Regional Centre «Razvitie» (Development): activity analysis
Annotation: The article describes the activities of the Regional Centre «Development» («Razvitie»), the purpose of which is prevention of social orphanhood and development of family forms of the device, post boarding school adaptation and social support of children-orphans and children left without parental care, support positive parenting. The article describes in detail the structure of the centre and its branches: emergency social assistance and organisation of post-residental support (including social hotel), assistance for families and children, informational-analytical and organizational-methodical work.

Аннотация: В статье описывается деятельность социального Регионального центра «Развитие», целью которого является предотвращение социального сиротства и развитие семейных форм устройства, адаптация выпускников после школы, социальная поддержка детей-сирот и детей, оставшихся без попечения родителей, поддержка позитивного воспитания. В статье подробно описывается структура центра и работа его подразделений: экстренная социальная помощь, организация проживания детей в центре (социальный отель), помощь семьям и детям, информационно-аналитическая и организационно-методическая работа.

Regional Centre «Development» is functioning in the Ministry of Labour and social protection in Tula region.
The Centre is responsible for social services for families with children, minors, people in difficult situation, people who want to take care of orphans.
The aims of centre are to strengthen families and family values, the development of family capacities in Tula region.
The priorities of the centre is the prevention of social orphanhood and social distress of the family, development of system of arrangement of children-orphans and children without parental care, postinternatnoe support for graduates of orphanages.
The staff of the centre provides social services assistance in the protection of the rights and legitimate interests, group and individual psychological and educational counseling, remedial and developmental classes in the form of service at home and semi-permanent form. The centre provides support to families and children in difficult life situation.

People who are in need receive urgent social assistance.
The resource centre has a modern material and technical base: equipped offices, equipped with computers, multimedia facilities, small conference hall, press centre and media library, an area of psychological relief, the lecture hall; the centre has the Internet connection. The center has all necessary conditions for productive activities of employees and ensure the comfort of clients and public events.
In the centrehelp is assisted by specialists of the following departments:
• Department of urgent social assistance
• The Department of organization of post-residental support
• Department of information-analytical and organizational-methodical work
• The Department of family and children
Department of urgent social assistance
The Department was created in order to provide one-time assistance to the citizens in need of social support.
Urgent social assistance is granted based on the personal appeal, the statements of the parents, legal representatives of minors.
In the Department there is:
• Urgent psychological help
• Assisting in the preparation of documents
• Consulting
Aid in providing basic necessities: food, clothing, shoes, hygiene products, care products for children.
The Department of organization of post-residental support
The Department of post-residental support organizes and carries out social adaptation of graduates of boarding schools and orphanages.
Objectives of the Department are to build a single, efficient regional system of post-residental support.
Specialists of the Department carry out preventive work of social maladjustment the graduates, to protect the rights and legitimate interests of the graduate, identify negative factors of socialization in the process of adaptation in the post period and reduce their impact.
Priority direction of work of the Department - the social hotel for graduates under 23 years, who have no certain place of residence.
One of perspective directions of work is the creation of the "Association of children-orphans and children left without parental care".
Forms and methods of work
• Registration and monitoring of graduates of orphanages
• Methodological support for the specialists in helping people after leaving boarding houses
• Development of programs individual support for alumni
• Reception of graduates and the provision of competent psychological-medical-pedagogical advice
• The provision of social services
• Conduct recreational activities for graduates.

Department of information-analytical and organizational-methodical work
Department is created for the purpose of development of the unified scientific-methodological space, enhancing the level of professional competence and realization of personal potential professionalism.
The Department realizes
• Study and analysis of condition and results of methodical work of the institution
• Collection and compilation of statistical, analytical and reporting materials at the activities of the centre
• Advertising and informational and educational activities in the sphere of social orphanhood prevention
• Organization of interaction with the organs and institutions of social protection and social services, education, health care,
guardianship and custody, internal affairs, public and other organizations, the mass media
• Organization and conducting seminars, trainings and other events for professionals
• The organization of courses of improvement of specialists' qualification of social service institutions in Tula region on a free basis under the following programs:
- "Social work with substitute families" (72 hours)
- "Prevention of social orphanage: early detection, diagnosis of cruel treatment, technologies of the family's preservation" (72 hours)
- "Project management in the field of social services for families and children" (36 hours)
"The network of social contacts: mobilizing social environment of children and families in a crisis situation" (112 hours)
- "Intensive family therapy at home" (120 hours)
The Department of family and children
The Department was created in order to assist families and children in need of social support.
The office carries out activities to preserve the family, promote the arrangement of children-orphans and children left without parental care in families, foster families by providing them with social services, assistance in realization of their legitimate rights and interests in the territory of Tula region.
To the Department are accepted
• Families and juveniles being in a socially dangerous situation, a difficult situation
• Citizens who have expressed a desire to take care of children left without parental care
• Families who foster a child left without parental care
In the Department of family and children work: social workers, psychologists, social workers, speech therapist, teacher-defectologist.
The Department works in different directions:
• Social support for families in difficult life situations
• Social support for foster families
