The article discusses the specifics of the rapid growth of intensity and informatization of life, the knowledge-intensive labor that today places corresponding requirements for both social, spiritual and general cultural education of a person, and the level of infrastructure modernization for the development of all spheres of his life activity. The object of research in this article is sport as a service industry, which is characterized by its own system of institutions, facilities and infrastructure. Analyzed the sports infrastructure of the city of Kazan.

EVALUATION OF THE EFFECTIVE USE OF SPORTS INFRASTRUCTURE IN THE MUNICIPALITY OF KAZAN

Abstract: The article discusses the specifics of the rapid growth of intensity and informatization of life, the knowledge-intensive labor that today places corresponding requirements for both social, spiritual and general cultural education of a person, and the level of infrastructure modernization for the development of all spheres of his life activity. The object of research in this article is sport as a service industry, which is characterized by its own system of institutions, facilities and infrastructure. Analyzed the sports infrastructure of the city of Kazan.

Recently, in the Russian Federation one can observe a steady trend of increasing the social importance of mass sports, which is manifested, among other things, in increasing the role of the state in supporting its development. Physical culture and sports are the plane where the social function of the state, commercial interests of business in terms of their own profitability and efficiency of labor resources, as well as the current needs of the population in improving the quality of life, closely intersect. Sport is becoming an important sector of the economy, has a huge impact on such key sectors of the economy as transport and communications, construction, agriculture, the production of consumer goods, chemical industry, medicine, etc.

By the order of the Government of the Russian Federation of August 7, 2009 No. 1101-p, the Strategy for the Development of Physical Culture and Sport in the Russian Federation for the period up to 2020 was approved, according to which the development of physical culture and sports is one of the priorities of the state social policy. The purpose of the Strategy is to create conditions that provide an opportunity for citizens to lead a healthy lifestyle, systematically engage in physical culture and sports, gain access to a developed sports infrastructure, and also increase the competitiveness of Russian sports. The implementation of the Program will create by 2020 the conditions for attracting at least 40% of the Russian population from 22.5% in 2012 to systematic physical education and sports, an increase in the

share of Russian athletes who won the Olympics Games from 29.6% in 2012 to 31.1% in 2020, increasing the level of provision of the population with sports facilities from 25.1% in 2012 to 48% in 2020. It is also planned to make full use of Olympic sports facilities in the city of Sochi and sports facilities of the XXVII World Summer Universiade 2013 in Kazan in the post-competition period in the field of physical culture and sports.

Kazan is one of the most developed cities in Russia in terms of sports, as well as one of the leaders in the number of victories in various sports. Various groups of the population of Kazan are involved in physical education and sports. Sports and mass work is carried out among employees of enterprises and organizations of various industries, which covers about 213 thousand people. Work is underway to promote a sporting lifestyle among people with disabilities. The development of physical culture and sports occurs in the youth environment of our city.

The most important point that will determine the modern development of physical culture and sports in the city of Kazan is the strengthening of its material and technical base. For 2018 in the Republic of Tatarstan, there are 9,175 sports facilities, in particular, 35 ice rinks, and in the city of Kazan - 42 sports facilities. Of the total number of objects, 15 are objects of municipal property, 5 are republican, 20 are federal, 2 objects are owned by JSC Holding Company Ak Bars and JSC Kazan Arena. The municipal facilities include: Zilant Universal Sports Complex; Cultural and sports complex "KAI-Olymp"; Sports and recreation complex "Vatan"; Sports and fitness complex "Triumph"; Sports complex "Ak Bure", etc. By republican: Basketball sports building "Basket-Hall"; Palace of Sports "Tatneft Arena", Stadium "Rubin", etc. The federal are: Kazan Tennis Academy, Water Sports Palace, Rowing Sports Center, Gymnastics Center. Also, the Kazan-Arena Universal Football Stadium is owned by Kazan-Arena OJSC and the Ak Bars Martial Arts Palace owned by Ak Bars Holding Company OJSC.

In the city, one can observe the implementation of the concept of the "Universiade Heritage", i.e. the use of sports facilities and facilities for the development of sports in the city, providing conditions for training Russian teams in various sports and the commissioning of the Olympic Village facilities. The capital of Tatarstan managed to rework the main stadium of the Universiade 2013 for the World Cup 2018. All these processes occur due to the social policy of the republic, investments and investments of financial resources, active involvement of federal sources, including the Program "Development of physical culture and sports in the Russian Federation for 2015-2018". In RT, about 600 million rubles were allocated from the federal budget to build existing sports facilities.

In each municipality of the RT, a universal modern sports complex, an indoor ice rink with artificial ice, a stadium with a football field and modern athletics tracks, a swimming pool have been erected.

For this, the Physical Culture and Sports Society of Disabled Persons of the Republic of Tatarstan was created, in which more than 40 physical culture and sports organizations are united. Various sports competitions are held among persons with disabilities (bike rides, marathons, etc.). More than 3,500 people with disabilities participate in the sports events of the Republic of Tatarstan every year. Teams of athletes with disabilities Kazan participate in national and international competitions, achieve high sports results. In the city of Kazan, it is planned to create a specialized health and fitness center for people with disabilities, repurposing fitness clubs to the needs of people with disabilities.

The development of physical culture and sports occurs in the youth environment of the city of Kazan. The youth sport in the city is one of the most effective means of educating and forming a citizen, preventing socially destructive phenomena among adolescents. Since 2001, the winter and summer sports competitions have been resumed in the municipal education of secondary school students in 37 kinds of sports, in which, starting from the first stage, about 190 thousand school-age children take part. Since 2003, these events have been held within the framework of the Games of students of Russia. For the organization of work in the field of physical culture and sports among children and adolescents, an extensive network of educational organizations has been formed.

About 70 institutions in the field of additional education of sports specificity are currently operating in the republic, including the Children's Youth Physical Training Club, the Children's Sports School, the Children's Sports School of Olympic Reserve, where about 90 thousand people are engaged (26.9% of total number of children of school age) and 150 sections of sports orientation in adolescent clubs in the community where about 80 thousand children and adolescents are engaged (40.63% of the total number of children of school age) a). In the sports schools of the city, trainings are conducted in 65 sports. Students of Kazan sports schools many times became winners and prize-winners of many All-Russian and international sports competitions. By the decision of the Government of the Republic of Tatarstan, inventory, sports uniform, equipment is purchased for these schools, the material and technical base is strengthened to create optimal conditions for sports.

There have been positive developments in the development of university sports. In recent years, an increase in the number of students in higher and secondary specialized educational institutions, purposefully engaged in physical culture and sports, was 19.2%. In the Republic, the Games are organized in 24 sports among university students. The final of the 1st All-Russian Summer Universiade was held in Kazan, where the team of the Republic of Tatarstan won first place in the team event.

The material and technical base of universities is being strengthened, which are included in the construction of sports and recreation facilities. By the Universiade 2013, about 20 facilities were built and reconstructed at the universities of Kazan. The city has set goals to achieve maximum return, prospective use of the huge potential of the "Universiade 2013". Thus, the design of the Universiade village for its participants and guests was carried out taking into account the possibility of the subsequent placement of the student interuniversity sports and cultural center of Kazan there.

With the support of the President of the Republic of Tatarstan R.N. Minnikhanov, in 2013 a large-scale project for the construction of universal sports grounds began. Universal sports grounds are flat structures for physical education and sports in basketball, volleyball, football, hockey, as well as training on street simulators. For children, the installation of children's camps is envisaged, mass sports and sports activities are organized. In Kazan, the activity on the formation of a convenient sports infrastructure, a modern and affordable service in the field of physical culture and sports has been intensified. Considerable attention is paid to the construction of modern sports complexes and facilities.

Higher sport is also developing. In terms of the achievements of athletes, we can conclude that he is at a high level. A vast experience has been developed in the organization of major sporting events and competitions, the use of modern technologies for sports events. The following events were held:

- qualifying pre-Olympic field hockey tournament among women's teams;

- World League Volleyball matches;

- Russian Championship in Athletics;

- Russian championship in figure skating;

- Russian Tennis Cup;

- IX International Rhythmic Gymnastics Tournament "Yoldyz";

- XXVII World Summer Universiade;

- World Aquatics Championship;

- World Championships in wheelchair sports dancing;

- World Junior Weightlifting Championship;

- European badminton championship;

- World Fencing Championship;

- FIFA World Cup 2018 (Kazan).

Famous athletes and national teams compete with great success in numerous Russian and international sports events.

Analysis of the state of material and technical support of sports bases in the city of Kazan showed that the provision of different types of sports facilities in terms of 10 thousand people in 2016 is:

- plane constructions in the city of Kazan - 32.35% (in the Republic of Tatarstan - 74.6%);

- sports halls in Kazan - 30.85% (in the Republic of Tatarstan - 43.9%);

- swimming pools in Kazan - 4% (in the Republic of Tatarstan -7.7%).

Thanks to the development of sports infrastructure and the legacy of the Universiade, the number of Kazan citizens who regularly engage in physical culture and sports in 2016 increased from 29% to 35% and amounted to almost 400 thousand people. Seven years ago, the number of people involved in sports exceeded only 17% of the total population.

One of the main objects of the 2013 World Student Games was the Universiade Village. Before and after the Games, it is used as the largest student campus in Russia, where students of Kazan (Volga Region) Federal University, Volga Region State Academy of Physical Culture, Sports and Tourism live. Thanks to this, the living conditions of the students were raised to a fundamentally new level. The conditions for student sports have also improved significantly, which contributed to the popularization of physical culture among the majority of young people. The number of students involved in sports has more than doubled - from 20 thousand 739 people. in 2008, up to 48 thousand 966 people. in 2016.

Another very important factor in the successful use of the sports heritage of the Universiade is the increased interest in a healthy lifestyle. As of January 1, 2017, the total number of Kazan residents systematically involved in physical culture and sports was 388 thousand 141 people, that is, 33% of the total population. The most visited sports facilities in Kazan are swimming pools (32% of the total attendance), ice skating rinks, sports halls and football fields (approximately 20% each).

The level of development of physical culture and sports is considered today as the most important characteristic of the socio-economic development of the city. One of the factors determining the modern development of this area is the sports infrastructure, which is a combination of buildings and sports facilities used to maximize the needs of the population.

The peculiarity of the national sports system of Russia is that the state of problems of physical culture and sports at the federal, regional and local levels is not the same, as there are differences in the pace and methods of implementing state policy. Therefore, there are objects of the Federation and regional sports facilities that achieve high rates of policy pursued by them, as well as local ones, which are significantly lagging behind the tasks set for them. The complication of the situation lies in the fact that the issues regulating the activities of the sports infrastructure are under the joint jurisdiction of the Russian Federation and its subjects, as a result of which the collision of interests and the emergence of contradictions between the "players" in the field of physical culture and sports are inevitable.

The main goal of the municipality in the field of sports is not only the achievement of maximum results by athletes at international competitions, but also the development of interest in organizing mass sports events. This plan can be implemented in the presence of a well-equipped sports facilities with sports facilities. Thus, the development of physical culture and sports depends on the logistics, including demonstration (arenas, training halls, stadiums, courts, swimming pools, cycling routes, etc.) and training (training centers and bases, sports schools, children's schools). - Youth Olympic schools reserve other) objects.

Despite the positive dynamics of the development of sports infrastructure, at the same time there are a number of problems:

1. an insufficient number of open plane structures intended for skiing, which are the most popular and sought-after and least expensive sports;

2. infrastructure development in different parts of the city is uneven. You can select the most and least affluent areas. So, the first are Vakhitovsky, Moscow, Soviet areas, and the second - Aviastroitelny and Kirov areas;

3. lack of awareness of the population about the existing sports facilities, the lack of a single information field about facilities;

4. lack of desire of young coaches and specialists in the field of sports to work in old facilities, as well as the unwillingness of the population to engage in such facilities; lack of a strategy related to occupancy and greater employment of municipal sports facilities;

5. the development of networks of running and cycling paths.

Following the analysis of the problems associated with the use of sports

infrastructure and in order to optimize use, the following recommendations were developed:

1. to propose the development of the Kazan Sports Information System, which would be available as an application for the general public, as well as for tourists who are little aware of the state of the city's sports infrastructure;

2. the need to improve the infrastructure of city courtyards in order to engage in the sports activities of the population with low incomes;

3. equipping of sports facilities with specialized equipment for sports activities for persons with disabilities.

It is precisely the high level of development of this infrastructure that is one of the main elements on which the level of youth involvement in sports depends. Today, the sports infrastructure is in front of systemic challenges, reflecting how global, Russian, and metropolitan tendencies need to be promptly responded to, provide adequate answers to modern times. Successful solution of tasks for the comprehensive and effective development of sports infrastructure is impossible without the systematic improvement of this sphere.
