Achievements in sport are possible only in close interaction of theory, practice and science. Bashkir institute of physical culture branch of the Ural State University of physical culture performs this function in the Republic of Bashkortostan. Bashkir institute of physical culture dates back to the formation of the Ufa study support center of Chelyabinsk state institute of physical culture. Leading specialists of Bashkortostan Republic in the field of physical culture, sport, adaptive sport and tourism work In the educational institution. Today teaching and educational, scientific, methodological and sports activities with students, graduates and trainees are being performed by 70 teachers at the departments of the institute. 72 % staff teachers have scientific degrees. The staff includes 15 doctors of science, 32 PhD''s and 12 professors. The main scientific research areas being implemented by teachers of the higher school are as follows: biomedical support of sports activity, sport for people with disabilities, optimization of sport training of athletes of various qualifications, health and rehabilitation technologies for persons with health disorders. Great contribution to the scientific and methodological support of adaptive physical education and sport for people with disabilities in the Republic of Bashkortostan is being made the faculty of the institute. The number of young specialists assigned to work in the sphere of adaptive physical culture and sport is 43 % of the total number of graduates. Due to the reforming and modernization of higher education systems in general, including in the direction of "Adaptive physical culture", as well as the need for promoting the qualified personnel to work with disabled athletes, our institute keeps assisting in professional training in this area.

BASHKIR INSTITUTE OF PHYSICAL CULTURE AS A CENTER OF SCIENTIFIC AND EDUCATIONAL ACTIVITIES IN THE SPHERE OF ADAPTIVE PHYSICAL CULTURE AND SPORT

Achievements in sport are possible only in close interaction of theory, practice and science. Bashkir institute of physical culture - a branch of the Ural State University of physical culture - performs this function in the Republic of Bashkortostan.

Bashkir institute of physical culture dates back to the formation of the Ufa study support center of Chelyabinsk state institute of physical culture. A new Ufa branch of the Ural State University of physical culture was created by the order of the Sport Ministry of Russia on the 6 of March 2000. In September 2005 the Ufa branch of the Ural State University of physical culture was renamed to the Bashkir institute of physical culture by the results of successful certification and accreditation. Leading specialists of Bashkortostan Republic in the field of physical culture, sport, adaptive sport and tourism work in the educational institution. Today teaching and educational, scientific, methodological and sports activities with students, graduates and trainees are being performed by 70 teachers at the departments of the institute.

72% staff teachers have scientific degrees. The staff includes 15 doctors of science, 32 PhD's and 12 professors. There are honorary figures of physical culture of Bashkortostan Republic and the Russian Federation, honored trainers of Russia, sports masters of Russia and international masters of sports.

The main scientific research areas being implemented by teachers of the higher school are as follows: biomedical support of sports activity, sport for people with disabilities, optimization of sport training of athletes of various qualifications, health and rehabilitation technologies for persons with health disorders.

Great contribution to the scientific and methodological support of adaptive physical education and sport for people with disabilities in the Republic of Bashkortostan is being made by the faculty of the institute. The number of young specialists assigned to work in the sphere of adaptive physical culture and sport is 43 % of the total number of graduates.

The creative potential and ability to go with the times directly depend on the teachers' high professional and personal qualities. It becomes a high priority when teaching athletes with disabilities. Our teachers must do a good work training future specialists and encouraging students to develop high personal qualities. Disabled graduates have to become not only tutors for young athletes but someone they want to take as a model of behavior.

The first disabled students were enrolled to the adaptive physical culture faculty of Bashkir institute of physical culture in 2009. They can successfully study in the institute and go on with their sport carriers. At the moment 30 disabled highly skilled athletes are students of our institute.

17 athletes from the Bashkortostan Republic took part in the XIV summer Paralympic Games in London, 11 of them are students of our institute. Athletes Elena Pautova, Aleksey Labzin, Andrey Koptev, Anastasia Ovsyannikova won gold medals and Anna Sorokina won a silver medal in javelin throwing.

Our judokas Mikhail Sidorov, Arsen Djanaraslanov and badminton player Alena Soboleva won gold medals on the Deaf Olympic Games in Bulgaria in July 2013. The bronze medals were given to Anna Sedova in badminton and Ainur Yamalov in judo.

The graduates of our institute are: 13 times champion of Paralympic Games, 18 times world champion, 43 times champion of Europe, deputy of the State Duma of the Federal Assembly of Russian Federation, vice president of the Paralympic committee of Russia, honored sports master of Russia Rimma Batalova; honored sports master of Russia in athletics, 3 times champion of the summer Deaf Olympic Games, two times silver and bronze medalist of the Deaf Olympic Games Nelly Erofeeva.

The students of the Bashkir institute of physical culture specializing in "Physical culture for people with disabilities, adaptive physical culture" have an annual teaching practice in preschool facilities and residential schools of corrective type for disabled children. When the teaching practice is over, students, teachers and methodists arrange health and fitness events for this kind of children.

The leading trainers in adaptive sport are involved in the educational process of the institute. Thus, the teachers of sports departments are: honored trainer of the Russian Federation, senior trainer of the athletics national team for athletes with vision disorders, associate professor P.Z. Buylov; honored trainer of Russia, senior trainer of judo national team for athletes with hearing disorders, associate professor V.A. Pegov; honored trainer of Russia, chief coach of Bashkortostan Republic in powerlifting, professor B.I. Sheyko; honored trainer of Russia, chairman of the regional branch of the Paralympic committee, professor E.I. Yemel'yanov; international master of sports, participant of the Paralympics in Beijing, World Cup winner in athletics A.V. Kholostyakov.

The teachers of the institute actively provide the scientific and methodological support for adaptive physical education and sport for disabled people. Professor E.P. Artemenko, Doctor of

Education, designed and experimentally proved the principles of modeling the process of motor rehabilitation in cases of upper and lower limbs fractures, which enables targeted affect on the growth of functional capabilities of damaged limbs and patients' general physical working capacity.

Professor, Doctor of Medicine O.S. Kogan scientifically grounded the role of occupational medicine in professional sport and elaborated methodical approaches to complex health-related assessment of working conditions and diagnostics and prevention of athletes' professional diseases.

Sport training methods for disabled athletes in different sports were worked out and experimentally proved. Doctoral and PhD theses were defended based on received data. L.R. Makina in her doctoral thesis discovered the theoretical basis of physical training of athletes with vision disorders. G.M. Yulamanova's thesis for a doctor's degree enriched theoretical knowledge in the sphere of sport training of fencers with locomotive system disorders. Researches under the guidance of professor, Doctor of biological sciences E.R. Rumyantseva are held in view of aetiology and pathogenesis of diseases of swimmers, fencers in wheelchairs and athletes. Training programs for disabled athletes were created based on the results of research for Children and Youth Sports Schools, Specialized Children and Youth Sports Schools of Olympic Reserve, Sports Schools of Elite Sports.

The authority of our scientists is proved by the fact that they were involved in federal and republican programs in the sphere of protection of professional athletes' health, as well as health of athletes with disorders. In our institute we hold annual All-Russia Open Universiade for students specializing in "Adaptive physical culture", "Exercise therapy" and also All-Russian science conferences on this area.

Due to the reforming and modernization of higher education systems in general, including the area of "Adaptive physical culture", as well as the need for promoting skilled personnel to work with disabled athletes, our institute keeps assisting in professional training in this area.
