisms.

However, in the practice of physical education, there is the problem of weak theoretical-methodical preparation of trainers-teachers in the presence of new methodological platforms and many innovative pedagogic developments. That is, there is a contradiction between the richness of the learning potential of innovative pedagogy and weak adaptation and, consequently, implementation in children's and youth sports schools and centres.

However, even the rare practice of attaching the trainers to use innovative

methods of teaching and education shows that innovative pedagogy opens huge opportunities for development, training and education of young players.

Principles and types of innovative training in need of understanding and adapting to the programs and methodological support of coaching work with young sportsmen. In addition, the introduction of pedagogical innovations are not pre-prepared or in methodological or organizational or personal, psychological, attitude to the state (regional) system of young athletes training.

The principles, mechanism, stages and pedagogical conditions of innovations implementation in the training process of young tennis players in the center of sports training is the focus of this article.

Technology management of innovation processes is a set of organizing management activities means in accordance with the purpose, character and logic of educational institutions various activities transformation, including in the sphere of physical culture and sports, on the basis of accounting established in the theory of the laws and principles of innovation management.

Results and discussion

The study of pedagogical conditions of innovations realization in the training process of young athletes in terms of sports training center established that the technology of innovative processes management in the educational physical organization must consist of consecutive stages having the purpose, content and mechanism. At the same time, stages management of technology management of innovation processes should be not only interrelated and interdependent, but provided all kinds of resources.

1. Particularly important is creating a Bank of innovative problems based on problem-oriented analysis of the effectiveness of the physical organization, because the constant problems is a sign of any dynamically developing enterprises, organizations.

2. Development of a prospective long-term plans and targeted programmes for innovation in training and management processes of youth sports center. It should be

noted that the validity of this step, its adequacy and relevance to the scientific platforms depend primarily on to what extent it is based on identified theories and laws and principles of innovation processes management, implying a specific set of practical actions and events.

3. Creating flexible organizational structures in youth sports training center functioning taking into account prescribed in the relevant methodological platforms logical relationship between the rate of innovation and speed of strategic and operational management. We are talking about the decentralization of management in organizations of physical education and sport in order to better innovation and management.

4. Adequate scientific-methodical, informational, organizational, legal, socio-psychological support of innovation management in the establishment and formation of appropriate organizational, managerial and organizational training system, the allocation of these resources.

5. Development of effective system of institutions coaching staff motivation and stimulation taking into account the fact that the current professional activities of coaches will seek to oust innovative, at the same time, the resistance of the built system of the training process innovations, the greater, the more different the available and necessary functional resources and capabilities. In fact, in terms of innovative activities increases the complexity and knowledge intensity of professional activity that necessitates the introduction of material and socio-psychological compensation.

Currently the situation with the methodology, techniques and practices programs activities youth sports educational institutions is that, on the one hand, there is an abundance of software development ranging from individual educational institutions to the Federal targeted programmes and, on the other hand, the practical result of their implementation is weak, insufficient and often inadequate state investment.

This situation is due to several reasons among which the fact that program, based on

innovative methodological platforms enough to fit into the existing control system, system of physical education and sport, and in particular the training process.

In terms of programs, there has been some separation of goals from resources and means, and in addition, their mixing, lack of trust in the validity of individual procedures and activities. However, not all programs have a full description of the necessary resources, or even if this description has not provided tools and resources.

In addition, the rate of production of new programs, extended and/or modified their variations, increases. So there are two problems under some programs are not allocated: the necessary funds, or programs developed formally, for form's sake, for testing the state funds for fundamental and applied research. It is possible that the development of such programmes is aimed to justify the need of relevant educational institutions for additional resources, bearing in mind the priority of their resource provision.

It should be born in mind that existing practice in the development of targeted programs and their implementation is only a tactics of innovative processes management, providing the decision of tasks of the so-called jet method, i.e. as needed in the development and implementation of an innovation or group of innovations.

The analysis of the current state of research on issues of innovation in the training of young athletes found that technologically the problem of creation, development and implementation of pedagogical innovations can be decided based on the concept of a diagnostic study of teaching practices, developed by a research team under the leadership of Y. S. Turbovsky [5].

Our studies also showed the effectiveness of the diagnostic study of innovative processes in organizations of physical education and sport. The essence of the diagnostic study is that the experience of each coach or coaching staff present as positive, good, and negative experiences. Also the concept of the diagnostic study of the educational experience comes from the fact that the specificity, effectiveness

in the work of a coach professional-pedagogical culture formation individually, and coaching staff of sports organizations, in General, requires a clear and specific identification of positive and negative characteristics of activities [5]. Thus, the diagnostic methods of studying of innovative processes in youth sports training center provides:

• study of vocational and educational interests, needs, value orientations of coaches formed on the basis of overcoming the real difficulties of the training process on a systematic level;

• search paths, concepts, technologies, best practices and innovative methodological developments in the field of sports training and training activities to meet the interests and needs of children's and youth center of sports coaches;

• selection of relevant innovations development and introduction individual coach types characteristics in the field of physical education and sport (display, delineation, open trainings, study scientific and applied literature sources, the implementation of scientific research, postgraduate studies, participation in experimental work).

Momentum in sport is due to the limited set of factors, among which: the natural talent of an athlete; the disclosure of the sportsman organism reserves; new training methods; new sports equipment, clothing, footwear and equipment.

Superficiality, haste in the introduction of innovation and the lack of algorithm innovation led sports centers and schools of Olympic reserve for a situation when the recommended innovation after some time were forgotten or even abolished by the order and decree. One of the main reasons for such circumstances is the lack of the innovation environment sports reserve schools and centres training system, which refers to the specific moral-psychological atmosphere, based on a set of measures of organizational, methodological, psychological nature, providing the introduction of innovations in the process of sports training [2].

As mentioned above, the lack of such an innovative environment is manifested in the methodological unpreparedness of the coaches, their lack of existing pedagogical innovations awareness.

Therefore, competent methodological support will contribute to creating a favorable and effective innovation environment in the coaching staff of schools and centres of sports reserve training system, which also determines the relevance of data science and applied research. This procedure needs to be spelled out measures to overcome stereotypes of the coaches and reduce their resistance to the innovation [3].

It is found that the practical work on the diagnostic study of pedagogical innovations in the field of sports training and training activities includes several stages, which include: a survey of coaches, review of questionnaires, updating of data collected during the individual interviews, analysis of diagnostic data. Next follows planning and implementation of work plans to improve the level of professional-pedagogical training of trainers. In this case, the materials of diagnosis are taken based planning and methodical work of sports organizations until the system of physical education and sport at the municipal and regional levels, as well as individual learning of the coach. In order to guide the work of a coach on the realization (definition) of the final and intermediate results of work on the analysis of the changes within the coaching staff, on the final phase summarizes the work of the coaches is summarized and carried out their re-diagnosis. This survey is necessarily subjected to the methodical analysis of youth educational sports organization structures.

Conclusion

The studies have shown that the diagnostic approach allows new ways to conduct activities to improve the skills of coaches, affect the sustainability of their work results in youth sports training center. It is necessary to keep to the following factors:

• the successful use of diagnostic methods depends on the focus of youth sports training centre on innovation, on the development of

pedagogical creativity and initiative in the field of sports training and training activities;

• innovations in children and youth centre sports training should be continuing and systematic;

• in conditions of dynamic innovative processes management system youth sports educational organization must not lose the accumulated positive experience, and be flexible enough to anticipate and implement necessary updates to content and activities;

• there is a need to develop and actively use an algorithm of decentralized control, delegation of rights and powers from the upper floors to the lower levels of management; must be a rational combination of centralization and decentralization of management.
