Annotation: In this article highlights political culture and methods of formation in youth.

Political science and political culture are necessary for everyone, regardless of their job. Because people live in society, inevitably interacts with other people and the state. Without political knowledge, without political culture, he may become a puppet in political games.
Mass political literacy is essential for citizens because it does not allow violence, arbitrariness. In countries with deep democratic values and traditions deeply rooted in the consciousness of citizens, political neutralization can be allowed, but in countries that have recently experienced totalitarianism, displacement from politics can have negative consequences. And the democratic system can not be effective without a certain level of political culture.
Democracy implies man to be the source of power, the decisive one for the fate of his country. Indeed, in a democratic state, not everyone can really influence the political decision-making process. But the account of the public interest in the state policy, the competence and responsibility of the elites are directly related to a person's conscious choice and his political activity. In this respect, the conscious formation of political culture is the concern of the modern society and its prosperity.
Of course, political culture does not form partly. Political culture is formed during systematic mastering of knowledge and experience. In developed democracies, there are also special institutions involved in political education. Media can also be replaced by some of these institutions. The main focus is on propagating humanitarian values. Democratic political education involves the knowledge of freedom, the inviolability of the individual, its natural rights, its attitude to the social system, its place and role, its rights and duties. Its main goal:
■ Finding the right person in a complicated and controversial world;
■ Can defend their interests;
■ Make it customary to respect democratic regimes;
■ Acceptance of political tolerance and pluralism;
■ Emotional exertion;
■ To make immunity to radical ideologies,
■ To achieve a democratic mentality.
Thus, political culture is one of the important elements of the political system of society. The level of development of political culture reflects the quality of this system. Political culture is not only a political and legal knowledge of
political and public figures, but also of citizens, which expresses their political character. After all, a person must have a certain culture in order to have political activity. Here, political culture can be compared to the technology of political activity.
Political culture has a strong influence on the formation and functioning of political institutions, the essence of political processes, the nature of relations between the state and the citizens. Political culture can only be understood as a constantly changing phenomenon that responds sensitively to all changes in the world.
The nature of political culture influences the conduct of a political process in a particular country, which can lead to compromise of various interests, predictions, increase or decrease the likelihood of sustainability.
To see another legitimate opponent in the political opponent is one thing to look at someone who is making up secular evil. It is quite another thing to be convinced that the uncertainty and unquenchable life of a person has never been a part of the assessment of these difficulties - one that is to perceive them as illness, the interference of certain political forces in the evil intentions.
Sometimes it is possible to observe a nationwide agreement on the basic values and the non-destructive rules of the game. The practical situation that confirms the existence of this sign is that not only does the victorious party recognize the legitimacy and fairness of the game, but the defeated party will admit it even though it is painful. What makes it difficult for a loser to resist the failure and not resort to terror? a natural question arises. First of all, the world-pragmatic perception of reality is to understand the electoral process not as a conflict of good and evil forces, but as a conflict of human legitimate interests. At the same time, it is recognized that social life is not the result of a total of zero results, that the welfare of one party is not ensured by the deprivation of the other party. Finally, to believe that political victories and defeats are not the end of the process, and therefore simply be patient with the next elections. Clearly, such a culture is not specific to the feeling of the end of the world, the "great change" and the "endless results" of history.
These kinds of perception and evaluation of political things also arise from a certain cultural tradition and the level of political literacy Today, these issues are especially relevant: the worrying of the "cooks of all" is the concern of the cook, who ignores politics, does not know anything, and overcame a society that threatens to abandon all institutions and norms. At the same time, sharpening of the problems of national culture, in particular the problems of political culture, is intensifying in the context of the new meeting of East and West civilizations. In terms of politics, the issue of cultural aspect is related to the definition of the non-institutional aspects of politics. It is possible to observe the presence of stable traditional archetype and rules based on the activities of certain policy actors. They are permanently operating, although they are not constantly understood. In the modernization experience, it has been revealed that even the most advanced technologies can not be cultivated on any cultural ground: they are less productive
when they are imported from the West to the East, from the advanced countries to developing countries. It would be fair to talk about it, especially with regard to new social institutions: the imported imported parliamentarism impresses the imported democracy. Therefore, the study of the cultural layer is becoming a crucial condition for the successful implementation of certain social and political innovations and modernization. The owners of political culture are the subjects of political relations. Individuals, social groups, nationalities, governments and institutions are institutional subjects. The political culture of society is largely the political culture of the priority social groups. It basically means the interests of this group, its social status and the peculiarities of its historical development. At the same time, political culture is influenced by historical traditions, national, geographical, cultural, and religious factors. Changes in social development, as well as priorities in political development, also occur in political culture. However, they do not happen quickly and automatically, because of the deep rooted stereotypes. The person adopts the stereotypes of the political thought that are common to the social environment that he sees, the sinister, the ways of his character. At the same time, each person's political culture has individual characteristics, which reflects personal experience, level of knowledge, and psychological traits. The political culture of a person is manifested at the level of political knowledge, at the level of civic engagement, in the way of particular values.
