The education of international students can no longer satisfy the development of international higher education. The education service trade market has made international higher education more innovative and diversified.

"Services" as stipulated in the "General Agreement on Trade in Services" refers to all services except those provided by government authorities to perform their functions. There is no service here. In other words, all countries that have committed to open the education market, except for education activities that are fully funded by the government, are all educational activities or related members. The definition of "service trade" in the General Agreement can be simply summarized as the following four types of service provision the way:[1]

Cross-border consumption (or overseas consumption). Cross-border consumption refers to the services of any other member in a domestic consumer service. Its characteristic is that it is necessary to serve consumers. It is necessary to study abroad and accept foreign students in a country. Overseas consumption is the largest share of the education service trade, and statistical indicators currently use this to the entire education service trade volume. With the rapid development of cross-border (distance learning) and cooperative training and other forms of education service trade, the proportion of overseas consumption may gradually decline.

Australia's education exports have achieved excellent results, and its education has been recognized. Recruiting overseas students is the main form of international education services in Australia. Universities get a lot of benefits from exports: 90%. The quality of Australian higher

education is satisfied or very satisfied; the graduation rate of students is also very high, and the performance in the job market is also very prominent.

Commercial Presence. Commercial Presence refers to the educational institution of one country going to another country to set up schools and other educational institutions and engage in activities such as education and training.[2]

Australia's overseas cooperation in running schools is mainly concentrated in the field of higher education. According to statistics from the Australian Association of University Presidents (AVCC) in May 2013, Australian universities and overseas higher education institutions have established 43 countries and regions on the continent. Some multinational companies inject funds into university laboratories or directly invest in university scientific research projects to produce children [4].

Cross-border Supply. Cross-border Supply refers to the services provided by a member within the territory of any other member, and the realization of the services of its characteristics, such as the rapid development of audiovisual, financial electronics, and correspondence education. The pure cross-border delivery in the education service trade will consume a lot of services. Educational institutions and information are working together to develop e-learning courses in various subjects. For education, it mainly provides long-distance education courses, correspondence courses, and education and training services.[3]

Students receiving distance education in Australia have all the same rights as students on campus. Tuition, textbooks, teacher assessment standards and diplomas are treated the same as those of the University of Austria. The use of textbooks and the arrangement of tutors and standards are exactly the same. In the end degrees and diplomas are exactly the same, and students who participate in distance education have the same rights as a result. Discriminated against for not being able to learn literature.

Movement of natural persons (also referred to as natural person industry). Movement of natural persons refers to the services provided by natural persons of one member within the territory of any other member. The characteristic is that the service provider temporarily resides in education as a citizen of one country to another country to engage in professional teaching and training.[4]

The movement of natural persons is an important way of trade in education services. While the member states promise to open education services to natural persons, they also adopt the basic theories of international education trade to protect the exchange of talents between educations in their own countries. Excellent teachers, scholars and researchers from all over the world are welcome to Australia to study and work.
