Create fair and just conditions to encourage free competition. As we all know, compared with large-scale monopoly enterprises, small and medium-sized enterprises are not in the same scale or strength, and they will certainly be in a disadvantage position in the market competition. Monopoly enterprises occupy a dominant position in the market, and their economic strength will make them have an absolute say in patent application, price dominance and other aspects. Therefore, small and medium-sized enterprises will be difficult to occupy a certain share in the market, which will lead to their survival. Therefore, how to create a fair and just market competition environment for small and medium-sized enterprises has become an important part of the development of local small and medium-sized enterprises in western countries [1].

secret law, fair trade law, etc. to regulate market behavior, so as to ensure that their small and medium-sized enterprises can participate in the market in a fair and just competition environment.

The government supports small and medium-sized enterprises. The foregoing has analyzed the relevant laws and regulations formulated by western countries to ensure a fair competition market environment for SMEs, which is the government's support for the development of SMEs at the level of laws and regulations. It is difficult to change the weak situation of small and medium-sized enterprises in the social economy just by giving them equal competitive position. To fundamentally solve the problem that small and medium-sized enterprises are in a weak position, we must increase the support for small and medium-sized enterprises [2].

In addition, the western countries also set up special institutions to guide the development of small and medium-sized enterprises and provide help for their planning and management. For example, as early as after the 1933 economic crisis, the United States established the federal Small and medium-sized enterprise bureau and the small and medium-sized enterprise Committee and other institutions to provide technical and legal support for the development of small and medium-sized enterprises, and even coordinate government financial support for enterprises under financial pressure. The most important thing is to provide active fiscal and financial support policies for the development of small and medium-sized enterprises. Small and medium-sized enterprises have weak capital strength and low resistance in the face of market shocks, which leads to difficulties in financing. Therefore, the United States, Japan, New Zealand and other countries with better development of small and medium-sized enterprises will give support in fiscal and tax policies, and even clearly stipulate that the financial support for the development of small and medium-sized enterprises is a basic policy. Taking the U.S. government as an example, its federal and local governments have clearly defined the proportion of government procurement projects in small and medium-sized enterprises, whose purpose is to digest their products and provide support for them [3,5].

We know that because there are great differences in the actual situation and development characteristics of small and medium-sized enterprises in various countries, the financing difficulty of small and medium-sized enterprises is a common problem in various countries, and there are great differences in the policy system of supporting small and medium-sized enterprises financing in various countries, but the common purpose is to alleviate the financing gap of small and medium-sized enterprises, and the financial support policy is the core content of the support system. Take China as an example. In 2018, the total loss of small and medium-sized enterprises' loss-making enterprises was 530.23 billion yuan, up 15.2% year on year (down 10.7% year on year last year); This is 6.7 percentage points higher than the growth rate of enterprises (8.5%) in the same period, while the growth rate of large enterprises decreased by 2.9% in the same period. Among them, the total loss of medium-sized enterprises was 250.1 billion yuan, up 14.5% year on year. Small business losses totaled 280.13 billion yuan, up 15.8% year on year. There are still many problems and difficulties in the development of small and medium-sized enterprises [4].

Develop small and medium-sized enterprises with domestic characteristics. National characteristics are not only a kind of label but also a kind of advantage of market competition. Therefore, western countries pay attention to cultivating and forming their own characteristics while developing their own small and medium-sized enterprises.

In today's global economic integration, the role of small and medium-sized enterprises in the economic development of a country is very important. Small and medium-sized enterprises can activate a country's economy, increase the country's financial revenue, and provide a lot of employment opportunities.
