The article examines the transition of higher education institutions to financial independence and the fact that it serves to improve the quality of education from a scientific point of view.

THE FOUNDATION OF OUR FUTURE

ABSTRACT

The development of the education sector often depends on the level of funding and the level of effective use of financial resources received. Therefore, the scale of funding for education reform in different countries is radically different. The article examines the transition of higher education institutions to financial independence and the fact that it serves to improve the quality of education from a scientific point of view.

Introduction. The resolution of the President of the Republic of Uzbekistan Shavkat Mirziyoyev dated 20.04.2017 on "Measures for further development of the higher education system" was announced.

Modernization of the education system, as in all spheres of life, remains one of the most pressing issues today. Creating an innovative educational environment, ensuring its full compliance with international standards is an important factor in the successful socialization of our youth in today's rapidly changing social life.

The main part. The implementation of the requirements of the Law "On Education" provides for the improvement of the structure and content of the system of continuing education on the basis of modern scientific achievements and social experience. To do this, first of all, it is necessary to provide the teaching process in all educational institutions with advanced, scientifically based modern methods. The purpose, tasks and content of educating the younger generation is one of the most pressing issues facing the system.

Investment in the education system is one of the most effective investments.

It is no secret to anyone today, but financial resources.

One of the key issues today is to make the most efficient use of each available resource, given its limited resources. In this regard, it is expedient to improve the measures taken to effectively organize the education system, in particular, the financing of higher education.

According to UNICEF, the coverage of primary education in the country is 97%, while in higher education it is 15%. This means that there are 2 students for every thousand people in the country.

For further development of the economy, this figure is much lower. Because people with higher education are developing 3% of the employed population in the countries, the population of industrialized countries

Their share in the innovative economy is 60%

In the intellectual economy, this figure is 80% should. Based on this, the Decree of the President of the Republic of Uzbekistan dated February 7, 2017 No. PF-4947 sets the following tasks:

□ Further improvement of the system of continuing education, quality educational services capacity building, high to meet the modern needs of the labor market continuing the policy of training qualified personnel;

□ Introduction of international standards for quality assessment of education and training

Improving the quality and efficiency of higher education institutions on the basis of gradual increase of admission quotas to higher education institutions;

□ Stimulation of research and innovation activities, scientific and innovation creation of effective mechanisms for implementation of achievements, higher education establishment of specialized scientific-experimental laboratories, high-tech centers and technoparks at the level of countries and research institutes, etc.

Implementation of such tasks, of course, requires time and a lot of money. Higher education institutions in our country are funded mainly from the budget and extra-budgetary sources. The main source of extra-budgetary funds is the contract funds of students studying on a contract basis.

Among the main documents regulating the financial activities of higher education institutions is the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated September 3, 1999 No 414 "On improving the procedure for financing budget organizations", 2001 Resolution of the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan dated December 28, 2012 No. 344 "On the procedure and amount of scholarships for students of higher educational institutions" dated August 17, 2012 About approval of the Situation on the paid-contract form of training in higher and secondary special, professional educational institutions and the procedure for distribution of the proceeds from it "No. 508", 16 of 2017 Order No. 182017 of October "On approval of the norms of the ratio of the number of students per one teacher in the blocks and forms of education in higher education institutions", Ministry of Finance of the Republic of Uzbekistan and Uzbekis Approval of the Regulation of the Ministry of Higher and Secondary Special Education of the Republic of Tajikistan dated August 20, 2010 "On the procedure for normative planning and financing of higher education institutions at the expense of the budget based on the cost of training one student" The decisions of today in the education system, as in all sectors and industries of the economy, especially in the system of higher education,

including its financing approaches, that the time has come to introduce modern and innovative services we think.We know that this is the highest income of higher education institutions (HEIs). If the payment is from the contract amount, the maximum cost is 1-group expenses, in particular student scholarships and teaching staff labor is spent on wages. Therefore, the correct calculation of these costs and rational distribution is important for every higher education institution.

Direct education system in the financing of higher education institutions it is expedient to analyze the experience of developed countries. Field of education A.Minnat and J.Tanlar, who conducted their research on the state education system.

The level of funding by the level of development of the country found that In their view, low-income countries are the base If we focus on education, middle-income countries are mainly secondary special pay more attention to the financing of education. Has a high income the countries that have the highest level of education pay more attention to higher education.

Improving the system of higher education and its financing in our country.

From the reforms being carried out on the subject, it can be concluded that the higher.

It is necessary to increase the share of extra-budgetary funds in the financing of educational institutions.

Improving the financial sustainability of higher education institutions. It is advisable to implement the following proposals we calculate:

- Introduction of a credit system of education in higher education institutions;

- Introduction of independent determination of contract amounts by higher education institutions;

- Taking into account the scientific potential of the university in determining the amount of the contract;

- Teachers' salaries are not based on salaries, but on efficiency determination based on the work done during the academic year;

- Wide involvement of foreign citizens in the educational process, for this purpose the university

Extensive information and educational services in foreign countries.

Advertising on social networks, on popular social networks.

(Facebook, Twitter, Linkedin VKontakte, Telegram, Instagram, WhatsApp, etc.) create their own pages in Uzbek, Russian and English;

- A graduate of a higher education institution with high achievements attraction of sponsorship funds of individuals, etc.

With this in mind, by January 1, 2022, 35 leading state higher education institutions have been granted financial independence by a presidential decree.

As of January 1, 2022, 35 leading public higher education institutions have been granted financial independence.According to the relevant decree of the President, these universities have been granted financial independence, including the following powers:

- setting the cost of tuition on a fee-for-service basis, taking into account the demand in the market of educational services;

- setting and extending the terms of payment of student tuition fees;

- Scholarships and grants for students at their own expense.

The resolution also defines 10 powers of supervisory boards to be established in state higher education institutions that are granted financial independence.

In addition, a number of benefits have been provided to higher education institutions that have been granted financial independence.

Medical higher education institutions were allowed to spend the necessary funds from their extra-budgetary funds to strengthen the material and technical base of their clinics, as well as to carry out capital and current repairs.

Conclusion. We have all realized today that only young people who are educated on a modern basis, who can compete with their peers in other parts of the world, who are physically and spiritually fit, will be able to continue the work we have started and take it to a new level. In order to bring up well-rounded and well-rounded young people, it is necessary to have qualified and well-trained teachers. That is why there are so many tasks for teachers today. The same goes for students. In any social society, the education of the younger generation is based on a specific goal.The purpose of education is determined by the development of social society, its direction of development, the content of social relations. The main purpose of education in the Republic of Uzbekistan today is to bring up a mature person.
