The paper outlines the prospects for the development of the agro-industrial complex, reveals the strategic objectives of the state agri-food policy, as well as the main prerequisites.

The article refers to the agro-industrial complex in the development of the national economy in the Russian Federation. The paper outlines the prospects for the development of the agro-industrial complex, reveals the strategic objectives of the state agri-food policy, as well as the main prerequisites.

In the 21st century, our country has entered a new, challenging period of its development. In recent times, in spite of the consequences of the global economic crisis, the potential for modernization has been growing in both economic and social spheres [5].

The priority national projects "Development of the agro-industrial complex" (hereinafter "Development of the agro-industrial complex"), "Health", "Housing", "Education" have a tremendous influence on the stability in society, are a key issue of state policy.

The agro-industrial complex of any state plays an important socio-economic role in the development of the national economy, since, on the one hand, this complex involves a large amount of labor resources, and on the other hand, it provides a solution to the issues of food security and political stability of the state. In this regard, the issues of improving state regulation of the agro-industrial complex do not lose their relevance to this day, since agribusiness is constantly influenced by many external and internal factors, many of which are modified, which determines the need to revise the forms of state regulation.

The national project in the sphere of the development of the agro-industrial sector is aimed not only at increasing the efficiency of production in industry and stimulating the development of small forms of agribusiness, but above all at overcoming the demographic crisis in rural areas and combating poverty [3].

The main forms of state participation in the regulation of federal, regional and municipal development should be state, regional programs, funded both from the state budget and extra-budgetary funds. "The country has formed a list of 460 investment projects aimed at expanding the domestic production of agricultural products, and 265 billion rubles have been allocated from the budget for their support. The President of the country has set the task for the government: until 2020. for the main types of products (milk, beef, vegetables, fruits, berries, fruits), close 80% and 90% of domestic consumption in Russia" [2].

There are already quite a few regions in Russia where agribusiness is already quite successfully implementing the import substitution policy in the field of agriculture and agricultural processing. This gives hope that agriculture in the country has finally embarked on the path of becoming a successful and competitive industry.

In the development of the agro-industrial complex, practically all the problems of the functioning of the country's economy intertwined. Despite the fact that over the past nine years in the agro-industrial complex, it was possible to turn the tide for the better, having significantly intensified the investment process, increased production by almost 40% and ensured economic growth until the dangerous trends that are long-term or permanent for the development of agrarian spheres. These include: low profitability of agricultural producers and a sharp decline in their economic opportunities, poor social infrastructure of the village and conditions for the development of human potential that are not equal with the city, and low wages.

In most cases it is quite problematic for small forms of management to receive state support from regional (municipal) authorities, go through the selection procedure, identify priority activities, and determine development prospects.

To solve this problem, we propose a new mechanism for the functioning of small forms of management in modern conditions, including a model for supporting small agribusiness entities in order to increase their efficiency based on the allocation of streaming resources and improving regulatory impact, identifying priority activities, defining selection procedures and forecasting development scenarios production of agricultural products.

For most agribusiness entities, obtaining state material, organizational and consulting support is a necessary and important condition for further competitive functioning.

The strategic goal of the state agri-food policy is to promote the achievement of relatively stable performance of enterprises and organizations of the agro-industrial complex, which will allow:

- to ensure the development of markets for agricultural products, raw materials and food;

- to increase the profitability of agricultural enterprises and the quality of nutrition of the population of the country.

The main prerequisites for the development of modern agrifood policies are: the determination of the priority and importance of solving this problem for the stabilization and improvement of the socio-economic situation in the country; overcoming the underdevelopment of the national agrifood market and its individual segments, as well as the threat to food security [1].

The economic situation in the agro-industrial complex is heterogeneous. The food industry is distinguished by its ubiquity of location, although the set of its branches in each district is determined by the structure of agriculture, and the volume of production is the population of a given territory and the conditions of

transportation of finished products. The food industry is associated with agriculture and unites more than 20 sectors that use different raw materials.

The main prerequisites for the development of modern agrifood policies are: the determination of the priority and importance of solving this problem for the stabilization and improvement of the socio-economic situation in the country; overcoming the underdevelopment of the national agrifood market and its individual segments, as well as the threat to food security [1].

The economic situation in the agro-industrial complex is heterogeneous. The food industry is distinguished by its ubiquity of location, although the set of its branches in each district is determined by the structure of agriculture, and the volume of production is the population of a given territory and the conditions of transportation of finished products. The food industry is associated with agriculture and unites more than 20 sectors that use different raw materials.

This industry is characterized by a stable financial position; it is actively modernizing. "In Russia, over the past four years, more than 600 billion rubles of investments have been attracted to the food and processing industry». Under the long-term program of social development for 2020-2030. in the food industry is planned to invest from 900 billion rubles up to 1,150 billion rubles, of which 55% will be directed to the technological modernization of the industry. The resource-saving way of the development of the agro-industrial complex based on the forced development of infrastructure and processing industry seems to be the most effective for solving both food and economic problems"
