FEATURES OF STATE REGULATION OF DEVELOPMENT OF TOURISM IN UZBEKISTAN

Abstract: The development and complexity of economic relations in society requires a certain state involvement in the regulation of these relations. Till recent times, the government intervention in market relations was considered to be a negative factor, and there was a trend aimed at limiting its influence. However, global financial crisis, showed how dangerous the result of government intervention and place of the state in the market mechanism. Global crisis has led to reconsider at one of the state position in relation , demanding transformation of stereotypes in the economy.

Аннотация: Развитие и усложнение экономических отношений в обществе требует определенного участия государства в регулировании этих отношений. До недавнего времени вмешательство государства в рыночные отношения считалось негативным фактором, и существовала тенденция, направленная на ограничение его влияния. Однако мировой финансовый кризис показал, насколько опасен результат государственного вмешательства и место государства в рыночном механизме. Глобальный кризис привел к пересмотру одной из позиций государства по отношению, требующей трансформации стереотипов в экономике.

INTRODUCTION
In the context of globalization and close intercultural interaction, many countries are developing the service sector as a priority of its economic policy, taking over the functions of forecasting, coordination and control.
One of the elements of entrepreneurship in the service industry is tourism. In the last decade tourism in Uzbekistan has considerably developed. This process is the result of deep integration into the global economy, scientific-technical progress,which led to the deepening of international relations, a significant acceleration and lowering the price of transportation, deluxe accommodation in the tourist and recreational areas. The growth in collaboration in health care system and the need for international business relations has increased mobility of people.

DISCUSSION AND RESULTS
In a time of profound systemic changes in the economic sphere of tourism, it has transformed into a set of new economic entities and for several years it is in the process of institutional formation and the formation of intra inter-sectoral, interregional and international relations.
In 2011 the total number served by local and foreign tourists increased and 1 million of them are foreign tourists. For tourism enterprises served 463.4 thousand people. The growth rate of the number of tourists were served by 5.4% compared to last year. In 2011, Uzbekistan in general was attended by more than 1 million foreign nationals.
Due to the implementation of measures for the development of entrepreneurial activity in the tourism sector, the total volume of rendered tourism services in 2011 increased by 8.3% compared to 2010.
Implementation of the forecast exports of tourism services reached 112.0% compared with 2010, the figure indicated 127.8%.
The result of the measures to encourage small businesses and private entrepreneurship has increased the number of subjects of tourist activity. Thus, over the past years, 124 organizations were granted with licenses for the provision of tourist services, 55 of which were organized by households.
Nowadays, in the republic there are 828 tour operators, 510 of them performs in the activities of tour operator and 318 of them are the hotel households.
Such a rapid development of enterprise in Uzbekistan due, primarily, to the restructuring of Uzbekistan's economy, overcoming structural imbalances and the excess concentration of production that occurred during the period of the administrative-command economy. In fact, we are talking about the implementation of the general economic regularities inherent in the modern world economy: the transition to an intensive type of reproduction, with the increasing importance of its quality parameters, the development division of labor and sudden expansion of range and variety of products and services are urgently increasing as well as needs to resources and to an economy.
As the international experience of businesses operating in a competitive environment plays an important role in increasing production, expanding the range of goods and services, improve the quality of production
So, for today's business establishment in Uzbekistan in the sphere of tourism, the infrastructure development is becoming highly topical and it is considered to be one of the most promising areas of market reforms.

The modern period of tourism development requires the creation of new mechanisms and motivations of the tourist businesses, along with the development of property rightsand, other social institutions, some macro-economic policies and administrative measures. Currently, the awareness of state of the high social and economic importance of tourism plays a key role in the development of tourism
Appreciation of the absence of government management of tourism Uzbekistan can lead to the loss of such an important component of its tourism, as the social side. The development of tourism, not associated with receipt of high incomes without the participation of state institutional structures is impossible.
Therefore, Government of Uzbekistan, according to the five principles of the country, as proclaimed by President Islam Karimov, in the first years of independence, is the main initiator of the reforms and market reforms in the tourism sector can and should consider these factors in order to ensure social protection of the poor.
In modern conditions the tourism in Uzbekistan is a socially oriented, and comes in its business practice of the economic, social and political interests of society as a whole.
The need for restoration and preservation of a specific touristic products, historical, cultural and natural complex of Uzbekistan confirms whether the state approach to the use of tourism not only the most valuable monuments, natural areas or resources, but also the traditional landscape associated with the surrounding historic towns, religious and archaeological sites , national color and folklore, to the preservation of the environment on to the historic areas.
It is a harmonious blend of nature and culture and creates a unique attractiveness of regions and the image of Uzbekistan as a whole.
Among the most important problems addressed in the present state of tourism should include:

integrated and balanced development of tourism infrastructure elements that provide inbound and domestic visitors to the necessary conditions of stay, and local residents living conditions
protection of historical and cultural heritage, and improving environmental quality, comprehensive and sustainable use of tourism resources;
achieve rational distribution of tourism facilities within the district. The approach to the establishment and development of tourism in terms of social responsibility of tourism businesses, capable of providing effective functioning of joint public and private sectors.
The decisive factor for the success of the whole process of integrated development of tourism in the country is the willingness of all stakeholders to unite and coordinate their efforts to create a developed tourist infrastructure.
The specialists of the World Tourism Organization, considering the prospects for Uzbekistan as a tourist center, among the main factors in the development of tourism in Uzbekistan called the political stability and economic growth.
The obtained results based on the recent implicationspromises that the future direction of ICT can contribute to the economic growth more if relevant measures and steps are taken. Nowadays the ability to create, distribute and exploit knowledge has become a major source of competitive advantage, wealth creation and improvements in the quality of life. Some of the main features of this transformation are the growing impact of information and communications technologies (ICT) on the economy and on society.
Besides this, any technology implementation has a strong relation with human resource knowledge background. Therefore, education and training of tour operators will also take some time. Some suggestions could be made based on our research results. Nowadays in the conditions of increasing competitition in industries especially in tourism sector, an implementation of modern information-communication technologies (ICT) in tourism sector boosts the competitiveness of firms, of small businesses and of private entrepreneurial entities, which makes possible to gather and process high volume of information for organizing strategic management.
