This article analyzes the federal compulsory health insurance fund. The income and expenses of the budget of the compulsory medical insurance fund are considered.

The income and expenses of the budget of the compulsory medical insurance fund are considered.

Today every citizen becoming the owner of the medical insurance policy of Mandatory Medical Insurance (MMI) receives a legal basis for ensuring the protection of his rights and interests in health protection.

Medical insurance is carried out in two forms: mandatory and voluntary. Mandatory insurance is an integral part of state social insurance and provides all citizens of the country equal opportunities to receive medical care. Voluntary medical insurance provides citizens with additional medical and other services beyond the established mandatory medical insurance programs.

The budget options of the Mandatory Medical Insurance Fund (MMIF) for

2018 and for the planning period of 2019 and 2020 are calculated in accordance with the main parameters of the forecast of socio-economic development of the Russian Federation for 2018 and planning period of 2019 and 2020.

In accordance with parts 1 and 2 of Article 145 of the Budget Code of the Russian Federation the budget of the MMIF for 2018 and the planning period of

2019 and 2020 were drafted in the form of a federal law and sent for approval to the Ministry of Health of Russia (letter of October 17, 2017. No.9831/21). The Ministry of Health of Russia bill was sent to the Government of Russia by letter of October 18, 2017 No. 11-8/10/1-5981.

The main specifications of the budget of the Federal Mandatory Medical Insurance Fund (FMMIF) of the Russian Federation for 2015 - 2018 reviewed in Table 1.

The budget revenues of the FMMIF, excluding intergovernmental transfers, are due to the setting of the insurance premium rate from 2017 at 5.1%. The increase revenue of the FMMIF terms of transfers from the budgets of the constituent entities of the Russian Federation in 2016 (664.6 billion rubles) compared to 2015 (506.9 billion rubles) are due to the establishment of a new insurance premium rate for the MMI of the non-working population (Table 1).

The funds of the MMIF of the Russian Federation are used in two directions:

1. Mandatory

2. Voluntary

In order to increase the income of the MMIF in 2020 is planned to increase the insurance premium rate for the MMI for 2020 to 5.9%.

The introduction of the MMI system in Russia has fundamentally changed the healthcare economy. The medical institutions have become suppliers, and medical insurance organizations have become buyers of medical services. Under these conditions, financial resources should be balance by the cost and quality of

medical services.
